"We expect formation of popular government to happen soon": Manipur MLA Sapam Nishikanta

India Gazette28-05-2025

Imphal (Manipur) [India], May 28 (ANI): Moments after meeting Governor Ajay Bhalla, Manipur's Independent MLA Sapam Nishikanta Singh on Wednesday stated that all NDA legislators wanted a popular government in the state.
Speaking to mediapersons, Singh appealed to the Governor to form a popular government in Manipur, which was under President's rule since February 13, after the resignation of Chief Minister N Biren Singh.
'The majority of people want a popular government installed, and that is the reason we came here to meet the Governor. We also discussed other things, like the functioning of the President's rule may not be the same after the formation of a popular government. Primarily and basically, the main point was the formation of a popular government. The response of the Governor was also nice,' Singh said.
Ten MLAs, including eight BJP, one NPP, and one Independent MLA, staked a claim to form a government in Manipur.
'We expect the formation of the popular government to happen soon. We are appealing to the Governor that we want a popular government. We have also given a paper to the Governor that all of us have signed. All NDA MLAs in Manipur are very keen to have a popular government installed. We want the support of the public as well. The paper we gave had around 22 signatures. 10 MLAs have come here to meet the Governor,' he added.
On February 13, President Droupadi Murmu imposed President's Rule in Manipur after receiving a report from the state Governor.
The decision, exercised under Article 356 of the Constitution, means that the state's administrative functions will now be directly controlled by the President through the Governor.
The proclamation, published in the Gazette of India issued by the Union Home Ministry, states that the powers of the Manipur Legislative Assembly will be transferred to Parliament, effectively suspending the state government's authority.
Under this order, the Governor's powers will now be exercised by the President; the state legislature's authority will be assumed by Parliament; and specific articles of the Constitution, including those concerning legislative procedures and governance, have been suspended to ensure smooth central administration.
President's Rule is typically imposed when a state government is deemed incapable of functioning as per constitutional norms. The move follows political instability and law-and-order concerns in Manipur. The suspension of legislative powers means that all state laws and decisions will now be made under central authority, either by Parliament or the President.
The imposition of President's Rule can last up to six months, subject to parliamentary approval. During this period, the central government will oversee governance, and fresh elections may be called to elect a new assembly.
The move came days after N Biren Singh resigned from his position as the Chief Minister of Manipur on February 9. His resignation came amid prolonged ethnic violence and political instability that had plagued the state for nearly two years.
The unrest in Manipur primarily involved clashes between the majority Meitei community and the minority Kuki-Zomi tribes. Tensions escalated over disputes related to economic benefits, job quotas, and land rights. The violence resulted in hundreds of fatalities and displaced approximately 60,000 individuals. (ANI)

Middle class in focus, says govt; highlights gains from pensions, tax relief, smart city push

New Delhi: The Centre's policies aim to better equip middle-income families to face the future with confidence, an official statement said, highlighting the policy attention this segment will receive over the next four years. The statement, marking the National Democratic Alliance (NDA) government's completion of the first year of its third term in office, also noted that 2.3 million central government employees will benefit from the new unified pension scheme (UPS) launched in April this year, which is a hybrid of contributory and assured models. The statement titled, 'the middle class story', discussed various measures implemented so far by the NDA government in taxation, pension, inflation reduction and connectivity. It said this segment of the population plays a vital role in India's growth story. UPS, which assures an employee a pension of 50% of the average basic pay drawn in the last one year before retirement, is open to those with at least 25 years of experience. For those with shorter service tenure, pension will be computed proportionately, with a minimum qualifying period of 10 years. They will get a minimum assured pension of ₹ 10,000 a month on retirement. If an employee passes away, then his family will receive 60% of the assured pension, the statement clarified. It is expected to benefit around 2.3 million central government employees, the statement said, adding that several state governments have also adopted this model, extending its coverage to over nine million individuals currently under the National Pension System. The statement also said the income tax relief announced in the Union budget for FY26 will benefit crores of salaried citizens. The budget had announced that individuals earning up to ₹ 12 lakh annually will now pay no income tax, except on special incomes like capital gains. With the standard deduction of ₹ 75,000, even those earning ₹ 12.75 lakh will pay no tax, the statement said. 'It shows a deep understanding of middle-class needs and comes despite the government giving up nearly ₹ 1 lakh crore in revenue,' the statement said. On the smart cities mission, the government said the plan, rolled out in 2015, saw 93% of the 7,545 approved projects completed by 2025, with a total investment of over ₹ 1.51 trillion.

"I am fighting for the caste census to save the Constitution and for the overall betterment of the country. Wherever we form government in future, we will remove the 50 per cent cap on reservation. It will start from Bihar," he further said. He also questioned PM Modi's silence over 's claims about resolving tensions between India and Pakistan. "PM Modi is silent on US President Donald Trump's claims of brokering peace between India, Pakistan," Rahul said. Rahul added that Trump has made the same statement many times. "Trump has said 11 times, 11 times, that I made Narendra Modi surrender. He has said it publicly 11 times. Narendra Modi is unable to respond. Narendra Modi is unable to say that Trump is lying because it's the truth." Targeting the government over the caste census issue, he said, "They will never get a genuine caste census done because the day they get it done, their politics will end." Targeting PM Modi, the leader of the opposition in the Lok Sabha said, "Trump gave a sign from there. He (Trump) picked up his phone and said, 'Modiji, what are you doing? Narendra ... Surrender.' And PM Modi complied," Rahul Gandhi said while addressing a gathering in Madhya Pradesh's Bhopal. Gandhi's comments come in the backdrop of US President Donald Trump's repeated claims that he played a role in ending the military escalation between India and Pakistan after India carried out precision strikes on terror camps in Pakistan and PoJK in response to the Pahalgam terror attack. Following Operation Sindoor, which was conducted on May 7, both countries ceased further military action after a call from Pakistan's Director General of Military Operations (DGMO) to his Indian counterpart.
