
Illegal migration from Bangladesh has been a problem for decades. Why did no one act?
The Government of India has finally woken up to the problem of illegal immigration from Bangladesh. There are reports from different states about local police identifying the Bangladeshis and deporting them. In Delhi, during the last six months, at least 770 immigrants have been deported; some were airlifted to Tripura and the rest sent by the surface route. In Assam, the state government is systematically tracking down individuals declared illegal foreigners by the Foreigners' Tribunals and pushing them back into the no man's land between India and Bangladesh. It is reported that 30,000 people who had been declared foreign nationals by the Tribunals in Assam have just disappeared. There are reports of deportations from Maharashtra, Gujarat, Rajasthan and Haryana.
Whatever action is being taken, however, amounts to a trickle compared to the very large number of Bangladeshis settled in India. In the wake of Partition in 1947, many Hindus crossed over to India from East Pakistan to the adjoining states of Assam, West Bengal, and Tripura. Later, however, when the Pakistan Army started persecuting the Bengalis, a large number of Muslims also crossed over to India. After the liberation of Bangladesh in 1971, it was expected that the new regime would maintain communal harmony. However, that did not happen, and Bangladeshis continued to pour into India, partly due to religious discrimination but mostly for economic opportunity and in search of a better life. According to the Bangladesh Institute of Development Studies, nearly 3.5 million people 'disappeared' from East Pakistan between 1951 and 1961 and another 1.5 million between 1961 and 1974. Some Bangladesh intellectuals justified the mass migration of people to India as lebensraum – the legitimate movement of people from high-density to low-density areas. The Government of India's response was half-hearted. Migration slowed down only after India started fencing the 40967.7 km long border with Bangladesh.
The Task Force on Border Management, headed by Madhav Godbole, in its report submitted in August 2000, said that 'there is an all-round failure in India to come to grips with the problem of illegal immigration'. The report went on to say that 'facts are well known, opinions are firmed up, and the operating system is in position, but the tragedy is that despite this, nothing substantial happens due to catharsis of deciding in this regard due to sharp division of interest among the political class'. The Task Force estimated that there were about 15 million illegal Bangladeshi immigrants in the country and that about 3 lakh Bangladeshi nationals were entering India illegally every year. The Task Force report was never placed in the public domain because it was brutally honest.
The very next year, in February 2001, the Group of Ministers, in their recommendations on national security, while taking care of Bangladesh's sensitivity in the matter, reiterated that 'the massive illegal immigration poses a grave danger to our security, social harmony and economic well-being'.
The Supreme Court of India, in a landmark judgment in Sarbananda Sonowal v. Union of India (2005), observed that 'there can be no manner of doubt that the State of Assam is facing 'external aggression and internal disturbance' on account of large-scale illegal migration of Bangladeshi nationals' and that therefore, it is 'the duty of the Union of India to take all measures for protection of the State of Assam from such external aggression and internal disturbance as enjoined in Article 355 of the Constitution'.
All these warnings by the Task Force, the Group of Ministers and the Supreme Court remained unheeded. There was no plan of action to deal with the problem.
Now that our relations with Bangladesh have soured, the Government of India has started deporting the Bangladeshi illegal immigrants. The total number of illegal immigrants deported so far would be a couple of thousand only. The drive must continue — with greater vigour — whether the Bangladesh government cooperates or not.
It is relevant that the US is deporting all illegal immigrants from different parts of the world. Even Pakistan has repatriated 1.3 million Afghanistan nationals back to their country. There is no reason why India should be hesitant or have any reservations about acting against illegal immigrants from any country.
Meanwhile, the chief minister of Assam has given a new angle to our relations with Bangladesh when he said that Bangladesh has 'two of its own chicken necks'. One is from Dakshin Dinajpur to South-West Garo Hills, and the other is the Chittagong Corridor from South Tripura to the Bay of Bengal. The Chittagong Hill Tracts (CHT) inhabited by the Chakma tribes, who are mostly Buddhists, are in a state of turbulence. There are serious problems of ethnic identity, land rights, and cultural preservation of the indigenous tribes. Thousands of Chakmas have fled to India and have been settled in the north-eastern states of Arunachal Pradesh, Tripura and Mizoram. Was Himanta Biswa Sarma speaking on his own, or was he acting as the Centre's mouthpiece? In any case, there is food for thought.

Chief Minister Pinarayi Vijayan has sought to give the lie to the Opposition United Democratic Front's (UDF) poll-eve campaign that the Communist Party of India (Marxist) [CPI(M)] was tacitly seeking Rashtriya Swayamsevak Sangh (RSS) votes in the Nilambur Assembly byelection by 'wistfully' harping about its Emergency-era alliance with the Jan Sangh, the precursor to the Bharatiya Janata Party (BJP). Mr. Vijayan told a press conference that the CPI(M) worked with socialist Janata parties headed by Jayaprakash Narayanan to oppose Congress' authoritarian rule during the Emergency. Some Hindu majoritarian nationalist elements were embedded in the Janata movement. They broke away later, leading to the formation of the BJP in 1977. The CPI(M) was not part of the Janata Party-led electoral coalition that opposed the Indira Gandhi government in 1977. The CPI(M) fought the Congress on its own, he said. Quoting books authored by former Intelligence Bureau chiefs, journalists, and influential leaders in Indira Gandhi's close political circle, Mr. Vijayan claimed that Ms. Gandhi had despatched her son Rajiv Gandhi to pay obeisance to the RSS leadership for the Hindu majoritarian organisations' support for the Congress in the crucial 1980 Lok Sabha election prompted by the fall of the Morarji Desai government. 'By several accounts, Rajiv Gandhi touched the RSS supremo's feet. Later, the RSS lauded Rajiv Gandhi as a leader of the Hindus when he removed the locks on the Babri Masjid gates for Hindu devotees to worship as Prime Minister in 1989,' he added. Closer home, Mr. Vijayan said the UDF supported BJP leaders, including K.G. Marar and O. Rajagopal, to fight the Assembly elections. 'More recently, photographs showing UDF leadership paying obeisance in front of the picture of RSS ideologue M.S. Golwalkar surfaced on conventional and social media. A former Kerala Pradesh Congress Committee (KPCC) president said he had sent his supporters to guard RSS offices. The line between Congress leadership and RSS appeared blurred,' he added. Mr. Vijayan said the CPI(M) had never sought any alliance with divisive communal forces irrespective of their religious hues, including the radical Islamist Jamaat-e-Islami, which has thrown its lot with the UDF in Nilambur bypoll. He said opposing Jamaat-e-Islami's theocratic ideology was not tantamount to stoking Islamophobia, as alleged by the UDF.

Praveen Togadia calls for nation-wide ban on beef exports
International Working President of the Vishwa Hindu Parishad Praveen Togadia has urged the Union government to impose a complete ban on beef exports as a measure to curb cow slaughter across the country. Addressing a press conference in Kalaburagi on Wednesday, Mr. Togadia said that cow slaughter remains widespread in several parts of India, including Gujarat, and called for uniform anti-cow slaughter legislation across all States. 'No matter who is involved in the beef export business — be it Hindus or others—, it must be banned. Cow slaughter is rampant even in States like Gujarat. There are many States, including Kerala and those in the North East, where no anti-cow slaughter laws exist. In States where such laws are in place, the situation is more controlled. If all States adopt similar laws, beef export will automatically come to an end,' he said. Commenting on Operation Sindoor, Mr. Togadia praised the Indian armed forces for the operation's execution but expressed dissatisfaction over what he termed a premature ceasefire. 'Operation Sindoor showcased the strength of our armed forces. Had the operation continued for a few more days, Pakistan would have been brought to its knees,' he remarked. On the Ram Mandir in Ayodhya, Mr. Togadia acknowledged his four-decade-long campaign for the temple but clarified that he was not associated with its final construction. 'It is true that I fought for the Ram Mandir for over 40 years. I was part of the core team that finalised the temple's design four decades ago. However, I was not involved in the actual construction carried out,' he said. Defending his appeal for Hindu couples to have at least three children, Mr. Togadia warned of a demographic shift that can lead to Hindus becoming a minority in India. 'In 1947, Hindus made up 86% of the population. Today, it has declined to 78%. Meanwhile, the Muslim population has grown significantly from 6% to 15% in the same period. If the current trend continues, Hindus can become a minority in their own land. To reverse this trend, conscious efforts are needed,' he added. Mr. Togadia also expressed concern over what he described as the 'declining Hindu population' in neighbouring countries. 'In Pakistan, the Hindu population has fallen from 10% to 1% in the last 75 years. In Bangladesh, it has declined from 28% to 8%. Even in India, conversions are contributing to this decline. The population of Hindus is on the decline even in India. The solution lies in increasing awareness about Hinduism and ensuring access to education, healthcare and basic necessities for Hindus. If poverty among Hindus is eradicated, conversions will stop,' he said. When asked about his relationship with the Sangh Parivar following his departure from the Vishwa Hindu Parishad, Mr. Togadia said that he continues to maintain cordial ties with all pro-Hindutva organisations, including the Rashtriya Swayamsevak Sangh (RSS). 'We work with all Hindutva organisations and individuals. We do not oppose them. My relationship with the RSS and others remains good,' he said.

Indian-Americans in California alarmed as Senate advances transnational repression bill
The Indian diaspora, including Hindus, have expressed serious concern over the "rapid advancement" of California Senate Bill, SB 509. The bill, which claims to address "transnational repression", is seen by some sections of the Indian community as a "potential threat to the civil liberties and safety of minority communities".The bill, which was passed by the Senate and is being rushed through the Assembly, according to two advocacy groups, The Coalition of Hindus of North America (CoHNA) and the Hindu American Foundation (HAF).advertisementSB 509 aims to counter foreign governments or agents who threaten, surveil, or silence people living in California. While this goal seems noble, critics say its language is overly broad and could unintentionally target members of immigrant communities.
