Pre-contract agreements - why are they different in NI?
They have become part and parcel of the January transfer window over recent years - pre-contract agreements.Deals made mid-season between clubs for the transfer of players nearing the end of their contracts at the end of the campaign have become commonplace across Europe.Interestingly though the Irish League adopts rules that are not applied in some other major leagues including the Premier League, meaning that players can agree moves within the same jurisdiction, that is to other Irish League clubs.BBC Sport NI assesses some of the issues surrounding pre-contracts and how they have affected the domestic game in Northern Ireland.
What are pre-contracts?
A pre-contract arrangement is when a player agrees to join a different club at the expiry of their current contract. After the interested club provides written notice of their intent to do so, discussions can begin up to six months before the end of a player's current deal.A player who is approaching the end of their contract can sign with another club without incurring any transfer fees. The rule was established in accordance with the 1995 Bosman ruling concerning the freedom of movement rights of professional footballers.
Why are the rules different in NI to the Premier League?
The Irish FA has indicated that the rules followed in Northern Ireland reflect the guidelines set out by football's world governing body, Fifa, which allow negotiations to happen between a player and other clubs in the same league. In the Premier League, the rules are somewhat different. The FA regulations stipulate that players in the last six months of their contract can only speak to clubs in other nations. They must wait until the final month of their contract before speaking to other domestic clubs. One reason for this may be with sporting integrity in mind, ensuring that there is no conflict of interest between clubs working under their remit. In response to a BBC Sport NI request about why the rules in Northern Ireland differed from the Premier League, an IFA statement read:"Certain provisions within the Fifa Regulations and Status of Players (RSTP) regulation are binding at national level and must be included without modification in national association's regulations."This includes the following RSTP text in respect of special provisions relating to contracts between a professional player and clubs:"A club intending to conclude a contract with a professional must inform the player's current club in writing before entering into negotiations with him."A professional shall only be free to conclude a contract with another club if his contract with his present club has expired or is due to expire within six months. Any breach of this provision shall be subject to appropriate sanctions."
What effect have the rules had in NI?
The rules surrounding pre-contract agreements may have helped precipitate the transfers of former Larne players Levi Ives and Joe Thomson, plus ex-Cliftonville midfielder Ronan Doherty in recent weeks. Ives and Doherty were both understood to have agreed pre-contract terms with Coleraine but ultimately deals were made to enable the players to move in January, with transfer fees reportedly involved.A similar scenario led to Thomson's switch to Glentoran just two days after he played for Larne against his future club in the County Antrim Shield final and almost scored the winning goal.Joel Cooper has signed a pre-contract deal to move to Coleraine on the expiry of his current deal with Linfield and while the Bannsiders appear understandably keen to add the forward to their squad this month, the Blues have so far resisted their overtures and manager David Healy has indicated that he will not imminently be leaving Windsor Park for Ballycastle Road.
What the managers say
Glentoran manager Declan Devine talking to BBC Sport NI: "It's a strange one for me because I've never experienced it before. In the leagues I've previously worked in there were no letters going in for players."But you have to trust your players. It is a bit strange but also you have to keep planning for the future. That's just the nature of the game here in Northern Ireland."Larne boss Gary Haveron: "It's far from ideal. Other leagues have restrictions on that and they have their reasons for doing that. It's maybe something we want to look into."[With players facing clubs they have agreed to join in the summer], there's the whole thing of 'do they want to play', 'have they the right mindset, the right mentality going into the game'."
The pundit's view
Former Carrick Rangers manager Stuart King paid tribute to the professionalism of players potentially involved in pre-contract deals in Northern Ireland but said the present situation did not sit easy with him."As a previous manager I would not like having a player [in my squad] knowing that he is not going to be there the following year," King told Sportsound on Saturday."I understand that there are certain examples, such as Joel Cooper at Linfield, where he is too important to the team, that he has to stay because they're potentially going to win the league because of Joel Cooper."Joe Thomson nearly scored the winner in injury-time in the County Antrim Shield final for Larne against Glentoran. Two days later he signs for Glentoran. He could have won the trophy for Larne in the last minute of the game."It doesn't sit right. It's uncomfortable for managers and staff. It's uncomfortable for players and most importantly it's really uncomfortable for the actual player involved."

Jim Ratcliffe in race against time to meet Ruben Amorim's five Man Utd demands
Manchester United have a crucial summer of transfer business to conduct to ensure a solid platform for Ruben Amorim to work from as he attempts to turn around the club's fortunes The clock is ticking on Manchester United's hope of delivering what Ruben Amorim wants in his bid to turn around the Red Devils' fortunes. The Portuguese coach is desperate to improve upon the club's 15th place finish in the Premier League. This summer marks the first opportunity for Amorim to lead the club in pre-season, with a more substantial period to make signings after January saw the arrivals of Ayden Heaven and Patrick Dorgu. It also sees the moment where Amorim preferred to arrive at Old Trafford before being told he had to join United in January. The first transfer window of the summer is open until June 10, before the market once again becomes available to work in from June 16. United have already announced the arrival of Matheus Cunha in a £62.5million deal, but there remains plenty of work to do. Amorim is said to have seen his first months in the job as firefighting as United failed to earn European football. Now, the 40-year-old wants to see a fresh start. According to ESPN, he wants at least one more new signing while also getting rid of at least four unwanted players. The club heads to Chicago on July 22 - a date that Amorim would like to see the issues resolved by. After signing Cunha, United are now working to add Bryan Mbeumo to their team. The Cameroon international is keen to make the switch, though United are still required to come to an agreement with Brentford. It is perhaps exits that will be more important to maintaining a harmonious environment for Amorim however. Jadon Sancho, Marcus Rashford and Antony would all appear to have no future with the Red Devils, while Alejandro Garnacho faces an uncertain future too. Sancho saw Chelsea pay a £5million fee to not sign him permanently, while Rashford's transfer preference is Barcelona, who would perhaps prefer to loan the forward. Antony meanwhile enjoyed a promising loan at Real Betis, while Garnacho has been told to find a new club amid an end of season dispute. If deals are not sealed in time for United's trip to the United States, it puts Amorim and the club in the difficult position of deciding how to integrate such players. Taking those stars on tour risks disruption to Amorim's preparations, while leaving them out could see their values drop quickly. Amorim has discussed United's plans for the summer. 'Without Champions League, we don't need a big squad, we can control the squad in a better way," he said. "Then we have a plan that is to bring some new players, of course. But our big plan is to improve the team that we have, is to improve our academy, because I think that is the future. It was the past, so can be the future. 'It's not going to change so much because we have the financial fair play rules. We are not allowed to do much this summer, even with Champions League, so we are prepared for that. 'It's important to stick together. We are going to struggle, it is not going to be everything right away but I have a feeling and I see the team improving and that is the most important thing.'

Newcastle move for £50m Chelsea transfer target after Bryan Mbeumo picks Man Utd
Newcastle have turned their attentions to signing Chelsea transfer target Joao Pedro after missing out on Manchester United-bound Bryan Mbeumo. Back in the Champions League after enjoying a strong end to their Premier League campaign, the Magpies are keen to bolster their squad, especially a forward line that remains heavily reliant on Alexander Isak. Eddie Howe had initially targeted Brentford's Cameroon international Mbeumo after he enjoyed a prolific campaign for the Bees. The 25-year-old is, however, intent on a move to Old Trafford with Ruben Amorim ready to make him the second signing of United's transfer window. Not deterred, Newcastle have swiftly turned their attention to Pedro who appears destined to leave Brighton this summer. The former Watford forward was on Chelsea's radar amid reports they were ready to table a £50million bid. Reports in Brazil even suggested Enzo Maresca wanted Pedro in place before the start of the upcoming Club World Cup. Chelsea now appear more focused on targeting Eintracht Frankfurt's Hugo Ekitike having confirmed the £30m arrival of Liam Delap earlier this week. That would leave the way clear for Newcastle to agree a fee with Brighton for Pedro and are said to want to double their money having spent £30m on him in the summer of 2023. Pedro has since reached double-figures for goals in his two seasons at the Amex Stadium, although was left out of the matchday squad at the end of the last campaign over a training ground clash. 'We dealt with it internally and the matter is closed,' said head coach Fabian Hurzeler. 'There are principles that are non-negotiable and count for everyone – that everyone has to stick to – where we don't make any compromises.' More Trending Brighton have already signed 19-year-old forward Stefanos Tzimas from Nuremberg for £20.8m having announced the deal back in Februray. The Greece Under-21 international has signed a contract until June 2030 but will remain in Germany with Nuremberg for the second half of the season. 'Stefanos is an exceptional young talent, an out-and-out centre-forward with a natural ability to score goals,' said Brighton boss Fabian Hurzeler. 'He will join up with us in the summer, ahead of next season.' Bruno Fernandes has already named the striker who would be perfect for Man Utd
Manchester United's search for a striker is well underway with another option for Ruben Amorim emerging this week. With Matheus Cunha in the door and with Bryan Mbeumo close behind him, United have strengthened their attack with two players who hit 35 Premier League goals between them last season. But for a side who scored a measly 44 goals in 38 games last season with only Everton, Leicester City, Ipswich Town and Southampton scoring less, more reinforcements are needed. Rasmus Hojlund wretched second season at Old Trafford could spark a move away in the coming weeks with the Dane agreeing to a move to Inter Milan if a deal can be struck between the two clubs. United missed out on their first choice target Liam Delap who was drawn to Chelsea with Champions League football back on the menu at Stamford Bridge next season. Benjamin Sesko has also been on their radar but the Slovenian is now in talks to seal a move to Arsenal as their seek to solve their own well-documented issues up front. Developments with Sesko and Delap leave one of the summer transfer window's main players in a bit of limbo. Viktor Gyokeres, the man Amorim is desperate to be reunited with in Manchester, will leave Sporting CP this summer but with Arsenal and Chelsea looking elsewhere, United now may be his last remaining Premier League option despite no European football next season. The biggest obstacle will be the fee with Sporting expecting to bank £58million for their prized asset. A cheaper alternative emerged this week. In the wake of Paris Saint-Germain's Champions League triumph, Goncalo Ramos was offered to United by intermediaries. The Portugal international, who broke onto the scene with that stunning hat-trick in the 2022 World Cup against Switzerland, has never really imposed himself on the first-team in the French capital, playing a bit-part role under Luis Enrique since joining the club two years ago. United were among the sides vying for his signature in that summer of 2023 before landing on Hojlund. The striker had just finished the season with Benfica with a haul of 27 goals in all competitions with Bruno Fernandes not hiding how much he rated his young countryman. While on international duty in June 2023, Fernandes gushed over Ramos' ability and potential, believing him to an ideal fit for the Premier League, capable of becoming 'one of the best strikers in the world.' Fernandes noted Ramos' intensity and pressing ability as some of his key qualities that could make him a success at United – comments that might resonate further now given Amorim's set-up that calls for a hard-working no9. 'I think he has all the qualities to play in the Premier League, and when I say Premier League I also mean Manchester United,' Fernandes said. 'I think he could become a great reference in the coming years, but it's still not in my hands to be sports director.' He continued: 'Gonçalo has all the conditions to play in the Premier League, he is very intense, presses very well and is very good inside the area. 'He surprised me in the national team, not only me but the rest of my teammates. 'He's physically strong, he's still young and he's going to get better. 'If he continues to work as he has been doing, I think he has the potential to be one of the best strikers in the world, but he needs to go to a more competitive league to prove it.' Fernandes has form for heaping praise on his young compatriots with Joao Neves receiving similar treatment. More Trending The midfielder enjoyed a breakout campaign at Benfica during the 2023-24 season, effortlessly stepping in to replace Enzo Fernandez following his move to Chelsea. Later that year, despite interest from United, PSG won the race for his signature. Neves is now a Champions League winner, a vital component in perhaps the best midfield in the world and undoubtedly one of the game's best young talents. 'I don't know if United rumours are true, but I know he is ready for that big jump,' said Fernandes. 'He is an excellent player, he's with the National team. That's also why the big clubs are after him.' Fernandes was right on the money with his assessment of Neves – could Ramos be another?
