Two Army officers surrender before Vasco court in 4-year-old boy's death

Two Indian Army officers, accused of ignoring the construction defects in the Naval Officers Residential Area, Dabolim, finally appeared before the criminal court in Vasco on Monday after several summonses went unserved.
The two army officers—one recently retired and settled in Goa—were named as co-accused in the death of a four-and-a-half-year-old boy who fell to his death from the sixth floor in April 2017. Both the accused were released on personal bonds of Rs 20,000 each, said Veerendra Mohan, special counsel for prosecution.
'Justice, though delayed, is not being denied as the two army officers have finally surrendered. They were the project manager and deputy project manager and, as such, were responsible for the execution of the projects without defect,' said Mohan.
'Defects such as not fixing the grill of a window resulted in the unfortunate death of the only son of a naval medico couple.'
The naval medico couple approached the high court of Bombay at Goa, seeking that the criminal proceedings be expedited. The HC, in writ petition 318 of 2018, directed that 'proceedings should be conducted with utmost dispatch and expedition'.
The special counsel said that though Goa police completed investigations and chargesheeted all the accused persons for the construction defects, the ministry of defence earlier declined prosecution sanction and instead proceeded under the Army Act, 1950. However, though the two army officers faced a general court martial trial in Panaji, the army could not try the two officers after they submitted pleas that the time limit statute under the Army Act was exceeded.

Interestingly, Jaishankar's visit coincides with the detention of fugitive Indian diamantaire Mehul Choksi in a Belgian jail. Choksi, accused of defrauding Punjab National Bank of Rs 13,850 crore, was arrested in mid-April on India's extradition request. The EAM will first travel to Paris and Marseille, France, where he will hold bilateral discussions with the Minister for Europe and Foreign Affairs of France, Jean Noel Barrot. The EAM will hold a Strategic Dialogue with the EU High Representative and Vice President Kaja Kallas. According to the MEA press release, "India-European Union strategic partnership has strengthened over the years across diverse sectors and got a big boost with the first-ever visit of the EU College of Commissioners to India in February this year." Jaishankar will also meet senior leadership from the European Commission and European Parliament and interact with think tanks and media. MEA in its statement noted that the Belgium leg would also see the EAM meet members of the Indian community during his visit. The MEA highlighted, "India and Belgium share warm and friendly relations along with a very robust economic partnership. Today the collaboration between the two countries spans various domains like trade and investment, green energy, technology, pharmaceutical, diamond sector and strong people-to-people ties." Bengaluru: The state govt Monday appointed two retired civil service officers to provide technical and legal assistance to Justice John Michael D'Cunha, who heads the one-man judicial commission investigating the stampede near Chinnaswamy Stadium that left 11 people dead and 75 injured on June 4. NS Prasanna Kumar, a retired IAS officer, and MK Srivastav, a retired IPS officer, have been appointed to the commission. According to sources, Kumar retired from service in June 2020 and is currently an adviser to Karnataka Administrative Reforms Commission, while Srivastav retired in Feb 2011 as DGP. The govt notification on the matter stated a separate order would be issued regarding their salary. The commission has one month to investigate the stampede and submit a report to the state govt. Justice D'Cunha is already heading a commission investigating two sensitive cases — the alleged Covid-era medical procurement scam and deaths of patients due to suspected oxygen shortage at the Chamarajanagar district hospital. But following the stampede, the govt launched a three-pronged investigation — judicial, magisterial, and CID, which took over the criminal probe Friday evening from Cubbon Park police. The Bengaluru Urban deputy commissioner is heading the magisterial probe. The D'Cunha commission was formed on June 5, a day after the tragedy. The govt has instructed the DGP, Bengaluru city police commissioner, and Bengaluru Urban DC to provide files and documents for investigation by the commission. PWD min to review KSCA land lease With CM Siddaramaiah stating he would "examine" the possibility of shifting Chinnaswamy Stadium to the outskirts of Bengaluru, public works minister Satish Jarkiholi has sought the file related to the Karnataka State Cricket Association (KSCA) lease agreement on the land. "KSCA pays Rs 19,000 a year for the land, and it has been renewed twice already for 30 years each. I've asked for the file, to check when their lease ends," said Jarkiholi. It may be recalled that 13 years ago, PWD had calculated a revised estimate of the annual rent — Rs 78.7 crore — based on the guidance value at the time. Delhi HC rejects bail plea of Vedpal Singh Tanwar in PMLA case linked to illegal mining in Haryana

New Delhi [India], June 10 (ANI): The Delhi High Court on Monday rejected the interim and regular bail pleas of Vedpal Singh Tanwar in a money laundering case. He is an accused in a case linked to illegal sand and stone mining in the Dadam area of Haryana. The High Court dismissed the bail plea in view of the material placed on record by the Enforcement Directorate (ED). Justice Girish Kathpalia dismissed the bail plea after hearing the submissions of the ED and material placed on record. Justice Kathpalia said, 'I am unable to satisfy myself that there is any reasonable ground for believing that the accused/applicant is not guilty of the offences alleged. That being so, the rigours of Section 45 of the PML Act dissuade this court from admitting the accused/applicant to bail on merits.' After perusing the medical status report of May 2, 2025, which compiled medical reports of hospitals including AIIMS, the bench rejected the interim bail plea of Tanwar. 'According to the said Medical Status Report, the accused applicant is stable and regularly reviewed by the doctor on duty, and all medicines prescribed by AIIMS are being provided to him from the jail dispensary itself. So, on that count also, the accused/applicant has failed to establish a ground for grant of bail,' Justice Kathpalia said in the order passed on June 9. While rejecting the bail pleas, the High Court said that there was a huge loss of Rs 78 crore to the government exchequer. The court noted that the documentary record reflected the unlawful gain to the accused persons, including Tanwar, and the unlawful loss to the exchequer to the time of Rs 78,14,75,324. Justice Kathpalia also said that no serious health issue decipherable from the Medical Status Report received from the jail, 'I find it not a fit case to release the accused/applicant on bail. The applications (for regular as well as for interim bail) are dismissed.' The bail pleas were opposed by ED's special counsel Zoheb Hossain. Special counsel Zoheb Hosain for ED, while opposing the bail plea, had submitted that the accused is not in long incarceration as he was admitted in the interim bail and was in the hospital for a considerable time. There is a 165-day effective incarceration only. He is medically fit. An FIR was registered in August 2023 at Tosham. ECIR was registered in September 2023. Tanwar was Arrested in May 2024. ED's counsel argued that the alleged offences under section 420 (Cheating) and section 120B (Criminal Conspiracy) were part of the ECIR. There is illegal stone mining in this case. Allegations of cheating are there. Fraudulent representation was made to government as Tanwar was blacklisted by the Haryana government, Zoheb Hosain said. His firm Ridhi Siddhi was blacklisted by the Haryana Government. He was not allowed to participate in mining auctions. He was blacklisted, he can't bid, Hossain added. Hussain further argued that Tanwar did it through another firm, Goverdhan Mining and Mineral (GMM). Tanwar was controlling the affairs of that firm. He was the CEO of GMM and drew a salary of Rs 10 lakh per month. On the other hand, senior advocate Vikas Pahwa advanced rebuttal arguments for Tanwar. He submitted that Cognizance is not taken against Tanwar. Prima facie, there is no Offence against him. NGT order is set aside. FIR is pending. The special director of ED becomes the complainant, she is the informant, the senior advocate added. Tanwar has moved a plea through advocate Sumer Singh Boparai and Aman Sharma. ED had arrested Ved Pal Singh Tanwar under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, on May 30, 2024, in connection with illegal mining in the Dadam area of Haryana. As per ED, it initiated an investigation on the basis of the Prosecution Complaint filed by the Regional Officer, Haryana State Pollution Control Board, Bhiwani, before the Special Environment Court, Kurukshetra, against the Firm M/s. Govardhan Mines and Minerals for violating the conditions of Environment Clearance under the Environment (Protection) Act, 1986 and subsequently, an FIR was registered by Haryana Police under various sections of IPC, 1860. ED said that the investigation revealed that the firm had been involved in large-scale illegal and unscientific mining in the Dadam area of Haryana. It had led to large-scale damage to the environment and a huge loss to the exchequer. It is worth mentioning here that rampant illegal mining in the area led to the killing of five persons due to landslides, ED said in a press note. (ANI)
