Robotaxi wars: How Waymo got the edge on the competition, and Tesla (so far)

'We are being super paranoid about safety." That's what Tesla CEO Elon Musk said after revealing the company's robotaxi test would start on June 22, later than expected, adding that the date could 'shift' beyond that. Meanwhile, betting site Polymarket lists only a 30% chance that Tesla (TSLA) launches the service before July, highlighting Musk's rosy predictions on self-driving that have been constantly pushed back. While Tesla is on the verge of starting a new chapter for the company, Alphabet's (GOOG) Waymo has been quietly racking up mile after mile, trip after trip, providing actual paid robotaxi rides to customers in San Francisco, Phoenix, Los Angeles, and Austin — where Tesla's test will begin. At stake is a huge opportunity for companies like Waymo, Tesla, and others. Goldman analyst Mark Delaney estimates the market for traditional ride-hailing in the US is worth approximately $58 billion currently, but could be worth more than $330 billion by 2030, with robotaxi-type services pushing the industry forward and reducing costs by — among other factors —not requiring a human driver. Waymo has an early lead, and it seems a big one. Rivals like Argo AI and GM-backed Cruise are gone, leaving only smaller players like Zoox (backed by Amazon), China's Pony AI (PONY) and WeRide (WRD), and of course Tesla. Waymo (before it was even called that) started off as an in-house startup as part of Google's X initiative way back in 2009. After some testing and securing of permits, the project officially became Waymo in 2016, and it started testing its Pacifica hybrid vans kitted out with cameras, LIDAR laser sensors, and radar. In 2018 Waymo and Jaguar paired up, using the British automaker's I-Pace EV for its testing; these are the vehicles most users are accustomed to seeing. Waymo's combination of vision, radar, and LIDAR, which the company calls its 'multimodal' approach, has the company claiming it has the best, and safest, robotaxi solution. Since 2020, anyone in a service area can download the Waymo app and hail a fully autonomous car. Waymo says it has the most robotaxi miles driven and that the company performs around 250,000 trips a week. A Waymo spokesperson said that the company has not yet seen a vision-only system that can achieve the levels of safety its current system has achieved, asserting that multiple sensors with overlapping fields of view are the best solution. Experts tend to agree. 'Waymo is undoubtedly the leader in autonomous driving technology, with their self-driving software (SDS) being widely regarded as best in class,' said University of San Francisco engineering professor William Riggs, an expert in autonomous technology. 'They have been around the longest, had patient capital and have the most miles on the road proving that self-driving tech works.' Riggs believes Waymo's software strategy combined with its diversified sensor suite, along with its manufacturer partnerships such as Chrysler, Hyundai, Zeekr, and Toyota, allowed Waymo to maintain a strong presence in the market and adapt to different vehicle platforms. Autonomous expert Katie Driggs-Campbell of University of Illinois' Grainger College of Engineering agrees. 'Initially, I believe their strength came from the computer vision/learning and compute expertise from Google,' Driggs-Campbell said, noting that Waymo has now 'blended real-world experience, recorded data, and simulation [generated] data to form a reliable system.' Waymo also touts its safety record, as well as how open it's been with data. 'We have an incredibly rigorous safety framework in place, and our safety record speaks for itself,' Waymo's spokesperson said, adding that the company has been voluntarily sharing safety performance data with the public, which goes beyond regulatory requirements. Waymo's approach could not be more different from Tesla's, and that has contributed to the dominant lead it sees currently. Tesla did not immediately respond to Yahoo Finance when seeking comment. But per Musk biographer Walter Isaacson, Musk was enamored with Tesla's vision-only, neural network-powered self-driving system when it was presented to him. He deemed it superior to Tesla's prior system, which ran on millions of lines of code using a rules-based system fed by data coming from radar and LIDAR sensors. Tesla's current FSD (full self-driving) and robotaxi software use only a vision-based system powered by a neural network 'brain' that is constantly training itself using videos collected by millions of Tesla vehicles. (And as opposed to Waymo, Tesla has reportedly asked the city of Austin to block release of safety records related to its robotaxi launch.) While Waymo holds a big early lead, what could stop the pioneer from growing more could be its operations and manufacturing ability. Riggs believes building vehicles at scale remains a significant hurdle for Waymo. 'Currently, they operate between 700 and 1,000 vehicles in their major markets and are producing roughly 1,500 vehicles annually. This relatively modest production volume could become a bottleneck for scaling their operations further,' he said. The other challenge for startups like Waymo in general versus Tesla is that their costs per vehicle are higher. Waymo's self-driving tech and sensors reportedly cost $100,000 plus the cost of the vehicle itself (for example, the Jaguar I-Pace retails for $73,875 in the US). While some of those costs have come down, scaling to new cities and providing enough vehicles to take on Uber, for example, will require more than the 1,500 vehicles currently produced a year. Tesla, meanwhile, has the ability to produce 2 million or more EVs a year, which include the hardware necessary for its FSD and robotaxi software. Tesla also has millions of vehicles on the road that could be converted for robotaxi use, though that would require the company's Hardware 4 autopilot software, which only started rolling out in early 2023. 'AI runs off of data. Waymo is trying to close that data gap with more sensors per vehicle; Tesla is looking to win with more vehicles with targeted data specific to their vision-only approach,' said Ken Johnston, vice president of data and analytics at tech consulting firm Envorso and former exec at Ford and Microsoft. 'Companies like BYD and Tesla also cannot be ruled out, as they continue to innovate and expand their capabilities in this space,' Riggs added. Xiaomi is also testing autonomous driving in China, but the company has suffered from safety issues in early trials. Johnson is bullish on Tesla's robotaxi offering, but the company faces a big challenge in surviving its safety test. Uber's self-driving unit and GM's Cruise could not overcome high-profile accidents. Testing the service without any accidents in a semi-urban environment is not easy. And unlike Waymo, Tesla is under federal investigation for its autonomous software. It also still needs to provide NHTSA with answers to how it plans to roll out its robotaxi program. Meanwhile, Waymo is plugging along, adding more cities to its list of current operations, with Atlanta, Miami, and Washington, D.C., coming online in 2026. Being backed by Alphabet helps too, giving Waymo capital runway for growth, investment, and long-term community outreach. Waymo's technological lead and strong backing from Alphabet clearly have the service in pole position. But this race is far from over. Pras Subramanian is the lead auto reporter for Yahoo Finance. The leading manufacturers in the North American class 6-8 truck market analyzed are: Daimler Trucks North America Volvo Trucks North America PACCAR Inc. International Inc. (Traton SE) North American Class 6-8 Truck Market in Normalization Mode while Gearing-Up for a more Sustainable Future amid Global Macroeconomic Complexities & Uncertainties The North American Class 6-8 Truck market is in the normalization mode after having been in the overdrive mode over the recent years marked by extraordinary growth, driven by post-pandemic pent-up demand amid easing out of supply chain disruptions & constraints, which enabled the industry OEMs to effectively ramp-up production rates to meet rising demand levels. The market tailwinds drove steady order intake, slight contraction in delivery volumes and strong book-to-bill ratios across most industry OEMs in 2024 and even supercharged the in-service fleet utilization levels and aftermarket service volumes across fleet operators and industry OEMs respectively. The North American Class 6-8 Truck market contracted marginally in 2024, in terms of new truck registrations, after a strong 2023, with truck demand being largely driven by replacements while fleet utilization remained at normal levels with the vocational segment remaining particularly strong. The forecast for 2025 indicates the demand for Class 6-8 trucks in North America to remain flat going forward as part of cyclical market normalization. The demand for zero emission vehicles remains strong despite their relatively higher sticker prices. However, favorable trends, like the upcoming EPA 2027 emission regulations are likely to drive demand for ZEVs and facilitate faster adoption & transition by fleets to BEVs, FCEVs and other sustainable fuels-powered Trucks. The industry, too, continues to work towards rapid development of charging infrastructure and electric mobility ecosystem, under the partnership model, which is likely to accelerate the ongoing transition towards sustainability across Europe. The full commercialization of autonomous trucks now is likely to disrupt the truck market over near term with the emergence of new business & service models configured around them. However, rising defense levels are likely to provide a significant growth opportunity to truck makers, especially in the specialty vehicles segment, over near to medium term with U.S. defense spending, at $997 billion for 2024, being the largest in the world accounting for a third of global defense spending in 2024, as per SIPRI, and demand skyrocketing for trucks-based missile defense and strike systems globally besides for logistics. The taming of inflation, monetary policy easing and the relative easing of supply chain woes globally have come as welcome news for the world economy in 2025, however, policy instabilities, macroeconomic uncertainties & trade tensions created by Trump's protectionism & tariff wars and continuing military conflicts across Ukraine & the Middle East exacerbated by a deteriorating world order and rising defense spending levels amid slowing economic growth & rising debt levels pose a serious challenge to it over near term. Overall, the world economic growth is forecasted to grow merely by 2.8% for 2025 (and 3% for 2026), as per IMF, a level which is almost 900 bps below the average pre-pandemic growth rate registered for the world economy through the 2010s decade. GM weighs tariffs, EV demand, factory flexibility as it moves some production to U.S.

For years, General Motors had turned to Mexico to reduce assembly costs for many lower-priced vehicles. Now it's spending $4 billion to move some of that production to the U.S. starting in 2027, as President Donald Trump's tariffs and evolving consumer demand changed the calculus. GM's plan to build more gasoline-powered crossovers, pickups and SUVs at three U.S. plants gives the automaker more manufacturing flexibility for American consumers, who haven't switched to electric vehicles as fast as once anticipated. General Motors is spending $4 billion at three U.S. assembly plants as it moves some vehicle production from Mexico and increases output of some gasoline-powered models in response to customer demand. Investment Chevrolet Blazer Chevrolet Equinox Chevrolet Silverado/GMC Sierra Chevrolet Silverado Source: General Motors And it helps fill underused U.S. assembly plants, a key priority for the UAW, which has supported Trump's tariffs as a tool to encourage domestic auto manufacturing. 'It respects the tariff issue, but it is not driven entirely by the tariff issue,' said Stephanie Brinley, associate director of AutoIntelligence for S&P Global Mobility. The fact that GM won't start building the vehicles in the U.S. for two years underscores the industry's message to the White House that production changes can't happen quickly, Brinley said. And with a longer runway for gasoline engines as EV demand builds gradually, GM will need to invest to keep its internal combustion lineup fresh. After already spending billions of dollars to prepare an assembly plant in suburban Detroit for electric pickup production, GM now plans to build gasoline-powered trucks there instead. Orion Assembly will be a relief valve for other high-volume factories, including GM's SUV plant in Arlington, Texas, that are running near capacity. 'Automakers are thinking about more than one thing when they make sourcing decisions that are expected to last for a few life cycles,' Brinley said. GM's new $4 billion investment will be shared among Orion Assembly, Fairfax Assembly in Kansas and Spring Hill Manufacturing in Tennessee. The automaker did not specify how much each plant would get, but sources told Automotive News affiliate Crain's Detroit Business that roughly half the amount is earmarked for Orion. Sign up to get our afternoon video email. The video focuses on a new topic in the news each day. 'We believe the future of transportation will be driven by American innovation and manufacturing expertise,' GM CEO Mary Barra said in a June 10 statement. 'Today's announcement demonstrates our ongoing commitment to build vehicles in the U.S. and to support American jobs.' GM will expand production of light-duty full-size gasoline pickups and SUVs to Orion Assembly, which has been down for retooling since the first-generation Chevrolet Bolt ended in late 2023. GM had delayed its timeline for the plant to reopen multiple times as EV demand stagnated. 'We had planned for that to be a big EV plant as we were thinking about rapid expansion of electric vehicles, and clearly we haven't seen that happen,' GM CFO Paul Jacobson said June 11 at a Deutsche Bank automotive investor conference. 'This is a great example of how we can pivot, how we can adjust, how we can be resilient in the face of an environment that's changing around us,' he said. The Kansas plant will make the gasoline Chevy Equinox compact crossover, while Spring Hill will become the new home of the midsize Chevy Blazer now made in Ramos Arizpe, Mexico. A company source told Automotive News that production of the gasoline-powered Blazer will end in Mexico, while Equinox production will continue there for other markets. The UAW celebrated GM's investment as 'a turning point' in its advocacy to bring auto jobs back to the U.S. from Mexico and other lower-cost countries. Want to keep up with the latest product planning news? Go to Automotive News' regularly updated database of product plans for brands that sell in the United States. Future Product Pipeline >5-year product timelines by brand > 'The writing is on the wall: the race to the bottom is over,' UAW President Shawn Fain said in a statement. 'We have excess manufacturing capacity at our existing plants, and auto companies can easily bring good union jobs back to the U.S. They can prove the naysayers wrong by investing in our communities and putting workers before corporate greed. GM is showing that it can be done.' GM's U.S. factory investment comes as the auto industry navigates the vehicle import tariffs Trump enacted in April. GM has said the tariffs will add $4 billion to $5 billion in costs this year and lowered the company's full-year earnings guidance as a result. In recent weeks, GM has said it will increase U.S. production of full-size pickups that also are built in Canada and Mexico. The automaker likewise will cut production of the trucks in Oshawa, Ontario. With the latest investment, GM said it will have capacity to build more than 2 million vehicles annually in the U.S. The $4 billion is in addition to $888 million it's spending to build more V-8 engines at a plant in New York. Fairfax Assembly is currently offline for retooling to build the next-generation Bolt EV starting later this year, but that had been the factory's only assigned product after GM discontinued the Chevrolet Malibu sedan and Cadillac XT4 compact crossover. GM said the plant also is slated to build future low-priced EVs. The automaker already uses a similar approach at Spring Hill and will assemble the Blazer alongside both gasoline and electric Cadillac crossovers. 'The idea that the Blazer and the Equinox EVs were going to replace volume of the gas-powered versions is a bit premature, and they're rectifying that situation by building more of them,' said Sam Fiorani, vice president of global vehicle forecasting at AutoForecast Solutions. 'Having flexible plants will help all automakers over the next decade or so. This is going to be a drawn-out transition, and many of the manufacturers did not plan for that.' Jacobson said investing in existing U.S. plants with excess capacity is a more efficient use of capital than building new factories. 'That optionality is really important and critical for us as we move forward, being able to respond to where EV demand is going to be,' he said. Have an opinion about this story?
