
State issues GO extending Medisep for three more months
The State government's Medical Insurance Scheme for State Employees and Pensioners (Medisep), the first phase of which is drawing to a close on June 30, will be extended till September 30 with the same terms and conditions stipulated in the original Memorandum of Understanding with the insurance firm implementing the scheme.
With the three-year policy period of Medisep coming to an end on June 30, 2025, the government had set up a six-member expert committee to study the scheme and recommend appropriate revisions.
It sought an extension of the original contract with the Oriental insurance company for another three months till it can scrutinise the expert committee's recommendations and float the new tender for the revised scheme
The government order (GO) issued by the Finance department extending Medisep for three more months says that the premium charged for the extended period of the scheme will be ₹1,593, including GST, per family for the entire three months period for the existing number of families covered by Medisep.
Slightly higher
Though this works out to ₹531/month, slightly higher than the current actual premium of ₹472 per month, the government has decided to meet this additional expense from the balance in the corpus fund so that neither the beneficiaries nor the State exchequer will incur any additional payment.
Though the insurance company had earlier taken the stand that while extending the contract, it can provide insurance cover to existing families only for whatever balance sum insured remains as on June 30, the State government re-negotiated with the insurance company
Thus, families who have already exhausted their sum insured or those whose balance sum insured is less than ₹75,000 as on June 30 will also get a basic insurance coverage of ₹75,000 for the next three months. This has been fixed in proportion to the additional premium paid by the government per family for the extended period.
The scheme will provide cashless treatment as well as the benefit of the package to the beneficiaries with the same terms and conditions of the existing Medisep scheme till September 30.
Medisep, launched in July 2022, offered a basic insurance cover of ₹3 lakh, at a monthly premium of around ₹500. It covers over 30 lakh individuals, including some 5.45 lakh government employees, 5.89 lakh pensioners and their dependents.
Enhanced coverage
The expert committee constituted by the government to revise the terms of Medisep had recommended an enhanced basic insurance coverage from ₹3 lakh to ₹5 lakh, based on the framework of the Health Benefits Package (HBP) 2022 formulated by the National Health Authority.
It had also recommended that the Medisep policy period be reduced to two years and that the scheme should be extended to employees and pensioners in public sector undertakings, Corporations, autonomous, statutory bodies and the cooperative sector, so that the increase in the overall risk pool can rein in the premium.

MUMBAI : People who hold mutual fund (MF) units in Statement of Account (SoA) form—that is, outside of demat accounts—can now add or remove joint holders and transfer those to others online. On 17 June, Mint covered the step-by-step process of transferring or gifting MF units held in an SoA. Today, we will discuss other important updates. Adding or removing joint holders Earlier, non-demat MF investors could not add or remove joint holders. Offline functionality was also absent. Vishal Dhawan, a registered investment advisor (RIA) and founder of Plan Ahead Wealth Advisors, said a joint holder is like a co-owner of the mutual fund, whereas a nominee simply acts like a custodian and is responsible for eventually transferring units to legal heirs. Also Read: How to move your mutual fund units from one demat to another or gift them For example, earlier, when a couple separated, they had to first dematerialize MF units held in the joint ownership account and transfer them to a single-ownership demat account. But now they can remove one holder from the account after mutually agreeing to it. Similarly, a person can seamlessly add their spouse as a joint holder. 'By allowing spouses to be added as joint holders, the transmission in the event of death becomes easier. A joint holder is essentially inheriting in its own right and not as a trustee of the eventual heir. In a way, a joint holder is a shared heir rather than a nominee, who is required to transfer the amount to the legal heir," said Harsh Roongta, an RIA and founder of Fee Only Investment Advisers. 'Allowing such additions will reduce the burden during hard times." When a minor turns 18, the account becomes a major account. Earlier, a joint ownership could not be added when the minor became a major. Now, parents or guardians can add themselves as joint holders when the minor account turns major. If one of the joint holders dies, the surviving joint holder can add another person as a joint holder. Since 18 May, investors can visit the CAMS or KFintech website to add or remove joint holders. A nominee can transfer units directly to legal heirs The transfer of units to legal heirs after a unitholder's passing was a cumbersome process before. Once the unitholder expired, the nominee would get access to the units. It was the job of the nominee to then transfer those units to the rightful legal heirs. Since unit transfers weren't allowed in the SoA form before, the nominee had to dematerialize those units and open demat accounts for each legal heir to transfer the units. 'It used to be a long and tedious process and would sometimes take weeks," said Dhawan. 'If the nominee decided to sell those units and distribute those to legal heirs, then the nominee would incur the entire capital gains." Now, the nominee can simply visit the MFCentral website and directly initiate a transfer. Dhawan said the new changes are a welcome move and will make life easy for many of those who are holding mutual funds in non-demat form. 'In bank accounts, people can easily add or delete joint holders, and many assumed this could also be done for mutual funds. That wasn't true before, but now they can do so."

City AIIMS to get CoE status for research on sickle cell anaemia
1 2 Bhubaneswar: AIIMS Bhubaneswar is set to be accorded the status of Centre of Excellence (CoE) for management and research of sickle cell disease (SCD), announced Union tribal affairs minister Jual Oram during the World Sickle Cell Awareness Day celebration at AIIMS Bhubaneswar on Thursday. "The Centre of Excellence tag will further strengthen AIIMS Bhubaneswar's capabilities in advanced research and quality treatment in sickle cell disease," said Oram. He said the govt is committed to eradicating sickle cell anaemia by 2047. "So far, 5.79 crore people were screened across the country. Among them, 5.55 crore tested negative, 16.38 lakh were identified as carriers, and 2.1 lakh were diagnosed with the disease," he added. AIIMS Bhubaneswar currently treats more than 700 registered SCD patients, over 500 of whom are in the 0 to 19 age group. "The institute offers regular diagnostic services, treatment, and carrier screening, including for extended family members of affected persons," said AIIMS Bhubaneswar executive director Dr Ashutosh Biswas. He said the institute also provides pre-natal diagnostic services to detect conditions like Down syndrome, neural tube defects, thalassaemia, and sickle cell anaemia within the first 20 weeks of pregnancy. "If both parents are carriers, there is a 25 per cent chance that the child may be affected," he added. During this visit, Oram toured various facilities of the institute and interacted with SCD patients and their family members. He also participated in a review meeting and a scientific session focused on sickle cell disease. "Facilities at AIIMS Bhubaneswar also include exchange transfusion for patients experiencing stroke or undergoing major surgeries. Furthermore, newborn screening for genetic metabolic disorders such as congenital hypothyroidism and congenital adrenal hyperplasia is actively being carried out," said the national institute in an official statement.
