Maharashtra becomes first state to introduce dedicated policy on ship building, repair and recycling

In a move to boost the maritime sector, the Maharashtra state cabinet on Tuesday approved the Shipbuilding, Ship Repair and Ship Recycling Policy, 2025, with a targeted investment of Rs 6,600 crore by 2030. Minister for Fisheries and Ports Nitesh Rane said that Maharashtra has become the first state in the country to introduce a dedicated, independent policy in this domain.
'The goal is to make Maharashtra a hub for shipbuilding, repair, and recycling. The policy aims to create a supportive ecosystem, develop skilled manpower, and promote advanced technology through R&D investment. By 2030, Maharashtra aims to contribute at least one-third of India's shipbuilding targets,' said Rane.
Under the policy, the state aims at an investment of Rs 6,600 crore and 40,000 jobs by 2030 and Rs 18,000 crore investment and 330,000 jobs by 2047.
Under the policy, planning-led development of shipbuilding and recycling, establishment of marine shipyard clusters, identification of suitable land, development of single shipyards and recycling facilities, supportive infrastructure (roads, power, water), transparent land allocation through the Maharashtra Maritime Board is planned. It offers capital subsidy of 15% of project cost, up to 1 crore for skill development per project, up to 25 crore for R&D support. The government will assist in obtaining permits and approvals and offer land at concessional rates or long-term leases (30 years with renewal provisions).
The minister said that at present, China contributes 50 per cent to global shipbuilding, while Japan and South Korea contribute 15 and 28 per cent respectively. India's share is around 1 per cent and it ranks 21st globally in shipbuilding while in ship repair, it ranks 20th. India, however, ranks second worldwide in ship recycling with share of 32.6 per cent.
'Ports and waterfronts will be optimally utilized. New Indian ships will be built and repaired within the state, increasing India's contribution to maritime trade, saving foreign exchange, and enabling recycling of decommissioned ships. The recovered steel and materials will also be reused. Financial incentives will encourage private and foreign investors to enter the sector. Skill development initiatives via educational institutions will ensure a pipeline of qualified manpower. Most importantly, the policy expresses confidence that Maharashtra will emerge as a leading state in shipbuilding and the broader maritime industry in the near future,' Rane said.

The temperature standardisation for ACs will be set between 20°C to 28°C, which means we will not be able to cool below 20°C or heat above 28°C.' 'This is a first-of-its-kind experiment, aiming to standardize temperature settings,' Khattar added. What the new AC rule means Currently, AC temperature goes up to 18°C (16°C in a few) with a maximum of up to 30°C. Once implemented, the new AC temperature provision will restrict this temperature range to 20°C – 28°C. This means users will not be able to set their AC temperature below 20°C and above 30°C. The new rules aim to standardize how air conditioners are used across the country and reduce the high electricity use caused by setting the temperature too low. The government says that it will keep track of how the new rules are followed. However, exact detail of how this will be enforced, especially in different sectors, has not been specified yet. Why new rule for AC temperature During the event, Khattar said that the new AC temperature provision is part of a larger effort to save electricity and manage India's rising energy demand. One of the main reasons behind the move is to save electricity, especially in summer when power use is at its peak. Many people set their ACs to very low temperatures, even as low as 16°C, which puts a lot of pressure on the power supply. Pankaj Agarwal, a senior official from the power and housing ministry told Bloomberg that air conditioners use about 50 gigawatts of electricity — that's around 20% of the country's total power demand. 'Studies show that every 1°C increase in AC temperature cuts energy use by 6%. That means if everyone sets their ACs just 1 degree higher, we can save about 3 gigawatts of power during peak times,' Agarwal said. As quoted in Bloomberg report, stricter energy rules for air conditioners could help save up to 60 gigawatts of peak electricity demand by 2035, according to a study by the University of California, Berkeley. This would also avoid the need to spend ₹7.5 trillion (around $88 billion) on building new power plants and upgrading the electricity grid. Gold prices rose on Wednesday amid lingering uncertainty over the finalisation of a U.S.-China trade agreement, prompting safe-haven buying ahead of key U.S. inflation data. At 10:50 am, August gold futures on the Multi Commodity Exchange ( MCX ) were trading at Rs 97,208 per 10 grams, up Rs 306 from the previous close. In contrast, July silver futures edged down by Rs 28 or 0.03% to Rs 1,06,721 per kg. In the global market, spot gold gained 0.5% to $3,339.60 an ounce (as of 0350 GMT), while U.S. gold futures also rose 0.5% to $3,361.20. U.S. and Chinese officials said on Tuesday they had agreed on a framework to revive their trade truce and lift China's export restrictions on rare earths. However, there was little indication of a long-term resolution to the trade dispute. After two days of talks in London, U.S. Commerce Secretary Howard Lutnick said the framework would be presented to President Donald Trump for approval, with the Chinese delegation also seeking a nod from President Xi Jinping . "Gold prices remain volatile as investors await a clearer resolution from the ongoing US-China trade negotiations taking place in London. A favorable outcome of the US-China trade talks is likely to drive gold prices down. Attention is also turning to inflation data set to be released over the next three days in both India and the UK. Additionally, Thursday's auction of long-term Treasury bonds may offer further guidance on price movements," said Aksha Kamboj, VP, India Bullion and Jewellers Association and Executive Chairperson, Aspect Global Ventures. The two countries had previously imposed tit-for-tat tariffs in April, escalating trade tensions. Talks in Geneva last month led to a rollback of some tariffs from triple-digit levels. Meanwhile, the World Bank lowered its global growth forecast for 2025 by 0.4 percentage points to 2.3%, citing trade tensions and uncertainty as major headwinds. Investors are now awaiting the U.S. consumer price index (CPI) report, due at 1230 GMT, for more clarity on the Federal Reserve's policy outlook. Most economists expect the Fed to hold interest rates steady for the next couple of months, with inflation risks still in focus. Elsewhere, spot silver was unchanged at $36.56 per ounce, platinum also steadied at $1,222.14, while palladium was up 0.6% to $1,066.19. "Gold has support at $3300-3275 while resistance is at $3345-3360. Silver has support at $36.20-35.90 while resistance is at $36.75-36.95. In INR, gold has support at Rs96,620-96,290 while resistance at Rs97,350-97,640. Silver has support at Rs105,859-105,050 while resistance is at Rs1,07,750-1,08,650," said Rahul Kalantri, VP Commodities, Mehta Equities.
