P.E.I. premier asks Ottawa for timeline on bridge and ferry toll reductions

FREDERICTON – The premier of Prince Edward Island is asking the federal government for an update on the timeline to reduce the tolls for the Confederation Bridge and Northumberland Ferries to improve interprovincial trade to and from the mainland.
Rob Lantz said in a letter to federal Transport Minister Chrystia Freeland that bridge and ferry tolls are seen as a significant trade barrier, increasing everyday costs.
'As discussed, these tolls continue to represent the most significant internal trade barrier facing our province,' he said in the letter dated May 16.
'Nearly every good moving to and from Prince Edward Island depends on these routes and the associated costs place a real and ongoing burden on our economy. They reduce the competitiveness of island businesses, increasing the cost of living and limit our ability to participate fully in Canada's domestic market.'
His government has done its part to remove interprovincial trade barriers, he said, including passing of the Interprovincial Trade and Mobility Act.
Lantz also noted that patients, students and workers rely on the bridge and ferry for access to health care, education and essential services.
The Confederation Bridge stretches across 12.9-kilometres, and is billed as Canada's longest flyover. It's a federally owned asset, costing $1 billion to build. It is managed by Strait Crossing Bridge Ltd., a private company that has the exclusive right to collect all tolls until 2032.
Transport Canada spokeswoman Sau Sau Liu said in an email the annual traffic on the Confederation Bridge is about 990,000 vehicles.
Strait Crossing received funding from Transport Canada to avoid increasing the tolls, and the charge remains at the 2022 rate of $50.25 per passenger vehicle, she said.
The federal government paid the company $2.87 million in 2021 and $1.62 million in 2022 to cover lost revenue because of COVID-19, Liu said.
It also paid the company $2.5 million in 2023, $4.5 million in 2024 and $5.4 million in 2025 in lieu of increasing tolls for the bridge users for those years, she said.
Alexis Reynaud, spokesman for Strait Crossing Bridge, did not share how much the company has collected in tolls per year since 2019.
'Strait Crossing Bridge Limited is a private organization. The information you are looking for is confidential,' he said in an email.
Northumberland Ferries is headquartered in Charlottetown and operates ferry services between the three Maritime provinces and Maine.
The ferry charges $23 per person between Wood Islands, P.E.I., and Caribou, N.S. Between Saint John, N.B., and Digby, N.S., it charges $71 during off-season. The rates go up to $91 during peak season, which runs from late June to mid-October.
Liu said the ferry service between Wood Islands, P. E.I., and Caribou, N.S., operates from May 1 to Dec. 20, and serves around 275,000 a year.
Between 2019-20 and 2023-24, the federal government gave, on average, about $17 million per year to Northumberland Ferries, she said.
Kelly Williams, director of corporate services for Northumberland Ferries, said the fares amount to about $6 million on average during a 'normal' season.
During the election campaign, the federal Liberals promised to lower the Confederation Bridge tolls by more than half — from $50 to $20 — and by at least half for ferries on certain routes.
In the throne speech Tuesday, the government said internal trade barriers cost the country about $200 billion each year. While numerous premiers, including those of Atlantic provinces, have taken steps to tear down those trade barriers, the government promised to introduce legislation by Canada Day to remove all remaining federal barriers.
However, a statement from Freeland's office did not give a timeline on when the government would reduce tolls.
'Ferry service is essential for tourists, residents and businesses who need to have safe and reliable options to travel,' the statement said.
'That's why we're making the Confederation Bridge, Northumberland and Marine Atlantic, and the Coopérative de Transport Maritime et Aérien Ferries more affordable. We will ensure fair and equal treatment for PEI's bridge and ferry access.'

More than 30,000 people from 100 countries are expected to descend on the white-collar heart of Canada's oilpatch next week for the Global Energy Show, which is to kick off with a keynote address from the head of the Organization of the Petroleum Exporting Countries. OPEC secretary-general Haitham al-Ghais is set to deliver remarks on Tuesday morning, as recent output increases from his group's members and other producers have put pressure on global crude prices. Among the other speakers are 20 chief executives from major Canadian and international energy companies and several political leaders, including Alberta Premier Danielle Smith. Energy show organizers say Calgary is expecting a 30 per cent increase in hotel bookings for the conference and trade show, and that exhibition space has been increased by one fifth year-over year. Nick Samain, senior vice-president at DMG Events, said as of two weeks before the event, pre-registrations were 78 per cent higher than last year. He says the show is seeing a big turnaround since the oil bust of 2015 and the COVID-19 pandemic. "There's a sense of optimism that the show really hasn't had in a long time," Samain said in an interview. "Operationally, we've been going crazy to make sure we've got enough room for everybody." The exhibition hall in the newly refurbished BMO Centre on the Calgary Stampede grounds is to feature a record 11 country pavilions and 500 company booths. The event was called the Global Petroleum Show until 2020, when it was rebranded to highlight the growing number of non-oil-and-gas participants in the energy space, such as nuclear and renewables firms. Samain said at the trade show, oil and gas makes up about 70 per cent of exhibitors, with other forms of energy making up the rest. The conference comes as US President Donald Trump's tariff war throws global trade into disarray, raising the prospect of a global downturn that could dampen energy demand. The trade strife has driven calls for Canada to diversify its export markets for its energy products beyond its biggest customer, the United States, and remove some of the logjams that have prevented infrastructure from being built over the past several years. Prime Minister Mark Carney has promised to speed up and simplify the regulatory process for projects deemed in the national interest. Samain said the show is an opportunity for people to hash out competing views about Canada's energy future. "We're just big proponents of people meeting face to face," he said. "We find when people get together at an event like this, it really does (give) the opportunity for people maybe to see a different perspective." A week after the Global Energy Show, another major event drawing dignitaries from abroad is to take place in a popular recreation area in the Rocky Mountains an hour west of Calgary. Canada is to host leaders from the United States, France, Germany, Japan, the United Kingdom, Italy and the European Union at the G7 summit from June 15 to 17 in Kananaskis.

Two high-conviction stocks to leverage record gold prices

At the time of writing on Thursday, gold traded at US$3,373.3 per ounce, just shy of the all-time-high set just last month, having gained over 40 per cent year-over-year and almost 100 per cent since 2020, reinforcing its reputation as a safe-haven investment during economically trying times. Gold's gains have mitigated risks associated with the COVID-19 pandemic, which dropped the TSX by 30 per cent in March 2020; inflation driven by quarantines lifted across the globe; ongoing conflicts in Ukraine and the Middle East; as well as renewed price pressures from U.S. president Trump's global tariff initiative. At the same time, higher gold prices are improving economics from exploration to production, enticing investors back into the space now that there's real money to be made. The lowest-hanging fruit in the gold stock universe will likely be found in producers with differentiated income statements and balance sheets, most of their growth likely behind them, making them best suited for moderate long-term returns. There is, however, a higher risk-reward option capable of delivering potentially exponential returns, supposing you're willing to size up early-stage mining projects and stick with them through development and hopefully production. We're of course talking about junior mining stocks, whose underlying pre-revenue operations rely on geological expertise, mining cycle timing and sound capital allocation to traverse the often volatile path to shareholder value. Chesapeake Gold Our first high-conviction stock to optimize your gold exposure is Chesapeake Gold, market cap C$96.44 million, whose flagship Metates project in Durango State, Mexico, hosts one of the largest undeveloped gold-silver deposits in the world. Metates' resource comes in at an estimated 16.77 million ounces of gold measured and indicated and 2.13 million ounces inferred, representing over US$60 billion in gold in the ground. The project's 2021 preliminary economic assessment details a pre-tax net present value of C$1.43 billion and initial capital costs of only C$359 million at heavily discounted base cases of US$1,600 gold and US$22 silver. Supported by C$11 million in treasury at year-end 2024, Metates' ample room for resource expansion, a management team with decorated histories in exploration and development in the Americas, as well as a recent acquisition of sulfide leaching technology that vastly increases recoveries and project economics (slide 8), there's no good reason Chesapeake should be trading at a 90 per cent discount to its peers on an enterprise value/ounces basis (slide 16). Watch the interview here. Chesapeake Gold stock (TSXV:CKG) has given back 41.91 per cent year-over-year and 65 per cent since 2020. Shares last traded at C$1.40. Our second high-conviction junior gold stock, Tectonic Metals, market cap C$37.37 million, was founded by a team whose past successes speak for themselves, as highlighted by ushering Kaminak's Coffee gold project from a C$3 million venture through bankable feasibility, followed by a C$520 million sale to Goldcorp (now Newmont). As a whole, the team is responsible for: Over 30 million ounces in gold discoveries. 18 feasibility studies. 20 projects permitted. More than $3 billion in M&A transactions. More than $2 billion in capital raised. Tectonic is keen on expanding its track record with its flagship Flat gold project in Alaska, located only 40 kilometres from Novagold's Donlin project, host to one of the largest undeveloped gold deposits in the world at an estimated 39 million ounces. The 99,800-acre Flat has yielded 1.4 million ounces in historical placer gold production and delivered a 100-per-cent drill success rate to date, intersecting gold in all 86 drill holes across 3 kilometres of mineralized strike up to 325 metres deep. The company has identified six potential district-scale deposits on the project, granting Flat multi-million-ounce potential. With numerous analogous mines (slide 17) strengthening Flat's case for a company-making initial resource estimate, and C$12.5 million in funding in place for phase-I drilling to follow up on 2024's Alpha Bowl discovery – 65.53 metres grading 1.22 grams per ton (g/t) of gold – Tectonic is a reasonable candidate for transforming robust exploration upside into an outsized stock price re-rating. Tectonic Metals stock (TSXV:TECT) is up by 12.5 per cent year-over-year but remains down by 59.09 per cent since 2020.
