Leaked Canadian military report shows many new recruits are quickly leaving

The Canadian military insists it's getting a handle on its recruiting crisis, but a new leaked internal report obtained by CBC News suggests many of those who come through the door quickly leave in frustration over the inability to get trained and into the job they want.
In addition, the effort to retain experienced soldiers, sailors and aircrew was dealt an important blow recently when a Department of National Defence office — set up to find ways to keep people — was defunded.
The struggle to recruit new members to both the regular and the reserve force has been a major preoccupation as the Canadian Armed Forces face a shortage of up to 14,000 qualified personnel.
But the flip side of the equation — that has gotten less attention — is the effort to hold on to people, especially in critical technical trades.
According to the evaluation obtained by CBC News, the military's biggest retention problem appears to be among those who've just joined.
Trouble adjusting and getting trained
"The highest attrition rates within the [Canadian Armed Forces] CAF are observed among its lowest ranks and newest members," said the report, which pointed to the 2023-24 fiscal year where 9.4 per cent of newly enrolled members quit, as opposed to 4.3 per cent average across all of the CAF.
The reason new members are quitting: Training delays and difficulty adjusting to military life.
In some cases, recruits are waiting over 206 days for training — notably in specialized trades.
"There are insufficient trainers, equipment, training facilities and other supports to meet training targets effectively," said the report, written in April 2025.
"This leads to delays which significantly frustrate [new] members, who often face months of underemployment."
Defence researcher Charlotte Duval-Lantoine said the Defence Department seems to be approaching the crisis in a linear, one-step-at-a-time fashion — fix recruiting, then fix the training system.
"When you're sitting like a lame duck, waiting for your training, your morale can wane very quickly," said Duval-Lantoine, vice-president at the Canadian Global Affairs Institute.
"We really need to change the way that we talk about the current state of personnel. We cannot talk just in pure numbers. We really need to talk about it in terms of how many people are actively doing their job today."
During a media availability last winter to trumpet the military's plan to boost recruiting, the country's top military commander, Gen. Jennie Carignan, acknowledged training was an issue. She said efforts were being made to improve basic training, the step ahead of trades training, which is at the heart of the retention issue.
"There's no point in recruiting if you're not retaining people," Carignan said.
Similarly, the commander of military personnel, Lt.-Gen. Lise Bourgon, said they're trying to get around the training bottleneck with outside partnerships.
"There's a great partnership being done with community college and other academic institutions in Canada so that we can use the civilian capacity," Bourgon said, noting that some pre-qualification can be done in the civilian system.Three years ago, the military took a stab at addressing the issue of keeping people in uniform with a 90-page strategy document.
As part of that plan, the chief of the defence staff, now-retired general Wayne Eryre, set up a program office to collect data and analysis and provide guidance for senior leaders on how best to keep members from leaving.
The evaluation report, obtained by CBC News, said retention efforts of the military's top commanders had made little progress, partly because of the "limited awareness" of the strategy introduced by Eyre and former defence minister Anita Anand.
"This issue was exacerbated by the defunding of the Retention Program Office, which was responsible for managing the [senior leaders'] tasks outlined in the strategy," said the evaluation.
The Defence Department was asked why the office, which was also tasked to conduct research on the reasons members choose to quit, was defunded and whether it related to the Liberal government's internal budget reallocation exercise.
In a statement late Thursday night, the department acknowledged the office had been shut down and that "its finances and staff were reassigned to support overarching Canadian Armed Forces reconstitution efforts."
The department insisted its overall retention strategy is still in effect and that its available resources have not changed.
Follow-through questioned
Last year, the government of former prime minister Justin Trudeau ordered National Defence to find $810 million in savings — money that could be pumped back into equipment purchases. Federal estimates said the DND was then expected to find $851 million in savings in the 2025-26 budget year and $907 million thereafter.
Duval-Lantoine said that follows a typical pattern. The Defence Department comes up with all of these plans and either never follows through, or doesn't support them.
"It's appalling to see personnel [policy] pieces being defended in what the military called the reconstitution era," said Duval-Lantoine.
"Since 2022, we've been hearing that personnel issues are a priority for the Canadian Armed Forces. But then when we look down the line, the military is not putting its money where its mouth is."
In exit interviews, the departing members talk about the "challenges related to high operational tempo, lack of equipment, training and leadership direction."
One of the biggest complaints of new members who are leaving is that they believe senior commanders have the wrong priorities.
"Interview evidence shows that there is a perception leadership is prioritizing culture change over critical operational needs like ammunition and equipment," said the evaluation.
Similarly, the report found that little effort is made to hold on to highly experienced members who are close to retirement, but might be enticed to stay.
"Many have had multiple geographic postings, and feel 'tired and broken,'" the evaluation said.
"It was noted that pension-eligible members have done their part to serve the country and therefore there are no strong attempts made to retain them."
One bright spot, according to evaluation, is the Naval Experience Program (NEP), which allows recruits to join for a year on a trial basis. It has, according to the report, reduced initial dissatisfaction.
"Early data shows that this initiative has had positive effects, allowing some recruits to transfer to another element after initially joining the Royal Canadian Navy."

EDMONTON - Ariana Zapata's favourite subject in school is social studies. For the 13-year-old in Edmonton, this means lessons on historical societies, colonialism, how worldviews are developed and so on. The eighth grader's own worldview is still being built, but she has pillars in place: family, fight for what you believe in, don't be too trusting and, critically, education is a right. That's why, when Zapata gets home from school every day, she passes on what she learned to her three younger siblings. 'That way when they go back to school, they won't feel behind,' she said in a recent interview. School bells haven't applied to her brother and sisters in two years. They were kicked out of school when officials realized they were undocumented. Zapata is undocumented, too, but said her school hasn't figured that out yet. Alberta isn't unique in denying children without legal residency status from attending public school. Ontario is the only Canadian province or territory that legally requires schools to enrol undocumented children. Zapata and her family, along with a coalition of non-profit advocacy groups, want Alberta to follow in Ontario's footsteps. Samantha Vaux, a social worker with an Edmonton-based group that works with undocumented families, said that by not doing so, Alberta is not fulfilling commitments made by signing the United Nations Convention of the Child in 1999. Originally ratified in 1990, the convention states signatories 'shall' make 'primary education compulsory and available free to all.' 'It's not a privilege, it's a right,' said Vaux, with the Islamic Family and Social Services Association. 'The more those children are kept out of school, the more harmful it is not only to them, (but) to their family, the community, even our society.' There's no dependable estimate for how many undocumented people live in Canada. A briefing note prepared for former federal immigration minister Marc Miller last year said there could be as many as 500,000. Zapata's family came to Canada from Mexico a few years ago and applied for refugee status. All four Zapata children attended school for two years while the family's application was being processed. But when it was denied, so too was their right to attend publicly funded schools. The family decided it wasn't safe to return to Mexico and has stayed in Canada without documentation. Zapata said she feels the need to watch her back on the way to school, given the precariousness of her situation. Dayana Rodriguez knows that feeling, too. Rodriguez, 18, and her family came to Edmonton from Mexico in 2019 and applied for refugee status. Like the Zapatas, Rodriguez and her family were denied, but decided to stay. She attended school until 2022, but stopped after losing her residency status. 'We didn't even get out of the house,' she said of her time out of school. 'You are in your house, four walls. We couldn't even go to the park comfortably. 'It was like being in a jail.' When the Rodriguez family applied again, she returned to school, though she has recently dropped out to start working and support the family, including her two younger siblings. Rodriguez's five-year-old sister was born in Canada, so she might not face enrolment issues when the next school year comes around — but her teen brother might. 'They were also asking for his papers,' Rodriguez said. 'We had to talk to the school and they kind of let him (stay) for a little, but we don't know what's going to happen.' Vaux, who works with an undocumented family from Pakistan with four school-aged kids — all of whom can't enrol — said education is just one aspect of life that's barred to undocumented people in Canada. Public health care isn't an option, nor are jobs protected by labour laws. In May, after Vaux and other advocacy groups spoke at months of meetings, Edmonton Public School trustees voted to ask the province to change the laws to allow undocumented kids to go to school. Education Minister Demetrios Nicolaides hasn't directly answered questions about whether he'd considered making legislative changes, saying only that Alberta strives to 'strike a balance between responsibility to taxpayers and compassion for those arriving to the province.' Since the school board vote, his office denied multiple interview requests over a two-week period. It also didn't answer questions about whether Nicolaides agreed that Alberta isn't living up to its commitment to compulsory education. 'It's important to note that most foreign children are eligible for a funded education in the province,' Nicolaides said in a statement. Vaux said the lack of a clear answer was 'unacceptable.' 'It's literally red tape,' she said. 'Why are children's education stopped because of that?' She said children didn't make the decision to live without documentation, but are being punished as if they did. 'Children shouldn't have to suffer or deal with these adult issues,' Vaux said. Alberta Minister of Education and Childcare Demetrios Nicolaides expects to have a ministerial order ready by the end of the month or early July, giving school boards broad guidelines for graphic and sexual materials in school libraries. The parameters would still leave room for independence, so schools and school divisions can manage their libraries in ways that work for them, Nicolaides told CBC News Thursday. But the goal is to ensure explicit content is inaccessible to elementary school students. "There's consensus and understanding that some material, that we should be cautious of what age it's available," Nicolaides said. "We do this in society in so many different ways that we have ratings for movies … based on sexual content, violence, all this other kind of stuff. So it's not an entirely foreign concept to how we govern our society." The minister spoke with CBC News about two weeks after a public online survey about school library materials closed. It was offered by the provincial government. The survey results, which were released Friday, suggest respondents were divided on multiple questions, including whether the government should set "consistent requirements" for school boards regarding how they select and manage school library materials. Respondents who identified as educators, librarians and as an "interested Albertan" are firmly against, data suggests. Parents, either with or without school-aged children, were more divided. Of the nearly 37,000 survey respondents identified as parents of K-12 students, almost half are cold to potential consistent requirements, data suggests. But 43 per cent are leaning in favour, and eight per cent are unsure. "Decisions about what goes in libraries need to be made by trained librarians and educators," said Laura Winton, past president of the Library Association of Alberta, a non-profit that advocates for public and school libraries alike. "There are already policies and practices in place in schools and school boards across Alberta to make sure that collections are age-appropriate, and there are also processes in place to allow parents to be involved," Winton said. "If they are concerned about material, they can request that their school reconsider that material and a dialogue will be engaged with them about that." Respondents were also divided about what age students should be able to access sexually explicit materials in school libraries, data suggests. Parents of school-aged children said students should be able to access such content at school libraries at some point, particularly by middle school or high school, results suggest. Yet, about two in five of the respondents with school-aged children feel students should never get to access it in school libraries. "That's an overwhelming consensus from parents to keep it out of elementary schools," said Jeff Park, executive director of the Alberta Parents' Union, an advocacy group. "That's a strong basis to at least start there." Nicolaides said last month that new rules would be coming, after parents raised concerns about four coming-of-age graphic novels, most of which show nudity and sexual 2SLGBTQ+ content, found in circulation in Edmonton and Calgary public schools. The minister also said at the time that the government isn't looking to ban books from schools, noting that it doesn't have that authority. He reiterated that while speaking with CBC News Thursday. "I don't think it's really helpful or beneficial for government to start saying, 'This book, this book, this book, this book,' just because of any particular commentary that an individual government official might find offensive to them personally," Nicolaides said. "What one person finds offensive, another person might find enriching. But again, I think we can agree on some really high-level parameters, which are very simple: don't show graphic sexual material to underage children." The Alberta government will use input from the survey, plus feedback from education partners, to develop the school library standards, according to a news release issued Friday afternoon. The government published two sets of survey results: one raw, the other cleaned up. The raw version contains nearly 197,000 responses, but the clean dataset cuts it down to about 77,000 responses. There were signs of possible abuse, Nicolaides said, such as bots or many responses coming from one IP address in a short period. A CBC News analysis found that, of the many exclusions, only 1,000 of the respondents who identified as parents with school-aged children were cut. Most of the exclusions affected responses from alleged school administrators, teachers and librarians. The survey suggests further division around questions like how libraries should handle such materials, and who the authority is that determines what content is age-appropriate. About seven in 10 respondents with school-aged kids agree that parents and guardians should have a role in reporting or challenging the availability of sexually explicit material in school libraries, the results respondents who identified as educators agreed as well. About half of school or public librarians agreed, data suggests. But respondents were divided about who gets to decide what's age-appropriate, with the main responses being librarians, teachers and/or parents. Many felt there should be some kind of restrictions for explicit content, data suggests. But nearly an equal proportion of parents with school-aged children said they want access granted based on age or grade level (35 per cent), as those who said the materials shouldn't be on the shelves at all (36 per cent).

OTTAWA - Prime Minister Mark Carney will depart for Europe on Sunday for back-to-back summits where he is expected to make major commitments for Canada on security and defence. Carney will be joined by Foreign Affairs Minister Anita Anand, Defence Minister David McGuinty and secretary of state for defence procurement Stephen Fuhr at the EU and NATO summits, where military procurement and diversifying supply chains will top the agendas. The international meetings come as Canada looks to reduce its defence procurement reliance on the United States due to strained relations over tariffs and President Donald Trump's repeated talk about Canada becoming a U.S. state. Carney will fly first to Brussels, Belgium, starting the trip with a visit to the Antwerp Schoonselhof Military Cemetery where 348 Canadian soldiers are buried. He will also meet with Belgian Prime Minister Bart De Wever, European Council President António Costa and European Commission President Ursula von der Leyen. At the EU-Canada summit, Anand and McGuinty are expected to sign a security and defence agreement with the EU in what one European official described Friday as one of the most ambitious deals Europe has ever signed with a third country. The agreement will open the door to Canada's participation in the ReArm Europe initiative, allowing Canada to access a 150-billion-euro loan program for defence procurement, called Security Action for Europe. An EU official briefing reporters on Friday said once the procurement deal is in place, Canada will have to negotiate a bilateral agreement with the European Commission to begin discussions with member states about procurement opportunities. A Canadian official briefing reporters on the summit Saturday said the initial agreement will allow for Canada's participation in some joint procurement projects. However, a second agreement will be needed to allow Canadian companies to bid. At the EU-Canada summit, leaders are also expected to issue a joint statement to underscore a willingness for continued pressure on Russia, including through further sanctions, and call for an immediate and permanent ceasefire in Gaza. After Brussels, Carney heads to The Hague in the Netherlands for the NATO leaders' summit on Tuesday and Wednesday. There, Carney will meet with the King of the Netherlands and later with leaders of Nordic nations to discuss Arctic and transatlantic security. At the NATO summit, Carney will take part in bilateral meetings with other leaders. The summit agenda includes a social dinner hosted by the king and queen of the Netherlands and a two-and-a-half hour meeting of the North Atlantic Council. NATO allies are expected to debate a plan to hike alliance members' defence spending target to five per cent of national GDP. NATO data shows that in 2024, none of its 32 members spent that much. The Canadian government official who briefed reporters on background says the spending target and its timeline are still up for discussion, though some allies have indicated they would prefer a seven-year timeline while others favour a decade. Canada hasn't hit a five- per- cent defence spending threshhold since the 1950s and hasn't reached the two per cent mark since the late 1980s. NATO says that, based on its estimate of which expenditures count toward the target, Canada spent $41 billion in 2024 on defence, or 1.37 per cent of GDP. That's more than twice what it spent in 2014, when the two per cent target was first set; that year, Canada spent $20.1 billion, or 1.01 per cent of GDP, on defence. In 2014, only three NATO members achieved the two per cent target — the U.S., the U.K., and Greece. In 2025, all members are expected to hit it. Any agreement to adopt a new spending benchmark must be ratified by all 32 NATO member states. Former Canadian ambassador to NATO Kerry Buck told The Canadian Press the condensed agenda is likely meant to 'avoid public rifts among allies,' describing Trump as an 'uncertainty engine.' 'The national security environment has really, really shifted,' Buck said, adding allies next door to Russia face the greatest threats. 'There is a high risk that the U.S. would undercut NATO at a time where all allies are increasingly vulnerable.' Trump has suggested the U.S. might abandon its mutual defence commitment to the alliance if member countries don't ramp up defence spending. 'Whatever we can do to get through this NATO summit with few public rifts between the U.S. and other allies on anything, and satisfy a very long-standing U.S. demand to rebalance defence spending, that will be good for Canada because NATO's good for Canada,' Buck said. Carney has already made two trips to Europe this year — the first to London and Paris to meet with European allies and the second to Rome to attend the inaugural mass of Pope Leo XIV.
