Prop 1 to cut $13 million to SLO County behavioral health programs. What's on chopping block?

Around 30 people who have dedicated their lives to working in mental health services in San Luis Obispo County — half in person and half on a Zoom screen — gathered in the basement of a county building on Jan. 29.
The meeting was tense and solemn. It was the last meeting they would have as Mental Health Services Act committee members — and the last before at least $13 million cuts would be made to the mental health programs they support.
The cuts stem from changes in state law after Prop 1 passed, a bill that according to the California Department of Health Care Services reforms mental health care funding 'to prioritize services for people with the most significant mental health needs while adding the treatment of substance use disorders, expanding housing interventions and increasing the behavioral health workforce.'
But in practice, providers said, the bill is doing the opposite.
John Crippen works as a behavioral health navigator for a Transitions-Mental Health Association program that helps people at high-risk and in need of intensive support navigate the behavioral health system. He was among the first cuts following Prop. 1's approval, he said.
'With TARP, that applies to… people that are higher risk. What's going to happen to them after they lose their entire treatment team?' Crippen said in the January meeting. 'We are an excellent return on investment, and I can't understand why some of these essentials are on the chopping block.'
In 2024, voters passed Prop 1 on a slim margin, with 50.2% of voters supporting the proposition statewide.
In San Luis Obispo County, a larger margin of voters rejected it, with 54% of voters opposing the changes to mental health and housing.
Prop 1 redefined the Mental Health Services Act, which passed in 2004.
The Mental Health Services act was revolutionary for its time, Transitions executive director Jill Bolster-White told The Tribune.
It significantly revamped the state's mental health system by imposing a 1% income tax on people making more than $1 million per year. Those funds allowed local governments the flexibility to fund programs to support people living with severe mental illness, including prevention programs and programs not billable by Medi-Cal.
It also introduced the idea of prevention services for mental health — something that had long been reserved for substance use disorder.
Through the Act, services also did not require reimbursement or processing clients' billing though Medi-Cal, according to Frank Warren, deputy director of the San Luis Obispo Behavioral Health Department.
That all changed with Prop 1.
Prop 1 renamed the legislation as the Behavioral Health Services Act and carved out a new bucket of funding to focus on housing — but the money for housing projects is taken from money for services.
Warren said like many other programs that rely on Mental Health Services Act funding across the state, the county's behavioral health team largely opposed Prop 1 when they first heard about it in March 2023.
Services funded by the Mental Health Services Act placed more of an emphasis on the prevention side of mental illness, operating under the idea that it's more cost effective to treat an issue before it becomes more significant, Warren said.
'The Mental Health Services Act, in original, didn't really care whether you had insurance or not,' Warren said. 'It was be served where you are.'
Now, Warren said, the messaging from the state is that prevention programs can be done through public health agencies. The Behavioral Health Services Act instead focuses on individuals who need the most severe help and those who are Medi-Cal eligible.
'There was a great focus on cultural competence, underserved populations, prevention, innovative ideas,' Warren said. 'The bill really stripped those out.'
Under Prop 1, 30% of funds must go to housing — an allotment that takes millions of the county's current allotment from prevention services like Crippen's outreach work and from treatment beds, Warren said.
Another 35% will go to programs for people with severe mental illness who need intensive programs, known as full-service partnerships and the remaining 35% to behavioral health support and services.
Programs also must be billable through Medi-Cal and only those insured by Medi-Cal can be served.
County Behavioral Health Services Act coordinator Christina Rajlal said the County is looking at possibilities of billing private insurance, but whether someone uninsured can receive help depends on their crisis level.
An uninsured patient will receive care if they are entering a crisis service, Warren said, but if it's not a crisis, the county will provide a screening assessment then connect the patient to the Department of Social Services to be enrolled in Medi-Cal.
Rajlal said this change in funding priorities will hobble the behavioral health department's ability to provide necessary wraparound services to people placed into housing.
'One of the things that is written into the housing bucket is none of the funding is allowed to be used for treatment services, and we know that one of the challenging parts about serving those that are unhoused is the retention of housing,' Rajlal said. 'I can put somebody in four walls — how do I retain them safely in those four walls, and get them stabilized, and get them in treatment, and get them all of the necessities to be safe and stable and on the road to recovery?'
In a sense, the proposition is 'robbing Peter to pay Paul' by diverting prevention dollars to more beds, Rajlal said. A decrease in prevention services will likely have the downstream effect of more severely mentally ill people seeking treatment beds down the line.
'We as a department are facing a really big time of change and loss in areas that we as a county have been outstanding in in the state,' Rajlal said.
Rajlal said once specific guidelines for housing funds are released, the county will first look into what existing programs qualify before taking on new projects. That could help alleviate the millions of dollars of cuts that remain.
The county hopes to have decisions made on what programs and positions are cut off from funding by November, when it begins building its new budget for the following year. That way there is time for service providers to adjust to the change before the new funding guidelines are implemented in July 2026, Rajlal said.
Across San Luis Obispo County, nonprofit mental health providers are already looking at ways to roll back their programming to comply with the new rules.
At Transitions-Mental Health Association, many of those cuts will come on the prevention side of mental health care — a strategy organizational leaders fear will lead to worse outcomes and a higher caseload down the line.
'We're reeling, as you can imagine, and trying to scramble to figure out what our options are,' executive director Jill Bolster-White said.
Bolster-White said with cuts coming on the prevention side, programs such as workforce entry and re-entry assistance, early mental illness screening and prevention for high school and college students, wellness centers and supportive programs that help people obtain and keep housing all face an uncertain future.
Among those is the group's Transition Assistance and Relapse Prevention — the program Crippen leads.
The program helps those who have been designated as high-risk and in-need of intensive support navigate the behavioral health system and makes routine check-ins on clients' mental and physical health.
The program is no longer being funded under Prop 1, so if Transitions wants to keep it, it will have to find a new funding source.
If the program is cut, Crippen worries his clients will decompensate or relapse.
'They're going to end up in hospitals. They're going to harm themselves,' Crippen told The Tribune. 'They're going to cost the system more.'
Crippen said if his clients lose the support the program provides, they'll likely end up in the hospital, harming themselves, relapsing in substance use, losing housing or getting in trouble with law enforcement.
The program he leads helps people maintain a continuum of care, and care interruptions could have devastating and lasting impacts on his client's well-being, he said.
Others echoed those worries.
'What I worry is that it will increase the number of people who maybe don't know where to go — where to start — and so their symptoms and their issues become more acute,' Bolster-White said. 'The data is super clear that the earlier somebody gets response and treatment and access to support for their mental illness, the better their long term outcomes are, the better that they are to recover and sort of lead just a more traditional kind of lifestyle.
'The further downstream that those services come into play, the worse off people are generally.'
Kaplan said the shift from mental health and prevention to a behavioral health focus brings Transitions-Mental Health closer to a medical agency than a supportive nonprofit, with non-medical expenses likely to suffer.
'What's happening to us is that a lot of our survival is going to come down to, 'Well, can we bill Medi-Cal for this?'' Kaplan said. 'We have to figure out if we can do that without losing our soul, because really, we have been so progressive and so person-oriented for so long that to suddenly turn into a bean-counting, medical-billing agency — that ain't going to cut it.'
By the time of the Jan. 29 meeting, the County had already figured out how to cut $5 million in programs and jobs to comply with Prop 1 funding changes.
One of the ways service providers can keep programs is by ensuring the programs are Medi-Cal billable.
If they are not, the program is more likely to be on the chopping block given the County has $8 million in programs it still has to cut.
The Veterans Outreach Program, which the county started in 2011, is one of the programs that was cut, Warren said.
The program, which was modeled after the Wounded Warrior program through the Marines, engaged with veterans by having a therapist present at planned activities, like kayaking or hiking.
Veterans could go to the activity and just have a conversation with the therapist — not a session — and it eventually made more veterans open to asking for help, he said.
'But that program doesn't live in the new (Behavioral Health Services Act). It's prevention. It's not billable,' Warren said. 'It's not specifically for Medi-Cal clients, so we had to say goodbye to that program and that sucks.'
The County created three tiers in which it will decide what programs can stay and what should be cut.
Top-priority programs to keep, despite not being Medi-Cal billable, are the Community Action Teams — a partnership between law enforcement and mental health providers to respond to people in mental health crises — and Homeless Outreach Teams.
The County is also looking to cut costs by not replacing employees who step down from their positions to pursue other opportunities.
'We are stopping and really looking at that position, and if that position can be absorbed in our avenues and us back filling,' Rajlal said in the Jan. 29 meeting. 'That is a cost reduction that I would rather do as opposed to letting people go.'
Rajlal said service providers can run programs reimbursable by Medi-Cal to make it self-sustaining or find other funding sources like grants if they want to keep programs that will no longer be covered because of Prop 1.
'People have to get creative,' Rajlal said. 'Everybody is trying to figure out where there are areas where we can identify that gaps are going to open up and where we can close them together as a community and work together.'

Fact Check: What we know about 'Big Beautiful Bill' banning states from regulating AI for 10 years

Claim: H.R. 1, commonly known as the One Big Beautiful Bill Act, contains a provision that bans states from regulating artificial intelligence for 10 years. Rating: Context: If the "Big Beautiful Bill" becomes law, states and local governments would be unable to enforce any regulations on AI systems and models involved in interstate commerce for 10 years. There are exceptions for any laws or regulations that facilitate the rollout, operations or adoption of AI models and systems. A budget bill that Republicans in the U.S. House of Representatives passed on May 22, 2025, allegedly bans all 50 states from regulating artificial intelligence for a decade, according to claims shared on social media in early June. As the Senate prepared to take up H.R. 1, more commonly known as the One Big Beautiful Bill Act, people online expressed their concerns about the alleged AI-related provisions in the legislation. For example, one X user shared this claim (archived) on June 2, 2025: Similar claims also appeared in Facebook (archived) posts (archived) around the same time. Snopes reviewed the text of H.R. 1 and found a provision that bans states from regulating AI systems "entered into interstate commerce" for 10 years in Section 43201 of the bill. Paragraph (c) in that section outlines the 10-year moratorium on states' AI regulation: (1) In general. – Except as provided in paragraph (2), no State or political subdivision thereof may enforce, during the 10-year period beginning on the date of the enactment of this Act, any law or regulation of that State or a political subdivision thereof limiting, restricting, or otherwise regulating artificial intelligence models, artificial intelligence systems, or automated decision systems entered into interstate commerce. In other words, if the bill becomes law, states and local governments will be blocked from enforcing any regulations on AI systems and models that are involved in interstate commerce for 10 years. The phrase "interstate commerce" broadly refers to business or activity that crosses state lines. But in the context of this bill, the distinction likely doesn't mean much. As a result, we've rated the claim mostly true. The Supreme Court has said activities that happen entirely within one state can still count as interstate commerce if they have a significant enough impact on the national economy, as David Brody, a civil rights and technology legal expert, explained in an article for Tech Policy Press published on May 27, 2025. That means many AI systems would likely be subject to the federal rules if H.R. 1 passes. However, there are some exceptions to the 10-year moratorium on states' AI regulation — notably for any laws or regulations that facilitate the rollout, operations or adoption of AI models and systems, according to the bill text. Snopes reached out to the White House and the office of U.S. Rep. Jodey Arrington, R-Texas, who introduced H.R. 1, for comment about the 10-year moratorium on states regulating AI and the purpose of including it in the bill, and is awaiting responses. Multiple Republican lawmakers have voiced support for the 10-year moratorium, with some saying a patchwork of state laws doesn't support innovation and others stressing the importance of a federal approach to AI regulation. But other federal and state lawmakers as well as watchdog groups have strongly opposed the proposed rule over concerns about limiting states' ability to deal with potential harms caused by AI. For example, U.S. Rep. Marjorie Taylor Greene, R-Ga., said in an X post on June 3, 2025, that she "did not know about" the section of H.R. 1 that bans states from regulating AI for a decade, adding that she is "adamantly opposed" to the provision. Hundreds of state lawmakers across the political spectrum also signed a letter addressed to the U.S. House and Senate on June 3, 2025, expressing "strong opposition" to the 10-year moratorium on AI regulation. The letter read in part, "The proposed 10-year freeze of state and local regulation of AI and automated decision systems would cut short democratic discussion of AI policy in the states with a sweeping moratorium that threatens to halt a broad array of laws and restrict policymakers from responding to emerging issues." Nearly two weeks earlier, a coalition of advocacy organizations, including Common Sense Media, Fairplay and Encode, also called on congressional leaders to oppose the provision, writing in part that AI companies would have "no rules, no accountability and total control" if it were to take effect. In a letter dated May 21, 2025, the groups wrote: As written, the provision is so broad it would block states from enacting any AI-related legislation, including bills addressing hyper-sexualized AI companions, social media recommendation algorithms, protections for whistleblowers, and more. It ties lawmakers' hands for a decade, sidelining policymakers and leaving families on their own as they face risks and harms that emerge with this fast-evolving technology in the years to come. Discussions about AI companions and possible issues arising from their use have gained prominence in recent months. For example, research from Drexel University in Philadelphia suggests that inappropriate behavior, including sexual harassment, during conversations with AI chatbots is "becoming a widespread problem," the university said on May 5, 2025. Consumer Reports, another advocacy organization, also raised concerns about states being unable to deal with a variety of issues that AI technology poses, including sexually explicit images, audio and video created without a person's consent. Want to snack on something that's high in protein, gut-friendly, minimally processed, and tastes good? Hit the dairy aisle. After years of being outshone and relegated to second best by shiny, new plant-based alternatives like oat milk and cashew cream, dairy is not only in demand, it's having a glow-up. Products like mint chocolate cookie probiotic ice cream and pistachio-flavored kefir — some of which come wrapped in whimsical, retro-style packaging — are hitting the market as dairy finds itself at the center of the Venn diagram of health, food, and cultural trends. "I really have not seen this type of dairy innovation in past years," Jessica Rubino of New Hope Network, an organic-focused consultancy firm that tracks US food and drink industry trends, told Business Insider. According to the organization's insights, the organic dairy sector grew by 9.8% in 2024, up from 5.6% the previous year — far higher than the one or two percent a year increase seen since around 2015. "That type of increase in growth is pretty significant," Rubino said. Dairy aligns with health trends With 82% of US consumers considering wellness a top or important priority in their everyday lives, according to 2024 trend data from McKinsey, food and drink can't just taste good, it needs to provide health benefits too. A large part of dairy's appeal right now is that it's high in protein and minimally processed. Whether you want to eat enough protein to build muscle, you use a GLP-1 and need more protein to maintain muscle mass or are a member of the manosphere following the carnivore diet, we've gone protein-crazy in recent years. The global protein market is estimated to reach over $47.4 billion by 2032, up from $26 billion in 2021, according to Statista. Protein-enhanced products, such as sodas, waters, powders, and bars, have taken over grocery store aisles. Fairlife, the industry leader in ultra-filtered milk, which contains 50% more protein than regular milk, has seen dollar sales rise by 31% in the past 12 months, according to data from market research agency Circana. The milk is filtered to separate its components (water, lactose, protein, fat, and vitamins and minerals) and reformulated. Lactose and sugar are removed, and protein is concentrated. Melissa Altobelli, a dairy industry analyst at Circana, told BI that Fairlife, which has been around since 2012, has exploded in popularity recently because its product chimes with current trends. "It's not that the effort wasn't made in the past. It's just more appealing to consumers currently," she said, adding: "Protein is in everything at this point, and that's what consumers are looking for." Rubino also sees gut health as a particularly big draw for dairy, as people seek out functional foods to "optimize" their health and live longer. "You can get high dosages of probiotics through these food products," she said. The ultra-processed foods backlash is good news for dairy As ultra-processed foods take over from carbs as the demon of the dietary world, shoppers are losing their appetite for them. Typically long-lasting and designed to be irresistible and easy to eat, these foods contain ingredients you wouldn't find in a regular kitchen, such as gums, emulsifiers, and colors. Mounting research links ultra-processed foods to a host of health conditions — from type 2 diabetes to depression and poor gut health. As public awareness of ultra-processed foods has grown, people have become more wary of alt milks, which typically contain additives, Amy Bentley, a professor of food studies at NYU who specializes in the American diet, told BI. "Alt meat and alt milk don't want to be put in that category. They want to say, 'Hey, we're different.' But if you read those ingredient labels of some of those alt products, they are very, very ultra processed," she said. This has been dairy's gain: "The pendulum has swung back," Andrea Hernández, the author of the food trends newsletter Snaxshot, told BI. "Milk was the original functional drink," Hernández said, "and it's become culturally cool again." "Consumers are still looking for simple ingredients and naturalness," Altobelli said. And traditional dairy products, like unflavored yogurts and cottage cheese, as well as more innovative ones like Fairlife, fit the bill. The cult status of raw dairy in a MAHA world Dairy products, including raw milk, have become part of a cultural conversation in the past year or so. Fans of raw milk say it contains more beneficial microbes than pasteurized milk and can protect against allergies and asthma. Food scientists, however, argue that the ostensible benefits of raw milk are outweighed on a population level by the risk of catching bird flu or being poisoned by E. coli. Raw milk, along with beef tallow and butter, has also become synonymous with the "make America healthy again," or MAHA, movement. Its spearhead, Robert F. Kennedy Jr, the US Health Secretary, said in June 2024 that he only drinks raw milk and, before he was appointed, criticized what he called the FDA's "aggressive suppression" of raw milk, which he said on X in October 2024 "advances human health." In late May, he took shots of the stuff in the White House on a podcast. Federal law prohibits the sale of raw milk across state lines, but individual state laws, not the FDA, dictate whether it can be sold within that state. Raw milk enthusiasts include people across the political and cultural spectrum. Republican congresswoman Marjorie Taylor Greene posted "Raw Milk does a body good" on X in October 2024. Gwyneth Paltrow, an early adopter of wellness culture, said she adds raw milk creamer to her coffee every morning. And "tradwife" influencer and dairy farmer Hannah Neeleman, who posts as "Ballerina Farm" online, was featured milking one of her cows on the cover of the conservative women's magazine Evie in November, emblazoned with the words " The New American Dream." Hernández said there is a "romanticization of a dairy farm or a farmer's life." "It's become trendy to be able to say, 'Oh, I got this $20 raw milk jug at Erewhon,'" the Los Angeles-based health food store known for its $20 smoothies, she said. The next era for dairy: exotic flavors with health benefits People may want their meals to be nutritious, but that doesn't mean they're willing to compromise on taste. On top of wellness, consumers, and Gen Z in particular, are looking for "unusual flavors as they seek new and unique experiences," according to branding consultancy and market research agency VML's Future 100: 2025 trends report. One in four of us want "interesting and exotic global flavor combinations," the report said. If the offerings at Natural Products Expo West, a prolific trade show for organic, sustainable food and beverage products, which took place in California in March, are any indication, brands are meeting the moment. Attendees could try ashwagandha -infused or Aleppo chile-flavored ghee, pineapple cottage cheese, and reduced-sugar chai tea-flavored yogurt. Alec's, an organic ice cream brand that displayed at the trade show, launched their Culture Cup, a 4 fl oz cup of ice cream with added pre- and probiotics, in April with flavors including chocolate-covered strawberry and dark chocolate honeycomb. All Things Butter, a company founded by the British chef Thomas Straker in 2023, has also gained traction for its flavored butters. Current products include cinnamon bun butter, chocolate butter, and smoked paprika butter. Unlike traditional butter packaging, its butter sticks come in colorful foil adorned with anthropomorphic cartoon cows. It was the first "very yassified, very millennial looking" dairy brand Hernández noticed, but she's certain we'll see many more.
