Chartreuse shortage has bartenders crying and an Ottawa distillery innovating

The French liqueur Chartreuse has become a cult favourite in the bartending community in recent years. That popularity, plus a production cap by the monks who make it, has resulted in a shortage in many markets.
In Ontario, a hold on orders has some establishments rationing their supply.
"When we felt this was coming on, we stockpiled as much as we could," said Stephen Flood, head bartender at Ottawa's Riviera restaurant
"Right now, we're down to what is in that gigantic bottle at the back. We've been pouring into smaller bottles, but that's going to run out pretty soon."
Flood describes the flavour as like nothing else, making it an indispensable weapon in a bartender's arsenal, one that he'll miss if he can't get it in the future.
"Green Chartreuse is a little higher proof and zingy, I guess, the best word. I know it's kind of a vague word, but you do sense this sort of like a sharp, herbaceous note," he said.
"The yellow Chartreuse is a little lower in alcohol and it's a bit more honeyed, a little bit more mellow, but it also has those under notes of herbaceousness."
Limited supply
Chartreuse is reputedly made of 130 plants and herbs, distilled according to a secret recipe that only two, or at times three, monks know. They aren't likely to divulge the details either, as the order takes a vow of silence.
"It's the flavour that has me in and coming back to it so often, but with the story on top of that, I then get to go 1,000 layers deeper," said Paul Einbund, a restaurant owner, sommelier, and Chartreuse expert based in California.
That story is steeped in mystery, but the cliff notes version says it all started when the Catholic monks of the Carthusian order in France received a manuscript from a Marshall of France in 1605. The document contained a list of plants and directions for making an elixir of long life.
The monks worked on the recipe over the years and began selling it as a medicine, then when it became popular, as a drink. Along the way, it became the primary source of income for the monastery. Now, centuries later, after a business arm was developed to market the liqueur, it is a brand known throughout much of the world.
The herbaceous flavour has gone in and out of fashion over its history, but recently, has experienced a fresh surge in popularity.
"It's less than a decade, probably eight years, that it's been blowing up in America at least. And I believe that we were the creators of the renaissance of Chartreuse in cocktails," said Einbund.
"The real blow up probably happened during the pandemic where global consumption of everything ... blew up."
In 2021, the monks announced that despite growing demand they would not be increasing production beyond their current record levels.
In Ontario, Chartreuse is out of stock at the LCBO because of a pricing dispute, a person with close knowledge of the situation told CBC. The source spoke on condition of anonymity in order to discuss sensitive commercial matters.
In a written statement, the LCBO said that to keep prices competitive it has a long-standing policy of requiring that any product ordered be available at a price equal to or lower than the price at any other government liquor board or purchasing body in Canada.
CBC's source explained that Chartreuse recently raised its prices but made a deal with the Quebec liquor corporation SAQ for a lower price than the LCBO.
The LCBO didn't answer direct questions about its dealings with Chartreuse, but said in its statement that it continues to work with vendors to fulfil orders, without providing a timeline for the product returning to shelves.
Chartreuse's business arm did not respond to a request for comment.
An alternative?
But the shortage isn't bad news for SFR Distillery in Ottawa's Kanata neighborhood.
Master Distiller Adam Brierley is seizing what he sees as an opportunity.
"Our Monk's Secret Herbal Liqueur is our answer to the Chartreuse shortage," he said.
When Brierley noticed the shortage in Ontario, he was inspired to create an alternative.
"I grabbed the only bottle that I could find over a year ago, and we've been smelling and tasting and working on it since," Brierley said.
After 18 test batches, the resulting liqueur was "85 per cent there", Brierley estimated.

Her husband, Dustin Terlaak, is named as co-defendant for his 'full knowledge and participation,' the case alleges. Marcia Terlaak, whose online LinkedIn account as recently as a month ago listed her as Coquitlam's cemetery supervisor, was fired from the Gardens of Gethsemani in July 2021 and received a severance. She had worked there in charge of all finances since 2009. Her role included keeping books for a second Catholic cemetery, St. Peter's in New Westminster, where she had sole signing authority. The lawsuit claims that in 2018, three years before she was let go, Terlaak stopped reconciling the bank account for St. Peter's, and in July of that year stopped recording transactions in the St. Peter's bank account. The Roman Catholic Cemeteries of the Archdiocese of Vancouver, which operated both cemeteries, alleged that in August 2023 it discovered that between mid-2012 and up to May 2021, Terlaak had issued cheques from the cemetery accounts to herself, to personal credit card accounts in her name, and to other names. And it alleges she also withdrew 'unconventionally large amounts' from petty cash, and that all the unauthorized payments were for the 'personal benefit, gain and profit of herself and/or Dustin Terlaak.' The lawsuit alleges her husband's participation included 'receiving, converting, hiding and otherwise benefiting from the funds misappropriated' by her. The lawsuit claims they used the money in 2019 to purchase a Surrey property in Panorama Ridge, selling it, and then buying a White Rock condo on North Bluff Road, where they still live. The four-bedroom, 3,550-sq.-ft. Panorama Ridge property was listed on a realtor's website this week for $1.3 million. The two-bedroom, 1,710-sq.-ft. White Rock condo was purchased for $775,000, according to an online real estate website. The lawsuit said the cemeteries have suffered damages, losses and expenses because of the fraud, including loss of use of the funds and the cost of investigating. The lawsuit asked the court to place a certificate of pending litigation against the White Rock condo and place all of the couple's other personal property, including proceeds from the sale of the Surrey property, furniture, household items, jewelry, any vehicles and any other real estate into a 'substantive constructive trust.' The Terlaaks 'do not have the ability to personally pay an award of damages equal to the funds' lost by the cemeteries, it said. None of the allegations have been proven in court. Messages left with the Terlaaks were not returned on Tuesday. The cemeteries' lawyer declined to comment. It's not surprising fraud can continue for years at not-for-profits where there are not usually enough employees to ensure separation of duties, such as having the same person responsible for recording, custody and authorizing of funds, said Michael Favere-Marchesi, associate accounting professor at Simon Fraser University's Beedie School of Business. Favere-Marchesi, commenting previously on a case of an employee being accused of stealing from the City of Surrey and not on the cemeteries lawsuit, said this type of individual-worker fraud is also more common in the public than the private sector, where owners have to answer to shareholders where there are internal control systems. 'When there are weaknesses in those systems, it is not unusual for fraud to happen for long periods of time before they're discovered,' he said. And fraud is easier if one person is responsible for all finances because with two or more people, 'to commit a crime, you would need collusion,' he said. Also, employees who handle finances need to be properly assessed for the 'triangle of fraud' characteristics — that is, did they have motivation, opportunity and rationalization to be able to steal funds, he said. OTTAWA - Interim NDP Leader Don Davies is accusing Prime Minister Mark Carney of not being transparent about negotiations with the U.S. on getting President Donald Trump's tariffs lifted. Davies said Wednesday that Parliament has not been kept in the loop on what Carney and Trump are talking about behind closed doors, or whether Ottawa has involved stakeholders in negotiations with the U.S. 'Previous Liberal governments have made quite a deal out of appointing different stakeholders from society to be present in advising them. Yet we don't know anything about that in these negotiations,' Davies told reporters outside the House of Commons just ahead of question period. ARTICLE CONTINUES BELOW 'It's time that Carney government became more transparent with Canadians, let us know who's negotiating, and definitely explain to Canadians why he's pursuing deeper military and economic integration with the United States when he promised Canadians that he would do exactly the opposite.' 'It's a very dynamic situation,' Champagne said. 'We've been engaging with our friends in the United States. You know, we talk to different people in the administration.' But Carney and Foreign Affairs Minister Anita Anand breezed past reporters who shouted questions at them on Wednesday, while LeBlanc was not seen in Parliament. Pete Hoekstra, Trump's ambassador to Canada, said in an armchair talk at the Canadian Club of Ottawa on Wednesday that he thinks there's a 'possibility to have a great deal.' He said that 'all indications' are that the two countries could reach a 'very positive agreement,' but couched that 'there's also the possibility you could end up with something like no deal or whatever.' 'Until a deal is announced, you really won't know what's it in it,' Hoekstra said. Trump has insisted that Canada could join his unbuilt Golden Dome continental missile defence program at a cost of $61 billion. Carney confirmed last month that he is in talks with Trump about the project. 'It's something that we are looking at and something that has been discussed at a high level,' Carney said at a press conference in Ottawa on May 21. Prime Minister Mark Carney and U.S. President Donald Trump are having direct talks toward what could be a new trade deal, the U.S. ambassador to Canada said Wednesday, but quickly added he's 'not confirming or denying' that any agreement is done. 'All the indications are that we could move toward a very positive agreement,' Ambassador Pete Hoekstra said of the negotiations during a fireside chat with Global News' Mercedes Stephenson at the Canadian Club of Ottawa. 'Until a deal is announced, we won't know what's in it and we won't know if it's finalized.' Before sitting down with Stephenson, Hoekstra appeared to confirm a CBC News report that said a working document has been exchanged between Ottawa and Washington outlining the potential deal's terms. The report did not say what those terms were. Yet he later said 'I'm not confirming or denying anything' when pressed on whether the report was accurate. The Globe and Mail was the first to report last week that Carney was engaging in direct behind-the-scenes trade discussions with Trump.
