Birmingham boss Chris Davies has outlined his desire to sign the 27-year-old permanently, although any move 'hinges on' Rangers' next manager, claims BirminghamLive.
Barry Ferguson is currently in temporary charge at Ibrox, although it remains to be seen who Philippe Clement's permanent successor will be.
Elsewhere, Lawrence Shankland is reportedly set to be offered a new contract by Heart of Midlothian.
The striker's current deal at Tynecastle expires at the end of the season.
Shankland has been widely linked with a move to Rangers in recent transfer windows.
Now, however, he could stay in Gorgie, with Hearts set to put a new deal on the table, claims the Hearts Standard.
The 29-year-old has made 41 appearances for his club this season, scoring nine goals and assisting as many. His tally has in no manner reached the heights it did last campaign.

'He's a great player and I'm delighted he's with us.' James, meanwhile, finds himself back in England's squad for a second successive time under Thomas Tuchel as the full-back continues to put the worst of his injury woes behind him. 'If there is slight disbelief, if there are concerns, if the trust is not there anymore, obviously then it is sometimes not even enough to win a trophy after so many years. 'I have biggest respect for him. He's a huge character, he brought a trophy, he said he will deliver in the second year and he did. 'But this is part of the job, we are responsible for the results and we are responsible for the development of the team so, whether we like it or not, sometimes it is us who has to take the full responsibility.' Last week the ultras group expressed their regret at failing to produce banner displays that "meet the standard expected at Ibrox". That's despite them hailing their recent controversial Old Firm tifo which depicted Graeme Souness holding a shotgun with the words 'take aim against the rebel scum'. They claim that particular display sent Scottish football into "meltdown". Advertisement Rangers issued a statement in the aftermath of the 1-1 draw with Celtic, which stated that the tifo "crossed a line" and was "unacceptable". Despite the club's stance, Stewart has praised the Union Bears for trying to raise their own standards from the stands. He also plans more talks to strengthen the relationship between the board and fans following the recent statement. Stewart said: 'There's lots of aspects about Rangers which are a cause for celebration. Advertisement 'There's some aspects that we think standards are important all across the club in every aspect. 'The Union Bears did a really interesting statement last week where they talked about standards and their TIFOs being befitting of the standards of Ibrox.
