Cabinet clears tunnel project in Bengaluru under BOOT model

The Karnataka Cabinet has decided to implement a ₹17,780-crore tunnel road project from Hebbal to Silk Board in Bengaluru under the BOOT (Build-Own-Operate-Transfer) model by calling global tenders.
Chief Minister Siddaramaiah on Thursday chaired a Cabinet meeting and cleared the project in the city which would be operated by the private firm for 30 years.
It would be a tolled tunnel. The Chief Minister has been authorised to call global tenders for the project. All works related to the project would be completed in 38 months, Law and Parliamentary Affairs Minister H.K. Patil told reporters.
The Cabinet cleared a quantum research park at IISc, Bengaluru, and it would be established in collaboration with Foundation for Science Innovation & Development (FSID) at a cost of ₹48 crore.
The Cabinet cleared a ₹1,386-crore project to upgrade all government industrial training institutes in Karnataka. The institutes would be developed with the Asian Development Fund of ₹970 crore. The State government would contribute ₹416 crore and the project will be completed in five years.
It has approved ₹181.77 crore for the State-run Sri Jayadeva Institute of Cardiovascular Sciences in Bengaluru, Kalaburagi, Hubballi, and Mysuru, for the purchase of equipment.

Mandya Zilla Panchayat Chief Executive Officer (CEO) K.R. Nandini has said that Gram Panchayat Development Officers (PDOs) and taluk panchayat executive officers must work with commitment and integrity for transparent and efficient governance at the grassroots level. Addressing a PDO grievance redressal meeting in Mandya, Ms. Nandini emphasised the importance of public service and said officials must take pride in their duties. 'Several PDOs in the district have demonstrated a good performance. To encourage the officials, health check-ups will be conducted every six months, and awards will be presented to outstanding performers,' she added. Ms. Nandini said that over 17,500 children had been registered for summer camps organised across Gram Panchayats in the district. 'This shows the coordination and discipline among the officials.' Stressing the importance of addressing field-level challenges, Ms. Nandini said PDOs and panchayat staff are being encouraged to voice their concerns freely. Taluk panchayat executive officers have been instructed to hold monthly open-house discussions to address the grievances of PDOs. 'If issues remain unresolved at the taluk level, they must be escalated to the district level for redressal,' she said. Expressing concern over repeated violations of the Karnataka Transparency in Public Procurement (KTPP) norms, she directed PDOs to strictly adhere to the 60:40 ratio while preparing action plans and ensure that expenditures are made as per decisions taken during the general body meetings. 'Compliance with KTPP rules and the financial code is mandatory,' she noted. She said that nodal officers must be available at the district headquarters every Monday and Thursday between 3 p.m. and 4 p.m. to hear public complaints. Prashanth Babu, president of the Karnataka State Panchayat Development Officers' Welfare Association, Mandya District, described the grievance-handling meeting as a positive step towards resolving field-level challenges. However, he raised concern over delays in salary disbursement, urging that PDOs' salaries are credited by the 5th of every month.

Alleging that competition between Siddaramaiah and Shivakumar for publicity led to 11 deaths, the union minister highlighted posts on 'X' by the CM about the felicitation to RCB team in front of Vidhana Soudha. Further, asking how a magistrate can question the CM and DCM during the inquiry into the incident that has been ordered by the government, she further said, now you have ordered a probe by a one-man judicial commission, headed by retired Justice Michael D'Cunha. He is already probing Covid-19 illegalities. He hasn't given that report yet, why again him? "We have no opposition to him or any retired judge, but why only him? What's your intention? Coverup? Why not order a probe by a sitting High Court judge?" Questioning the actual number of injured, while alleging that the government may be trying for a "coverup", Karandlaje claimed that families of some injured are paying for the medical expenses, though the government has announced that it will bear the cost. She also asked as to why the government was protecting Karnataka State Cricket Association and its office bearers, and why were they not arrested when RCB and DNA event management officials were arrested?
