
WHO says all Covid-19 origin theories still open, after inconclusive study
All hypotheses on how the Covid-19 pandemic began remain open, the World Health Organization said June 27, 2025, following an inconclusive four-year investigation that was hamstrung by crucial information being withheld.
The global catastrophe killed an estimated 20 million people, according to the WHO, while shredding economies, crippling health systems and turning people's lives upside-down.
The first cases were detected in Wuhan in China in late 2019, and understanding where the SARS-CoV-2 virus that causes Covid came from is key to preventing future pandemics.
However, a lengthy investigation launched by the UN's health agency said that pending further data, the origin of Covid and how it first spread remains elusive.
"As things stand, all hypotheses must remain on the table, including zoonotic spillover and lab leak," WHO chief Tedros Adhanom Ghebreyesus told a press conference, referring to the two main hypotheses as to how the pandemic began.
Expert investigation
An initial WHO-Chinese joint report in March 2021 concluded that the virus most likely jumped from bats to humans via an intermediate animal. It deemed a leak from Wuhan's virology laboratories -- known for their research on coronaviruses -- to be "extremely unlikely".
However, that investigation faced harsh criticism for lacking transparency and access, and for not seriously evaluating the lab-leak theory. Tedros launched another investigation, setting up the Scientific Advisory Group for the Origins of Novel Pathogens (SAGO), comprising 27 international experts, in July 2021.
Their 78-page report was published on Friday. It said the weight of available evidence suggests a spillover from animals -- either directly from bats, or through an intermediate host.
However, it could not conclude with certainty where and when this happened, nor whether the Wuhan wet market was where the virus first spilled over into humans. That said, the market "appears to be the location for amplification of infection in humans", leading to widespread transmission. "Evidence for widespread infections or cases in any other countries prior to December 2019 is lacking," it added.
While spillover was the best supported theory on the evidence currently available, "until further requests for information are met, or more scientific data becomes available, the origins of SARS-CoV-2 and how it entered the human population will remain inconclusive," SAGO chair Marietjie Venter said at the press conference.
Lab leak theories "could not be investigated or excluded", she said, because much of the needed information had not been made available. The experts requested unpublished information from other countries, notably Germany and the United States, but without success, she said. Earlier this week, one SAGO member resigned and three others asked for their names to be removed from the report.
Crucial question
"Over the past five years, we have learned a lot about Covid-19 but there is one crucial question about the pandemic that we have not yet answered: how it started," Tedros said.
"Despite our repeated requests, China hasn't provided hundreds of viral sequences from individuals with Covid-19 early in the pandemic, more detailed information on animals sold at markets in Wuhan, and information on work done and biosafety conditions at laboratories in Wuhan," he said.
He said WHO has requested access to intelligence reports by governments around the world on the origins of Covid-19. US President Donald Trump's administration has officially embraced the lab leak theory.
Moral imperative
Tedros said finding out how Covid-19 started was a moral imperative for those who lost their lives in the pandemic and to prevent further outbreaks.
He said the virus was continuing to evolve, take lives and leave people suffering with post-Covid conditions, or so-called long Covid.
Tedros said the WHO is appealing to countries with information about the origins of Covid-19 to share information. SAGO said it would continue to evaluate any new, sound scientific evidence and update its findings accordingly.

Biological E to make HPV9 vaccine under licensing pact with Recbio
Hyderabad-based vaccine manufacturer Biological E (BE) on Monday announced it has entered a licensing agreement with Chinese pharma firm Jiangsu Recbio Technology Company to produce and commercialise Recbio's nine-valent Human Papillomavirus (HPV9) vaccine for India and global markets. The HPV9 vaccine, designed to protect against nine HPV types linked to cervical, vulvar, vaginal, anal and oropharyngeal cancers, as well as genital warts, is currently in Phase 3 clinical trials in China. As part of the agreement, BE will receive the exclusive right to commercialise the vaccine in India and participate in UNICEF and PAHO tenders in other markets. Recbio will also provide BE with the drug substance (DS) and transfer the technology to formulate, fill, and package the vaccines. 'It will also include technology transfer for DS production at an appropriate time in the future,' Recbio said in a statement. In India, the estimated number of deaths due to cervical cancer stood at 35,691 in 2023, up from 34,806 in 2022 and 33,938 in 2021, according to a parliamentary response by the Union Health Ministry. Recbio claims that the nine-valent HPV vaccine is effective in preventing around 90 per cent of cervical cancers and 90 per cent of anal and genital warts. Commenting on the collaboration, Mahima Datla, Managing Director at BE, said the partnership aligns with the company's commitment to improve global health by making essential vaccines more accessible and affordable. The collaboration also marks a significant milestone for Recbio in entering the Indian and international markets, highlighting its potential in the innovative vaccine field. Liu Yong, Founder, Chairman and Chief Executive Officer (CEO) of Recbio, added that it will work together with BE to accelerate the launch process of the HPV9 vaccine in India. Following the signing of the technology licence agreement between the two companies, Recbio has begun transferring the necessary technical knowledge, materials, and expertise to BE to produce the HPV9 vaccine. BE is expected to begin large-scale manufacturing of the HPV9 vaccine once the technology transfer is completed. Currently, BE supplies its vaccines to more than 140 countries, and its therapeutic products are sold in India, the US and Europe. It had recently received approval for India's first 14-valent Pneumococcal Conjugate Vaccine.

This influx underscores the growing public anxiety and the urgent need for comprehensive cardiac care in the region. Initial findings from the department over the 18 heart attack deaths revealed that nine of the deceased were over 55 with co-morbidities, and five were in their 20s (four of whom died in Bengaluru but were originally from Hassan). Factors like Type-1 diabetes and chronic diseases were present in some cases. Sixteen of the initial 18 reported deaths occurred at home, necessitating a thorough review of past medical records. Gupta said, 'Experts at Hassan Institute of Medical Sciences are saying that apart from other health reasons, there could be genetic reasons that affect heart muscle in the population. Whether it's genetic reasons or other uncontrolled health issue etc., in these nine cases we have sought a report." The committee, initially established in February to investigate potential links between Covid-19 and heart-related incidents, has now been specifically instructed to review all Hassan medical reports and submit its comprehensive findings within 10 days.

While addressing the 11th Convocation of the Indian Veterinary Research Institute (IVRI) in Bareilly on Monday, the President expressed concern over the decreasing visibility of domestic animals in rural areas and emphasised the need to protect and promote livestock wealth as a national responsibility. She said such activities could play a vital role in strengthening public health. 'These animals have historically supported agriculture. While we have embraced technology, essential soil partners like earthworms are vanishing, leading to barren lands. Restoring soil fertility requires collective efforts from farmers, scientists, veterinarians, and citizens,' she said. The President urged the graduating veterinary doctors to let compassion and empathy guide their work as doctors and researchers, especially in their service to voiceless animals. During the ceremony, the President conferred degrees and medals to meritorious students. Reflecting on the deep bond between humans and animals, she said the relationship was much like that of a family. 'While we now live in a modern, tech-driven world, in earlier times, animals were our tools and companions. Farmers could not progress without them. Animals were once considered our wealth, life without them was unimaginable,' she said, adding that the Indian ethos perceived the presence of the divine in all living beings. She stated that IVRI, established in 1889, has achieved numerous milestones in its 135-year journey and lauded the research contributions of scientists, along with the patents, designs, and copyrights held by the institute. The President emphasised that the adage 'Prevention is better than cure' applies equally to animal health. Vaccination, she said, plays a vital role in disease prevention, and it is a matter of pride that IVRI has developed several vaccines under the National Animal Disease Control Programme.
