The Serie A giants have consistently run into stumbling blocks due to local government ruling the San Siro to be a heritage site of "cultural interest".
This has prohibited Milan and Inter from completely tearing it down in order to rebuild it.
According to Football Ground Guide, controversial plans are being developed for the majority of the 80,000-seater San Siro to be demolished.
The middle tier must be preserved, however, meaning that the Milan clubs would have to find a way to keep it intact while knocking the rest of the stadium down.
This demolition operation would cost at least an estimated £65million.
And that's not including the money that building the new structure would cost.
Milan and Inter are said to be engaging in talks with local authorities.
The San Siro had been selected to host the 2027 Champions League final, having last staged the showpiece event in 2016.

It will now be staged in either Baku in Madrid, with both cities having launched bids.
Several plans have been hatched for a potential San Siro replacement down the years.

One of the more innovative ideas included a remarkable underground stadium.
The unusual suggestion was designed by architect Davide Bruno who presented the idea during the Il Foglio a San Siro event.
These plans also included the construction of luxury hotels and restaurants, as well as event spaces.
While a suggestion was also made for a new park to be built above the stadium, including 20,000 Trees, 500,000 Flowers and more than four miles of slopes and pedestrian paths.

Napoli's savvy Scott McTominay decision revealed with Serie A champions set to benefit from Scotland ace's mega stardom

He seemed to immediately get a new lease of life and has never looked back. Establishing himself as a fans' favourite from the off, McTominay finished the season as THE undisputed hero in the eyes of Napoli's famously fanatic band of followers. The fandom only heightened when the Hampden hero netted a stunning overhead kick to send Napoli on their way to a 2-0 win over Cagliari on the final day of the season - a victory that saw them crowned champions of Italy. On the same night, he was also named Serie A's MVP for the 2024/25 season. In the days that followed, McTominay thrilled fans by being front and centre of the wild celebrations that followed. Napoli supporters have shown their love for the Scotland star in many weird, wonderful and extravagant ways. A stunning shrine to the midfield ace appeared in the city centre, pizzas have been named in his honour and one fan even got a TATTOO. The incredible ink didn't, however, bear McTominay's name, instead carrying 'McFratm'. Like McTominay himself, his nickname has taken the Italian football world by storm. Scott McTominay dances with old fan while puffing on cigarette as never-ending Napoli title party continues Coined by a teammate, the player himself revealed it was his favourite of all the nicknames he'd been given, with McTerminator among the others. McFratm basically translates to 'McBro' and many Napoli fans have taken to referring to the midfielder by the term instead of his actual name. It's born from the Neapolitan word 'fratermo' which means 'my brother.' It's appeared on scarves, T-shirts and even on the mural in Naples. But that could all be about to change after Napoli made a big decision. According to Gazzetta, Napoli have TRADEMARKED 'McFratm.' Scott McTominay's career Born in Lancaster on December 8, 1996 Joined the Manchester United youth system aged five and signed his first professional contract in 2013 Made his Premier League debut against Arsenal in May 2017 McTominay went on to win Carabao Cup and FA Cup with Man Utd Made 255 appearances and scored 29 goals for the Red Devils McTominay joined Napoli in August for £25.7million Born in England, he qualified for Scotland through his dad who's from Helensburgh McTominay was called-up by Scotland in March 2018 and has gone on to become a huge Hampden favourite He was part of the squad at Euro 2020 and Euro 2024 He won his 50th cap while playing against Germany at Euro 2024 McTominay has scored some huge goals for Scotland, including an injury-time winner against Israel and his famous double in the 2-0 win over Spain in Glasgow The shrewd move means the club are hoping to benefit commercially from the incredible buzz surrounding McTominay. Napoli filed for the trademark in the middle of last month and covers nine different product categories. It means the club will be able to license and realise an abundance of 'McFratm' merchandise as well as using it for marketing and promotional purposes. Chelsea move for £50m Borussia Dortmund winger Jamie Gittens

Chelsea are in talks with Borussia Dortmund over Jamie Gittens and want to wrap up a deal before both clubs go to the Club World Cup. Gittens, 20, was the subject of an enquiry from Chelsea in January and it is understood they have approached the German club about a deal in the current window. The England Under-21 winger, who spent time in Chelsea's academy as a child, has been expected to attract bids of more than £50 million, with a release clause of around that value in his contract. The deal will be a full focus for Chelsea with uncertainty over the future of Jaden Sancho, the former Dortmund player who is on loan from Manchester United and whom Chelsea have a contractual obligation to buy for between £20 million and £25 million – having finished in the top 14 of the Premier League – or pay a £5 million exit penalty fee. Chelsea have been active in the market early this year, to bolster Enzo Maresca's squad before the Fifa tournament this summer in America. Liam Delap is set to join from Ipswich Town in a £30 million deal, with Gittens now a target too. Gittens is one of the latest English talents to start their senior careers in the Bundesliga, having arrived at Dortmund in 2020 to play in their development teams. A year ago he helped Dortmund reach the Champions League final, which was somewhat overshadowed by Sancho facing Jude Bellingham in the Wembley showpiece. Earlier this season he became the youngest English player to score in the tournament – aged 20 and 75 days – when he netted against Real Madrid. England interim coach Lee Carsley name-checked Gittens in interviews before Thomas Tuchel took charge, and he has also played for the Under-21s. But the Club World Cup, starting on June 14, has priority over internationals which meant Gittens was not included in the squad for the Under-21 Euros. Dortmund will be at the expanded summer tournament, while Chelsea will play against Los Angeles FC, Flamengo and Espérance de Tunis in Group D. Chelsea have been in the market for a forward this summer as Christopher Nkunku looks set to leave after two years at the club. They were also looking at Alejandro Garnacho in the January window along with Gittens, with the Manchester United winger also allowed to leave this summer.
