Israel accepts new US proposal for ceasefire with Hamas, says Israeli official
Hamas wants the humanitarian assistance to be carried out through the United Nations channels. And lastly, they want the Israel Defense Forces (IDF) to pull back to the positions that they held on March 2 this year, before Israel re-launched its military operations
Another person familiar with the Hamas counterproposal confirmed the three points.
According to the Hostages and Missing Families Forum, Israeli Prime Minister Benjamin Netanyahu told the hostage families earlier in the day that he had accepted Witkoff's proposal.
During her briefing on Thursday, White House press secretary Karoline Leavitt confirmed that 'special envoy Witkoff and the President submitted a ceasefire proposal to Hamas that Israel backed and supported' and that discussions are ongoing.
'We hope that a cease fire in Gaza will take place so we can return all of the hostages home and that's been a priority for this administration from the beginning,' Leavitt added.
'We want to stop this'
The senior Hamas official told CNN that they responded to Witkoff's proposal via Palestinian-American interlocutor Bishara Bahbah, who has been in direct discussions with Hamas negotiators in Doha.
The Hamas official said that two days ago, they discussed the Hamas terms with Bahbah, which were sent to Witkoff. Then, the official said, after Witkoff met with Israeli official Ron Dermer in Washington this week, 'everything changed 100%.'
'We were shocked because we were told 2-3 times from Bishara [Bahbah] he approved the framework and had no problem,' said the senior Hamas official, calling the latest Witkoff proposal an 'Israeli paper.'
'We are ready to return all the hostages in one day, just we want a guarantee that war will not come again after that,' the official said. 'Now in this paper we didn't find it,' the Hamas official said. 'They want to continue the war, we want to stop this,' he added.
Naim, a member of Hamas' political bureau, wrote on Facebook that a proposal had been agreed upon with Witkoff last week and that the latest framework comes from Israel and it 'means perpetuating the occupation and continuing the killing and famine.'
After this latest proposal, Hamas is ready to release half of the remaining 20 living hostages, which the first Hamas official called a 'big risk' because there's no guarantee Israel will respect the agreement.
'We know that Witkoff is a strong man he can do something. He's the only one who can impact Israel,' the official said
The same official said the Trump administration reneged on terms following the release of Israeli-American Edan Alexander, including a thanks to Hamas from President Trump and humanitarian aid that didn't immediately start flowing back into Gaza.
'Hamas is very, very interested to reach an agreement to end the war and return the hostages,' said the official.
Earlier on Thursday, Israel's far-right Finance Minister Bezalal Smotrich said accepting the proposal would be 'sheer madness,' writing on social media that he 'will not allow such a thing to happen. Period.'
But Israeli opposition leader Yair Lapid urged Prime Minister Benjamin Netanyahu to accept the proposal 'publicly and immediately.' He said he would support the government, even if its far-right members abandoned it.

Hamas announced on Saturday that it has submitted its response to US Special Envoy Steve Witkoff's latest ceasefire proposal. Hamas stated that 'this proposal aims to achieve a permanent ceasefire, a comprehensive withdrawal from the Gaza Strip, and ensure the flow of aid to our people and our families in the Gaza Strip'. They added that the deal would include releasing 10 Israeli living captives and 18 bodies in exchange for an 'agreed-upon' but unspecified number of Palestinian prisoners. Of the roughly 250 Israelis captured on 7 October 2023, about 58 remain in Gaza, while Israel believes 35 are dead. Israeli Prime Minister Benjamin Netanyahu has expressed uncertainty over the fate of some captives. In a prior exchange in November 2023, Israel released 240 Palestinian prisoners, all women and children. Of these, 107 were between 14 and 17 years old, and about three-quarters had not been convicted of any crime, though some were still awaiting trial in a military court. In exchange, Hamas released 110 captives. That temporary truce lasted seven days before Israel resumed its war on Gaza. The second truce, which went into effect on 19 January and was unilaterally ended by Israel on 18 March, called for the release of 33 Israeli captives in exchange for nearly 2,000 Palestinian prisoners. The current US proposal reportedly offers a 60-day ceasefire with the staged release of 10 Israeli captives (four on day one, two on day 30, and four on day 60) and a phased return of Israeli bodies. However, the extension of the ceasefire beyond 60 days is not guaranteed. The official Israeli Broadcasting Corporation, citing a senior Israeli source, reported that Tel Aviv received the US proposal on Wednesday evening calling for the release of 10 live Israeli captives and the remains of 10 others in two phases in exchange for a 60-day temporary ceasefire. The proposal did not guarantee that the ceasefire would continue beyond 60 days if talks were still underway. Meanwhile, Israel's Channel 13 reported that Hamas is proposing a different schedule: the release of Israeli captives in three stages over 60 days—four on day one, two on day thirty, and four on day sixty. Hamas also suggested transferring the bodies of the deceased Israelis in three phases—on days ten, thirty, and fifty. The Israeli news website Walla quoted a senior Israeli official as saying that the latest proposal was more in line with Israel's interests than previous ones, but still lacked explicit US guarantees for a permanent ceasefire. Meanwhile, Al Arabiya reported that Hamas would reject the absence of such guarantees and warn against any deal that would allow Israel to resume hostilities at will. According to the report, Hamas is demanding firm US assurances for the implementation of any agreement, including a commitment to a complete Israeli withdrawal from Gaza. A Hamas source also told Al Arabiya that 'all factions' had agreed on the observations submitted in response to Witkoff's proposal. Hamas had announced earlier that it accepted a general framework proposed by Witkoff, which includes a permanent ceasefire, the complete withdrawal of Israeli forces from Gaza, the delivery of humanitarian aid, and the formation of a professional committee to manage Gaza's affairs following the agreement. Egypt, Algeria, Tunisia revive Libya talks amid western fragility
The foreign ministers of Egypt, Algeria, and Tunisia met in Cairo on Saturday to reactivate a trilateral mechanism focused on Libya, amidst concerns over the evolving situation and fragility in the west of the country. Badr Abdelatty, Egypt's Minister of Foreign Affairs and Emigration, hosted the meeting. He was joined by Ahmed Attaf, Minister of Foreign Affairs and the National Community Abroad of the People's Democratic Republic of Algeria, and Mohamed Ali Nafti, Minister of Foreign Affairs of the Tunisian Republic. The discussions centred on developments in Libya, joint coordination on the unfolding situation, and a shared desire to exchange views and assessments to support Libya at this critical time. The trilateral mechanism involving Egypt, Algeria, and Tunisia was initially launched in 2017 and became inactive in 2019. The Cairo meeting signalled the reactivation of this joint initiative, stemming from the three nations' commitment to supporting security and stability in Libya. Minister Abdelatty emphasised the 'special relationship that binds Egypt, Algeria, and Tunisia with the sisterly state of Libya and the depth of historical ties, human connections, and intertwined interests between the three countries and Libya.' He pointed to the 'priority that the Libyan file represents for the national security of Egypt, Algeria, and Tunisia as direct neighbouring countries to Libya,' stressing the 'necessity of providing support for efforts aimed at launching a political process to settle the crisis in Libya.' The Egyptian Foreign Minister outlined the parameters of Egypt's position on the developments in Libya, which supports a 'Libyan-Libyan solution path without dictations or external interference or bypassing the role of Libyan national institutions, leading to the holding of presidential and parliamentary elections simultaneously.' He underscored the 'importance of respecting the unity and territorial integrity of Libya and keeping it away from external interference, supporting the efforts of the United Nations in communicating with all spectrums of the Libyan people, and the need to concert international efforts to enforce relevant UN resolutions regarding the withdrawal of all foreign forces, mercenaries, and foreign fighters from Libya, in a way that contributes to restoring security and stability.' Regarding recent developments in the Libyan capital, Tripoli, the three ministers agreed on the importance of maintaining security and stability throughout all Libyan territories, safeguarding the state's resources and national institutions, and respecting the unity and integrity of Libya. They called for preserving peace, renouncing violence, and upholding the Libyan national interest above all considerations. They affirmed their commitment to continue working with regional and international partners to provide assistance and all forms of support to Libya and to work towards ensuring the security and safety of its people. In a final communique, the ministers stated that their meeting in Cairo on 31 May 2025, held within the framework of historical and fraternal ties and a shared destiny with Libya, and stemming from the sincere determination of their respective leaderships, served to resume the trilateral neighbouring countries' mechanism to discuss the latest developments and push towards the desired political solution in Libya. In light of the serious developments and evolving security situation in Tripoli, the communique detailed that the ministers renewed their call to all Libyan parties to exercise utmost restraint and immediately halt any escalation to ensure the safety of the Libyan people. The ministers stressed the importance of upholding the interests of the Libyan people, preserving their resources and properties, and achieving consensus among all Libyan parties, under the supervision and support of the United Nations and with the assistance of neighbouring countries. This, they stated, should lead to endingthe division and moving forward with the political process towards unifying institutions and holding parliamentary and presidential elections simultaneously. The communique further emphasised the necessity of expediting a solution to the Libyan crisis and ending political division to avoid further escalation, the spread of violence and terrorism, and the widening of the conflict, affirming that Libya's security is integral to the security of its neighbours. The ministers reiterated the need for full Libyan ownership of the political process, stating that the solution must be Libyan-Libyan, emanating from the will and consensus of all components of the Libyan people, with UN support and assistance, and in a manner that considers the interests of all Libyans without exclusion. The ministers, through the communique, affirmed their rejection of all forms of external interference in Libya, which they said would fuel internal tension and prolong the crisis, thereby threatening security and stability in Libya and neighbouring countries. They also stressed the need to continue supporting the efforts of the Joint Military Committee (5+5) to consolidate the existing ceasefire, ensure the withdrawal of all foreign forces, foreign fighters, and mercenaries within a specified timeframe, and reunify military and security institutions, in full harmony with ongoing efforts within UN, African, Arab, and Mediterranean frameworks. Finally, the ministers agreed to continue coordination among the three countries and the United Nations to assess the situation in Libya and exchange views on the future of the Libyan political scene and how to cooperate to achieve security, stability, and development in the region. The foreign ministers of Tunisia and Algeria expressed their sincere thanks to Egypt for hosting the meeting at this critical time and for the warm reception and generous hospitality. The communique concluded by stressing the need to hold periodic meetings of the trilateral neighbouring countries' mechanism, with the next ministerial meeting planned to be held in Algeria, followed by another in Tunisia, before the end of the current year.
