Doha Climate Talks: Top experts address urgent climate concerns through diplomatic cooperation

Msheireb Museums, in collaboration with the Embassy of the Federal Republic of Germany in Qatar and Arab Youth Climate Movement Qatar, successfully concluded 'Doha Climate Talks: Climate Diplomacy in Action' yesterday at Msheireb Museums, bringing together more than 100 distinguished participants to address urgent climate challenges through diplomatic cooperation.
The high-level event established Doha as a significant platform for climate diplomacy in the Middle East region, featuring high-level policymakers, climate experts, and youth platform representatives in meaningful dialogue across three dynamic discussion sessions covering climate diplomacy, women's role in climate leadership, and youth activism in climate action.
The event witnessed high-level attendance, including Dr. Barbara Hendricks, former federal minister of Germany; Ambassador of Germany to Qatar, HE Lothar Freischlader; Ambassador of Australia to Qatar, HE Shane Flanagan; Ambassador of the Republic of Turkey to Qatar, HE Dr. M. Mustafa Göksu; Ambassador of Austria to Qatar, HE Erika Bernhard; and Ambassador of the Republic of Azerbaijan to Qatar, HE Mahir Aliyev.
The event was also distinguished by official representation from the embassies of France, the United Arab Emirates, Tajikistan, and Switzerland.
Ambassador of Germany to Qatar, H.E. Lothar Freischlader, highlighted the importance of diplomacy in turning ambition into collective action: 'Whether it is through global frameworks like the Paris Agreement or regional partnerships, climate diplomacy is not just about negotiations, it's about solidarity, responsibility, optimism and action.'
Abdulla Al-Naama, general manager of Msheireb Museums, said: 'Hosting these vital discussions at Msheireb Museums demonstrates our role as a platform for meaningful conversations that tackle the pressing issues of our times. Qatar ranks high on International Association of Public Transport 2025 report
DOHA: Qatar has ranked first in the Middle East and North Africa (MENA) region in terms of the 'Share of Populations with Convenient Access to Public Transport', with 91.7%, according to the International Association of Public Transport (UITP)'s 'MENA Transport Report 2025' issued by the Centre for Transport Excellence. This year's edition broadened its scope, covering public transportation systems in 40 cities across 14 MENA countries. The capital city Doha has the world's highest number of kilometers per million inhabitants (64km/1 million population) compared to several world capital cities. Doha also ranks third globally in terms of number of public buses for every one million inhabitants (969 buses/1 million inhabitants), which reflects Qatar's significant investment in public transportation. Regarding the metro network fleet, Doha comes fourth globally in terms of number of metro cars (278 cars/1 million inhabitants). The UITP report lists Qatar among the top 20 countries in the world in terms of public transportation user experience alongside Amsterdam, Geneva and Singapore. The report shows Qatar as one of the most efficient countries in terms of public transportation fare according to the Purchasing Power Parity (PPP), making public transportation affordable for all. According to the report, Qatar has one of the highest rankings in the MENA region in environmental sustainability of the transportation system with comprehensive plans for transition to clean energy. It also highlights Qatar among top countries in terms of the smart infrastructure for the public transportation system with an integrated network supported by digital transformation and sustainable facilities. The report lauds Qatar's qualitative progress in upgrading its public transportation system in terms of infrastructure, sustainability, digital transformation, and integration of mobility modes, thereby meeting the needs of its population and visitors and supporting the Qatar National Vision 2030. The report underlines that such qualitative leapfrogs had demonstrated Qatar's position as one of the leading countries in public transportation regionally and internationally. The report also highlighted the Doha Metro as one of the most advanced and most efficient mobility systems in the world thanks to its full driverless automation and high ridership per every 1 million people. It also lauded Doha Metro's role in the success of major events Qatar organizes or hosts, first and foremost the FIFA World Cup Qatar 2022 where fans enjoyed safe and smooth movement. The report says Lusail Tram stands out and reflects ambitious urban planning. Serving the smart city of Lusail with the highest rates of kilometers per each one million inhabitants if compared to similar cities, the report said Lusail tramway network reflects a forward-looking vision to enhance urban mobility. The report says: 'Qatar has taken significant steps toward electrification, with Doha integrating electric buses into its public transport network. Qatar has outlined plans to transition its public bus fleet to full electrification by 2030, supported by an expanding charging infrastructure and investments in smart mobility.' The report adds that Lusail is home to the world's largest e-bus depot running on solar energy to feed its facilities, with advanced infrastructures including smart charging stations, digital tracking systems, and green maintenance centers. The report also praised Qatar's success in integrating various transportation modes into one system while making several solutions available for users such as electronic payment using cards and via applications and smart platforms for trip planning and bus tracking, something which helps achieve smooth and efficient connectivity between metro networks, buses, trams and shared mobility. The UITP report says that Qatar's experience in public transportation represents a role model, regionally and internationally, combing operational efficiency, environmental sustainability and technology innovation. It also reflects the country's commitment to achieving the QNV 2030 and sustainable development goals and enhances its preparedness to host major events and offers world-class urban mobility experience.

Environment ministry launches Qatar Biodiversity Database
DOHA: The Ministry of Environment and Climate Change has launched the National Biodiversity Database of the State of Qatar through an interactive electronic platform to document and classify terrestrial and marine organisms. The launch coincides with World Environment Day, observed annually on June 5. The platform aims to create accurate maps of natural habitats and the spatial and temporal distribution of species, providing a reliable scientific reference that supports decision-makers, researchers, and relevant authorities in preparing national reports and formulating environmental policies based on precise and sustainable scientific data. In this context, Minister of Environment and Climate Change HE Dr Abdullah bin Abdulaziz bin Turki Al Subaie affirmed that the launch of the database is a strategic milestone in Qatar's environmental path and reflects the country's commitment to environmental governance and sustainable development. He pointed out that having a comprehensive and reliable national database is a strategic necessity and a key tool for monitoring environmental changes, policy formulation, and decision-making. It also plays a role in enhancing Qatar's standing in international environmental indices by providing accurate data to global organizations, he added. The Minister explained that the database aligns with the aspirations of Qatar National Vision 2030 and translates the directions of the Third National Development Strategy 2024-2030 toward green transformation and enhanced environmental security, particularly in addressing the challenges of climate change and biodiversity loss. The launch ceremony witnessed the signing of a 'Principal User Document'with several governmental and academic entities, including the Ministry of Education and Higher Education, the Environmental Science Center at Qatar University, Hamad Bin Khalifa University, University of Doha for Science and Technology, Qatar National Library, and the Friends of the Environment Center. This step aims to promote effective institutional use of environmental data. For his part, Undersecretary of the Ministry HE Eng Abdulaziz bin Ahmed bin Abdullah bin Zaid Al Mahmoud said that the new platform is an advanced model in environmental knowledge management, enabling accurate assessment of biodiversity, with a focus on both threatened and non-threatened species and environmentally sensitive sites, through scientifically supported descriptions with maps and illustrative images. He also noted that, as a party to international biodiversity agreements, Qatar regularly conducts comprehensive environmental surveys, and the new platform will enhance the quality of these reports and facilitate environmental reporting. Meanwhile, Assistant Undersecretary for Natural Reserves Affairs at the Ministry of Environment and Climate Change Dr Ibrahim Abdul Latif Al Muslimani emphasized that the database marks a qualitative leap in unifying environmental data and supporting the sustainable use of biological resources, while also encouraging community and expert engagement in environmental conservation efforts. Director of the Wildlife Development Department at the Ministry Youssef Ibrahim Al Hamar said that the database serves as a comprehensive reference that enables users to conduct seamless searches and access accurate data. He noted that the Ministry organized training courses for the technical team to ensure the platform's operational readiness.

Shura Council okays draft law on persons with disabilities
QNA Doha The Shura Council has approved the draft law on persons with disabilities in its amended form and referred it to the esteemed government, after reviewing the report of the Legal and Legislative Affairs Committee and discussing its details with their Excellencies the members. The Shura Council, chaired by Speaker HE Hassan bin Abdullah Al Ghanim, took the decision on Monday after holding a debate on the report of the Social Affairs, Labor, and Housing Committee on the request for a general discussion submitted by several members regarding the conditions of persons with disabilities. During the discussion of the report, Al Ghanim emphasized that the achievements made in supporting and empowering persons with disabilities are the fruit of the ongoing efforts of the esteemed government, in accordance with the directives of His Highness the Amir of the State of Qatar Sheikh Tamim bin Hamad Al Thani, and within the framework of Qatar National Vision 2030 and its development strategies. He highlighted the importance of reinforcing these efforts by providing a comprehensive and supportive environment that enables persons with disabilities to fulfill their role as an active partner in the advancement of society, while stressing the need to overcome the existing challenges that continue to hinder it. During his review of the report, Chairman of the Social Affairs, Labor, and Housing Committee HE Abdulrahman bin Yousuf Al Khulaifi referred to the meetings and consultations held by the committee, review of the opinions of specialists and stakeholders, and the recommendations aimed at developing policies related to persons with disabilities and improving the quality of services provided to them. After extensive discussion of the report, the Council decided to submit a proposal to the esteemed government, which included several recommendations aimed at improving the conditions of persons with disabilities. These recommendations include establishing a unified database, reducing working hours, granting special leave to parents in entities not subject to the Human Resources Law and creating positions for sign language interpreters and qualified specialists in service sectors. Also among the recommendations that contribute to integrating persons with disabilities into society are the development of university curricula, the establishment of specialized institutes, rehabilitation centers, and specialized social club along with including them in the health insurance system and increasing their social security pensions. At the outset of the meeting, the legislature hailed HH the Amir's participation in the Second Summit of the Gulf Cooperation Council (GCC) and the Association of Southeast Asian Nations (ASEAN) on May 27 in Kuala Lumpur, Malaysia. The legislative body affirmed that this participation reflects the State of Qatar's commitment to enhancing strategic openness to Asian countries and activating channels of communication and cooperation, which contributes to achieving mutual interests and supports initiatives aimed at consolidating sustainable development and regional stability. The Shura Council also approved a draft law amending some provisions of Law No (7) of 2021 regarding the Shura Council and referred it to the esteemed government, after reviewing and discussing the committee's report thereon. Moreover, the Council also reviewed a proposal to amend some provisions of the Shura Council's internal regulations, issued by Law No (8) of 2024, and decided to refer it to the Legal and Legislative Affairs Committee for further review. The Council then reviewed the report on its participation in the discussion session organized by the Coalition of Women Parliamentarians from Arab Countries to Combat Violence against Women, entitled 'The Arab Declaration Against All Forms of Violence Against Women and Girls,' which was held via videoconferencing last March. The Council also reviewed a report on its delegation's participation in the Arab Forum for Sustainable Development (AFSD) 2025, held in Beirut, last April. The Shura Council's meeting was attended by several officials from ministries and care and rehabilitation centers for persons with disabilities, along with stakeholders and activists in this field.
