Hyderabad: Just two days before 57 horses were transported from Hyderabad to Jabalpur, the
Greater Hyderabad Municipal Corporation
(GHMC) has charged HithaNet India Pvt Ltd for "illegally importing" horses into the city.
The company is currently caught in a controversy over the death of eight racehorses in Raipura village of Panagar in Jabalpur district. According to reports, these horses were among those it had transported discreetly from Hyderabad to Jabalpur without due diligence. The matter is currently under investigation by the Madhya Pradesh govt.
The GHMC has charged a senior manager from the firm of violating section 540 (1) of the Hyderabad Municipal Corporation Act, 1955, which prohibits the import of cattle, sheep, goats, or swine, or their flesh, into the city without the written permission of the GHMC commissioner.
"The incumbent was found to import horses into GHMC without permission," reads the notice issued on April 28 by the veterinary officer of Charminar zone. A copy of it is in TOI's possession.
While it does not give details about the count of animals or where they were imported from, sources claimed that about 100 Marwari horses including some retired racehorses, were brought to the city.
Sources said that the GHMC swung into action after allegedly some disgruntled employees of HithaNet alerted the Marwari community about these horses not being kept properly by the company.
The community, in turn, lodged a complaint with BJP leader Maneka Gandhi, who runs People For Animals.
"Following a complaint from her to the Telangana govt, GHMC inspected these horses, which were kept in stables taken on lease from the Hyderabad Race Club (HRC)," said the source.
When contacted, the HithaNet management said they were unaware about the need to seek GHMC's permission to bring horses into the city.
"We were in touch with HRC.
Only after taking stables on lease from them did we bring the animals here. No other permissions were obtained because we did not think that was necessary," said Pavani Gaddam, authorised signatory of the firm.
Both the firm and HRC also did not furnish transport and fitness certificates for each horse, as sought by GHMC.
"We, however, submitted other documents such as passports – unique identifiers for individual horses – vaccination details, feed and nutrition logs, case sheets, and registration certificates of veterinary doctors to GHMC," a HRC official said.

GHMC General Council holds discussions on monsoon prep
Hyderabad: The GHMC General Council meeting on Wednesday held detailed discussions on monsoon preparedness and other basic amenities. The 11th meeting was chaired by GHMC Mayor Gadwal Vijaylakshmi. During this meeting, the members voiced their outrage at the horrific attack on innocent individuals by terrorists in Pahalgam. The council members extended their heartfelt condolences to the families of the victims of this attack and held a two-minute moment of silence to pray for the peace of the souls who have departed. GHMC Mayor Gadwal Vijayalakshmi has called on both authorities and public representatives to collaborate effectively for the city's progress. Prior to the start of the meeting, the Mayor spoke at the council gathering and stated the Chief Minister has guaranteed that there will be ample funding available for infrastructure and welfare development within GHMC, and she expressed his appreciation for the support given to the development of Baldia through the allocation of funds. The pre-monsoon sanitation initiative aims to clean all streets to prevent seasonal diseases. She stressed the program's large-scale implementation for city cleanliness and urged officials to work with local representatives, MLAs, MLCs, and MPs for its success. Zonal review meetings are addressing public concerns, and decisions have been made to resolve issues raised by corporators. The mayor confirmed that corporators will collaborate with officials on sanitation, de-silting, Nala development, and infrastructure improvements in various zones. The aim is to identify new routes for the approximately 744.22 km of roads designated in CRMP-1 and to transfer the management of a total of 1142.54 km of roads to private agencies for the next five years (2025-2030), while seeking approval for a budget of Rs 3825 crore for this initiative. Furthermore, the corporators from various parties claim that they made plans to remove the officials due to alleged irregularities in the tenders for vehicles intended for use in the monsoon relief efforts. In the meeting, BRS corporators raised concerns about the arrest of Baba Fasiuddin, a Congress member from Borabanda, alleging his involvement in a suicide. They raised slogans and held placards demanding Fasiuddin's arrest. Mayor Gadwal Vijayalakshmi intervened and successfully calmed the upset corporators. She mentioned that a First Information Report (FIR) has been lodged and that the case is currently being investigated. 'The law will take its course, and if the BRS corporators have any additional evidence related to this issue, they are urged to present it to the investigating authorities,' she stated. However, BJP corporators expressed their discontent with the council meeting. During the session, BJP corporators resolved to remove the Mayor over issues related to road maintenance, street lighting upkeep, sanitation, birth certificate processing, entomology, and the construction and upkeep of flood water canals. Other issues discussed were the operation of HYDRA, the status of street lighting, the process for issuing birth and death certificates, the rainwater harvesting pits built by GHMC, the restoration of RTC bus stops, the absence of essential infrastructure in cemeteries, and the painting and beautification projects carried out on flyovers throughout the city. The meeting was attended by MPs Eatala Rajender, Raghunandan Rao, MLCs Vijayashanti, Balmuri Venkat, Mirza Riaz ul Hassan Effendi, Mirza Rahmat Baig, Addanki Dayakar, MLAs Zulfiqar Ali, Majid Hussain, Kausar Moinuddin, Rajasekhar Reddy, Bandari Laxma Reddy, Commissioner R.V. Karnan, Additional Commissioners Sneha Shabarish, Venugopal, Venugopal Reddy, Pankaja, Subhadra,and others were present.

BJP, MIM corporators clash over fake birth & death certificates
Hyderabad: The Greater Hyderabad Municipal Corporation (GHMC) council meeting witnessed a heated exchange between AIMIM and BJP corporators over fraudulent birth and death certificates being issued in the city. The debate arose after the GHMC disclosed that it had cancelled over 23,000 fake birth and death certificates across the city, with Charminar, Falaknuma, and Mehdipatnam circles being responsible for issuing the highest number of these certificates. BJP corporators pointed out that the majority of these fake documents originated from the Karwan and Mehdipatnam constituencies, as well as Balapur in the Chandrayangutta area. They alleged that Rohingya Muslims from Pakistan and Bangladesh were allegedly using these certificates to secure Aadhaar cards and passports. However, the AIMIM strongly refuted these claims, dismissing them as baseless. GHMC has no right to demolish if it does not give permission, say corporator and Mayor
The Wednesday's council meeting at the Greater Hyderabad Municipal Corporation witnessed some paradoxical moments, with corporators as well as Mayor Gadwal Vijayalakshmi affirming that the corporation should not go ahead with demolition of unauthorised constructions. The debate was kicked off by BRS corporators who demanded action against absentee member Baba Fasiuddin reportedly for abetting suicide of a BRS leader in Borabanda. The deceased leader who fell to his death from his unauthorisedly constructed home in SRT Nagar area, was alleged to have been harassed by who strongly denied the charge. The GHMC had reportedly issued notices to the leader over unauthorised construction, which, the BRS leaders allege was done at the behest of Mr. Fasiuddin. In connection with this, corporator Dedeepya Rao questioned why notarised documents are not accepted for according building permissions. While there were over 200 houses built illegally with ground plus five floors, only the BRS leader was targeted with threats of demolition. Chief City Planner K. Srinivas tried to reason that as per the GHMC Act, 1955, sale deed is a mandatory requirement for issue of building permissions, and that notary documents are not accepted as proof of ownership. Bansilalpet corporator Hemalatha Laxmipathi, at this juncture, came up with the argument that if GHMC would not accord permission on the basis of notarised documents, it did not have the right to bring down the structure, which defied all the rationale of the Act. Mayor Ms. Vijayalakshmi, without much thought, endorsed the argument, and repeated the statement, much to the amusement of officials and other corporators. One more issue was raised during the meeting, about encroachment of seven acres of government land in Uppal, which is being constructed upon, based on the permission obtained on a different survey number. Commissioner R.V. Karnan said the permission was given based on a favourable report by the District Collector in 2021. Later, notices were issued, and the builder approached the court.
