Greater Bengaluru Authority Comes into Force from May 15; CM to Head the New Administrative Body
Bengaluru: In a major administrative overhaul, Bengaluru is set to enter a new phase of governance with the implementation of the Greater Bengaluru Governance Act, 2024, effective from May 15. The existing Bruhat Bengaluru Mahanagara Palike (BBMP) will now function under the new Greater Bengaluru Authority (GBA), bringing an end to its earlier identity.
As per the provisions of the newly enacted Karnataka Act No. 36 of 2025, the State Government has officially notified the enforcement of all clauses and sub-clauses of the Greater Bengaluru Governance Act starting Thursday. The Chief Minister of Karnataka will serve as the Chairperson of the Authority, while the Deputy Chief Minister will assume the role of Vice Chairperson. Senior IAS officer Tushar Girinath, currently the BBMP Chief Commissioner, will take charge as the Chief Executive Officer of the new Authority.
This transition follows the elevation of BBMP's administrative structure in recent years. After the formation of BBMP in 2007, its commissioner was designated as Chief Commissioner—a move now culminating in a more centralised metropolitan governance model under GBA.
The Greater Bengaluru Governance Bill was passed in the Karnataka Legislative Assembly on March 13, 2025, and forwarded to the Governor for assent on March 17. However, the bill encountered resistance from civil society groups and political parties. The Bengaluru Town Hall Forum and several BJP leaders had petitioned the Governor, arguing that the bill violated the 74th Constitutional Amendment and could lead to complications similar to those witnessed during the restructuring of the Delhi Municipal Corporation.
Responding to these concerns, the Governor initially returned the bill on March 25, seeking clarification on several key provisions. The State Government subsequently addressed the Governor's concerns, following which the Governor granted assent on April 24, 2025.
Officials familiar with the development say the new authority aims to streamline governance, enhance accountability, and address Bengaluru's complex urban challenges more effectively, including infrastructure development, traffic management, waste disposal, and urban planning.

Uttarakhand CM Dhami directs officials to complete construction works on time
Nainital (Uttarakhand) [India], June 7 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami chaired a high-level review meeting with Kumaon division-level officials in Nainital on Friday. According to an official release, public representatives and senior administrative officers of six districts of Kumaon division--Nainital, Almora, Pithoragarh, Bageshwar, Champawat and Udham Singh Nagar--were present in this meeting. The Chief Minister discussed the schemes being run by the Central Government and the State Government in the division. He said that there is a need for public representatives and officers to coordinate with each other and work on the ground by organizing public darbars and chaupals to solve the problems of the people. 'So that even the person standing at the last end benefits from the schemes of the government' He said that under the leadership of the Prime Minister, 'contribute to the work going on in the district. Our resolution is to end corruption and for this the number 1064 has been started.' The Chief Minister asked the district officials to 'make a schedule to sit in their office from 10 to 1:00 so that people coming from far away can meet them and put forward their point.' The Chief Minister directed to complete all the construction works in a quality manner within the stipulated time frame. He said that strict action will be taken against the concerned officials if the work is not done as per the standards or there is unnecessary delay. Reviewing the progress of the Jamrani Dam Project in the meeting, the Chief Minister said that the rehabilitation package has been approved and the master planning has been completed. 'The main dam construction work will be started before the monsoon. This project will play an important role in increasing the irrigation capacity for both the states of Uttarakhand and Uttar Pradesh' The Chief Minister directed to further speed up the revival efforts of Sukha Tal. He informed that this work is being done by the Drinking Water Department under the Namami Gange Scheme and the work of promotion and beautification of Sukha Tal Lake in Nainital district is in progress at a cost of Rs 2916.00 lakh. Discussing the overall development of Kainchi Dham area, the Chief Minister asked to give priority to the development work of all the necessary facilities there. The Chief Minister said that the work of beautification and illumination is in progress at Shri Kainchi Dham under Manaskhand Mandir Mala at a cost of Rs 2815.68 lakh. He informed about the progress on the master plan for Almora Medical College and said that the budget of Pithoragarh Medical College has been doubled. He said that ensuring the availability of all the state-of-the-art facilities in the border area is the top priority of the government. Chief Minister Pushkar Singh Dhami reiterated that the Uttarakhand government will not tolerate corruption at any level. The Chief Minister directed to suspend Superintending Engineer Shivam Dwivedi in Kashipur on a complaint by the District Magistrate of Udham Singh Nagar under Jal Jeevan Mission. He also directed the officials to conduct regular public hearings, adopt solution-based work style and immediately resolve the problems of the public at the local level through camps. He also said that the vigilance system is being made more strong and active in the state. 'Now the government will directly and decisively intervene in cases of corruption. If an officer of any level is found guilty, he will be given severe punishment. However, he will also be given a fair hearing and an opportunity to explain.' The Chief Minister said that our priority is to make the 'dreams of the people come true'. Collective failure, selective action
On June 5, Chief Minister Siddaramaiah announced the suspension of several police officers – from the City Police Commissioner down to the Inspector at the Cubbon Park station – in connection with the stampede near M Chinnaswamy Stadium which led to 11 deaths on Wednesday. This move may appear decisive, coming after public outrage and calls for deterrent action, but it is hasty and unjust. The suspensions were announced before a preliminary inquiry was conducted and without establishing prima facie a case of government's action is deeply unfair considering that the chaos around the celebratory events, organised in the heart of the city, was triggered elsewhere. It was the management of Royal Challengers Bengaluru (RCB) that made the original announcement of a victory parade and an event at the stadium – the State Government endorsed it. There was little room for the police to operate. The action is on the grounds of dereliction of duty, also citing the Commissioner's failure to refuse permission 'in writing'. But a technicality should not have been the basis of action announced within a day after the incident..A tragedy of bad judgement and broken government has also initiated action against the franchise management and the event organisers. However, punishing the officers without examining the decision-making chain – especially when professional advice was ignored – is both unjust and loss of 11 lives and injuries to more than 50 people had already left a bitter aftertaste on RCB's long-awaited title victory in the Indian Premier League (IPL). This was not only about a surging crowd of fans – this was primarily about serious administrative negligence. The decision to suspend the police officers without due process compounds this tragedy. Those very officers who worked to ensure the smooth conduct of the tournament are now being vilified for a failure that was not theirs. The suspensions also need to be viewed along with reports that senior police officials had suggested holding the event on Sunday, June 8, to allow adequate time for events of this magnitude requires detailed planning, beginning with a comprehensive security scheme: crowd estimates, personnel deployment, patrolling points, traffic management, emergency protocols, and crime prevention. Police teams need to be mobilised from across the city, or even the state. This requires travel time, extensive coordination, and clear process was not possible here. The city police were already fatigued, having managed the all-night fan revelry after the IPL final on June 3. The celebrations and the resultant traffic chaos had kept them on their feet till dawn. The next morning, they were called into action again, this time with no police personnel also had to operate in a high-security zone around the Vidhana Soudha. Managing simultaneous events at the Vidhana Soudha and the Karnataka State Cricket Association (KSCA) premises demanded significant deployment and security protocols. Unfortunately, the police are already working with a skeletal force. The vacancies mean that they often struggle to meet day-to-day demands, let alone a crisis. Augmentation of force strength happens sporadically, and resources are always stretched thin..A problem of political establishment seemed eager to share the champion side's limelight. It was evident in the crowd present at the Vidhana Soudha. Considering that RCB is a privately owned entity with little organic connection to Karnataka, organising an event of this scale at the state's seat of governance was a case of serious is one of the most followed franchises in the league, with a strong fanbase that has stayed with the side through an 18-year-long wait for the first title. Gujarat: CM Patel grants approval for projects worth over Rs. 1,700 cr in six municipal corporations
Gandhinagar (Gujarat) [India], June 6 (ANI): Chief Minister Bhupendra Patel has adopted a significant approach to enhancing urban welfare with better facilities during the Urban Development Year 2025, which the State Government is celebrating. In this regard, the Chief Minister has granted in-principle approval for works worth over Rs. 1700.57 crore in a single day for various development projects in 6 newly formed municipal corporations, 5 municipalities, and the Ahmedabad and Gandhinagar Municipal Corporations. During his tenure as the Chief Minister of Gujarat, Prime Minister Narendra Modi initiated effective and planned urban management with the celebration of Urban Development Year in 2005. Through his foresight, urbanization was embraced as a unique opportunity for development. This vision, coupled with public participation, led to the development of beautiful, clean, and dynamic cities, consequently establishing the state's urban centres as well-planned, developed cities. Inspired by the Prime Minister, the state's two-decade-long successful urban development journey is now being further advanced under the leadership of Chief Minister Bhupendra Patel. To guide urban transformation and empower citizens effectively, the year 2025 is being celebrated as the Urban Development Year. On May 27, Prime Minister Narendra Modi launched the celebration of this Urban Development Year and gave a vision to make cities dynamic centers of economic activity. To realise that vision, Chief Minister Bhupendra Patel, under the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana, gave in-principle approval for works worth over Rs. 1700.57 crore. From the total amount approved by the Chief Minister for development works, Ahmedabad Municipal Corporation will receive Rs. 546 crore, Gandhinagar Rs. 32 crore, and among the newly formed municipal corporations: Anand Rs. 148 crore, Morbi Rs. 270.08 crore, Surendranagar Rs. 257.60 crore, Nadiad Rs. 71.91 crore, Vapi Rs. 251.91 crore, and Navsari Rs. 90.35 crore. Additionally, Vadnagar municipality will receive Rs. 16.37 crore, Himmatnagar Rs. 7.33 crore, Siddhpur Rs. 3.74 crore, Halvad Rs. 4.02 crore, and Bharuch municipality will receive Rs. 85.52 lakh for development works. The Chief Minister has approved Rs. 676.28 crore for a total of 247 inter-structural facility works in six newly formed municipal corporations, including streetlights, solar facilities, city beautification, development of public gardens, drainage, traffic circles, rainwater harvesting, stormwater drainage lines, city civic centers, fire equipment, etc. Under the Mukhya Mantri Shaheri Sadak Yojana, the Chief Minister has given in-principle approval for works worth Rs. 652.78 crore for road renovation, resurfacing, white topping, and repair of roads wider than 60 feet in Anand, Surendranagar, Vapi, and Morbi municipal corporations, as well as Ahmedabad and Gandhinagar municipal corporations. Furthermore, under the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana, the Chief Minister has approved works worth Rs. 191.91 crore for essential infrastructure, such as filter plant repairs, roads, gutters, storm drains, and water facilities for the Surendranagar, Vapi, and Anand municipal corporations. He has also approved Rs. 31 crore for the construction of iconic roads in Anand and Surendranagar municipal corporations and sanctioned works worth Rs. 85.52 lakh for standard plot paver block works under the Private Society Public Participation Scheme (Khangi Society Jan Bhagidari Yojana) in societies within Bharuch municipality. To provide easy access to drinking water in newly included areas of towns and cities, the Chief Minister has approved a total of Rs. 67.35 crore from the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana for water supply works in Himmatnagar and Siddhpur municipalities and Morbi municipal corporation. In addition, Morbi and Vapi municipal corporations and Halvad municipality have been sanctioned works worth a combined total of Rs. 64.02 crore for works such as drinking water lines, underground gutters, asphalt roads, CC roads, and fire station construction in outgrowth areas. Chief Minister Bhupendra Patel has stated that the amount allocated for the development of urban welfare works will add new momentum to the urban development of the state in the coming days, enabling citizens to realise the goal of 'earning well - living well' through the planned development of cities and urban areas.
