Libya's Bid Round Draws 40+ Applicants as ConocoPhillips Signals Renewed Investment in Africa

Libya's latest upstream licensing round has already attracted more than 40 applicants, a signal of the country's re-entry into the global energy arena and growing interest in its largely untapped hydrocarbon potential. This update was shared by Abdolkabir Alfakhry, Advisor to Libya's Minister of Oil and Gas, during a session sponsored by ConocoPhillips at the Invest in African Energy Forum in Paris on Wednesday.
'More than 40 companies have already applied to the bid round,' said Alfakhry, noting that results are expected around November. 'This will open a new environment for international companies to work in Libya.'
Framing Libya's assets as underexplored, particularly offshore, Alfakhry pointed to the country's strategic location on the Mediterranean and its proximity to European markets as key competitive advantages. 'The bid round signals Libya's integration into the global energy market,' he said.
That outlook was echoed by Steiner Våge, President for Europe, the Middle East and Africa at ConocoPhillips, who confirmed the U.S. major's intention to deepen its engagement in Libya and across the African continent.
'Libya is a place where we can work – over the last few years, we've significantly increased production at the Waha concession,' said Vaage. 'We want to see Libya prosper. We'd also like to transfer our knowledge, and we want to work with partners that have similar objectives – that is the starting point.'
While capital remains globally competitive, Vaage emphasized that Africa – alongside Libya and Equatorial Guinea in particular – remains in strong contention for future investment.
'We see a future in Equatorial Guinea in terms of stranded assets and getting more gas,' he said. 'The country needs more gas to keep its facilities and sustain production. There's a good opportunity to do more.'
Ultimately, the decision on where to deploy capital, he added, comes down to the fundamentals: 'It's about finding the place where there [are] good rocks, good fluids, [and] you have a surface system that works in terms of predictability [and] capacity to execute.'

The new phase boasts panoramic views and modern designs that harmoniously blend nature with contemporary architectural planning, embodying the company's commitment to creating fully integrated communities. The launch comes alongside notable construction progress across Solare, reaffirming MIP's dedication to delivering on schedule and to the highest standards of quality. Hilltop's architecture is inspired by Miami's contemporary lines, and a lifestyle influenced by Mediterranean cities, set across cascading elevations that range from 26 to 36 meters above sea level; ultimately offering expansive panoramic sea views with enhanced privacy. Hilltop also benefits from its close proximity to the Solare Downtown district; an integral component of the larger development currently underway, with an estimated investment of EGP 10 billion. Envisioned as Ras El Hekma's premier commercial, entertainment, and tourism hub, Solare Downtown spans 40 feddans and is expected to attract around 30,000 visitors daily. Commenting on the latest project updates, Eng. Mohamed Khaled El Assal, CEO and Managing Director of MIP, emphasized that every project the company launches carries a distinctive unique identity that reflects its vision of creating exceptional, fully integrated destinations that go beyond conventional residential concepts; adding that Solare perfectly embodies this vision. Developed under the theme of 'A Place Where the Sun Never Sets,' the project stands as a vibrant tourism destination in the heart of Ras El Hekma, offering an integrated contemporary lifestyle through 16 diverse residential, leisure and entertainment experiences that operate around the clock, not just during the summer, but throughout the entire year. El Assal added that achieving this level of excellence would not have been possible without solid partnerships with first-rate local and international experts across all fields; from design and planning, to execution. To secure the highest standards, MIP has partnered with top-tier global and local firms, most notably EDSA and Whitespace Architecture, for the project's master plan, urban design, and landscape architecture. The architectural designs were curated by Synthetic and Design Avenue, with the support of exceptional local talent, who contributed bespoke solutions tailored to meet the aspirations and needs of today's customers. Spanning 386 feddans, Solare Ras El Hekma features a one-kilometer-long sandy beach and a three-kilometer seafront. The project is thoughtfully designed across seven elevations rising up to 36 m above sea level. It comprises over 100,000 sqm of swimmable lagoons, including 30,000 sqm of private lagoons, with 82% of the units offering direct water views. In line with its holistic vision, MIP places premium hospitality at the heart of its development philosophy. The company continuously strives to deliver fully integrated living experiences that seamlessly blend luxury living with hospitality services, a concept brought to life in Solare Ras El Hekma. The destination brings this vision to life by incorporating hospitality into its contemporary lifestyle model, featuring 800 hotel rooms, as well as branded residences, creating a year-round, all-encompassing experience that exceeds customer expectations and caters to evolving needs. On the construction front, excavation, backfilling, and steps works have been completed, along with the ongoing structural work for the seafront units and finishing works for the cabanas. The company has also finalized land grading for phases one and two, and completed approximately 80% of the grading for the remaining phases. These milestones represent the outcomes of the company's collaboration with RedCon, one of the region's leading construction firms. Currently, 723 units are under construction within the project, as part of an investment plan valued at approximately EGP 1.3 billion, representing around 80% of the targeted cabanas in this phase. As for phase two, which focuses on villas, the company has completed nearly 30% of the construction works to date. Moreover, MIP has already commenced work on the next phases of construction, including both internal and external finishing works. The State of Libya has taken a critical step towards its full membership of African Export-Import Bank (Afreximbank) ( with the acquisition of shares in the African multilateral Bank, making the country both a participating state and a shareholder of the Bank. The country submitted its payment for the acquisition of the Bank's shares on 13 May 2025. Libya acceded to Afreximbank's Establishment Agreement in October 2024, becoming the 52nd African nation to do so, and marking an important step towards full continental coverage and advancement of the Bank's continental integration agenda; through trade and investments. The acquisition of Afreximbank's shares by Libya further strengthens ties with the oil rich nation and enhances critical support to the Libyan economy. Target areas of intervention by Afreximbank include infrastructure and oil and gas, and export of manufactured goods to the rest of Africa, while also supporting regional integration projects targeting other countries in North Africa. 'Libya's shareholding in Afreximbank puts the Bank in a strong position to support the government's reconstruction efforts while also helping to deepen its regional connectivity through investments in critical projects such as the oil pipeline and road projects between Egypt and Libya, and the electricity transmission and linkage project covering Libya, Tunisia, and Algeria. It reaffirms the confidence of African governments in their Pan-African Multilateral Financial Institution,' said Prof. Benedict Oramah, President and Chairman of the Board of Directors, of Afreximbank. Prof. Oramah commended Libya for its investment in the Bank which demonstrates increased confidence in the organisation's activities, primarily its mandate of transforming African Trade. Leparan Gideon ole Morintat, CEO and Managing Director of the National Oil Corporation of Kenya (NOC Kenya), will speak at this year's edition of the African Energy Week (AEW): Invest in African Energies conference – taking place September 29 to October 3 in Cape Town. During the event, Morintat will share insight into the company's growth strategy in the country, highlighting frontier oil and gas prospects and opportunities for global investors. Morintat will also participate in the event's first-ever National Oil Company (NOC) and International Oil Company (IOC) Forum, which brings together key public and private sector stakeholders into direct conversation to drive investment and deals in Africa. Morintat's participation comes ahead of the country's inaugural oil and gas licensing round, which is set to launch in September 2025. Offering ten exploration blocks to investors, the licensing round aligns with national objectives of unlocking the frontier potential of the country's oil and gas sector. The ten blocks were selected using geoscientific data to ensure a transparent allocation process. The government – through the NOC - provides comprehensive seismic surveys and geological reports, thereby supporting exploration and future discoveries. As the head of the country's NOC with a participating interest in all acreage, Morintat will detail opportunities available in the round at AEW: Invest in African Energies 2025. AEW: Invest in African Energies is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit for more information about this exciting event. The upcoming oil and gas licensing round aims to drive investment in the country's Lamu and Anza basins. Known for their hydrocarbon potential, the basins offer significant opportunities for frontier explorers. NOC Kenya manages all of the data for the basins through the National Data center, including geoscientific data, seismic surveys and well-logs. The blocks are available via Production Sharing Contracts and offer tax incentives to entice participation. Currently, NOC Kenya is developing a Seismic Processing Center and Geochemical-Petrophysical Analyais Laboratory, aimed at supporting future oil and gas campaigns. To further entice investment, Kenya introduced a Petroleum Act in 2019, offering a comprehensive framework for the exploration, development and management of the country's petroleum resources. Key provisions in the act include a transparent revenue-sharing model; stringent environmental protection measures; and streamlined licensing processes. The act served to offer a much-needed boost to the country's oil and gas sector, which has long-faced project delays due to regulatory challenges. By providing a transparent framework, Kenya seeks to boost investment while facilitating greater collaboration between the NOC and global operators. At AEW: Invest in African Energies 2025, Morintat is expected to outline the impact the Petroleum Act has had on the sector. Through his participation in panels and the NOC-IOC Forum, he is also anticipated to share insight into the country's investment prospects. 'Kenya is putting all the right measures in place to attract investment and fuel oil and gas development. By assessing the challenges that have plagued the industry, implementing mechanisms to address them and aligning industry policies with global standards, the country is supporting greater investment by foreign operators.
