The 24-year-old apartment complex, which made headlines two years ago due to flooding, now faces risks of power disconnection and cancellation of possession certificate after the fire and emergency services department directed Bescom and BBMP to withhold approvals. The HC stay came during the hearing of a writ petition on May 22, where Justice CM Joshi observed that BDA's move — which also led to power supply being cut — was taken without giving the petitioner an opportunity to be heard, violating the principle of a fair hearing.
The judgment followed a directive from the fire department, which asked Bescom and BBMP to disconnect electricity and revoke possession approval for the high-rise complex at Kogilu Cross in Yelahanka, citing serious violations of fire-safety norms.
The 29.6-metre-tall building allegedly failed to renew its mandatory fire-clearance certificate — which, under the National Building Code and state rules, must be updated every two years. A 2024 inspection by the Yelahanka fire station confirmed violations of safety and zoning regulations.
Officials said the builder was required to obtain a fire NOC before construction and clearance certificate after completion, both of which were either delayed or not renewed. Despite several reminders and a final seven-day notice issued in March 2025, the clearance remains pending.
Following this, the department formally asked Bescom not to supply power to the building — or to disconnect if already provided — and instructed BBMP to withhold or cancel the project's possession certificate. Copies of the letter were also sent to the building owner and local representative.
Shiva Prasad, president of Kendriya Vihar Apartment Owners' Association, told TOI: "Our building is 24 years old. We took charge in 2011 after the earlier associations failed to renew the fire NOC. We applied for renewal in Feb this year, but now we're being penalised for legacy issues. The rules shouldn't apply selectively to Kendriya Vihar. With so many complications, only the court can bring clarity."

In a crackdown on building owners under-assessing their properties and paying less tax to the Bruhat Bengaluru Mahanagara Palike (BBMP), the civic body has decided to soon serve notices to around 2.5-3 lakh properties. The notices will come along with fines for concealing the true extent of the built-up area. According to Munish Moudgil, Special Commissioner (Revenue), the BBMP used drones to verify the extent of property declared by the owner under the self-assessment scheme and found that many had under-declared. 'Based on this, we will issue notices to property owners and ask them to pay the tax dues,' he said. According to sources, flaws were detected in almost a sixth of the 20 lakh properties self-assessed by their owners. For instance, under the Self-Assessment Scheme (SAS), a building with five floors had declared it as having only three floors. This was flagged during the drone survey carried out by BBMP in the city limits. In the notices, the BBMP will direct the property owners to pay tax for the total extent of the building, apart from levying penalties for the same. The civic agency could also go for a one-time settlement (OTS) scheme to clear the dues of these property owners, as it did with the property tax defaulters last year, sources added. The SAS, introduced in 2008, has been marred by several issues. In 2022, erstwhile BBMP – now Greater Bengaluru Authority (GBA) – was flooded with complaints after thousands of property owners were served notices on account of wrong zonal classifications in the SAS portal. Last year, BBMP introduced the OTS scheme for property tax defaulters. Around 3.81 lakh property owners were found to have defaulted on their taxes and were provided a chance to pay by waiving compound interest on arrears and reducing penalties by 50 per cent. The crackdown on under-assessment of properties is expected to generate additional revenue for BBMP, which has a revenue target of around Rs 5,700 crore for the 2025-26 fiscal.

The country's first solar-powered electric vehicle (EV) charging station integrated with second-life battery storage was launched at the BESCOM EV Hub Charging Station here on Tuesday. The pilot project, Renewable Energy to Electric Vehicle (RE2EV), which marks a major milestone in clean energy and green transport infrastructure , was inaugurated by Karnataka's Energy Minister K J George. George noted that the integration of solar energy with second-life batteries ensures sustainable, grid-independent operation and improved charging access in a high-demand transit zone. According to a press release issued by Delta Electronics India , supplier of the nine DC fast chargers for RE2EV, a 45 kWp rooftop solar photovoltaic (PV) system feeds into a 100 kWh Battery Energy Storage System (BESS) made up of repurposed batteries. These batteries, added the press release, although can no longer be used in vehicles, retain enough capacity to store and discharge energy efficiently. The hub, situated near the airport, is capable of charging up to 23 vehicles simultaneously. The project has been developed under the Green Urban Mobility Innovation Living Lab and supported by GIZ India, BESCOM, and DULT, as part of the SUM-ACA ( Sustainable Urban Mobility - Air Quality, Climate Action, Accessibility) initiative, stated the press release. Karnataka has over 5,880 EV charging stations across the state -- 4,462 of which are in Bengaluru Urban district -- and 140 new chargers added this year alone, added the release. BENGALURU : The Karnataka State Pollution Control Board (KSPCB) has issued a strict directive mandating that before granting plan approval (CC) and occupancy certificate (OC) for multi-storey residential complexes, prior approval and consent from the board must be confirmed. If these clearances are not obtained and the Bruhat Bengaluru Mahanagara Palike ( BBMP ) still issues CC and OC, the responsibility will rest entirely with the BBMP. Responding to a letter from BBMP seeking clarification, KSPCB's Member Secretary on May 30 outlined the rules requiring prior consent for establishment (CFE) and consent for operation (CFO) from the board before any such approvals can be issued for multi-storey buildings. Since 2015, it has been mandatory for KSPCB to verify compliance with the Water Act, Air Act, and other environmental protection laws before construction begins. This specifically applies to buildings with over 120 flats within the Bangalore Water Supply and Sewerage Board (BWSSB) limits. According to sources, this rule aims to prevent construction on lake beds, stormwater canals, and sensitive ecological areas. Projects must allocate space for sewage treatment plants (STPs) and waste management units before seeking approval. Seeking KSPCB consent after construction will not be accepted. BBMP has been strongly advised to ensure prior environmental clearance before granting approvals.
