3 Years Jail, Rs 50,000 Fine: Karnataka Plans New Bill For Crowd Management

Karnataka is set to bring in a new set of rules for crowd control -- days after the horrific stampede at Bengaluru's Chinnaswamy Stadium, in which 11 people died and 56 were injured.
The new rules, which -- among other things, hold event planners and executors accountable -- envisage three years in jail and stiff fines that begin from Rs 50,000 for violators.
"If the event planner does not apply before conducting the event or fails to control the crowd gathered and fails to give the compensation or violates the provisions of this Act or rules made hereunder in any other way, shall punished with imprisonment for a term which may extend to three tars or with fine up to five lakhs rupees or both," says the draft bill, a copy of which is with NDTV.
There are penal provisions for event planners who gather crowd for commercial purposes like sports or a circus.

Thiruvananthapuram: After Fort police, Cantonment and Thampanoor police also registered cases based on the complaints of those who allegedly lost money in the gold frauds involving Al- Muqtadir Gold and Diamond Group. The three cases related to the jewellery's Aristo Junction branch were registered at Thampanoor station and those related to the Pazhavangadi branch were registered at Fort police station (55 cases). The 23 cases at Cantonment police station were registered based on complaints related to the firm's Pulimoodu branch. Police said the number of cases will increase in the coming days as there are hundreds of complaints for which FIRs are yet to be registered. The owner of the group Muhammed Mansoor Abdulsalam, managers Noufal and Sabeer, salesmen Jesim, Unais, Rameez, Shemeer and others, along with agents Ashraf, Sabaad and others are the accused in the case. Meanwhile, Fort police also added global manager of the group Gulzar Ahmad Sett as an accused in the case. The accused allegedly cheated crores of rupees from several people by offering gold ornaments at a discounted rate without adding any making charge. People were also cheated by promising attractive profits upon investing in various gold schemes, the complainants alleged. Following this, Al- Muqtadir investors group representatives filed complaints against the firm with the chief minister's office and also with the state police chief. "It is believed that a fraud worth Rs 1,000 crores occurred through its 40 branches from Thiruvananthapuram to Palakkad. Over 2,000 people fell into the trap as the company hired several agents offering 10% commission to canvas people to invest in the schemes across the state," said one of the victims.

Pilibhit: Following the orders of the chief judicial magistrate's court in Pilibhit, police have registered a case against four persons on Wednesday night for "duping two victims of Rs 10 lakh". Tired of too many ads? go ad free now The victims, who had to seek court intervention after the district police allegedly ignored their written complaints, claimed the accused promised to send them to Georgia on work visas. But, they were given tourist visas instead, a fact they discovered only after reaching the place. After returning, they approached police as the accused not only refused to refund their money, but also threatened them with harm. Muntaz Ali, 50, from Daulatpur Patti village, alleged that Harpreet Singh and Jasvinder Singh of village Sakariya offered him a job in Georgia for which they demanded Rs 7 lakh to arrange a work visa. He paid the amount, arranged through loans and sale of his agricultural land, in three installments between May 25, 2014, and Nov 11, 2024. Also, Chahat Ali, 27, from Adhkata, was targeted by the accused persons and duped of Rs 3 lakh, which he had given in two installments. Gajraula SHO Jagdeep Malik said that a case was registered against four persons, including two unidentified persons, under BNS sections 318 (4) (deceiving someone), 316 (2) (criminal breach of trust), 352 (intentional insult) and 351 (3) (criminal intimidation).
