
Mapped: The number of dog attacks in your area since XL Bully ban with more than 60 reported a day
More than 20,000 dog attacks were reported to police across England and Wales in the 12 months since the introduction of the XL Bully ban, with one force seeing the number increase by more than a third compared to the previous year.
A ban was introduced in February last year under a change to the Dangerous Dogs Act 1991 after 16 deaths by dog bites in 2023 - more than double the six fatalities in 2022.
There were also 11,000 hospital admissions for dog bites in England in 2023/24.
Former prime minister Rishi Sunak declared the XL Bully dog a danger to communities, placing it on the list of prohibited breeds that include the Pit bull terrier, Japanese Tosa Dogo Argentino and Fila Braziliero.
However, animal groups that come under the Dog Control Coalition argued the ban was unfair on responsible dog owners and their pets. More than 800 XL Bully dogs have been enthused by police since the ban came into force.
There are still tens of thousands of XL Bully dogs kept by owners who applied for exemption certificates in exchange for insuring and microchipping their pet, and agreeing to keep it muzzled and on a lead in public.
In the first set of annual data on dog attacks since the ban came in, The Independent can reveal that the number of incidents reported to forces increased year-on-year.
Freedom of Information Act request responses received from 32 of the 43 police forces in England and Wales showed there were at least 23,064 logged incidents of an owner or person in charge allowing dog to be dangerously out of control in any place injuring any person or assistance dog from 1 February last year to 31 January this year.
The real figure will be higher with three forces - West Midlands, Sussex and Greater Manchester - providing data for only 11 months of latest 12-month period.
It is up by one from 23,063 the year before, and well up from the 14,212 five years ago.
Some forces saw big increases, such as Cleveland Police which had a 34 per cent increase in incidents from last year. Gwent, Devon and Cornwall and Warwickshire forces also saw the figure go up significantly. Other forces did see a reduction. The number of incidents reported to the Met Police fell by 20 per cent.
The number of incidents could not be broken down by breed, and could be impacted by an update in Crown Prosecution Service guidance last year that said dog-on-dog attacks could potentially be included.
In January, the National Policing Chief Council did warn that the legislation would be no immediate fix to the issue, while calling on support to deal with the issue that is estimated to cost £25m in kennel and veterinary costs by April this year. Forces also seized almost 5,000 banned dogs in the six months after the ban, said the NPCC.
Among those against the ban was the RSPCA, which is part of the Dog Control Coalition. Dr Samantha Gaines, head of companion animal welfare at the charity, told The Independent: 'We absolutely did not support the change in legislation banning XL bullies. As well as an alarming rise in the number of cases of deliberate cruelty to these dogs, the RSPCA is concerned about the welfare of thousands of other XL Bully type dogs as a result of the restrictions placed on them by the ban.
'We instead want governments to tackle the root causes of aggressive behaviour in dogs by cracking down on irresponsible breeding and promoting responsible ownership, as well as ensuring effective enforcement of legislation and strong punishments for those who use dogs dangerously.'
A Defra spokesperson said: 'The ban on XL Bullies is there to protect public safety and we expect all XL Bully owners to comply with the strict conditions.
'Ongoing dog attacks show we need to do more to protect public safety. We will continue to encourage responsible dog ownership across all breeds of dog and to consider whether the current dog control rules are sufficient to ensure communities are protected.'

The film also uncovers an 80GB hard drive said to contain incriminating material, including a laptop key. The existence of this hard drive is believed to have been a turning point in prompting police to relaunch parts of the investigation, reports the Mirror. Location data from the drive allegedly places Brueckner near the Arade Dam in Portugal — a site previously searched by authorities. Brueckner, a convicted paedophile, has long denied any involvement in Madeleine's disappearance. However, the new documentary adds further weight to concerns about his past. One former neighbour, who lived in the same Portuguese town where Madeleine vanished, described Brueckner as volatile and aggressive. Speaking to The Independent, the neighbour said: "If I was riding past and he'd be standing outside, we'd say hello, you know, how are you." She added: "Nothing more. German police named Brueckner as a prime suspect in the case in 2020, but no charges have been filed in connection to Madeleine's disappearance. German and Portuguese police and firefighters carried out a three-day search of an area near Praia da Luz last week in the latest efforts to find out what happened to the missing child. Brueckner is due to be freed from a German jail in September after completing his sentence for the rape of a 72-year-old US woman in Praia da Luz, Portugal in 2005. Hazel Behan, 41, from Ireland, who alleges she was raped at knifepoint by Brueckner said last week she fears he will seek her out following his release from prison. Brueckner was acquitted by a German court in relation to the charge of violent rape of Ms Behan at her apartment in Praia da Rocha in Portugal's Algarve. She said: 'His sentence may be ending but mine never did. I have lived with fear every day for 21 years. 'Fear that I'll see him. Fear that he'll find out where I live and hunt me down. I also have fear that he'll do to someone else what he did to me. 'I've called him out in a public forum and I have genuine concern he could confront me. 'I wouldn't put anything past a person like him. 'If he is released, I will worry for every woman and child who, like me, believes the justice system is protecting them. 'A leopard doesn't change his spots.'

Four people including woman, 21, and teenage boy, 16, are arrested over 'unexplained' death of baby
Four people, including a teenage boy, have been arrested following the 'unexplained' death of a baby. Police were called to an address in Middlesbrough on Saturday following the death of an infant. Cleveland Police said the baby's death is being treated as 'unexplained'. A 21-year-old woman and a 16-year-old boy have both been arrested on suspicion of causing or allowing the death of a child. A 19-year-old woman and a 21-year-old man have also been arrested on suspicion of child neglect. All four people have been interviewed and released on bail pending further inquiries. Detectives have been carrying out enquiries at the address as part of the investigation over the weekend. Officers were spotted at the scene on Saturday afternoon. A Cleveland Police spokesperson said over the weekend: 'Officers were called to an address in Middlesbrough earlier today, Saturday, June 7, following the death of a baby. 'The death is being treated as unexplained and detectives have been carrying out some enquiries at the address. 'Our thoughts are with the family of the deceased child at this sad and difficult time.'

BREAKING NEWS Mass shooting at Ohio drag race leaves seven hospitalized
Seven teenagers were shot and hospitalized after gunfire erupted at an Ohio drag race overnight. The Cleveland Police received reports of drag racing just after midnight Sunday. 'While officers were en route, additional calls indicated that gunfire had occurred at the scene,' the department told When police arrived at the scene, they discovered that seven individuals had been shot. The victims include two 18-year-old males, three 18-year-old females, one 19-year-old male and one 19-year-old female. According to police, three of the victims were transported to the hospital by private vehicles, while the remaining four were transported by Cleveland EMS. 'Detectives responded immediately, initiating an investigation that included gathering evidence and reviewing surveillance video,' the department said. During the investigation, the Shaker Heights Police Department informed Cleveland officers that they had stopped a vehicle occupied by three individuals. 'Investigative leads confirmed that this vehicle and its occupants were present at the scene of the shooting,' the Cleveland Division of Police said. Officers recovered three firearms from the vehicle and the driver, identified as a 21-year-old male, was arrested for Improperly Handling Firearms in a Motor Vehicle. One of the vehicles used to transport two of the victims to the hospital, was towed for further investigation, at which time police discovered two additional firearms inside. 'All recovered evidence will be processed as part of the ongoing investigation,' the department said. The Cleveland Division of Police has asked anyone with information regarding the shooting to contact them as they continue to investigate.
