EC mulls tech-driven system for timely update on voter turnout
New Delhi: The Election Commission of India (ECI) is now introducing a streamlined, technology-driven system to provide timely updates on the approximate voter turnout percentage trends. As per official sources, the new process will reduce the time lag associated with the earlier manual reporting methods.
The initiative aligns with ECI's commitment to ensure timely public communication, which has often been underlined by the Chief Election Commissioner, Gyanesh Kumar on various occasions.
Under the statutory framework of Rule 49S of the Conduct of Elections Rules, 1961, Presiding Officers (PROs) are required to furnish Form 17C, detailing the account of votes recorded, to polling agents, who are nominated by the candidates and are present at the polling station at the close of poll.
While this legal requirement remains unchanged, the process of updating the VTR App, which had evolved as a facilitative, non-statutory mechanism to keep the public informed of the approximate voter turnout percentage trends is being streamlined to ensure faster updation.
Under this new initiative, the Presiding Officer (PRO) of each polling station, will now be directly entering voter turnout on the new ECINET App every two hours on polling day in order to reduce the time lag in the updation of the approximate polling trends.
This will be automatically aggregated at the constituency level. The approximate voting percentage trends will continue to be published every two hours as before. Notably, voter turnout data will now be entered into ECINET by PROs immediately after the close of poll, before they leave the polling station which will reduce the delays and ensure that the approximate percentage of votes polled would be available on the updated VTR App constituency-wise after the close of polls subject to network connectivity.
Where mobile networks are unavailable, entries can be made offline and synced once connectivity is restored. This updated VTR App will become an integral part of ECINET before the Bihar elections.
Previously, voter turnout data was collected manually by Sector Officers and relayed to Returning Officers (ROs) via phone calls, SMS, or messaging apps.
This information was aggregated every two hours and uploaded to the Voter Turnout (VTR) App.
The polling percentage trends were often updated hours later, based on physical records arriving late in the night or even the next day, leading to delays of 4–5-hours or more leading to misperceptions by some.

The new system will ensure faster reporting through automation and data integration. 'This upgraded mechanism replaces the traditional manual methods, which were often time-consuming and prone to delays. By leveraging automation and data integration, the new system ensures faster reporting,' the press note issued by the Election Commission read. The Index Card is a non-statutory, post-election statistical reporting format developed by the ECI to promote accessibility of election-related data at the constituency level for all stakeholders, including researchers, academia, policymakers, journalists, and the general public. The Index Card is designed to disseminate data, covering multiple dimensions, including a list of candidates, electors, and the number of votes cast and counted. It would also provide party-wise and candidate-wise vote share, gender-based voting patterns, regional variations, and performance of political parties. 'The Index Card forms the foundation for generating about 35 Statistical Reports for Lok Sabha elections and 14 for State Assembly elections. These reports cover variables like State/PC/AC-wise elector details, number of polling stations, state and constituency-wise voter turnout, participation of women electors, performance of national/state parties and Registered Unrecognised Political Parties (RUPPs), winning candidates' analysis, detailed constituency-wise results, and summary data reports,' the EC said. This data-driven resource enhances the capacity for deep electoral research. However, these statistical reports are meant solely for academic and research purposes. They are based on secondary data from Index Cards, while the primary and final data remain in the statutory forms maintained by the concerned Returning Officers.

Poll panel tightens watch on voter IDs in West Bengal
The Election Commission of India (ECI) is directly monitoring and maintaining strict vigil over the disposal and issuance of EPIC-related documents by Assistant Electoral Registration Officers (AEROs) in West Bengal. This follows allegations of duplicate EPIC cards made by West Bengal Chief Minister Mamata Banerjee and the cancellation of 7,800 such cards in May alone. FIRs have been filed against three individuals, and assistant system manager of Kakdwip subdivision, Arun Gorain, has been suspended for "dereliction of duty" in South 24 Parganas placed sources in the Office of the Chief Electoral Officer (CEO), West Bengal, confirmed to ET that surveillance has been intensified following the allegations. FIRs were lodged against three persons, including Gorain, who was suspended on May 15 for alleged gross misconduct. He reportedly changed the mobile number of the AERO to his own in the system. Disciplinary proceedings have been initiated against him based on a report by the District Election Officer. Gorain has since moved the Calcutta High following the busting of several fake passport rackets in the state, the Election Commission is receiving a growing number of EPIC verification queries from the Foreigners Registration Office (FRO) and police."For passport-related applications, we are now being asked to confirm complete EPIC information. In May, we received at least 25 such queries, and 80% of them turned out to be fake," a senior EC official told ET on condition of anonymity. "Daily, we receive multiple letters seeking verification of whether an EPIC was issued by us before a passport is granted," the official added.
