Pair charged over alleged New IRA activity after PSNI data breach

Two men have appeared in court charged with terrorism offences linked to a major PSNI data breach.
Brian Francis Cavlan, 49, from Coronation Park, Aughnacloy and Rory Martin Logan, 43, from Ross Close, Enniskillen, but currently remanded in custody, appeared before court on Thursday.
They were arrested on Tuesday as part of an ongoing police investigation into the activities of the New IRA.
They are accused of having information likely to be of use to terrorists.
A Police Service of Northern Ireland (PSNI) officer said he could connect both to the charges.
A spreadsheet containing police officers' names, and those of civilian staff, were found on mobile phones belonging to the accused, the court was told.
The pair appeared together in the dock of Strabane Magistrates' Court but refused to acknowledge the proceedings.
It is alleged on 12 April 2024, Mr Calvan possessed two spreadsheets containing details of serving PSNI police officers and staff members.
The officer told the court that Mr Cavlan had screenshots of certain parts of the spreadsheet.
Under questioning from a defence lawyer, he agreed that there was no evidence that Mr Cavlan had downloaded the spreadsheet from the source.
And he agreed the spreadsheet had been shared " a considerable amount of times."
Mr Logan is charged with having a spreadsheet of serving PSNI officers and staff on 11June 2024. He did not apply for bail.
Mr Cavlan was denied bail due, the judge said, to "real and evident" risks of reoffending, and concerns that bail conditions could not be managed.
The data breach happened in August, when police released the names of more than 10,000 staff and officers by mistake, under a Freedom of Information (FoI) request.
Both men will appear again by video link at Omagh Magistrates' Court on 25 February.

Some 31 people have been arrested by police investigating recent disorder in Northern Ireland. Of those arrested, 23 people – including a 13-year-old girl and her mother – have been charged in connection with the violent scenes last week. The disorder started in Ballymena last Monday after an alleged sexual assault of a girl in the town last weekend. Two 14-year-old boys, who spoke to a court through a Romanian interpreter, have been charged with attempted rape. A peaceful protest last Monday evening about the alleged assault was followed by attacks on police and properties housing ethnic minorities. The PSNI described the scenes as 'racist thuggery'. The disturbances in the Co Antrim town continued for several nights and spread to other areas of Northern Ireland including Portadown, Larne, Belfast, Carrickfergus, Londonderry and Coleraine. While tensions largely abated over the weekend, there were scenes of disorder in Derry on Monday night. Three officers were injured, with two struck by masonry and one struck by a firework, after police came under attack in the Nailors Row area from around 9.30pm to midnight. An 18-year-old male was arrested on suspicion of riotous behaviour and bailed to allow further enquiries to be conducted. Police said some largely peaceful protests took place on the Shankill Road and Shore Road in west and north Belfast, and on Clonavon Terrace and Waveney Road in Ballymena on Monday night. In a statement on Tuesday, police said officers investigating an arson attack on Larne Leisure Centre last Wednesday, have charged a 25-year-old man with perverting the course of justice. He was due before Ballymena Magistrates' Court on Tuesday. Meanwhile, police investigating disorder in Portadown last Thursday have charged two men. A 37-year-old man was charged with two counts of riot and appeared at Lisburn Magistrates' Court on Monday, and a 32-year-old man was charged with one count of riot and was to appear at Craigavon Magistrates' Court on Tuesday. Assistant Chief Constable Ryan Henderson said police are continuing to review evidence gathered during disorder, and said more arrests are likely. 'Recent days have been calmer. However, this does not mean our investigations into those responsible for the racially-motivated attacks will lose momentum,' he said. 'We are continuing to review our evidence gathered over the days of disorder and are robustly investigating the disorder. 'We will be making more arrests and delivering justice to those responsible for these racially-motivated attacks and associated posts on social media. 'Our heightened presence in towns and cities and engagement will continue as we work to keep people safe. 'Everyone deserves to feel safe on our streets. So, just as we will seek justice for women and girls who report heinous crimes to us, we will also seek justice for local innocent families who are being targeted by criminality fuelled by hate. 'We will continue to robustly investigate the disorder over the last number of days but do not want to see any more young people criminalised by being caught up in this activity.' A 13-year-old girl has been charged with rioting over disorder that broke out in Northern Ireland last week. Ballymena and other nearby areas saw five consecutive nights of violence after an alleged sexual assault of a girl in the County Antrim town. The Police Service of Northern Ireland (PSNI) said five more people have been arrested in connection with the disorder - bringing the total number to 29. The latest arrests include the 13-year-old girl who has been charged with rioting over the third night of disorder in Ballymena last Wednesday. A 33-year-old woman has also been charged with child cruelty relating to the disorder. A 25-year-old man has been detained in connection with an arson attack on Larne Leisure Centre, which was significantly damaged. He was arrested on suspicion of conspiracy to commit arson with intent to endanger life. A 40-year-old man has been charged with rioting on 9 June - the first night of disorder. Meanwhile, a 32-year-old man has been charged with sending menacing messages through a public electronic communications network, and with encouraging or assisting offences, believing one or more will be committed.
