Trump official targeted in Biden-era 'disinformation' dossier still under wraps days after Rubio revelation
The identity of a Trump administration official who was allegedly targeted by the Biden administration's State Department in a "disinformation" dossier remains a mystery nearly two weeks after Secretary of State Marco Rubio revealed details on the file.
Rubio revealed at the most recent Trump administration Cabinet meeting April 30 that an unidentified Trump administration official who was present had been the subject of a State Department dossier detailing alleged promotion of social media "disinformation."
Rubio, the State Department and the White House have not yet identified which official the Biden administration targeted. Fox News Digital has reached out repeatedly to the White House regarding the identity of the official, including on Monday, but did not receive replies.
When asked for an update on the identity of the Trump official, the State Department directed Fox News Digital to Rubio's April 30 remark, detailing that, "We are going to be turning over these dossiers to the individuals, and they'll decide whether they want to disclose it or not."
Rubio Reveals Obscure Biden Administration Office Kept 'Disinformation' Dossier On Trump Official
Rubio said during the April 30 Cabinet meeting that a little-known, now-defunct office within the State Department called the Global Engagement Center (GEC) had compiled disinformation dossiers on Americans across the country as part of an effort to "censor" free speech, including an individual who has since joined the Trump administration.

"We had an office in the Department of State whose job it was to censor Americans," Rubio said during the meeting. "And, by the way, I'm not going to say who it is. I'll leave it up to them. There's at least one person at this table today who had a dossier in that building of social media posts to identify them as purveyors of disinformation. We have these dossiers. We are going to be turning those over to these individuals."
Vice President JD Vance interjected, asking, "Was it me or Elon (Musk)? We can follow up when the media is gone," which drew laughter from the Cabinet.
Rubio Overhauling 'Bloated' State Department In Sweeping Reform
"But just think about that. The Department of State of the United States had set up an office to monitor the social media posts and commentary of American citizens, to identify them as vectors of disinformation," Rubio continued. "When we know that the best way to combat disinformation is freedom of speech and transparency."
Though Rubio did not identify which Trump official the Biden administration kept a dossier on, Elon Musk has previously railed against the Global Engagement Center.
"The worst offender in US government censorship & media manipulation is an obscure agency called GEC," Musk posted to X in January 2023. That was more than a year before Musk endorsed Trump in the 2024 presidential race and became a fixture of the administration in his temporary role with the Department of Government Efficiency.
"They are a threat to our democracy," Musk added.

Former President Barack Obama established the Global Engagement Center in 2016 through an executive order aimed at coordinating counterterrorism messaging to foreign nations before it expanded its scope to also include countering foreign propaganda and disinformation, State Department documents show.
Conservatives have slammed the office as a political weapon to silence free speech, including Rubio in an April op-ed when he cited a 2020 GEC report claiming that a "Russian disinformation apparatus" was behind public speculation that the coronavirus was an "engineered bioweapon" or was created by "research conducted at the Wuhan institute."
In the years following the pandemic, the Department of Energy under the Biden administration and former FBI Director Christopher Wray said evidence indicated that COVID-19 was the result of a lab leak, while the Trump administration's CIA reported earlier in 2025 that a lab leak was the likely origin of the virus.

In 2024, lawmakers did not approve new funding for the office in the National Defense Authorization Act, and it was scheduled to terminate on Dec. 23, 2024. The Biden administration, however, shuffled staffers and rebranded the office.
It became the Counter Foreign Information Manipulation and Interference Hub just days before Trump's inauguration, the New York Post reported in January.
Rubio announced in April that the office would officially shutter.
"I am announcing the closure of the State Department's Counter Foreign Information Manipulation and Interference (R/FIMI), formerly known as the Global Engagement Center (GEC)," Rubio said in an April 16 statement announcing the office's closure.
"Under the previous administration, this office, which cost taxpayers more than $50 million per year, spent millions of dollars to actively silence and censor the voices of Americans they were supposed to be serving," he wrote. "This is antithetical to the very principles we should be upholding and inconceivable it was taking place in America. That ends today."

Rubio has railed against the office in previous interviews and op-eds, including authoring an opinion piece for the Federalist in April touting that he was dismantling the "censorship-industrial complex" that had gripped agencies such as the State Department.
"Over the past half-decade, bodies like GEC, crafted by our own governing ruling class, nearly destroyed America's long free speech history," he wrote in the op-ed. "The enemies of speech had new lingo to justify their authoritarian impulse. It was "disinformation," allegedly pushed by nefarious foreign governments, that was the No. 1 threat to 'our democracy.' Dozens of LA-area mayors demand the Trump administration stop intensified immigration raids
LOS ANGELES (AP) — Dozens of mayors from across the Los Angeles region banded together Wednesday to demand that the Trump administration stop the stepped-up immigration raids that have spread fear across their cities and sparked protests across the U.S. But there were no signs President Donald Trump would heed their pleas. About 500 of the National Guard troops deployed to the Los Angeles protests have been trained to accompany agents on immigration operations, the commander in charge said Wednesday. And while some troops have already gone on such missions, he said it's too early to say if that will continue even after the protests die down. 'We are expecting a ramp-up,' said Maj. Gen. Scott Sherman, noting that protests across the nation were being discussed. 'I'm focused right here in LA, what's going on right here. But you know, I think we're, we're very concerned.' Hours later, a demonstration in Los Angeles' civic center just before start of the second night of the city's downtown curfew briefly turned chaotic when police in riot gear — many on horseback — charged at a group, striking them with wooden rods and later fired crowd control projectiles, including one that struck a woman who writhed in pain on the ground. After the curfew went into effect, a handful of arrests were made before the area cleared out and the evening quieted down. The LA-area mayors and city council members urged Trump to stop using armed military troops alongside immigration agents. 'I'm asking you, please listen to me, stop terrorizing our residents,' said Brenda Olmos, vice mayor of Paramount, who said she was hit by rubber bullets over the weekend. 'You need to stop these raids.' Speaking alongside the other mayors at a news conference, Los Angeles Mayor Karen Bass said the raids spread fear at the behest of the White House. The city's nightly curfew will remain in effect as long as necessary. It covers a 1-square-mile (2.5-square-kilometer) section of downtown where the protests have been concentrated in the city that encompasses roughly 500 square miles (1,295 square kilometers). Those who have been caught up in the nationwide raids include asylum seekers, people who overstayed their visas and migrants awaiting their day in immigration court. The administration has cited the protests in its decision to deploy the military. Governor asks court to step in California's Democratic governor, Gavin Newsom, has asked a federal court to put an emergency stop to the military helping immigration agents in the nation's second-largest city. This week, guardsmen began standing protectively around agents as they carry out arrests. A judge set a hearing for Thursday. The Trump administration called the lawsuit a 'crass political stunt endangering American lives' in its official response on Wednesday. The military is now closer to engaging in law enforcement actions such as deportations, as Trump has promised in his crackdown. The Guard has the authority to temporarily detain people who attack officers, but any arrests must be made by law enforcement. The president posted on the Truth Social platform that the city 'would be burning to the ground' if he had not sent in the military. Some 2,000 National Guard soldiers are in Los Angeles and are soon to be joined by 2,000 more along with about 700 Marines, Sherman said. Speaking in an interview with The Associated Press and ABC, Sherman initially said National Guard troops had already temporarily detained civilians in the Los Angeles protests over immigration raids. He later said he based his comments on photos and footage he had seen that turned out not to be a representation of Guard members in Los Angeles. Curfew continues in downtown LA Police detained more than 20 people, mostly on curfew violations, on the first night of the curfew and used crowd-control projectiles to break up hundreds of protesters. Greg Abbott's office said Texas National Guard troops were 'on standby' in areas where demonstrations are planned. Guard members were sent to San Antonio, but Police Chief William McManus said he had not been told how many troops were deployed or their role ahead of planned protests Wednesday night and Saturday. Officers with the Texas Department of Public Safety said the Texas National Guard was present at a protest downtown. Opponents of President Donald Trump's administration are set to rally in hundreds of cities on Saturday during the military parade in Washington for the Army's 250th anniversary — which coincides with Trump's birthday. The 'No Kings' protests are set to take place to counter what organizers say are Trump's plans to feed his ego on what is also his 79th birthday and Flag Day. The Army birthday celebration had already been planned. But earlier this spring, Trump announced his intention to ratchet up the event to include 60-ton M1 Abrams battle tanks and Paladin self-propelled howitzers rolling through the city streets. He has long sought a similar display of patriotic force . Why is it called No Kings? The 'No Kings' theme was orchestrated by the 50501 Movement , a national movement made up of everyday Americans who stand for democracy and against what they call the authoritarian actions of the Trump administration. The name 50501 stands for 50 states, 50 protests, one movement. Protests earlier this year have denounced Trump and billionaire adviser Elon Musk , the now former leader of Trump's Department of Government Efficiency, a government organization designed to slash federal spending. No protests are scheduled to take place in Washington, D.C., however, where the parade will be held. The group says it will 'make action everywhere else the story of America that day.' No Kings plans instead to hold a major flagship march and rally in Philadelphia to draw a clear contrast between its people-powered movement and what they describe as the 'costly, wasteful, and un-American birthday parade' in Washington, according to the No Kings website. Sen. Rand Paul Blasts Trump Over Revoked Invite To White House Picnic
Sen. Rand Paul (R-Ky.) on Wednesday slammed President Donald Trump for uninviting him and his family from the White House picnic. Paul has opposed the Trump administration's decision to 'actively' seek to suspend habeas corpus. Habeas corpus — the constitutional freedom that translates to 'you should have the body' in Latin — ensures that detained individuals, whether or not they are citizens, are able to physically appear in front of a judge. 'I think I'm the first senator in the history of the United States to be uninvited to the White House picnic,' Paul told reporters on Wednesday. 'I just find this incredibly petty. I mean — I have been, I think, nothing but polite to the president.' The picnic is an annual event held by the White House on the South Lawn, which members from both aisles of Congress typically attend. 'They've decided they want to declare war on my family and exclude us from the White House, and I just think it's incredibly petty,' Paul added on Wednesday, saying that White House staffers are 'running sort of a paid influencer campaign against me for two weeks on Twitter.' Paul said his son, daughter-in-law and infant grandson were supposed to attend the picnic with him. He also added that he did not receive an explanation as to why they all were no longer invited, and he's not sure if the revoked invitation came from Trump or his staffers. Habeas corpus is 'one most fundamental rights we have,' Paul said. 'And the same people that are directing this campaign are the same people that casually would throw out parts of the Constitution and suspend habeas corpus. So, I think what it tells it they don't like hearing me say stuff like that, and so they want to quiet me down. And it hasn't worked, and so they're going to try to attack me.' Paul has drawn Trump's ire on more than one occasion in recent days. Earlier this month, Paul voiced concerns about Trump's 'big, beautiful bill,' prompting Trump to take jabs at him online. 'Rand Paul has very little understanding of the BBB, especially the tremendous GROWTH that is coming,' Trump said on his Truth Social platform. 'He loves voting 'NO' on everything, he thinks it's good politics, but it's not. The BBB is a big WINNER!!!' Paul also criticized Trump's upcoming military parade on Saturday, Trump's birthday.
