Civil service upholds King's decree, committed to neutrality, says Chief Secretary
PUTRAJAYA: Civil servants remain committed to upholding the principles of neutrality, impartiality, and loyalty to the government of the day, says Tan Sri Shamsul Azri Abu Bakar (pic) .
In line with the decree by His Majesty Sultan Ibrahim, King of Malaysia, that civil servants must remain free from political party influence, the Chief Secretary to the Government said these principles form the foundation of good governance and ensure that all decisions and policies are implemented without political bias and in the public interest.
"Civil servants will continue to stand firm in carrying out the trust enshrined in the Federal Constitution. They also adhere to their pledge to deliver the best service to the people and the country," he told Bernama Monday (June 2).
He added that this commitment forms the backbone of policy implementation and the delivery of efficient public service.
Shamsul Azri said that as the main machinery of government, the civil service is determined to implement and translate all policies decided by the government to ensure the best possible service delivery to the people and the nation.
Earlier in his speech at the investiture in conjunction with his birthday at Istana Negara, Sultan Ibrahim urged civil servants to always prioritise the interests of the nation and the people.
His Majesty said that government officials must ensure that all decisions are made in accordance with established rules and regulations, not at the behest of politicians. - Bernama

Commenting further, Loke said the implementation of the 'Road to Rail' initiative is currently being carried out in phases and is expected to have a significant impact on the country's logistics sector. 'We are actively promoting the use of rail. That's why one of our focus initiatives is 'Road to Rail' , to encourage more usage of railways for the transportation of containers and goods,' he said. 'When the East Coast Rail Link (ECRL) project is completed, it will boost the use of rail to transport goods and containers to the East Coast, thereby reducing reliance on road transport such as lorries,' he added. -- BERNAMA

PM Anwar Proposes Strategic Housing Development Near Public Transport
GENERAL PETALING JAYA, June 4 (Bernama) – Prime Minister Datuk Seri Anwar Ibrahim has proposed that new people's housing projects be developed on or near public transport stations, as a move to encourage more comprehensive use of the public transport system. Anwar said that such a housing development concept would not only provide more strategic residences for low-income groups but also pave the way for a more sustainable and organised urban lifestyle. 'There are proposals to develop housing directly on top of public transport stations, but this requires certain amendments (to laws) and is currently being worked on. 'An example is the Kota MADANI project, where I emphasised comprehensive and centralised basic amenities for the welfare of the people, including vertical development,' he said. The Prime Minister was speaking at the Malaysia MADANI Scholars' Forum (FIM) Series 6 at Menara Prasarana here, tonight. The forum, organised by the Ministry of Higher Education (MOHE), discussed the topic 'Transport for the People: Balancing Affordability, Quality, and Sustainability of Public Transport'. Also participating as panellists were Transport Minister Anthony Loke; Prasarana Malaysia Berhad President and Group Chief Executive Officer Mohd Azharuddin Mat Sah; and Universiti Putra Malaysia Vice-Chancellor Datuk Prof Dr Ahmad Farhan Mohd Sadullah. [UPDATED] High Court rejects Anwar's bid to refer constitutional questions to federal court [WATCH]
KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has failed in his bid to refer eight constitutional questions to the Federal Court regarding the legal provisions on the immunity of a sitting prime minister. High Court Judge Roz Mawar Rozain dismissed the application, ruling that it did not meet the requirements under Section 84 of the Courts of Judicature Act (CJA). "Having considered the affidavits, the eight proposed questions, and submissions of all parties (both written and oral), this court is not satisfied that the statutory threshold under Section 84 of the CJA is met. "The questions posed are speculative, not necessary to the disposal of this case, and do not concern the interpretation or validity of any constitutional provision," she said in her decision. Anwar's application is linked to a sexual assault lawsuit filed against him four years ago by his former research officer, Muhammed Yusoff Rawther. The trial is scheduled to begin on June 16. Roz Mawar said the proposed constitutional questions failed to meet the statutory threshold under the section, and that not every question referencing the Federal Constitution warrants referral. "The Federal Court is not a forum for speculative advisory opinions. "Furthermore, the defendant (Anwar) has affirmed readiness to proceed with trial and there is no evidence that the suit impairs his ability to perform constitutional duties. "This court finds no special circumstances warranting a stay of proceedings," she said. Roz Mawar awarded RM20,000 in costs to Yusoff Rawther. She also ruled that the June 16 trial will proceed. After the proceedings, Anwar's lawyer Datuk Seri Rajasegaran Krishnan said they will file a notice of appeal at the Court of Appeal. On May 23, Anwar applied to the High Court to refer eight legal questions to the Federal Court, which included whether he possesses immunity from a civil suit filed by Yusoff. Anwar had sought the apex court to rule whether Articles 5,8, 39,40 and 43 of the constitution grant him qualified immunity from Yusoff's suit. Yusoff had filed the suit before Anwar became prime minister on Nov 24, 2022. Anwar had asked the court to decide whether Yusoff's suit would impair the effective discharge of his executive duties and undermine the constitutional separation of powers. Anwar had also requested the court to consider whether the lawsuit impacts his ability to carry out executive duties and undermines the principle of separation of powers guaranteed by the constitution. Previously, Anwar's senior political secretary Datuk Seri Shamsul Iskandar Mohd Akin had said there was no attempt in the application to seek absolute immunity. He said Anwar's application to the Federal Court is a lawful process to seek clarity from the court on his position in carrying out official duties when facing a civil suit based on claims that precede his appointment as prime minister. Shamsul Iskandar had said the issue is whether such civil action could interfere with the efficiency of a prime minister in carrying out the executive functions of the state. He had said it is a legitimate and lawful matter to be referred to the Federal Court, the highest judicial institution in the country, with the jurisdiction to interpret the constitution fairly and objectively.
