Scam Summer: Experts Warn Price Caps May Fuel £100 Million in Ticket Fraud

LONDON, June 02, 2025--(BUSINESS WIRE)--With the UK heading into its biggest summer of live events in years, experts are warning that the Government's plans to cap the resale price of tickets could backfire - dramatically increasing fraud, pushing fans into the hands of scammers and triggering a financial backlash for both banks and consumers.
While the move to strengthen regulation is welcome, the proposal to restrict the price of resold tickets is raising serious concerns. In response to the Government's recent consultation on ticket resale regulation, which includes proposals to restrict the price of resold tickets, We Fight Fraud (WFF) - supported by one of the UK's leading fintechs, Revolut - is sounding the alarm: price caps won't protect fans - they'll expose them.
Data from the National Fraud Intelligence Bureau, Action Fraud and the National Crime Agency shows that the cost of reported ticket fraud for England and Wales was £70 million last year.
Yet this pales into insignificance with how much consumers would lose in the event of a mooted price cap being introduced. New figures from Bradshaw Advisory, backed by independent research from We Fight Fraud, suggest that number would quadruple as ticket resales migrate from the regulated secondary market to social media.
This would mean consumers being hit in the pocket to the tune of £280 million a year – with £100 million of that falling in the peak summer months alone.
Dr Nicola Harding, CEO of We Fight Fraud, a specialist unit made up of ex-police, intelligence officers, cyber experts, and financial crime investigators, said: "Capping resale prices may sound fan-friendly - but in practice, it pushes buyers into unregulated, risky spaces where criminals operate freely. We've tested this market. We've seen what happens. Price caps don't stop fraud - they multiply it and we could see live event fans defrauded to the tune of £100 million this summer."
As part of its investigation, We Fight Fraud conducted a covert ticket-buying operation at a Premier League match in March between Liverpool and Southampton. The results were stark:
Three out of four tickets purchased via social media in test cases were either fake or never arrived.
Two out of five tickets were outright scams.
Two others were obtained illegally via hijacked memberships.
Buyers were asked to pay bogus "name change" fees and transfer money to money mule accounts.
All scams were orchestrated via social media platforms and encrypted messaging apps.
"These aren't opportunistic chancers," said Harding. "They're organised criminal networks exploiting fans who've been shut out of safe, legitimate resale routes. "The more you limit legitimate access, the more you push desperate fans into the shadows - and that's exactly where scammers lie in wait."
While We Fight Fraud's research* focused on the UK, international data tells a worrying story. In Ireland and Victoria, Australia - where ticket resale caps are in place - fraud has surged. Bradshaw Advisory's research found that in Ireland, 13.6% of fans reported being scammed, over three times the UK's 3.8% rate. Independent research shows fraud has risen in step with these restrictions.
Since October 2024, UK banks have been required to reimburse victims of Authorised Push Payment (APP) fraud, which includes most ticket scams. With resale restrictions forcing more buyers onto risky channels, the financial burden is now spreading from fans to banks - and eventually to the wider economy.
Revolut saw ticket scams increase by 40% in the run-up to Taylor Swift concerts in London in August 2024.
"We know that highly anticipated events, like concerts and sports matches, can become a target for unscrupulous criminals preying on enthusiastic fans," said Dave Eborne, Head of Fraud Operations at Revolut.
"Especially with sought-after tickets, fraudsters leverage both the fear of missing out on a unique opportunity and a sense of urgency due to scarcity and high demand. The idea that a potential ticket could disappear quickly encourages people to act fast without thinking – but it's vital that consumers look for tell-tale warning signs before handing over their hard-earned cash. As Dr. Harding's research shows, banning or capping resale doesn't stop these scams; it simply provides another platform for them to thrive, costing fans and the wider economy through increased fraud. Smart, transparent regulation of the resale market, and robust consumer education on the warning signs of ticket scams, are the only real solutions to protect fans."

The scams typically involved convincing but fake listings, pressure to act quickly, and bogus charges like "admin" or "name change" fees - tactics that mirror those uncovered in We Fight Fraud's own investigations.

About the data:
Action fraud data from the NFIB dashboard shows the cost of ticket fraud for England and Wales is around £9.8m across the last 12 months.
When you factor in that 86% of fraud goes unreported (Action Fraud and National Crime Agency), the more realistic figure is likely to be £70m across the last 12 months.
If we regulate that with price caps, that figure will balloon to £280m (based on Bradshaw advisory research that shows level of fraud in markets with price caps is four times that of the UK).

It's been nine years since Manchester City last found themselves as an afterthought in a league title race. The 2024-25 season was a long, trophy-less season for Pep Guardiola's men. Nothing seemed to go right as injuries, ageing players and sudden drops in form combined to leave the Citizen's 13 points off Liverpool's title-winning tally of 84. Advertisement As long as Guardiola is at the helm, a double-digit gap between his team and pole position will be unacceptable. City started to bridge that gap in January, using the winter window to primarily focus on fixing a leaky defence. It seemed to work as the Citizens allowed the second-fewest expected goals (xG) in the Premier League since the start of 2025, only bested by a defensively solid Arsenal. However, the players targeted by City so far during this summer window are more impactful on the other end of the pitch. AC Milan's Tijjani Reijnders has just completed his move to Manchester, while Wolves' attacking left-back Rayan Aït-Nouri and Lyon's midfield maestro Rayan Cherki are poised to follow him. The bookmakers still believe there is much more needed from City to improve their chances of usurping Liverpool as champions of England. Even with the addition of Reijnders, Guardiola's side remain firmly behind Arsenal (5/2) and the Reds (21/10) with odds of just 13/5. So, do the bookmakers know something we don't? Or is City's ongoing overhaul about to provide considerable value? You have to hand it to Guardiola. He watched in horror as his once impenetrable defence got ripped to shreds in the early part of the season, only to sign a 'not-defender' a few months later. That isn't a malfunctioning chart; the Dutch midfielder just isn't all that interested in defending. If you want a deeper dive into what exactly Reijnders does bring to the table, our own Sam Lee has already written a comprehensive tactical breakdown. What we'll focus on here isn't the what of Reijnders but the why. As in, why does Guardiola want to sign not one, but potentially two all-out attacking midfielders — Cherki's radar looks almost identical — after watching his defence struggle to cobble itself back together? Advertisement The answer is simple: City have always won due to their devastating attacking prowess. Last year was the first time in six seasons that the Citizens didn't lead the league in xG. During the 2023-24 season, Liverpool's xG tally topped City by over seven goals (87.8-80.5). This year, that gap nearly doubled as City created only 68.1 xG to Liverpool's 82.2. For a club that once created nearly 23 more expected goals than the next closest side in the 2019-20 season, this decline has caught Guardiola's attention. The need for reinforcements who can turn things around is apparent, and Reijnders' numbers speak for themselves. The irony is that despite all the focus on the new signings, the most intriguing reason to lay money on City's 13/5 title odds is a player who joined the team last summer: Sávio. Michael Imburgio's DAVIES model attempts to capture one of the most difficult aspects of football: measuring the impact of every touch a player takes on his team's ability to score a goal. When analysing the DAVIES rankings of the most impactful players in the league last season, you get a relatively unsurprising list. Liverpool's Mohamed Salah ranks first, followed by Chelsea's Cole Palmer, Newcastle's Alexander Isak and City's Erling Haaland. The fact that Haaland leads City in the DAVIES score isn't very shocking. What does raise an eyebrow is who sits third in the table: Sávio. In nearly every category the model measures — box activity, shooting, final ball dribbles and carries — the Brazilian winger made a significant contribution to the City attack last season. If the number a sophisticated model churns out is too ambiguous for you, there are other advanced metrics that show Sávio might be a future superstar. The 21-year-old is the third-best player in the team in passes into the penalty area per 90 minutes, behind only Kevin De Bruyne and Jérémy Doku. Sávio was also second on the team in carries into the penalty area and touches inside the box, once again trailing Doku. Advertisement So, if Doku is leading all these categories, why the excitement for the Brazilian and not the Belgian? It's because Doku often uses mesmeric dribbling to get into dangerous areas only to misplay the final ball. It's why Sávio not only has a much higher DAVIES score — 3.32 to Doku's 1.33 — but also ranked second on the team in shot-creating actions, trailing only De Bruyne. Interestingly, one of the main reasons the 21-year-old likely didn't see more of the action: he couldn't score. While Reijnders scored 15 goals off just 9.9 xG, Sávio only managed a paltry two goals off 6.5 xG last season. Reijnders' additional impact in the final third certainly will add value to City's title odds as well as the contributions of Cherki and Aït-Nouri if they end up in Manchester. But the new faces aren't the reason to be optimistic about the Citizens. It's a familiar face that could supercharge their upcoming season. Redmi Pad 2 Xiaomi released a couple of very powerful and capable tablets earlier this year, and the Beijing-headquartered tech giant is back with a budget tablet that's officially priced in the U.K. starting at £169, which converts to around $228. This is about as low a price as possible for what is essentially a portable computer from a major tech brand (there are even cheaper tablets out there, but from obscure Shenzhen OEMs). And as usual, Redmi is giving you better specs than the price point may suggest. For example, the 11-inch display is just an LCD panel, not OLED like pricier smartphones, but it is a 2560 X 1600 resolution panel, which puts its resolution at 2.5K. It also features a refresh rate of 90Hz. Getting such pixel density and refresh rate above 60Hz at this price point is a welcome surprise. The 500 nits display The tablet also packs a 9,000 mAh battery that is considered large for an 11-inch device that's only 8.33mm thick. This is enough juice to power the tablet for over a dozen hours if you're just streaming videos or on social media. Gaming, however, will drain it fast, so your mileage will vary. The processor, MediaTek Helio G100 Ultra, is an entry level silicon, but it does offer eight-cores and was just introduced last August, so it's relatively new technology. For typical social media and productivity use, this chip is more than enough. If you're editing videos or playing heavy games, expect some stutters. There's a single 8-megapixel camera that, again, is acceptable at this tablet's price point, but otherwise not a camera most would want to use for anything other than the most basic use (like maybe scanning documents). Redmi Pad 2 supports stylus The quad speakers are solid for the tablet's price point, but of course sound a bit flat to my ears, which are used to superior speakers from Xiaomi's higher tier tablets or Apple's iPad. the Redmi Pad 2 with optional accessories Xiaomi apparently did not design a keyboard for this tablet, instead, optional accessories include a folio cover that doubles as a kickstand (as seen in above photo) and a stylus. Pen input works as advertised, without very jarring latency, but there's no place to house the stylus with the tablet, which is annoying. The tablet also has an 8MP camera There's also a slightly pricier model with 4G SIM card connectivity, which starts at around $295. At these prices, the Redmi Pad 2 is clearly aiming at someone on a tighter budget, and I think it gets the job done. Especially for parents of young children who may want a tablet for their child without spending too much, this is worth a look.

Footballer Jay Emmanuel-Thomas jailed for four years over drug smuggling plot

An ex-Arsenal academy footballer has been jailed for four years for his involvement in a £600,000 drug smuggling plot after a court heard his financial difficulties after a period out of contract led to a 'catastrophic error of judgment'. Jay Emmanuel-Thomas was arrested after officers from the National Crime Agency seized an estimated £600,000 of cannabis as it was being brought through Stansted Airport by two women he had recruited – his girlfriend and her friend. An earlier hearing at Chelmsford Crown Court in Essex was told the women believed they were importing gold. But Border Force officers detected roughly 60kg (132lb) of the drug in two suitcases, which had arrived in the UK from Bangkok, Thailand, via Dubai. The 34-year-old striker, of Cardwell Road in Gourock, Inverclyde, was arrested in the town in September 2024. He pleaded guilty at an earlier hearing to fraudulent evasion of the prohibition on the importation of cannabis between July 1 2024 and September 2 2024. Emmanuel-Thomas was sacked by Scottish Championship side Greenock Morton after his arrest last year. Prosecutor David Josse KC told Chelmsford Crown Court the 'interception' of the two women – Emmanuel-Thomas's girlfriend Yasmin Piotrowska and her friend Rosie Rowland – happened at the airport. He said it 'became apparent this defendant, Jay Emmanuel-Thomas, had been involved in their recruitment to travel to Thailand'. He noted Emmanuel-Thomas 'had played a few games, 11 in total, for a club in Thailand'. The barrister said Emmanuel-Thomas had 'some awareness and understanding of the scale of the operation' and was acting in an 'operational management function' in the plot. He pointed out the defendant's 'relationship with Ms Piotrowska' when describing the recruitment of the two women. The footballer, whose former clubs include Ipswich, Bristol City, QPR, Livingston, Aberdeen and Thai side PTT Rayong, was sentenced on Thursday. The bearded defendant wore a grey suit jacket and black shirt, with his long hair swept back as he listened to proceedings from the secure dock. Ms Piotrowska sat in the public gallery and wept for much of the hearing. Alex Rose, for Emmanuel-Thomas, said: 'The financial gain in this case for Mr Emmanuel-Thomas was £5,000.' Mr Rose said the defendant was a father-of-two and had made a 'catastrophic error of judgment'. He said a 'period of being out of contract led to very significant financial hard times' and he 'succumbed to temptation'. 'Although he had previously experienced periods of being in between contracts or – putting it another way – being unemployed as a footballer, they had largely been on the back of fairly lucrative long-term contracts,' said Mr Rose. He said the 'situation was rather different in the background to this'. 'Having been out of contract prior to signing for Greenock Morton, he had a brief contract with Kidderminster Harriers but that was very much a short-term contract, almost to try to assist someone he had a good relationship with,' he said. Mr Rose continued: 'His football career is finished and that's something he has brought entirely on himself. 'It's a devastating blow for somebody who had such promise and such an impressive football career.' Judge Alexander Mills, jailing Emmanuel-Thomas for four years, said: 'It's through your own action that you will no longer be known for playing professional football. 'You will be known as a criminal. A professional footballer who threw it all away.' The judge said Emmanuel-Thomas had played five games for Greenock Morton and was on a £600 per week contract at the time of the incident. He said the defendant 'recruited' his girlfriend and her friend and was 'essentially turning the importation of cannabis into an all-expenses paid holiday in the Far East', arranging business class flights, hotel costs and discussing in messages how to maximise their time on the Thai island of Ko Samui. Emmanuel-Thomas looked straight ahead as the judge read out his sentence. He nodded towards the public gallery as he was led to the cells. Ms Piotrowska, 33, of Purves Road, Kensal Rise, north-west London, and Ms Rowland, 29, of Southend Road, Chelmsford, Essex, denied the charge and at an earlier hearing prosecutors offered no evidence in their case. Mr Josse said at an earlier hearing that the women 'said they thought they were importing gold not cannabis', and the judge directed that not guilty verdicts be recorded for them.
