Punjab Cabinet Approves New Land Pooling Policy To Promote Planned, Sustainable Development
Chandigarh: The Punjab Cabinet, led by Chief Minister Bhagwant Mann, on Monday approved the introduction of a new and progressive land pooling policy to promote planned and sustainable development.
A spokesperson for the Chief Minister's Office said the policy aims to involve landowners, promoters, and companies as stakeholders in the development process and to increase interest in land pooling among landowners. The revised scheme has been rationalised to benefit small and marginal farmers significantly, offering more options to landowners, which will boost group housing and planned development, ultimately benefiting the common man.
The policy is designed to ensure holistic development by integrating every stakeholder into the process. It will be a game changer for the state as it will provide major benefits for farmers. There will be no more exploitation of farmers, and they will directly benefit. No private developers or land mafia can exploit farmers, as the policy ensures that farmers are protected from exploitation by private players.
The Cabinet also approved the partial surrender and partial cancellation of licences issued to colonies under the Punjab Apartment and Property Regulation Act (PAPRA), 1995, as well as the partial cancellation of approvals granted to industrial park projects. A policy in this regard was notified on March 10, concerning the surrender of licences for developing colonies under the PAPRA Act and approvals for industrial parks. This decision allows for partial surrender of licensed areas, subject to certain conditions, and partial suspension or cancellation of licenses for such projects.
To encourage allottees and bidders of residential, commercial, and other property plots to make lump sum payments of 75 per cent of the total amount, the Cabinet also approved a series of incentives. A 15 per cent discount on the cost of the plot or site will be offered to allottees who make a lump sum payment. This measure, said the spokesperson, is expected to ensure consolidated revenue for the government while also reducing the number of defaulters.
To further facilitate the state's holistic development and boost revenue generation, the Cabinet approved an increase in external development charges, changes in land use charges, licence fees, and other charges applicable to real estate promoters.

An official spokesperson added that the move is expected to directly benefit lakhs of shopkeepers across the state. However, such establishments would still be required to submit relevant information to the labour department within six months of the Act coming into force or the commencement of their business. As part of the amendment, all establishments employing up to 20 workers will be exempted from all provisions of the Act. Nevertheless, employees must be paid overtime at double the regular rate for work exceeding 9 hours per day or 48 hours per week. The registration process has also been streamlined and the establishments with 20 or more employees will now receive deemed approval for registration within 24 hours of application submission. Under the amendment, establishments employing up to 20 workers are only required to provide basic information and are not obligated to register. Moreover, penalties under Sections 21 and 26 have been rationalised — raising the minimum fine from Rs 25 to Rs 1,000 and the maximum from Rs 100 to Rs 30,000. Cabinet approves remission for 17 life convicts and other key proposals
The Andhra Pradesh State Cabinet has approved a proposal by the Home Department to grant special remission to 17 life-convicted prisoners eligible as of February 1, 2025. Information and Public Relations (I&PR) Minister Kolusu Parthasarathy announced this at a press conference held at the Secretariat on Wednesday. The prisoners who have undergone an actual sentence of 14 years for offences punishable with death and seven years for offences punishable with life imprisonment are eligible for remission. He said: 'The decision for rehabilitation of life convicts and their transformation to live in society provides a new direction to the correctional system. Released prisoners will have to appear before the probation officer and police station within their jurisdiction once every three months. If they commit any crime in the future, the remission will be cancelled'. Land transfer for police academy The Cabinet has also approved the proposal by the Revenue (Lands) Department to transfer 94.497 cents of government land in Pinnamareddypalli village and Nugondapalli village, Agiripalli Mandal, Eluru District, free of cost to the Home Department for the establishment of the Andhra Pradesh Police Academy, subject to obtaining NOC from local authorities. Additionally, the Cabinet also approved the proposal by the Home Department for promotion of 248 constables to head constables in the Andhra Pradesh Special Police Force (APSPF), with a corresponding reduction in the number of constables by 248.
