Composite Backwardness Index of BCs to be gauged on a scale of Zero to 126

In what could be a paradigm shift in India's approach to social justice, the outcome of the caste survey of the Telangana government is focussing on the backwardness of castes on a scale of 'Zero to 126' independent of their population size.
The 11-member Expert Working Group headed by former Supreme Court Justice B. Sudarshan Reddy set up by the government to analyse and interpret data from the caste survey, has come up with a new concept — Composite Backwardness Index (CBI) — to scientifically quantify the backwardness of castes.
The foundation of the report is the huge data compiled from over 3.5 crore residents of Telangana responding to 74 questions covering aspects ranging from education and income to housing, landholding, and experiences of discrimination.
'This is a data revolution,' argues Praveen Chakravarthy, Member Convenor of the Expert Committee consisting of social scientists, economists, statisticians and those who understand the soul of Telangana. 'Earlier, it was assumed that larger the population of a social group meant that group was more backward. But now, focus is on, how backward is a caste in real, measurable terms?' he told The Hindu in an interaction.
Mr. Chakravarthy, who is one of the architects of the CBI, says it is a first-of-its-kind metric designed and used in the world to objectively evaluate social and economic disparities. Evaluating Telangana's most exhaustive caste-related survey in India's history was a big task, he said, recalling that the landmark Mandal Commission survey conducted in the 1980s covered only 50 lakh people with 11 questions.
To identify true indicators of backwardness the committee performed statistical significance tests across the responses shortlisting 42 indicators across nine categories, including education, living conditions, land ownership, income, access to technology, and social discrimination.
Respondents answered questions such as: 'Do you face discrimination in temples?'; 'Do your children attend English-medium schools?'; 'Do you own a vehicle, smartphone, or live in a pucca house?' and 'Do you borrow from moneylenders?' each of which fed into a scoring model.
Mr. Chakravarthy explained that each caste was ranked on a scale from 0 to 126 points, with the higher the score, the greater the level of backwardness. The data was analysed through quartile distribution, placing every caste into one of four buckets based on their aggregate scores. The report, expected to be submitted to Chief Minister A. Revanth Reddy, in two weeks, will provide rankings for all the 245 surveyed castes.
Mr. Chakravarthy feels the government should release the data in an aggregated form for public use, while protecting individual privacy. Independent researchers should use Artificial Intelligence tools to extract deeper insights to build upon the findings. 'Let people challenge it statistically and academically. It's open data self-reported by the people of Telangana,' says Mr. Chakravarthy. The report aims to disentangle caste-based backwardness from general poverty. Poverty is universal. But caste-based poverty is historical, he points out.
Can the CBI model be replicated in the caste census that the Government of India announced recently? The model remains effective despite the disparities among BCs given the unique social structure in the respective States. Mr. Chakravarthy summarises that just like the GDP for economic growth or the Sensex for the stock market, the CBI can be a scientific index for social equity.

Even as the Central Bureau of Investigation (CBI) has started probe into the death of Vimal Negi, chief engineer-cum-manager of Himachal Pradesh Power Corporation Limited (HPPCL, superintendent of police (SP) Sanjeev Kumar Gandhi on Monday moved the high court challenging the orders of the single bench to transfer the investigation to the central probe Gandhi has filed the plea in his personal capacity, but such a petition can only be filed after a no-objection certificate from the state government. We have moved an application seeking the court's permission to appeal against the order,' said Thakur while talking to HT. 'The investigation may be handed over to the SIT constituted by high court instead of CBI or any other central agency which is under control of Union government in order to avoid any conflict of interest,' read the petition. AGRA: Priests of the centuries-old Banke Bihari temple in Mathura, who are opposed to the proposed 'redevelopment plan for the Banke Bihari corridor in Vrindavan', alleged on Monday, that if govt does not heed their concerns, they will relocate the Banke Bihari deity to another site. The latest development came after a series of protests by the Goswami community members and locals against the proposed corridor and the creation of the Banke Bihari temple trust by the state govt. Ghanshyam Goswami, 60, a member of the management committee, said, "The problem is that the govt wants to turn this place of faith into a picnic spot. The Banke Bihari Trust was formed without consulting us. We're open to suggestions for improving the management of the temple but if this situation continues, we'll not hesitate to move Thakurji out of the temple. " The Supreme Court, in its May 15 verdict, permitted the UP govt to continue with the 'Rs 500 cr redevelopment plan for the Shri Banke Bihari temple corridor in Vrindavan'. The project, approved by the bench of Justice Bela M Trivedi and Justice SC Sharma, enables the state to utilise temple funds to acquire about 5 acres of land near the shrine. Calls for redevelopment intensified after a stampede-like incident took place during the Janmashtami celebrations in 2022, which resulted in two fatalities. In Sept 2023, Allahabad high court directed the state govt to implement a corridor plan to manage crowds and ensure safety. The streets in and around the temple are narrow and unsuitable for the influx of people who visit the temple daily, so this corridor will be beneficial for all the stakeholders. "

Monowara Bewa, whose son's Habeas Corpus petition the Supreme Court has agreed to hear next week, lives in Khagrabari village in Dhubri district with her family and is among several people who the Assam police have detained since May 23 in a crackdown against people declared foreigners by the state's Foreigners' Tribunals. Her son, 26-year-old Iunuch (Yunus) Ali, has alleged that she has been picked up for deportation, and her whereabouts since then are not known. Bewa was declared a foreigner by an FT in 2016 and placed in detention in Assam's Kokrajhar. She was released on bail in 2019 following the Supreme Court's directions to this effect for those who had completed three years in detention. The Gauhati High Court had upheld the FT order in 2017, and the family approached the Supreme Court through a Special Leave Petition the same year. While the Supreme Court has agreed to hear her son's petition, back in Dhubri, her family remains in the dark about her whereabouts since she was detained on May 24. 'That day, she got a call from the Gauripur police station asking her to report with her documents. Since she goes every month because of her bail conditions, we thought they needed her for something related to that. She and her son went around 5 pm. They were made to wait there until late at night, when a senior official came to take her away, saying he was following instructions from higher authorities. The next day, we went to the office of the border police SP in Dhubri, but the in-charge there said he did not know anything. It has been eight days, and we still don't know where she is,' said her nephew, Maminur Hussain (37). Bewa's neighbour, Jahanara Hussain (55), who is also a local women's leader who has been helping the family with the case, said that on Sunday, she received the link to a Facebook video that purportedly showed Bewa in Bangladesh alongside four others. 'It was circulated among people in the area on Sunday night. It is her in the video, but we still do not have any idea where she could be right now,' she said.
