European Space Agency Proposes €21 Bln Military Satellite Network

The European Space Agency (ESA) is preparing to launch an ambitious €21 billion project to establish a military-grade satellite reconnaissance network in collaboration with the European Union, according to ESA Director General Josef Aschbacher.
Speaking to *Euractiv*, a media outlet focused on EU affairs, Aschbacher explained that the war in Ukraine and rising geopolitical tensions with the United States have intensified the EU's focus on defense-related investments in space technology.
The proposal was presented during a high-level meeting of EU officials in Warsaw, where Aschbacher noted that the preliminary funding package — valued at approximately €21 billion — could still be adjusted based on further negotiations and assessments.
Although ESA is not formally a part of the European Union, it includes overlapping membership from EU countries as well as the United Kingdom and Switzerland. Ministers from ESA member states meet every three years to discuss funding for various scientific and exploratory programs.
During the agency's last summit in Paris in 2022, European governments
pledged
a record €16.9 billion. Budget constraints had previously cast doubt on the possibility of an increased allocation for the next ministerial meeting scheduled for November 2025.
However, recent developments — including Elon Musk's threat to restrict Ukraine's access to the Starlink satellite network and shifting attitudes within the White House — have reshaped the debate, propelling military space assets to the forefront of European defense policy.
ESA's proposed program includes a constellation of next-generation surveillance satellites capable of delivering ultra-high-resolution infrared imagery from any point on Earth every 20 to 30 minutes.
These images would be made available on demand to European militaries and governments, dramatically enhancing real-time situational awareness.
Several European companies have advocated for such a program, arguing that it could significantly boost the region's space-tech startup ecosystem while reducing reliance on non-European satellite services.
Aschbacher described the initiative as a potential game-changer, emphasizing that neither the EU nor ESA currently possesses a comparable system. Both the United States and China, however, have made considerable advances in this area, underlining the strategic importance of keeping pace.

UN Member States to Adopt Voluntary Political Declaration to Solve Marine Crisis
Rana Atef More than 2,000 scientists and advocates from at least 100 countries participated in the One Ocean Science Congress, dedicated to the increasing marine crisis. 'The ocean is suffering at the cause of humanity,' said the Mayor of Nice, Christian Estrosi, who spoke at the opening ceremony on Tuesday. She added, 'Either we save our oceans or the entire race will pay.' Rising sea temperatures due to global warming, ocean acidification, plastic pollution, and offshore oil and gas developments are some of the threats plaguing the ocean. 'Sound research shows global human health is intrinsically linked to a healthy ocean,' said Peter Thomson, the United Nations secretary-general's special envoy for the ocean. The ocean greatly contributes to producing more than half of the oxygen humans breathe, in addition to balancing Earth temperatures by absorbing excess heat and carbon dioxide. 3 billion people depend on the ocean for their daily activities, according to the United Nations. But, at the congress's opening ceremony, Thomson said, 'the ocean's health is currently, measurably in decline.' Now is the time to chart a new future for the ocean, he said. 'Faith has been placed upon this congress to serve as the scientific pillar of the U.N. Ocean Conference,' said Thomson. He added: 'We're expecting that the scientifically compiled conclusions of this congress will inform the leaders and the representatives of governments and civil society who will be attending the conference.' Egypt's Navy receives first locally built Azimuth tugboat "Ras El-Hekma" from Alexandria Shipyard - Defence
The Egyptian Navy received its first locally built Azimuth Stern Drive (ASD) tugboat, Ras El-Hekma, from Alexandria Shipyard on Thursday, the Egyptian Armed Forces announced. According to the Egyptian army, the tugboat is the first of three being constructed for the Navy under a contract between the Navy and Alexandria Shipyard, in cooperation with the French classification society Bureau Veritas (BV). The Ras El-Hekma tugboat (RASTR 3200 model) is competitive in price and has a powerful 85-ton bollard pull capacity and exceptional manoeuvrability. It is equipped with systems from top global maritime suppliers. This is the first time Egypt's marine industry has produced this model of tugboats. In manufacturing it, Alexandria Shipyard aims to enter the global tugboat market and aspires to become a regional hub for building and exporting this class of tugboats in the coming phase. Vice Admiral Ashraf Atwa, Commander of the Egyptian Navy and Chairman of the Marine Industries and Services Authority, attended the handover ceremony. In addition, Rear Admiral Hossam El-Din Ezzat, Chairman of Alexandria Shipyard, senior Navy officials, BV representatives, and delegates from leading international maritime companies attended the event. Chile, Google Launch Trans-Pacific Undersea Cable Project
Israa Farhan Chile has signed a landmark agreement with Google to construct the first submarine fiber optic cable connecting South America directly to Asia and Oceania. The ambitious Humboldt Project, scheduled for completion by 2027, aims to enhance global digital connectivity and data resilience. Announced during a formal ceremony in Santiago, Chilean Foreign Minister Alberto van Klaveren emphasized the strategic importance of the project, calling it a step toward diversifying digital infrastructure and strengthening international collaboration. The undersea cable will span approximately 14,800 kilometers (9,200 miles), linking Valparaíso on Chile's Pacific coast with Sydney, Australia, via French Polynesia. Currently, Chile connects to the wider internet primarily through North America. The Humboldt Project will offer a significantly faster and more direct route for data traffic across the Pacific, promising reduced latency and increased bandwidth capacity. The cable is expected to benefit not only Chile but also regional neighbors including Argentina, Paraguay, and Brazil. Cristian Ramos, Alphabet's Director of Telecommunications Infrastructure for Latin America, confirmed that the new fiber network will be available to multiple users beyond Google, opening opportunities for technology firms across the continent. Initially unveiled in January 2024, the cable will feature a capacity of 144 terabytes per second and is designed for a 25-year lifespan. Chilean Telecommunications Minister Juan Carlos Muñoz highlighted its potential to revolutionize sectors such as telemedicine by dramatically cutting signal transmission delays. Google is investing an estimated $300 million to \$550 million in the project, while the Chilean government has pledged $25 million.
