More than 12 billion YER cost of road maintenance in 2024: Report

Saba Yemen2 days ago

Sana'a - Saba:
While maintenance of all kinds (periodic, routine, and emergency) has always been crucial for preserving our road and bridge network and ensuring its continued service to citizens, it has become a significant challenge. The decade-long aggression and blockade on Yemen, with their severe economic consequences, have drastically reduced the funds allocated for road maintenance.
Maintaining the road and bridge network through periodic, routine, and emergency repairs remains essential for its functionality and for serving the public. However, the ten years of ongoing aggression and blockade against Yemen have placed a heavy strain on this vital task, as the resulting economic crisis has severely limited the resources available for road maintenance.
The issue of road maintenance represents one of the big and difficult tasks facing the state and the government, and is carried out by the General Organization for roads and bridges, with the road maintenance fund as a main backer and supporter of its continuous efforts in conducting emergency treatments of the road network in order to preserve it and prevent it from reaching the stage where it is difficult to carry out any treatments because then it requires re-establishment of large sums that cannot be provided under current conditions with the continuation of the forces of aggression and mercenaries plundering the wealth and capabilities of the country that used to cover the bulk of the public budget.
The General Directorate of maintenance at the General Organization for roads is responsible for performing this vital task, which has been facing many difficulties since the beginning of the aggression on Yemen and the consequent significant decline in financial allocations that were allocated for periodic maintenance of roads, which contribute to prolonging their life span.
In an interview with the Yemeni news agency (Saba), the chairman of the board of Directors of the General Organization for roads and bridges, engineer Abdulrahman al-Hadrami, explained that since 2015, public revenues have declined very significantly as a result of the aggression and siege, so the funds allocated for periodic maintenance of roads have declined, which led to the aggravation of the damage, which posed a real threat to the network and almost brought it to a total collapse service.
Ambulatory solutions
The head of the foundation stressed that as a result of the decline in financial allocations for maintenance due to the aggression and siege, the foundation was forced to reduce the asphalt layers during maintenance to reach one centimeter most of the time, after reaching five centimeters during the past periods, in order for the institution to be able to address roughness in the greatest possible way, as emergency solutions lasting for about three to four years, and thus preserve what can be maintained until conditions improve and sufficient allocations return to implement asphalt layers lasting for long periods.
He pointed out that as a result of the scarcity of financial resources allocated for maintenance, the work was limited to routine and emergency maintenance, which was not feasible without the implementation of periodic maintenance, so it was necessary to search for alternative solutions and treatments represented in the implementation of additional asphalt layers ranging from 2 centimeters to 5 millimeters depending on the roughness of the road, which contributed to reducing the depletion of funds for frequent maintenance of the road.
According to engineer al-Hadrami, the majority of roads have entered the rehabilitation phase, which requires large sums that are difficult to provide in the current situation, but the necessary and appropriate treatments are being implemented to preserve them according to the available capabilities and resources to ensure their continued readiness, the comfort of road users and reduce accidents and vehicle consumption.
He appreciated the attention paid by the revolutionary leadership, the chairman of the Supreme Political Council, and the government, represented by the leadership of the Ministry of transport and public works, in following up and supporting the efforts of the foundation and the fund to preserve roads, especially the main one, the link between the provinces.
Maintenance work in 2024
Last year, 2024 witnessed a significant movement in road maintenance works at the level of all branches and maintenance centers, the implementation of asphalt repairs to the main road network, as well as ferry clearance works and water drains for the majority of roads.
In this regard, the director of the general maintenance department at the institution, Eng.Abdulkader Badi, explained that the total cost of road maintenance works during the past year amounted to 12 billion and 73 million YER.
He stated that the Road Maintenance Fund provided 11 billion and 666 million YER. Additionally, the Capital Sana'as local authority funded work amounting to 224 million YER, the Sana'a governorate's local authority contributed 147 million YER, and community contributions totaled approximately 36 million YER.
He stated that the asphalt mixture used in maintenance work during 2024 reached 60,128 tons, in addition to 4,480 tons of liquid asphalt.
New Equipment Worth One Billion YER
The leadership of the General Corporation for Roads and Bridges is keen to continue its program to purchase new equipment across its main general departments, including the General Department of Maintenance, which represents the beating heart of the corporation, given its pivotal role in implementing maintenance projects and works that ensure road readiness and continuous traffic flow.
In this context, the Director General of Maintenance stated that his department was able to purchase new equipment worth more than 1.051 billion YER last year. This equipment included two Cater 950 bulldozers, two double asphalt compactors, five Cater backhoe loaders, a Vogel 3-1800 asphalt spreader, an asphalt mixer, an asphalt cutting saw, a tree trimmer, four Phoenix cranes, a mobile caravan, two cement mixers, and five compressors.
Equipment Repair
Engineer Badi confirmed that in addition to carrying out road maintenance and repair work, the General Maintenance Department continued its equipment and crane repair programs at the corporation's branches and maintenance centers across the governorates. These programs culminated in the repair of many of these pieces of equipment and machinery at a cost of 218.9 million YER, while the cost of crane repairs amounted to approximately 40 million YER.
The kiosks are defined as the locations or sites used by the organization as headquarters for its equipment and housing for its engineers and workers, in addition to carrying out administrative work for all branches and maintenance centers in the governorates.
As part of its plan for the current year, the General Maintenance Department seeks to implement renovations to the kiosks of the branches and maintenance centers at a cost of 80 million YER. This is based on the importance of these kiosks in developing and improving performance and accelerating the completion of various projects and works implemented in various governorates.
As part of the plan, the Maintenance Department also seeks to provide 500 tons of asphalt as a reserve stock, at a cost of 180 million YER, as well as 300,000 liters of diesel at a value of 140 million YER. It also seeks to purchase spare parts and tires for new equipment (buckets, Bobcats, and dump trucks) at a value of 50 million YER, and to repair equipment in the branches and maintenance centers at a cost of approximately 80 million YER.

US Military: We faced one of most intense combat operations in history in Red Sea

Sana'a – SABA: The US Navy has acknowledged that the aircraft carrier USS Harry S. Truman experienced one of the most intense combat operations in history while operating in the Red Sea—highlighting the severity of the threat posed by Yemeni attacks during the second wave of American escalation in Yemen. A report by the US Naval Institute (USNI) described the relief and joy among the crews of the Truman and the destroyer USS Stout upon their return from what was described as a grueling combat mission. The report confirmed that three F/A-18 fighter jets were lost during the Truman's recent deployment and that over 1.1 million pounds of munitions were used by US forces over a 50-day campaign against Yemen. After five months of confronting Yemeni forces in the Red Sea, the Stout and Truman concluded what the report called one of the most intense naval operations in decades for the US Navy. Observers interpret the return of the Truman and Stout as a clear sign of the scale of the threat posed by Yemeni armed forces in the Red Sea against US military assets. The intensity of Yemeni attacks reportedly forced the US to seek an agreement to avoid further escalation, fearing a direct strike on the aircraft carrier itself—which would be a humiliating blow to the US military, especially after Yemeni forces posed real threats to advanced F-35 jets and succeeded in downing three F/A-18s. The Yemeni forces also relentlessly pursued US naval assets with continuous missile attacks around the clock. Yemeni revolutionary leader Sayyed Abdul-Malik Badr al-Din al-Houthi stated: 'The Americans have destroyed many civilian targets, and there are hundreds of martyrs and wounded among our dear people, but they have not been able to stop the operations, destroy our capabilities, or break our people's will.' He added: 'If the Americans get involved in a third round of aggression, we are fully prepared to confront them.' Whatsapp Telegram Email Print

Zionist Deterrence Myth erodes under blows from Yemeni Armed Forces

Beirut – SABA: The Al-Manar news website confirmed that the Yemeni Armed Forces, through their recent strikes at the heart of the occupied entity, have imposed a new equation: 'escalation for escalation' and a war of attrition in response to a war of annihilation. In a report on Yemen's stance in support of Gaza, Al-Manar stated that this marks a qualitative shift in the balance of power in the region, where the so-called 'deterrence myth' of the Zionist regime is now a fading image, eroding under the continuous Yemeni attacks. By consistently carrying out high-level military operations targeting the depths of the Zionist entity, the Yemeni Armed Forces have moved beyond symbolic solidarity with Gaza, becoming a decisive factor in the regional deterrence equation, reshaping the contours of confrontation in the region. The report noted that the timing of these strikes, particularly those executed in broad daylight, reveals Yemen's awareness of the psychological impact on the enemy's internal front. This has resulted in partial paralysis of daily life and a noticeable increase in panic within settlements, as seen in the complete evacuation of a sports stadium following a sudden security alert. On the ground, the reality confirms that Sana'a now controls the course of escalation and holds the initiative, implementing a strategy of 'compound attrition' against the enemy. This is evident in Yemen's ability to impose an informal air blockade, disrupt strategic ports, and even threaten specific facilities such as Haifa. The Yemeni position, the report stressed, has gone beyond military calculations to reflect a clear moral and pan-Arab commitment in confronting the ongoing aggression against Gaza. Despite the continuous bombardment targeting infrastructure in and around Sana'a, Yemen's leadership insists on continuing operations as part of its responsibility toward the Palestinian people and their resistance. This approach has strengthened Yemen's political presence in the conflict equation and disrupted the calculations of the occupying entity, which has long relied on Arab and Islamic fragmentation. The report goes further to assert that these Yemeni attacks have supported the Palestinian resistance's negotiation stance, which has rejected ceasefire offers based solely on fulfilling the occupation's conditions. Since the beginning of the war on Gaza, over 70 missiles and more than 300 drones have reportedly been launched from Yemen. This, according to the report, has clearly affected the dynamics of the conflict, altered deterrence formulas, and forced the occupation into a state of constant alert — significantly increasing the political and economic cost of the aggression. In a direct reminder of the failure of the enemy's intelligence and military capabilities — including those of its allies, led by the United States — the report pointed out that the inability of satellites and U.S. defense systems to detect missile and drone paths from Yemen reveals a deep flaw in the enemy's surveillance and deterrence infrastructure. Despite the high cost of operating air defense systems, they have failed to provide 'complete security.' Meanwhile, Yemeni drones now send multifaceted messages that the threat is not limited to Gaza or the northern front — it reaches the strategic heart of the occupying entity. Yemeni attacks have not been confined to the military front. Their effects, the report notes, extend to economic and psychological domains. Economic losses from halted flights, declining tourism, and the disruption of ports and shipping in the Red Sea and Indian Ocean are estimated in the billions of dollars — at a time when the Israeli economy is already declining under the weight of the war on Gaza. Dhamar province hosts events commemorating Wilayah Day

Dhamar - Saba: Branches of the Water Resources and Facilities Authorities, Rural Water Projects, Zakat, Rural Electricity, Land Affairs, Health and Economy Offices, Customs and Control, Traffic Police, the Electricity, Water, and Sanitation Corporation, the Reform , Rehabilitation Authority, and the Red Crescent Society in Dhamar province organized speech events marking Wilayah Day. The events, attended by local and executive leaders as well as social figures, emphasized that commemorating this occasion represents part of the Yemeni people's faith-based heritage and serves as a continuous reminder of the message of Wilayah (allegiance) to ensure its resonance endures and its meaning reaches the nation across generations. Speeches highlighted the victories, dignity, and empowerment achieved by the Yemeni people, as well as advancements in strategic deterrence systems, drone warfare, and missile capabilities to confront the nation's true enemies—"America and the Zionists." They affirmed that true victory can only be achieved through allegiance to Allah, His Messenger, Imam Ali, and the guiding leaders, as Wilayah forges a strong and triumphant nation, resilient against conspiracies and plots. The speeches stressed that the nation's dignity and independence are inseparable from the principle of Wilayah, which preserves its identity and sovereignty—evident in the steadfastness of the Yemeni people over the past years. The addresses reiterated that those who pledge allegiance to Allah, His Messenger, Imam Ali, and the guiding leaders cannot submit to America or yield to the Zionists and their tools. They emphasized that the principle of Wilayah elevates the nation's consciousness to confront tyranny and its agents. The speeches also explored the significance of the historic event in Islamic history, proclaimed by the Prophet (PBUH) at Ghadir Khumm on the 18th of Dhu al-Hijjah in the 10th year of Hijrah, following the Farewell Pilgrimage. This declaration established the Wilayah of Imam Ali (AS) and laid the foundation for the Ummah's path after the Prophet (PBUH). The speeches underscored the importance of raising awareness among society's members about Wilayah as a means of safeguarding the nation from allegiance to Jews, Christians, and their allies, as well as those who follow their path.
