Soaring Rice Prices Driving Imports of Cheap Overseas Rice in Japan

Imported rice is gaining popularity in Japan amid soaring prices of domestic rice, with the retail and restaurant industries using it more regularly.
As a staple food, consumers are generally reluctant to compromise on the taste and quality of rice and have a strong preference for domestic varieties. However, the difference in price is putting this to the test.
Aeon Co., Japan's largest supermarket operator, will begin selling pure medium-grain Calrose rice produced in California in June. While the company has to pay a tariff of ¥341 per kilogram of imported rice, it will sell a 4-kilogram package of the rice for ¥2,894 including tax, about 10% cheaper than domestic rice.
The restaurant industry is following suit, as Matsuya Foods Holdings Co., which operates the Matsuya beef bowl chain, will serve pure U.S. rice at approximately 1,100 of its restaurants, about 80% of its total.
Meanwhile, major supermarket chain Seiyu Co. began offering Taiwanese rice in November. It has been so well received by consumers that it was temporarily in short supply.
A major factor behind the increased use of foreign rice is the shift in consumer awareness. In a survey conducted in March by the Japanese Consumers' Co-operative Union, which received 6,342 valid responses with multiple answers allowed, 77.8% of respondents said 'domestic rice' was the biggest deciding factor when buying rice, while 33.1% said 'low price,' up 1.8 percentage points from the previous survey conducted in October.
Wholesalers and trading companies are also increasing imports of overseas rice. Shinmei Co., a major rice wholesaler, plans to import about 20,000 tons of overseas rice by about July, but has already signed contracts for most of this amount. Kanematsu Corp., a general trading company, is considering increasing its rice imports from 10,000 tons per year to 20,000 tons and importing not only U.S. rice but also Taiwanese and Vietnamese rice.

As a measure against high prices, the secretaries general of the ruling Liberal Democratic Party and coalition partner Komeito have agreed on providing cash handouts to the public, funding them through tax revenue, according to an LDP executive member who attended the meeting. LDP Secretary General Hiroshi Moriyama and his Komeito counterpart Makoto Nishida met to discuss the matter in Tokyo on Tuesday morning. The two parties intend to discuss details including the size of the handouts, when the provision should be started and whether to set an income limit for receiving them, at a later meeting with their policy research council chairpersons, among other members, also in attendance. 'As the public are struggling due to high prices, if tax revenue increases, we must find some way of returning the money to them,' Tetsushi Sakamoto, chairperson of the LDP's Diet Affairs Committee, who attended the meeting, told reporters. The LDP intends to include the provision of several tens of thousands of yen per capita in cash as a measure against high prices in its campaign pledges for this summer's House of Councillors election, according to senior party members. 'We would like to consider viable, immediately effective handouts,' said Seiji Kihara, chairperson of the LDP's Election Strategy Committee, in Shizuoka City on Monday. As a way to quickly issue the funds, a proposal has been floated to provide them through bank accounts linked to My Number identification cards. Prime Minister Shigeru Ishiba, who is also LDP president, met with LDP party executives, including Moriyama and Policy Research Council Chairperson Itsunori Onodera, in the Diet building on Monday. There he instructed the executives to have raising Japan's nominal gross domestic product to ¥1 quadrillion by 2040 and an over 50% increase in the average income by that year be the party's top pledge for the upcoming election. The nominal GDP for fiscal 2024 was ¥616.9 trillion. 'I'd like to share a specific image of a strong economy with the public,' Ishiba told reporters at the Prime Minister's Office the same day.

The number, based on reports from business operators under the personal information protection law, increased 57 pct from the previous year. Personal data leaks involving My Number personal identification numbers reported under the My Number law climbed to 2,052 cases from 334 in fiscal 2023. The report said that unauthorized access to the server of MKSystem Corp., which operates systems to support personnel and labor affairs management, led to the increases. Of the cases reported under the personal information protection law, the government commission gave advice and guidance in 395 cases and issued a directive for corrective action in one case. The report showed as an example the case of Fujitsu Japan Ltd., which received guidance because its system issued a copy of a wrong person's residency certificate at a convenience store in Takamatsu, Kagawa Prefecture, western Japan. 'We provide guidance on safety control measures and call for attention to the issue,' Chief Cabinet Secretary Yoshimasa Hayashi told a press conference.. 'We'll respond appropriately as we did.'
