COLUMBUS, Ohio (WCMH) – The Central Ohio Transit Authority (COTA) has released an update on the progress of LinkUs, including plans to begin construction on multiple bike and pedestrian pathways in 2026. Central Ohio voters passed Issue 47 in November, a levy that is helping fund Columbus' initiative with COTA to modernize its public transportation options. The 25-year plan, called LinkUs, is striving to create a Bus Rapid Transit system, which entails dedicated bus lanes and more frequent service. It also aims to install a total of about 500 miles of sidewalks, bike paths and trails. Lawmakers clash over Ohio bill to ban therapy for minors without parent consent Collections of revenue raised by the levy began in April, and COTA released its first LinkUs Progress Report in May, sharing how the transportation project is moving forward. The organization stated it will release the reports three times per year, in January, May and September. In March, the COTA Board of Trustees approved funding for the first phase of bike and pedestrian routes, including 83 projects that will help create 150 miles of pathways throughout COTA's service area over the next five years, the report said. Work on 11 of those projects is slated to begin next year. The projects commencing in 2026 can be found below, alongside their jurisdictions. Eastmoor Green Line (Columbus): The construction of a linear park and trail along an abandoned rail corridor. Cooke Road (Franklin County): The construction of a shared-use path and the improvement of road crossings between Karl Road and Cleveland Avenue. Minerva Lake Road (Minerva Park): The construction of a shared-use path connecting Cleveland Avenue to the existing Alum Creek Trail and the planned Linden Green Line. Brooksedge Business Park Mobility Project (Westerville): The construction of shared-use paths, sidewalks and crossings in the park. Shier Rings Road (Washington Township): The closure of a gap in an existing shared-use path. Big Walnut Trail (Columbus): The construction of a new segment of the trail between Winchester Pike and Refugee Road. Linden Green Line (Columbus): The construction of a linear park and trail along an abandoned rail corridor. Eakin Road (Columbus): The construction of a shared-use path. West Broad Street (Columbus): The construction of a shared-use path alongside the West Broad Bus Rapid Transit corridor. McComb Road (Franklin County): The construction of a sidewalk on McComb Road, providing a connection over Interstate 270. McDowell Road Diet (Grove City): The construction of a shared-use path and bike lines. The LinkUs plan aims to create all 500 miles of the planned pathways by 2050. The report also detailed the latest timelines for the construction of the first three Bus Rapid Transit corridors. Construction is expected to begin for the West Broad line in 2026, with community members possibly seeing utility work and other pre-construction activities as soon as fall 2025. The corridor is expected to be operational by 2028. The East Main corridor is currently in the design phase and is expected to be open for service in 2029. The Northwest line is also in the design phase and is expected to begin running in 2031, according to the report. COTA also stated it began to deliver on the LinkUs promise to provide more service to customers in May, when it made the change to extend its hours past midnight on most of its lines Mondays through Saturdays. The organization called this the 'first step toward becoming a 24-hour transit system.' The LinkUs progress report was completed by COTA and multiple of its partners, including the City of Columbus, Mid-Ohio Regional Planning Commission, and the Franklin County Board of Commissioners. Mayor Johnson says there have been "conversations" around tax on wealthy for Chicago transit funding

Chicago Mayor Brandon Johnson said Tuesday that he is hopeful lawmakers in Springfield will reach a transit deal before the Chicago Transit Authority hits a fiscal cliff. When asked about how to raise revenue, Mayor Johnson suggested a tax on the wealthy. "There's been some conversations about a millionaires' tax and other forms of progressive taxation that challenges the ultra-rich to pay their fair share," Johnson said. "I think that it's important that, you know, we come up with solutions that are sustainable, and that they don't overwhelm, you know, the pocketbooks of working people." This past weekend just before a crucial Saturday night deadline, Illinois state lawmakers passed a $55.2 billion state budget plan for the next federal year. But while the Illinois Senate advanced a measure to overhaul and provide hundreds of millions of dollars in funding for the Chicago area's mass transit system, the Illinois House didn't take it up before adjourning its spring session. Transit officials have said the Regional Transportation Authority system is facing a $771 million budget deficit in 2026, and if state lawmakers don't come up with that funding by this summer, the Chicago Transit Authority, Metra, and Pace must start laying out plans for service cuts of up to 40% for next year. To fund transit, Democratic lawmakers in Springfield called for a $1.50 tax on deliveries like Amazon, Grubhub, and Uber Eats, a 10% tax on rideshare trips, and add a new tax to charge electric vehicles. A surcharge on tolls has also been suggested. Mayor Johnson did not comment on the other revenue ideas floated by Illinois lawmakers during eth Spring Session. While the Chicago area's mass transit systems are funded through the end of the year, and there will likely be a fall veto session that could provide another shot at an 11th-hour rescue, transportation officials said without funding guarantees for 2026 in place by this summer, they'll have to start laying out the specific cuts next week to prepare for any potential service reductions next year. The CTA has said without the minimum funding it is seeking from the state, it would be forced to eliminate some or all service on at least four of its eight rail lines, close or dramatically reduce service at more than 50 rail stations, and eliminate 74 of 127 bus routes starting next year. The CTA has not yet said which specific 'L' and bus lines and 'L' stops would be affected. Meanwhile, Metra has said it would have to eliminate all early morning and late evening trains, reduce weekday train service to one train per hour on each route, and cut weekend train service to one train every two hours on each route. Pace would be forced to eliminate all weekend service and all weekday service after 8 p.m. contributed to this report.

For the second time, B.C.'s Minister of Housing Ravi Kahlon has backed Port Moody-Coquitlam MLA Rick Glumac against criticisms from Port Moody council. City council recently released two letters penned by Mayor Meghan Lahti – one addressed to Kahlon and the other to Glumac – in which she criticized her MLA's remarks at a previous council meeting and requested clarification from the province. Lahti said that Glumac's statements 'created significant confusion' about the Transit-Oriented Areas (TOA) legislation and Port Moody's obligations under provincial housing reforms. 'Your messages have been widely interpreted by the community as confirmation that the TOA is not relevant to Port Moody,' Lahti wrote to Glumac. '(This has) placed the municipality in an awkward position . . . and called into question both council and staff's housing legislation implementation actions.' It is not the first time Port Moody council has bypassed their MLA to complain to provincial higher ups. In October 2023, Lahti wrote to Premier David Eby , asking the party to rein in Glumac after he suggested a critical development could sacrifice parking to secure affordable housing. Like the previous letter-writing spat , Kahlon largely backed Glumac. In a June 2 letter to Mayor Lahti, Kahlon said the MLA's presentation and response to council were 'substantially correct.' 'It is my understanding that MLA Glumac was only given five minutes by council to present on very complex topics and subsequently issued a letter to mayor and council to provide more information to build on these topics.' Port Moody council had invited Glumac to speak at their March 25 meeting, but did not allow him to utilize a prepared slideshow presentation, nor exceed the five-minute time limit imposed on public delegations. A contentious hour-long conversation followed where the MLA was prodded with questions, criticism and skepticism over provincial policy. In her letters, Lahti raised concern over Glumac's statements at the meeting, which she said omitted key legal and planning nuances. 'While the statements he made may appear accurate in isolation, he has left out several important details that do not consider the full context of the legislative requirements,' Lahti wrote to Kahlon. Four of Glumac's comments were highlighted as being problematic: City staff were forced to seek immediate clarification from the ministry following the meeting, according to Lahti, adding that Glumac's statements cast doubt on whether Port Moody needed to follow certain provincial requirements. Lahti also criticized Glumac for publicly posting his presentation slides online, and requested he remove them. She claimed the slides lacked provincial branding, contradicted clarifications Glumac made later in a follow-up letter on April 15, and questioned whether ministry staff had authorized them. She emphasized that the city's planning process had been paused in late 2023 to incorporate requirements in the new housing legislation, and the city was now under pressure to meet a year-end deadline for completing its OCP update. Several councillors praised the public release of Lahti's letters on May 27, with one councillor describing Glumac's statements as 'misinformation.' 'This council has mentioned, recently and frequently, facts are important, and when incorrect information or disinformation is shared in our community, it has the effect of eroding public trust and causing confusion among our residents,' said Coun. Kyla Knowles. 'Now that (the letters) have been released, they outline which and when misinformation was shared.' In his June 2 response, Minister Kahlon addressed each of Lahti's concerns in detail and confirmed that municipalities have the authority to impose affordable and rental housing requirements in TOAs through inclusionary zoning, but only after conducting a feasibility analysis. He clarified that TOA legislation applies to all parcels where residential use is permitted, including mixed-use commercial zones, but does not apply to lands where residential use is secondary to industrial or agricultural use. On the question of whether minimum densities should be used as a planning tool, Kahlon explained that while the TOA framework sets mandatory baselines, municipalities must still take additional steps (such as pre-zoning land) for these areas to count toward their 20-year housing capacity. Kahlon affirmed that even if a city meets its overall housing targets, TOA development applications must still be considered, and councils cannot use the OCP to avoid TOA obligations. That said, he added councils do retain full discretion over proposals that exceed TOA minimums. For his part, Glumac told the Dispatch his presentation was constrained by time but was meant to outline the balance of mandatory requirements and municipal discretion. He added he wants to work with council on housing opportunities, based: 'on a foundation of mutual respect, that puts the needs of our constituents above all else.' 'While provincial housing legislation will have effects on Port Moody, the legislation and its requirements provide both powerful tools and allow for flexibility that afford council significant control over ensuring development in the community meets our needs,' Glumac said.
