BROWN COUNTY, Wis. (WFRV) – Brown County Sheriff Todd Delain wrote a letter to the community on Monday, detailing a situation involving the department's K-9 Unit.
The letter from Sheriff Delain says that 'considerable misinformation' has been recently shared regarding K-9 Dorian and his handler, and that the situation needs to be updated.

'Our K9 Unit and Bomb Squad, which includes Dorian, is critical in explosive detection and suspicious item response here in Brown County, as well as throughout Northeast Wisconsin. I attribute those team's skills, including those of our K-9s, as one of the reasons for our success in knowing that we have safe events in Brown County, including safely hosting the NFL Draft in April which brought in over 600,000 people without any major incidents.'

The letter said that while each K-9 is paired with a specifically trained handler, they are not personally owned by them.
'While the bond between a handler and their canine partner is strong, it's important to understand that these are working dogs and are resources of the Brown County Sheriff's Office and you, the taxpayers,' Sheriff Delain's letter said.
The letter continued, citing that recent information to K-9 Dorian is 'sick and in pain' and should be retired as 'inaccurate' and 'false.'
Sheriff Delain's letter consisted of several bullet-pointed details, explicitly stating that K-9 Dorian's longtime veterinarian examined him on Friday, May 29. According to the letter, the veterinarian said that Dorian was both doing well and that there were no concerns about him 'performing his duties.'
The situation arose as K-9 Dorian's handler met with Sheriff Delain on April 17, 2025, when they requested to purchase Dorian or have another organization purchase him so they could still work together at another agency.
Sheriff Delain's letter said that the answer was no; however, at no point in the meeting did the handler reportedly indicate any issues with Dorian. The handler did accept a deputy role at another agency starting in June, also that it was clear that K-9 Dorian would remain and transition to a new handler.
Sheriff Delain said that upon the handler's decision to accept a position elsewhere, the Brown County Sheriff's Office started planning to transition K-9 Dorian to another handler.
'It is important to know that Brown County has very successfully transitioned K9s from one handler to another numerous times in the past,' Sheriff Delain's letter said.
However, multiple attempts from staff to speak with Dorian's handler were allegedly ignored.
'Dorian's handler knowingly failed to contact the supervisor; however, the handler's labor union was helpful and able to work with management to arrange for a mutually agreed upon date and time for Dorian to be picked up from the handler's house.'

Furthermore, Sheriff Delain added that they picked up Dorian at the house, however, they were met by a news camera. In addition, Sheriff Delain mentioned that the situation is not so simple, as getting a new police K-9 is complicated.

'This is not as simple as accepting money to purchase another K9. The acquisition of a police K-9 involves an extensive selection process and training that takes months to complete to secure all the proper certifications. I owe it to the citizens of Brown County to do what is right for public safety. Brown County K-9s are not for sale, will not be part of a new employment deal, and will always receive the best care and treatment from unbiased professionals.

IPS: Some families must pay for pre-K after budget cuts

Some Indianapolis Public Schools families will start having to pay for pre-K for the 2025-26 school year after this latest state budget didn't include increases to childcare grant funding and the district's pandemic relief funding is now gone. The district alerted families to the change on June 3 and said it came 'after much consideration of the financial impact on IPS' caused by alterations in the state budget this legislative session and loss of COVID money. In this latest state budget passed in April, lawmakers did not include an increase in funding for Indiana's popular child care subsidy programs, known as On My Way Pre-K, which helps give low-income families vouchers to use for child care. IPS had been heavily relying on those vouchers, as well as COVID-19 relief money sent to districts in the past few years, to fund its pre-K program, making it free for every family in the district for at least the past two school years. However, school districts had to spend those pandemic relief dollars by the end of 2024, and the state announced in December that it would have to bring back its waitlist for the On My Way Pre-K program due to significant growth and not enough funding. More on the waitlists: Indiana lawmakers expanded access to child care aid. Now there's not enough money This latest state budget passed by lawmakers did not address those waitlists and instead funded them just enough so families currently using the vouchers wouldn't be affected. Starting with the upcoming school year, IPS is implementing an income-based sliding scale to help ensure the program can remain funded. If families qualify and apply for the On My Way Pre-K program, they could still access a pre-K seat in IPS for free, if the voucher program has enough funding. Some families may find themselves on the waitlist for this upcoming school year. Here is the sliding scale that IPS is implementing for the next school year: To qualify for a voucher, a family's household income must be below 150% of the federal poverty level, or for a family of two, earn below $2,644 per month before taxes. More on IPS using the vouchers: A new requirement for IPS families seeking pre-K seats is coming next school year For a family of four, the household's monthly income before tax must be less than $4,019 to qualify for the pre-K voucher. The child's guardian must also be working, going to school, attending job training or looking for a job. The child must also be four years old by Aug. 1 and plan to start kindergarten next school year. HOUSTON--(BUSINESS WIRE)--Enterprise Products Partners L.P. ('Enterprise') (NYSE: EPD) today announced that yesterday, June 3, 2025, Enterprise received notice from the U.S. Department of Commerce's Bureau of Industry and Security ('BIS') of BIS's intent to deny Emergency Authorization Requests ('EARs') with regard to three proposed cargoes of ethane to China, totaling approximately 2.2 million barrels. Per the Notice, Enterprise has up to twenty days to respond to BIS with any comments or rebuttals with regard to these affected EARs. Unless Enterprise is advised by the 45 th day after the date of the notification, these denials will become final without further notice. As previously disclosed on May 29, 2025 in a Current Report on Form 8-K filed by Enterprise with the U.S. Securities and Exchange Commission, on the afternoon of Friday, May 23, 2025, BIS notified Enterprise of new licensing requirements for exports of 'ethane and butane, saturated, having a purity of 95 percent or more by volume' to China. This new licensing requirement was effective immediately (the licensing requirement for butane was subsequently withdrawn). According to the U.S. Energy Information Administration ('EIA'), total U.S. ethane production in 2024 was approximately 2.8 million barrels per day ('BPD') and total U.S. ethane exports were approximately 492,000 BPD. U.S. ethane exports to China were approximately 227,000 BPD in 2024, representing 8 percent of total U.S. ethane production and 46 percent of total U.S. ethane exports. Enterprise's marine export terminal on the Houston Ship Channel loaded approximately 213,000 BPD of ethane in 2024 of which approximately 40 percent, or 85,000 BPD, were destined to Chinese markets. Ethane exports destined to China from Enterprise's Morgan's Point facility in 2024 represented only 37 percent of total U.S. ethane exports to China for 2024. Currently, Enterprise estimates that total U.S. ethane exports to China has increased to approximately 290,000 BPD in 2025.
