What we know about crackdown on rickshaw drivers in London
Pedicab drivers in London may have to have a licence, insurance and wear safety equipment under new proposals.
Journeys on rickshaws in the capital could also be subject to fares regulation following a number of instances in which tourists were charged exorbitant prices to travel short distances.
Transport for London (TfL) has launched a consultation and asked the public for its views on regulating the industry.
It has the power to do so after the Pedicabs (London) Act was introduced by the previous government last year.

Pedicabs in London are not regulated at the moment because they are classified as stage carriages, under section 4 of the Metropolitan Public Carriage Act 1869, a section which is no longer in force.
In order to close this loophole, the previous Conservative government introduced the Pedicabs (London) Bill last year, which will give TfL the authority to legally regulate pedicabs just as it does for taxis and private hire vehicles (PHVs).
Any pedicab drivers found in breach of the new legislation could have their vehicle confiscated or be fined up to £2,500.
At present, pedicab drivers can set their own fare prices, with some being accused of ripping off tourists, and there are no safety regulations in place.
TfL has set out a number of proposals around pedicabs and wants to hear from the public before the consultation period ends on 7 March 2025.
It said: "We are proposing that the regulations and licensing regime requirements for pedicabs would be similar to those that apply to taxis and private hire vehicles but tailored to the unique nature of the pedicab and the market they operate in."
TfL has identified a number of areas which it wants to tackle:
TfL has proposed that pedicab drivers should - like taxi and PHV drivers - have their own driving licence, which would be issued for one year.
They would have to apply to TfL for the licence, which would require them to be at least 18; hold a full driving licence or show they have passed a theory test; undergo UK and overseas criminal checks and have English language skills.
One of the considerations is if pedicab drivers should wear safety equipment such as hi-vis jackets, cycling footwear and appropriate saddles as outlined in guidance in the Highway Code.
TfL is also proposing that rickshaw drivers have the appropriate insurance both for carrying and waiting for passengers.
Although anti-social behaviour and noise offences are already covered by existing laws, TfL has asked the public if they want to prevent pedicabs playing loud music at certain times of the day.
Another proposal is that pedicab vehicles are inspected regularly to make sure they are roadworthy. TfL has asked the public if this should be carried out every 12 months or more frequently.
TfL says there is "no consistency to the way fares are charged for a pedicab journey".
Its proposals include setting fares based on time, distance or zones or a combination of all three.
It may also publish a guide to fares but allow pedicab drivers to set their own, which must be agreed in advance with passengers.
TfL's director of licensing and regulation, Helen Chapman, told the BBC that pedicab customers have been charged "well-documented rip-off fares" in the past.
In July 2022, a customer claimed he was charged £500 by a pedicab driver for a 10-minute journey from Mayfair to Soho.
In 2021, during a debate on the issue in the House of Commons, it was revealed that a tourist couple had been charged £380 to travel less than a mile from Leicester Square to Stratton Street, when an Uber would have cost £7.
In July last year, actor Henry Winkler - famous for playing Fonzie on the TV show Happy Days - said he was charged £130 for a pedicab ride in London.
Pedicabs have been a fixture on the streets of London's West End since 1998, when the Bugbugs company, which still operates today in Europe but not in London, was established.
In 2003, a High Court ruling defined pedicabs as stage carriages under section 4 of the Metropolitan Public Carriage Act 1869.
Three years later, TfL sought to overturn this decision and redefine pedicabs as Hackney Carriages, which could have paved the way for licensing, but the action was later dropped.
Friedel Schroder, chairman of the London Pedicab Operators Association (LPOA), which represents 45% of the pedicabs industry, and director of Bugbugs in France, said he welcomed the consultation and agreed that pedicabs do need regulation, but that it should be with a "light touch".
He told Yahoo News UK: "We want the consultation to live up to the promises made in parliament, that this doesn't turn out to be just the back door to a ban which would be the end of 25 years of green transport and put hundreds more on the unemployment list."
He said there remain some unscrupulous pedicab drivers who do try to rip off customers.
"In an unregulated market, the lowest standard dominates and has destroyed many good firms or pushed them overseas," he said.
"We oppose over-regulation which ends good and bad operators alike, light touch at the start is enough to clean up the industry, over-regulation would lead to the end of hundreds of jobs."

New Portage Travel Club Allows Rural Students to Join School Trips
Students who have not previously been able to join international school trips now have the chance to travel abroad with the newly created Portage Travel Club. Portage Collegiate Institute teachers JoEllen Sevcenko and Laura McMaster have co-founded the new club, aimed at broadening students' horizons which will no longer be organized by the Portage la Prairie School Division. 'They're not approving international trips anymore,' said Sevcenko. 'Anything outside of Canada, we are going to take care of as a club now,' she said. There are still upcoming trips planned through the school division. PCI is offering two final international student trips: Amsterdam, London & Paris in 2026, and Japan in 2027. There's still space available for the Amsterdam trip, while Japan has now moved to a waitlist. Newly minted this month, the club's goal is to keep providing the opportunity for students to travel the globe—which will now include students from outside the division. 'Some of the smaller communities that haven't had a chance to travel will get to join us now,' said Sevcenko. Laura McMaster is a new French Immersion teacher at PCI, coming from Winnipeg about a year ago. She said she met Sevcenko during previous EF Tours trips, which was part of the reason she came to town. The club will still be working with EF Tours. 'We just believe too much in student travel and what it offers kids and I would say especially kids from a smaller town like Portage, to really get a chance to see the world and not to have just one perspective, multiple perspectives and different ways of living,' said McMaster. Trips are already planned and underway. McMaster will be in charge of French-language trips on odd-numbered years, while Sevcenko will be doing English-based travel on even-ended years. In 2027, students will have the chance to visit Paris, the Riveria and Rome, while in 2028, there is a 12-day Greece trip planned that includes a three-day cruise through the islands. The club will be holding their first information session at the Herman Prior Activity Centre on June 16 at 6:00 p.m. for all interested students and parents. Sevcenko says the earlier a student registers for a trip, the more chance they have to raise funds or get a job, making it more affordable. 'If you enroll early enough, then the cost becomes much more manageable for most families. So there's been some sort of red tape stuff that slows things down. And that means the less time that people have to pay, the less inclusive travel is,' she said. 'So if you have two years, lots of kids that we work with can just get a job and pay it themselves with no trouble, plus the fundraising.' Trips are available for students in grades 9-12. 6 whisky distilleries to visit in Scotland this summer

Pagoda chimneys rising above pine-forested glens, the babble of a highland spring, the distinctive aroma of toasted malt — distilleries are far more than functional factories. Often set in spectacular settings, they're crucibles of living, breathing Scottish heritage. And many invite visitors inside to view bubbling mash tuns, gleaming copper stills and warehouses filled with oak barrels, revealing the almost alchemical process that turns a few simple, local ingredients — barley, yeast, spring water — into fiery, golden spirits. Monasteries were Scotland's first de facto distilleries, putting rain-soaked grain to good use, with the earliest recorded mention of this 'water of life' (uisge beatha in Gaelic) dating from 1494. Today, there are over 150 active distilleries nationwide, falling into five officially recognised regions. Covering much of the mainland and islands, Highland is the largest and most diverse, while Speyside carves out a slice of the north east, and Lowlands lies just north of the English border. The peat-heavy Hebridean island of Islay gets its own designation, as does Campbeltown, a wee, southwesterly peninsula. Visitor experiences run the gamut from rustic, hard-hat tours to bespoke 'bottle your own single-malt cask' offerings — and some of these are seriously high-end. The Glenrothes private estate's multi-day experience, for example, costs a whopping £250,000. Most tastings will offer 'drivers' drams' — miniature pours to take home — meaning whoever's behind the wheel doesn't miss out. And with more distilleries adding restaurants, bars or overnight stays, even Scotch sceptics can find something to savour. Small in size, but big on character, Deanston's unpretentious, experimental attitude has resulted in waxy, honeyed, full-bodied drams with a cult following — including a 15-year-old single malt finished in tequila casks. Deanston even looks different to most distilleries — the red-brick, riverside buildings were in fact an 18th-century cotton mill, before they were converted to whisky-making in 1966. The place still hums with hydropower: one of the greenest scotch brands around, the whisky here is made from organic grain sourced from local farmers. Book the Warehouse No 4 experience, in Deanston's former cooperage, for direct-from-cask tastings and an atmospheric whisky-ageing education. Or compare some of its Master Blender's favourite, hard-to-find past releases on the Old & Rare Tasting. How to do it: £25 per person (Distillery Tour); £40 per person (Warehouse No 4 Experience); £130 per person (Old & Rare Tasting). There's a hint of Bond villain's lair about this Speyside distillery's sleek, subterranean architecture, which has been the brand's home since 2018, rippling beneath a wildflower-covered roof (fittingly, the 007 movies feature a few Macallan cameos). Within cathedral-height interiors, an interactive archive showcases 200 years of whisky-making heritage and limited-edition bottles, which resemble artworks. The central bar serves drams dating back 80 years, classic cocktails and tutored tastings — The Story of Oak, for instance, compares how sherry-seasoned casks impart Macallan's signature notes of dried fruits, ginger and cinnamon. Its culinary credentials are also next level: the team have collaborated with Spain's three-Michelin-starred El Celler de Can Roca at its fine-dining restaurant TimeSpirit, and The Macallan Mastery Experience tour concludes with a six-course tasting menu here. All this makes The Macallan the cream of Speyside visitor experiences — no mean feat given this region has the highest concentration of distilleries. Alongside established names like Lagavulin and Laphroaig, the buzz is all about Port Ellen: this Kilnaughton Bay landmark reopened in 2024 after a 40-year closure and £185m makeover. It's a dazzling, steel-and-glass temple to carbon-neutral whisky innovation, where handbuilt replicas of original copper stills stand beside the world's first 10-part spirit safe and a Scandi-chic, ocean-view tasting lounge. While new expressions are maturing, aficionados can nose the distilleries new-make spirit and draw from a 1979 vintage cask on the Port Ellen Reborn tour, uncovering the mineral, smoky soul of this phoenix-like brand. How to do it: Book well in advance for free, monthly open days (reservations essential); £250 per person (Port Ellen Reborn). Overlooking a sea loch on the myth-steeped Isle of Skye, Talisker's peaty whiskies are as rugged and elemental as its setting. Take the classic 10-Year-Old: a bracing ocean breeze on the nose, followed by black pepper and bonfire smoke. No wonder Talisker was one of Robert Louis Stevenson's reasons for calling whisky 'the king o' drinks'. Thanks to big investment from international drinks powerhouse Diageo, Talisker's raft of visitor experiences goes well beyond classic tours, including chocolate and whisky-pairing tastings, an offshoot of Michelin-recommended restaurant The Three Chimneys and a state-of-the-art visitor centre for multi-sensory storytelling about Talisker's wave-lashed heritage. Linger in the Campfire Bar for a dram or whisky-based cocktail — the venue sometimes hosts live folk music sets, too. In its Victorian heyday, Campbeltown was hailed as the world's whisky capital and was home to 32 distilleries within one tiny patch of Argyll's Atlantic-lashed Kintyre Peninsula. That figure's now fallen to just three, making family-owned Springbank both survivor and standard-bearer — notably, it's one of Scotland's only distilleries to complete 100% of the whisky-making process on site, from floor malting to bottling. The briny, oily character of Springbank's signature single malt — layered with smoky, grassy notes — reflects its coastal location, and the original 1828 building is an atmospheric labyrinth of cobbled courtyards and coal-fired kilns. Out of its various tours and tastings, Barley to Bottle is the most hands-on, access-all-areas option, letting guests create their own bottle of whisky in the Blending Laboratory, followed by a seafood lunch. With its delicate, floral profile, Auchentoshan's sometimes dubbed 'the breakfast whisky', as well as 'Glasgow's malt', since the city's only a 20-minute drive away. That silkiness and clarity is the result of triple distillation — a process Lowland whiskies are renowned for — and the Auchentoshan Ultimate Tour details each stage. World's most beautiful castles
What is it about castles that fascinates so many people around the globe? A lot of the allure derives from the history and human drama that played out within the walls, as well as the astonishing architecture that features on so many castles. But they're also romantic and somewhat mystical, places that spark our imagination and conjure visions of long-ago knights in shining armor and powerful warrior queens. 'Because they combine two functions, they are far more interesting than fortresses or palaces,' says Marc Morris, author of 'Castles: Their History and Evolution in Medieval Britain.' 'What makes a castle a castle is that it combines the functions of defense and dwelling — it's a fortification and a stately home rolled into one. Creating a building which is both comfortable and defensible is difficult. The ingenious ways in which castle-designers reconciled this balance is always intriguing.' Although we normally associate castles with European history, it's actually an architectural form found around the world — in nations as varied as Japan and India, Morocco and Mexico. Many are now hubs of living history where modern visitors can watch jousting and other ancient combat forms, listen to medieval music or watch artisans demonstrate the arts, crafts and everyday skills of a thousand years ago. They also make great backdrops for outdoor concerts, films, theater and military performances, or for the on-location filming of movies and television shows. 'With a castle you get not only the stories of sieges, but also stories of the domestic lives of the rich and famous,' says Morris. 'Castles are places were plots were hatched, marriages were consummated, murders carried out, royal babies born, and so on. With castles, you are never short of fascinating things to talk about.' Read on to find out more about 21 of the world's most beautiful castles, fortified homes that are both a feast for the eyes and a time trip back to the bygone age during which they were created. Located about 30 minutes by bullet train west of Osaka and Kobe, Himeji rises above the Inland Sea and is considered the epitome of the Japanese feudal castle. Both a Japanese national treasure and World Heritage Site, the elegant whitewashed structure is also called 'White Heron Castle' because of its resemblance to a great bird taking flight. Completed in the early 17th century, Himeji offers daily guided tours in Japanese and English. This classic medieval castle towers above the island of Rhodes in the Aegean Sea. Originally built as a Byzantine citadel, it was reworked into its present Gothic form by the crusading Knights of St John when Rhodes served as the headquarters of their grand master. During the brief Italian occupation of the Dodecanese Islands, Benito Mussolini used the castle as a holiday home. Its permanent archeological exhibitions feature relics from ancient Greece and the early Christian period. Even though many people consider this Bavarian masterpiece the epitome of a German castle, it's a relatively new creation, erected in the late 1800s at the behest of King Ludwig II. The Bavarian monarch instructed his architects to design something that would reflect both the operas of Richard Wagner and the romantic ideals of the Middle Ages — as much a fantasy as Sleeping Beauty Castle at Disneyland, but with the snowcapped Alps as a backdrop and the Bavarian plains spread out beneath. Neuschwanstein is also a cinema darling, having appeared in numerous flicks over the years including 'Chitty Chitty Bang Bang' and 'The Great Escape.' One of the most striking castles in all of Europe, the Alcázar rides a narrow, rocky promontory overlooking the plains of Old Castile in central Spain. Although it started life as a Roman fort, the structure evolved over hundreds of years into a prototypical medieval castle with a deep moat, drawbridge, round guard towers and a robust keep, as well as lavishly decorated royal chambers. Segovia Castle is most renowned as the home of Queen Isabella and powerful Phillip II before the royal court was moved to Madrid. Another offspring of the Romantic movement that swept 19th-century Europe, Pena crowns a hilltop near Sintra, Portugal. Commissioned by King Ferdinand II on the site of a ruined monastery dedicated to the Virgin of Pena, the castle is a flamboyant blend of various historic styles including Gothic, Moorish and Renaissance details. The castle's vivid red-and-yellow color pattern — and its flashy clock tower — endow Pena with a much more playful air than the somber castles found elsewhere in Europe. Erected in the early 17th century by the Mughal ruler of Rajasthan, the Amber Fortress crowns a hilltop near Jaipur, its stout walls reflected in the waters of Maota Lake. The palace complex inside the walls revolves around courtyards flanked by exquisite examples of Rajput architecture like the Maharaja's Apartments, Sukh Niwas (Hall of Pleasure) and Diwan-i-Am (Royal Audience Hall). Although it was once fashionable to ride an elephant up the steep entrance road, visitors are now advised to walk or take a 4x4 taxi. This massive mudbrick structure on the edge of the Sahara has starred in more than a dozen movies and television shows including 'Game of Thrones,' 'Gladiator' and 'The Man Who Would Be King.' The complex features a fortified lower town along the Asif Ounila River — where people still reside — and a partially ruined hilltop citadel. Berber-style guest houses provide accommodation for visitors to a ksar originally built in the 17th century as an overnight stop for caravans traveling between Marrakech and the Sudan. Founded in the waning years of the Viking Age, Kalmar Castle traces its roots to a 12th-century defensive tower overlooking the Kalmar Strait on the Baltic Sea. Four centuries later, King Gustav and his sons transformed Kalmar into a splendid royal residence that (with the help of renovation) looks much the same today as it did in 1592. In addition to exhibitions, children's activities and guided tours, Scandinavia's best-preserved Renaissance castle also features special events like an exhibition of ancient Egyptian artefacts, which is open until November 2025. Guarding the entrance to San Juan Bay, this 16th-century Spanish citadel is one of the most impressive structures in the Caribbean. Protected by a moat (with a drawbridge), stone battlements and rugged sea cliffs, the castle has repelled numerous attacks including several assaults by French pirates and a 1595 strike by Sir Francis Drake. However, it surrendered to US forces after a fierce naval bombardment during the Spanish-American War. Since 1962, El Morro and nearby Castillo San Cristóbal (the largest fort constructed by the Spanish in the western hemisphere) have been part of the San Juan National Historic Site. The grassy 'field of fire' in front of the castle is now immensely popular for picnics and kite flying. Although it's officially called a palace, Istanbul's sprawling Topkapi compound bears all the features of a classic castle: defensible site, fortified walls, powerful gateways and a royal residence occupied by the Ottoman sultans from the late 15th century when it was originally constructed until the 1850s. Converted into a museum when the Ottoman Empire dissolved after World War I, the Topkapi offers extensive gardens, wall-top walks overlooking the Bosphorus, the Ottoman Imperial Harem where the ruler's concubines resided and the Imperial Treasury with its famous emerald-encrusted golden dagger — stolen and eventually retrieved in the 1964 heist movie 'Topkapi.' Perched on an ancient volcanic outcrop at the end of the Royal Mile, Edinburgh Castle is considered the 'most besieged place' in Britain with at least 26 major attacks during its 1,100-year lifespan. From Mary Queen of Scots to Oliver Cromwell and Sir Walter Raleigh, many famous Britons are indelibly linked the ancient edifice. Britain's oldest crown jewels (the Honours of Scotland) are safeguarded inside a castle that also provides an incredibly fitting venue for the annual Royal Edinburgh Military Tattoo. Music concerts, living history events and weapons demonstrations are among the many events staged throughout the year inside the walls. And bygone military mascots are buried in the castle's Dog Cemetery. Despite its diminutive size, the Grand Duchy of Luxembourg is well-endowed with castles — more than 50 are spread across an area smaller than London's metro area. The most spectacular of these is Schloss Vianden, poised high above the Our River in northern Luxembourg. Built on the site of an ancient Roman fortress that protected the empire from barbarian invasion, the castle was constructed between the 11th and 14th centuries. Blending aspects of Romanesque, Gothic and Renaissance design, it remained in royal hands until 1977 when the Grand Duke bequeathed it to the state. Vianden's biggest annual bash is an August medieval festival with dueling knights, troubadours, jugglers and artisans. The Kremlin in Moscow may be better known, but it can't hold a candle to the one in Novgorod when it comes to medieval ambiance. Located 200 kilometers (124 miles) south of St. Petersburg, Novgorod was the seat of a powerful Russian republic from the 11th to 15th century when it was finally overshadowed by Moscow. That power was concentrated inside the detinets or kremlin with its sturdy walls and heavily fortified towers. Among its landmarks today are the Cathedral of the Holy Wisdom with its silver domes, the Novgorod Museum and the Millennium of Russia monument. There's no better example of the transition from the fortified castles of the medieval era to palatial homes of the Renaissance than this enormous chateau in the Loire Valley. Commissioned as a 'hunting lodge' by King François I in the early 16th century, the massive structure (440 rooms) took 28 years to construct. While it's moat, corner towers and keep are purely decorative, the 500-year-old castle has nevertheless protected some real treasures, not least the a magnificent double helix staircase said to have been inspired by Leonardo da Vinci. One of the finest examples of Chinese castle architecture is Shuri, a hilltop fortress and palace complex on the island of Okinawa in Japan. As the royal court of the independent Ryukyu Kingdom for more than 450 years — when the islands were heavily influenced by nearby China — Shuri developed a warren of imperial living quarters, audience halls, religious shrines and an extravagant throne room reminiscent of the Forbidden City in Beijing. The compound was heavily restored after World War II, when Shuri served as the local headquarters for the Imperial Japanese Army. The castle's present-day activities range from a morning gate-opening ritual called Ukejo and multilingual audio tours of the grounds to daily dance performances and nighttime illumination. England has far larger castles (Windsor) and others that are more steeped in history (Tower of London). But none boasts that textbook form of Bodiam Castle in East Sussex. Erected in 1385 as the bastion of a former royal knight, it's the epitome of a medieval castle – thick crenelated walls supported by nine stubby towers, arrayed around a square central courtyard and reached via a wooden walkway (a drawbridge in olden days) across a wide moat. Among its many visitor summer activities are archery sessions, dressing up in medieval costumes, afternoon tea with cakes and scones and guided tours. And just seven miles away is where the landmark Battle of Hastings played out in 1066. The only royal castle in the Americas hovers high above Mexico City. Erected in the late 1700s as a summer house for the viceroy of New Spain, the castle has played many roles since then, including the palace of Emperor Maximillian and an 1847 battle between Mexican troops and invading Americans that features in the 'Marine Corps Hymn' ('From the Halls of Montezuma …'). Nowadays Chapultepec is home to Mexico's National Museum of History. The royal quarters — including the precious Malachite Room and Maximillian's flamboyant bedroom — are included in castle tours. What makes this Slovenian castle so special is its astounding location — Predjama is arrayed across a cave mouth beneath a natural rock arch on the side of a sheer cliff. The lofty setting made it virtually impregnable when it was constructed in the 13th century. Attackers laid siege to Predjama on numerous occasions, but a secret passageway (that still exists today) allowed the defenders to come and go at will. Located 62 kilometers (38 miles) from Ljubljana, the castle and its park-like grounds host the Erasmus Knight's Tournament, a medieval festival and jousting competition staged every July. This island bastion overlooking the Bay of Naples is the oldest castle on our list, tracing its roots to the 5th century BC when Greeks colonized the region. From Roman legionnaires to Napoleon's troops, many armies have occupied Aragonese over the years. The castle now belongs to the family of an Italian lawyer who purchased the fortified island in 1912 and began restoration of its battlements, churches, convents, crypts and gardens. In addition to views that stretch all the way across the bay to Mount Vesuvius, Aragonese Castle boasts outdoor cafes, a bookshop, art exhibits and outdoor movies. Prague's imposing citadel is also one of the few castles anywhere in the world that still boasts real political power — the official residence of the president of the Czech Republic. Among the other landmarks inside its spacious confines are St Vitus Cathedral, the Old Royal Palace, 10 gardens and a row of 16th-century cottages called the Golden Lane that once housed the castle guards. Guided tours, offered during daylight and evening hours, last around three hours. Reportedly damaged during Syria's recently ended civil war, Krak des Chevaliers remains one of the world's great castles — and the only one on our list that has experienced 21st-century conflict. Created in the 12th century by the Knights of St. John, the celebrated Krak is considered the epitome of a crusader castle in the Middle East and one of the greatest statements of medieval military architecture. The structure features two mighty walls separated by a moat on a steep hillside between Homs and the Mediterranean Sea.
