Russia to launch govt-backed chat app, raising surveillance fears as WhatsApp and Telegram sidelined

MOSCOW, June 25 — Russian President Vladimir Putin yesterday signed a law authorising the development of a state-backed messaging app integrated with government services, as Moscow strives to reduce its dependence on platforms like WhatsApp and Telegram.
Russia has long sought to establish what it calls digital sovereignty by promoting home-grown services. Its push to replace foreign tech platforms became more urgent as some Western companies pulled out of the Russian market following Moscow's February 2022 invasion of Ukraine.
Russian lawmakers say the state app will have functionality that the likes of Telegram and Meta Platforms' WhatsApp do not. Critics say the fact that Russia will exercise state control over it poses risks to privacy and personal freedoms.
Mikhail Klimarev, director of the Internet Protection Society, a Russian digital rights group, said earlier this month he expected Russia to slow the speeds of WhatsApp and Telegram to encourage people to switch over to the new app. — Reuters

She only realised she had been scammed when she could not withdraw the profits displayed in the app and was instead asked for more payments. The case is being investigated under Section 420 of the Penal Code for cheating. Authorities urge the public to be cautious of online investment schemes promising unrealistic returns.

Penang police chief Datuk Hamzah Ahmad said the 60-year-old woman lodged a police report yesterday at the Timur Laut district police headquarters (IPD), claiming she had been deceived by an investment scheme known as 'KKR Investment'. He said the victim first came across a KKR Investment advertisement on Facebook in early March and clicked on the link provided. 'She was then contacted via WhatsApp by a woman who later added her to a WhatsApp group called 'Kumpulan Analisis Kewangan Saham Malaysia' (Malaysian Stock Financial Analysis Group),' he said in a statement today. Hamzah said the suspect promised high returns within a short period, depending on the amount invested. The victim was also instructed to download an app called 'KKR INV' via a given link to register and begin investing. Between March 10 and June 13, the victim made 76 transactions amounting to RM4.17 million to eight different company bank accounts before realising she had been scammed. 'She became suspicious when she was unable to withdraw the profits displayed in the app and was instead asked to make additional payments,' Hamzah said. "The victim clicked on the link in the advertisement and communicated with a woman via WhatsApp. The victim was then added to a WhatsApp group named 'Kumpulan Analysis Kewangan Saham Malaysia'," he said in a statement on Wednesday (June 25). Comm Hamzah said the investment promised lucrative returns based on the amount of capital invested within a short period. He added that the victim was interested in joining and was instructed to download an application called KKR INV through a provided link, register as a member, and make an investment. Between March 10 and June 13, the victim made 76 transactions into eight different company bank accounts, amounting to RM4.17mil. "The victim realised she had been duped when she could not withdraw from the application, which showed the profit she had earned," he said. The victim lodged a police report on June 24 at George Town police headquarters. Comm Hamzah said the case is being investigated under Section 420 of the Penal Code. He urged the public to be wary of online schemes offering high returns and to verify investment offers with legitimate authorities.
