Corporate social responsibility (CSR) has been a legal mandate for Indian companies since the Companies Act, 2013, came into effect. Over a decade later, India's top corporations collectively spend thousands of crores annually on CSR initiatives. Yet, a closer look reveals a troubling reality – while some companies lead the way, others fall short, and systemic inefficiencies plague the execution of these funds.
With Rs 17,967 crores spent in the latest fiscal year, the question remains: Is India's CSR spending truly making an impact, or is it just a compliance exercise?
The numbers speak
The latest data highlights India's top CSR spenders, with HDFC Bank leading at Rs 945.31 crores, followed by Reliance Industries (Rs 900 crores) and TCS (Rs 827 crores). While these figures seem substantial, a deeper analysis reveals disparities. Reliance Industries, with a market cap of Rs 20.10 lakh crores, spends only 0.045% of its valuation on CSR, while HDFC Bank allocates just 0.086%.
In contrast, ONGC, with a smaller market cap (Rs 3.37 lakh crores), spends a comparatively higher 0.188%, suggesting that some of India's wealthiest corporations are doing the bare minimum to meet legal requirements rather than embracing CSR as a core responsibility.
Sectoral disparities are also evident, with banking and IT giants dominating CSR spending, while manufacturing and PSUs contribute at lower scales. Startups and mid-sized firms, despite growing profitability, often lack structured CSR commitments. Geographically speaking, an IJCRT 2024 paper finds that a significant portion of CSR funds (nearly 60%) are directed towards states like Maharashtra, Karnataka, Tamil Nadu and Gujarat which are performing well on various socio-economic indicators.
In contrast, northeastern states and Bihar, which have higher poverty rates and developmental needs, receive minimal CSR funds. This highlights a regional imbalance in CSR spending, potentially hindering the development of less-developed areas.
How does India fare in the world?
Globally, CSR is often driven by voluntary commitments rather than legal mandates. In the United States, companies like Microsoft and Google allocate 1-2% of profits to philanthropy, focusing on education and climate change. Unlike India's mandatory 2% rule, U.S. firms often exceed legal requirements due to stakeholder pressure and brand reputation. Microsoft, for instance, has pledged USD 1 billion toward Artificial Intelligence for social good, while Google's CSR initiatives include renewable energy investments and digital literacy programs.
In the European Union, the Corporate Sustainability Reporting Directive (CSRD) requires detailed ESG disclosures, pushing firms toward long-term impact rather than token donations. Companies must report on environmental, social and governance metrics, ensuring transparency. Germany, for example, integrates CSR into corporate governance, with firms like Siemens allocating funds to vocational training and green energy.
China's approach differs, with state-linked corporations investing heavily in infrastructure and poverty alleviation, aligning CSR with national development goals. Firms like Alibaba and Tencent contribute to rural education and disaster relief, often under government guidance.
Coming to India, while the mandatory 2% CSR rule was revolutionary, it has led to a "check-box" approach – companies treat it as a tax rather than a strategic investment in social good.
Where is the money really going?
A 2023 KPMG report highlighted inefficiencies in India's CSR ecosystem. Transparency remains a major issue as many companies do not disclose detailed project outcomes. For instance, while a corporation may claim to have built 100 schools, there is often no data on student enrolment, teacher retention or learning outcomes.
Short-term projects usually dominate, with over 40% of CSR funds going into one-off initiatives like building schools or hospitals rather than sustainable programs such as skill development or women's empowerment. Only 15% of CSR projects have a monitoring mechanism beyond the first year.
Administrative delays further compound the problem. Bureaucratic hurdles in fund disbursement lead to underutilisation – nearly Rs 2,000 crores remained unspent in FY 2023-24. It has generally been found that 1 in 5 companies fail to meet the 2% spending threshold, project delays being the primary reason.
These delays can disrupt the planned CSR budget and timeline, leading to a shortfall in spending.
Case studies: Successes and failures
Some companies stand out for their impactful CSR initiatives. The TATA Group, for example, goes beyond mandatory spending with long-term programs like Tata STRIVE (skill development) and Tata Water Mission, reaching over 500,000 beneficiaries in rural India. Infosys Foundation focuses on education and rural healthcare, setting up 10,000 libraries since 2020 through its "Library for Every School" initiative. HDFC Bank's Parivartan program supports sustainable livelihoods, reaching 3 million households through skill development and microfinance.
However, not all CSR spending is effective. Some corporations divert funds into brand-building activities like sponsoring marathons or awards rather than grassroots change. Some spend on "awareness campaigns" with no tangible impact. Misallocation is another issue, with Rs 500 crores spent on projects lacking clear beneficiaries. In one case, a corporate-funded hospital remained non-operational due to a lack of staff.
Public perception and stakeholder pressure
Public scrutiny of CSR spending is growing. There is a growing feeling that CSR funds are not utilised effectively, while many want stricter penalties for companies that fail to meet spending targets. Additionally, most prefer CSR funds to be directed toward education and healthcare over infrastructure.
This pressure is already driving change – after public backlash, a major FMCG company revised its CSR policy to focus on malnutrition programs instead of cultural events.
The way forward
To enhance CSR effectiveness, India must adopt stricter monitoring mechanisms. The government could enforce real-time project tracking via a public dashboard, similar to the EU's CSRD, and penalise companies that fail to meet outcome-based targets.
Encouraging innovation is also critical. Allowing CSR funds to support social enterprises and impact startups, as seen in Kerala's "CSR Startup Pool" initiative, could improve execution. Corporate-NGO partnerships, facilitated by platforms like NITI Aayog's Darpan portal, should be promoted.
Regional equity must be addressed by incentivising CSR spending in underdeveloped states through tax benefits. Expanding the MCA's "Aspirational Districts" program to mandate a minimum percentage of CSR funds for these regions could help.
Learning from global best practices, such as the EU's sustainability reporting model or Japan's CSR culture, where firms like Toyota integrate social responsibility into core business strategies, could also drive meaningful change.
Finally, involving employees and communities in CSR decision-making, as done by IBM and Accenture through volunteer programs, could enhance engagement and accountability.
Beyond compliance, toward change
India's CSR law was a bold step, but Rs 17,967 crores alone won't solve the nation's deep-rooted inequalities. The shocking reality is that while some companies lead with purpose, others treat CSR as a regulatory burden. For CSR to truly transform lives, corporations must move beyond compliance and embrace impact-driven, transparent, and sustainable social investments.
The question isn't just "How much is spent?" but "How well is it spent?" – and India deserves an answer.

New Delhi: A decade-old hard-boiled candy brand has crossed ₹750 crore in annual revenue, making it the best-selling candy brand in India, its parent company said on Thursday. Pulse, a tangy candy, was launched in 2015 by Noida-based Dharampal Satyapal Group (DS Group). Demand for the ₹1 sweet spread like wildfire in the early days as word-of-mouth kicked in. In FY25, 7.5 billion of the candies were sold, bringing in ₹750 crore of revenue, DS Group said. Pulse currently holds a 19% share of India's ₹4,000-crore hard-boiled candy market, according to DS Group. It competes with the likes of Perfetti Van Melle's Alpenliebe and ITC's Candyman brands of confectionery, apart from Parle Products' candy brands such as Melody, and those sold by Mondelez. 'Over the past three fiscal years, Pulse has registered an impressive compound annual growth rate (CAGR) of 15% against a CAGR of 9% in the hard-boiled candy segment. This consistent growth in revenue highlights the brand's strong pull across both urban and rural markets, especially when the broader market dynamics have not been as buoyant," the company said. India's overall confectionery market was worth worth ₹14,800-crore as of May, according to data from NIQ. The category posted 8% value growth in FY25, signalling continued resilience and consumer demand, NIQ said. "This growth has been predominantly driven by increased consumption, with medium and large manufacturers playing a significant role. Hard boiled candies (HBC) and toffees remains the dominant segment with a double-digit growth," said Roosevelt Dsouza, head of customer success, India, NielsenIQ. Going viral Pulse is sold at 35 lakh outlets across India. The candy, initially launched in raw mango flavour, appeals to people across age groups. Its taste is suited to Indian palates, and it's one of many similar products that use Indian flavours such as jeera, tamarind, local spices, and mango. Over the years, it has been launched in more flavours as guava, orange, pineapple and litchi, and new formats such as 'shots' in the original raw-mango flavour. In the initial years after its launch, Pulse candy prioritised a robust distribution thrust, focusing on both expansion and deeper market penetration. 'Advertising has played a very little role for the brand. We are only doing activities that connect with our consumers. The typical role of marketing is not required," Rajiv Kumar, vice chairman, DS Group, said in an interview with Mint. The DS Group also sells brands such as Catch spices and Chingles candy, apart from Pass Pass and Rajnigandh mouth fresheners. Two years ago it acquired the LuvIt brand of chocolates and confectionery. The company aims to achieve ₹5,000 crore in revenue for its confectionery segment by 2029. It crossed ₹1,000 crore in FY25, Kumar said. What's next for Pulse? The company will continue to expand the Pulse brand to other categories and formats, Kumar said. It recently launched a sugar-free variant and a tamarind flavour under the brand. It already sells formats such as jelly and soft chews. The company briefly launched tangy beverages under the Pulse brand but rolled it back, citing a lack of product-market fit. 'It is among the most distributed brands in India. We continue to grow, as India has 1.5 crore outlets, giving us a large headroom. It is a category based on distribution. We did not advertise but promoted the product at retail stores. Word of mouth has given us mileage," he said. The brand is also distributed in select overseas markets. Citing high raw-material prices that make it hard for candy-makers to sustain the ₹1 price, Jain said the company was working towards upgrading consumers to ₹5. 'It's a price-up strategy—we are trying migrate customer from ₹1 to ₹5 and Rs10 multi-packs. ₹1 still remains a dominant part of the sale of the brand," he said.

Microsoft has been hit with a lawsuit by a group of authors who claim the company used their books without permission to train its Megatron artificial intelligence model. Kai Bird, Jia Tolentino, Daniel Okrent and several others alleged that Microsoft used pirated digital versions of their books to teach its AI to respond to human prompts. Their lawsuit, filed in New York federal court on Tuesday, is one of several high-stakes cases brought by authors, news outlets and other copyright holders against tech companies including Meta Platforms, Anthropic and Microsoft-backed OpenAI over alleged misuse of their material in AI training. The complaint against Microsoft came a day after a California federal judge ruled that Anthropic made fair use under U.S. copyright law of authors' material to train its AI systems but may still be liable for pirating their books. It was the first U.S. decision on the legality of using copyrighted materials without permission for generative AI training. Spokespeople for Microsoft did not immediately respond to a request for comment on the lawsuit. An attorney for the authors declined to comment. The writers alleged in the complaint that Microsoft used a collection of nearly 200,000 pirated books to train Megatron, an algorithm that gives text responses to user prompts. The complaint said Microsoft used the pirated dataset to create a "computer model that is not only built on the work of thousands of creators and authors, but also built to generate a wide range of expression that mimics the syntax, voice, and themes of the copyrighted works on which it was trained." Tech companies have argued that they make fair use of copyrighted material to create new, transformative content, and that being forced to pay copyright holders for their work could hamstring the burgeoning AI industry. The authors requested a court order blocking Microsoft's infringement and statutory damages of up to $150,000 for each work that Microsoft allegedly misused.

Private equity (PE) investments in India's real estate sector witnessed a decline owing to global macroeconomic pressures, including high interest rates, tightening liquidity, and a sharper focus on risk-adjusted and post-tax returns. The PE Investment decreased 41% year-on-year (YoY) in the first half of 2025. Total inflows stood at $1.7 billion across 12 deals, down from 24 transactions in the same period last year. The office segment, however, recorded a 22% YoY growth with $706 million invested, making it the most capitalized asset class during the period, showed data from Knight Frank India . The rupee depreciated from Rs 83.1 per USD in December 2023 to Rs 85.6 in H1 2025, narrowing the India-US yield spread and impacting Western capital inflows. India's 12.5% long-term capital gains tax also weighs on post-tax outcomes for foreign investors. Amid this, domestic capital accounted for 25% of total PE inflows in H1 2025, up from an 11% average during 2011–2020. This increase is supported by growing institutional capabilities, regulatory clarity, and deeper local capital pools. Regionally, Mumbai led PE inflows with $468 million, followed by Bengaluru with $453 million. Kolkata attracted $374 million, Hyderabad $259 million, and Pune $134 million. Chennai saw inflows of $50 million. South Indian cities accounted for over 44% of total PE investments, the report said. According to Shishir Baijal, CMD, Knight Frank India, western funds have adopted a cautious approach due to persistent inflation and tight monetary conditions. He noted that India's commercial and residential real estate markets continue to show stable fundamentals, encouraging a long-term view among investors. Office sector investments in H1 2025 focused on stabilised and near-stabilised assets in core locations. Of the $706 million, around 50% was directed toward ready assets, and the remaining toward under-construction projects. Strategic joint ventures and REIT-linked platforms played a central role in transactions, the data showed. The residential segment witnessed $500 million in PE inflows, with 60% deployed via credit instruments, a shift from 40% in the previous year. Collateral-backed structures were preferred. Bengaluru and Pune accounted for nearly $350 million of the total, while Mumbai saw $115 million. Hyderabad attracted interest in plotted and villa developments. The warehousing segment saw a 97% YoY fall in PE investments to $50 million. Only one transaction was recorded, following seven years of consistent capital inflows worth over $10 billion since 2017. Retail real estate recorded $481 million in H1 2025, led by two major transactions in south and east India. Since 2011, the retail sector has attracted $4.4 billion across 33 deals. The report concludes that investor decisions are now influenced by post-tax clarity, execution credibility, and governance standards. Future capital flows will depend on demonstrated performance over perceived potential.
