Federal, provincial and territorial ministers responsible for seniors meet to discuss working together to support Canada's aging population

MONCTON, NB, March 5, 2025 /CNW/ - Over the last two days, Canada's Federal/Provincial/Territorial Ministers Responsible for Seniors Forum held productive discussions on key priorities to support current and future generations of older Canadians. The meeting was co-chaired by Canada's Minister of Seniors, the Honourable Joanne Thompson, and New Brunswick's Minister responsible for Women's Equality and Seniors, the Honourable Lyne Chantal Boudreau.
As seniors represent the fastest-growing demographic in Canada, the Forum creates an opportunity for all governments to discuss new solutions that support older Canadians in living dignified and affordable lives at home and in their communities. Governments across Canada are taking action and making significant investments within their jurisdictions to support the healthy aging of Canadians. Recognizing the diverse needs of seniors, ministers reaffirmed their commitment to prioritize working together to create tailored policies and programs that address the broad issues facing seniors across the country.
During the Forum, the ministers discussed shared priorities of addressing senior abuse, ageism, supportive housing, and the role of technology in the lives of seniors, based on the principle of mutual respect for each government's jurisdiction.
The ministers emphasized the significant collaboration achieved thus far and reached a consensus on the future plan. Over the next few years, the ministers committed to continue their collaboration on addressing ongoing priorities, including:
Affordability and financial security/literacy for seniors by understanding gaps in access to affordability programs and examining programs and services that are in place to support older adults with issues of affordability and aging in place. This also includes creating awareness and education tools to help people, including younger people, to better prepare and understand personal finance management and provide information about financial services relevant to seniors.
Aging in place, healthy aging and wellness through improved awareness of leading practices in community-based seniors' services, especially those targeting equity-deserving groups and those in rural or remote communities, to better support seniors' independence and ability to remain living at home as long as possible.
Service navigation support for seniors by examining access to clear, easy-to-understand information on support services for older adults, and identifying best practices and mechanisms by which seniors learn and access information, services and benefits.
The federal government will co-chair the next session of the Forum with Nunavut, continuing the important work of collaboration and progress.
After a lifetime of hard work, Canadians deserve a secure and dignified retirement. Ministers share the goal of ensuring that Canadian seniors and future retirees achieve greater security and a better quality of life.
Note: All governments contribute to the Federal/Provincial/Territorial Ministers Responsible for Seniors Forum by sharing information and innovative practices. Quebec intends to continue to fully assume its responsibilities toward seniors within its territory. While Quebec does not subscribe to a Pan-Canadian approach, it will continue to collaborate with the Forum and share best practices, experiences, and expertise in the field.

Quick Facts
Federal/Provincial/Territorial Ministers Responsible for Seniors Forum is an intergovernmental body established to share information, discuss new and emerging issues related to seniors, and work collaboratively on key projects.
During this year's Forum, Ministers were briefed on the work underway as part of the 2022–25 work cycle and approved three reports. The first report explores the social and economic impacts of ageism, the second report studies supportive housing for a diverse seniors population, and the third report examines the role of technology to enhance aging in place. These reports highlight lessons learned and best practices, and identify gaps to address challenges within each field. This work reflects the success of intergovernmental collaboration achieved through the Forum.
The three reports will be available on the Forum's website in the coming months.

Canada plans to hit NATO spending target early and reduce reliance on US defense, Carney says

Canada will meet NATO's military spending guideline by early next year and diversify defense spending away from the United States, Prime Minister Mark Carney said Monday, asserting that Washington no longer plays a predominant role on the world stage. The announcement means Canada will achieve NATO's spending target of 2% of gross domestic product five years earlier than previously planned. 'Our military infrastructure and equipment have aged, hindering our military preparedness,' Carney said. 'Only one of our four submarines is seaworthy. Less than half of our maritime fleet and land vehicles are operational. More broadly, we are too reliant on the United States.' According to NATO figures, Canada was estimated to be spending 1.45% of GDP on its military budget, below the 2% target that NATO countries have set for themselves. Canada previously said it was on track to meet NATO's target by the end of the decade. 'Our goal is to protect Canadians, not to satisfy NATO accountants,' Carney said in a speech at the University of Toronto. Canada is about to host US President Donald Trump and other leaders at a summit of the Group of Seven leading industrialized nations in Alberta on June 15-17, and before the NATO summit in Europe. NATO allies are poised to increase the commitment well beyond the 2% target. NATO Secretary-General Mark Rutte said last week that most US allies at NATO endorse Trump's demand that they invest 5% of gross domestic product on their defense needs and are ready to ramp up security spending even more. 'We are meeting 2%. And that is the NATO target as it is today,' Carney said at a later news conference. 'We will need to spend more.' He said there will be discussions on the increased spending amount and its timeline at the NATO summit. Carney has said he intends to diversify Canada's procurement and enhance the country's relationship with the EU. 'We should no longer send three-quarters of our defense capital spending to America,' Carney said in a speech at the University of Toronto. 'We will invest in new submarines, aircraft, ships, armed vehicles and artillery, as well as new radar, drones and sensors to monitor the seafloor and the Arctic.' Canada has been in discussions with the European Union to join an EU drive to break its security dependency on the United States, with a focus on buying more defense equipment, including fighter jets, in Europe. Carney's government is reviewing the purchase of U.S. F-35 fighter jets to see if there are other options. 'We stood shoulder to shoulder with the Americans throughout the Cold War and in the decades that followed, as the United States played a predominant role on the world stage. Today, that predominance is a thing of the past,' Carney said in French, one of Canada's official languages. He added that with the fall of the Berlin Wall in 1989, the United States became the global hegemon, noting that its strong gravitational pull became virtually irresistible and made the US 'our closest ally and dominant trading partner.' 'Now the United States is beginning to monetize its hegemony: charging for access to its markets and reducing its relative contributions to our collective security,' Carney said. Trump's calls to make Canada the 51st US state have infuriated Canadians, and Carney won the job of prime minister after promising to confront the increased aggression shown by Trump. The prime minister said 'a new imperialism threatens.' Carney said the long-held view that Canada's geographic location will protect Canadians is increasingly archaic. The government is adding $9 billion Canadian (US$6.6 billion) in spending this year and Carney said the Canadian Coast Guard will be now be a part of the military. European allies and Canada have already been investing heavily in their armed forces, as well as on weapons and ammunition, since Russia launched a full-scale invasion of Ukraine on Feb. 24, 2022.

China carefully assembling a deep-sea mining strategy

In a world hungry for crucial resources, China may not be poised to start deep-sea mining but it is planting seeds for such operations in a meticulously planned economic and geopolitical strategy. The world's oceans, both international waters and those under national jurisdiction, are rich in minerals and metals, like cobalt, nickel and copper. These are important for building electric car batteries, for instance, and other technologies as countries try to transition away from fossil fuels. China "is an energy-thirsty country. It will look for resources everywhere," including the deep sea, said Julia Xue of Shanghai Jiao Tong University. But she said China is not particularly anxious over the issue, although recent developments -- one company is itching to be the first to start mining the sea bed -- may put more pressure on Beijing. A Canadian firm, The Metals Company, has filed an application with the United States to begin undersea mining in international waters. Using its American subsidiary, it acted after President Donald Trump, bypassing international negotiations, signed an executive order in April to speed up the permit-issuing process for such mining in US and international waters. Trump cited an obscure 1980 US law that says American citizens can explore for and recover deep sea minerals in areas beyond the country's jurisdiction. Environmental groups are outraged by Trump's order, arguing that a wild hunt for the potato-sized, metal-containing nodules could harm fragile undersea ecosystems. The Canadian company initially said it would submit its request to the International Seabed Authority (ISA), a body which has jurisdiction over the ocean floor in international waters. The Metals Company says it ignored this authority because of its slow pace in talks on adopting a mining code that establishes rules for exploiting seabed resources. The United States is not an ISA member. A long-time observer of those talks who spoke on condition of anonymity said China is not particularly worried about who starts mining first. "For them it's more about dominance, staying competitive in the game, and giving the impression that you can't mess with us," the observer said. With that goal in mind "they're definitely developing the technology and putting the strategic agreements in place," Alex Gilbert, a researcher at the Payne Institute for Public Policy at Colorado School of Mines, told AFP. For instance, China has reached an agreement with the Cook Islands to explore for minerals in that Pacific country's waters. Another tiny Pacific nation, Kiribati, also says it is exploring a deep-sea mining partnership with China. This approach is "more geopolitical than economic," said Emmanuel Hache of the French Institute for International and Strategic Affairs, noting Beijing is using undersea mining as a lure to cement greater diplomatic support as it exerts power. China holds five contracts handed out by the ISA to look for resources in the Pacific and Indian Ocean sea beds and these contracts cover all types of undersea mineral resources. China's is the largest number of the 22 contracts the organization has granted. - Years behind - "From a research perspective, we have been continuously getting closer. And from a technical perspective, we have been continuously improving," said Chen Xuguang, a researcher at Ocean University of China. In 2024 a Chinese prototype deep-sea mining vehicle called Pioneer II, developed by Shanghai Jiao Tong University, set a national record by operating at a depth of more than 4,000 meters (13,100 feet). State-owned Beijing Pioneer Hi-Tech Development Corporation told AFP that later this year it plans a seabed nodule collection test. Still, China is not as advanced technologically as The Metals Company, experts say. "I would characterize China as being two to four years behind them in terms of their technology," said Gilbert in Colorado. Hache, the French expert, put the gap at five years. But China has an advantage over firms like the Canadian one in recovering and processing nodules: its companies are supported by the state and China has infrastructure for processing metals. The observer of the international seabed talks said China does not need seabed mining for metal supply, "but maybe geopolitically, in the context of maintaining their control over the commodities market." China wants to keep its options open, this person said. And while it supports an international mining code, China does not need one now and "they're not going to put pressure until they've decided strategically that they're ready," said Gilbert. abd/dw/mlm

Jack Nathan Health Provides Update on Filing of FY 2024–25 Financial Statements and Audit Progress

TORONTO, June 09, 2025--(BUSINESS WIRE)--Jack Nathan Medical Corp. (TSXV: "JNH"; OTCQB: "JNHMF"), ("Jack Nathan Health", "JNH" or the "Company") announces that it was unable to file its audited consolidated financial statements, management's discussion and analysis (MD&A), and related CEO and CFO certifications for the fiscal year ended January 31, 2025 (collectively, the "Annual Filings") by the required deadline of May 31, 2025. The delay was primarily due to the complexity surrounding the Asset Purchase Agreement (APA) completed on December 1, 2024, under which the Company transferred its Canadian medical clinic business and operations to Well Health Technologies Corp. As part of this transaction, access to EMR systems, supporting documents, and clinical records was also transferred, and this has resulted in extended timelines for data retrieval and audit testing. In addition to the operational handover: The Company underwent a change in external auditors during the fiscal year. A significant number of JNH's employees, including finance and administrative staff, transitioned to Well Health. A resulting delay in commencing the audit, which only began in late February 2025 Despite the late start, Jack Nathan Health made every effort to complete the audit by the filing deadline. Based on that intent, the Company did not apply for a Management Cease Trade Order (MCTO) in advance. However, given the ongoing audit, the Company was unable to meet the statutory filing deadline. As a result, the Ontario Securities Commission issued a Failure-to-File Cease Trade Order ("CTO") against the Company on June 6, 2025, under applicable securities legislation. The CTO prohibits trading in the Company's securities in all Canadian jurisdictions where reciprocal orders apply, until the required filings are completed and the order is revoked. The Company continues to work closely with its auditors to finalize the audit and expects to file well within the 90-day period required for automatic revocation of the CTO. "This past year marked a major transformation for Jack Nathan Health. The transition of our Canadian medical business to Well Health involved an extensive operational and systems handover," said Mike Marchelletta, CEO of Jack Nathan Health. "We recognize the delay in our reporting obligations and remain fully committed to transparency. Our team is working diligently to finalize the audit, and we anticipate filing as soon as possible."
