After China, India set to get regional centre of Peru-based premier potato institute
The Central Government is likely to clear a proposal to set up a regional centre of Peru-based International Potato Center (CIP), a premier research-for-development organisation with a focus on potato and sweet potato, in India.
The proposed centre — CIP-South Asia Regional Centre (CIP-SARC) — will come up in Agra, and will serve farmers not only in potato belt states like Uttar Pradesh, Bihar, and West Bengal but also cater to South Asian countries.
It is learnt that the Union Cabinet is likely to soon approve a proposal of the Ministry of Agriculture and Farmers Welfare to set up the centre. The development comes months after Uttar Pradesh Chief Minister Yogi Adityanath wrote to the Centre, seeking early establishment of a regional centre of the CIP in the district of Agra. Recently, an Agriculture Ministry delegation led by Devesh Chaturvedi, Agriculture Secretary, visited Peru.
Highlighting the delay in the establishment of the centre, Adityanath wrote a letter to Union Agriculture Minister Shivraj Singh Chouhan on January 20. In the letter, Adityanath urged Chouhan to direct the officials concerned in his ministry to pave the way for the early establishment of the International Potato Center (CIP)- South Asia Regional Center at Singana, Agra.
The sources say that the project will be worth $20 million (about Rs 160 crore), of which India will contribute $13 million, while the remaining $7 million will be funded by CIP. The UP government has provided 10 hectares of land for the proposed Centre.
The CIP-SARC will work not only for UP but for the entire country and South Asia, said sources, adding that the proposed centre will focus on the development of new varieties, which are climate resilient, disease-free, and are suitable for processing. It will bring global science expertise, an extensive global innovation network and global genetic resources, said the sources.
The proposed centre in Agra comes 8 years after China set up a similar CIP centre. The CIP's China centre, known as the China Center for Asia Pacific (CCCAP), was established in Yanqing, Beijing, in 2017. Apart from China, the centre serves the entire East Asia and the Pacific region.
Headquartered in Lima, Peru, the CIP was founded in 1971 as a research-for-development organisation with a focus on potato, sweet potato and Andean roots and tubers. The potato crop is native to the Peruvian-Bolivian Andes in South America.
The proposed CIP-SARC will be the second major international agricultural research institution to set up its operations in India. In 2017, the Agriculture Ministry supported the establishment of a regional centre of the Philippines-based International Rice Research Institute (IRRI). The IRRI-SARC is established in Varanasi, Prime Minister Narendra Modi's parliamentary constituency.
As of now, at least two different centres of the Indian Council of Agricultural Research (ICAR) work on tuber crops. While the Shimla-based ICAR-Central Potato Research Institute (CPRI) is working on potato, the Thiruvananthapuram-based ICAR-Central Tuber Crops Research Institute (CTCRI) is working on sweet potato.
China is the top potato producer and consumer in the world, and it is followed by India. In 2020, China's potato production was recorded at 78.24 million tonnes, while India recorded a production of 51.30 million tonnes. Both countries accounted for over one-third of the global potato production (359.07 million tonnes).
In India, Uttar Pradesh (15 million tonnes), West Bengal (15 million tonnes), and Bihar (9 million tonnes) were the top three potato producers in 2020-21. The other states having significant potato production are Gujarat, Madhya Pradesh, and Punjab.

NEW DELHI: Govt is working on an incentive scheme for rare earth magnets and is likely to subsidise processing units as it seeks to develop a domestic base to reduce its dependence on China. A decision on rolling out the scheme will be taken in 15-20 days, heavy industries and steel minister H D Kumaraswamy said on Tuesday. Explaining the rationale, an official said, "There is hardly a 5% difference in prices of rare earth oxides and rare earth magnets... China wants to maintain its monopoly by keeping the price of magnets very low." According to official estimates, public sector undertaking IREL (India) can supply enough rare earths to make 1,500 tonnes of magnets. "Converting these rare earths to magnets will take two years," the official said. Consultations with stakeholders are underway to determine the quantum of subsidy to be offered under the scheme. "One Hyderabad-based company... they are showing interest. They have promised that they will deliver 500 tonnes by this year-end (Dec). We will have discussions with the mines minister," Kumaraswamy said. China's recent restrictions on exports have caused widespread disruption, particularly for auto players. To boost farmers' income, UP to modernise irrigation systems with central scheme
1 2 3 Lucknow: To reduce the dependence of farmers on traditional systems of irrigation and rainfall, the state govt will be implementing the 'modernisation of command area development and water management programme, a central govt initiative for which it has already sanctioned Rs 1,600 crore. Its key highlights include the formation of society clusters for joint irrigation system management, the use of modern irrigation tools, and the adoption of the 'one cluster, one crop' model. The programme will initially be launched as a pilot project in some areas, and IIT Kanpur will support it technically. "The programme will ensure consistent water supply to fields and significantly boost farmers' income. It will deliver water directly to every farm using a Pressurized Pipe Irrigation Network instead of outdated systems. This modern technology will ensure up to 90% water-use efficiency, reduce energy consumption, and increase crop yield," said irrigation and water resources secretary GS Naveen. Toll soon on Karnataka stretch of Bengaluru-Chennai expressway
Bengaluru: The National Highways Authority of India (NHAI) is set to begin toll collection on the 70-km Karnataka stretch of the newly opened Bengaluru-Chennai expressway, marking the end of free travel for motorists using the route daily. The expressway — the first in Karnataka — was unofficially opened in Feb, allowing vehicles to travel from Hoskote to Kolar Gold Fields (KGF). According to NHAI, toll rates are being finalised, with car users likely to pay Rs 150 for a one-way trip and Rs 225 for a return journey. There are three interchanges — Malur, Bangarpet, and Bethamangala — with tolls ranging from Rs 55 to Rs 150. Heavy vehicles may be charged up to Rs 520 one-way and Rs 780 for a round trip. "The ministry of road transport and highways (MoRTH) has notified tolling for this stretch. Once the commercial operations wing completes the procedural formalities and the district authorities are informed, toll collection will begin," NHAI regional officer Vilas Brahmankar said. NHAI has provided Rs 20 crore to Karnataka to upgrade 18km of connecting village and district roads to boost access to the expressway from Bengaluru-Kolar highway. Once completed, traffic is expected to increase significantly. Motorists accessing the expressway via Hoskote continue to face congestion on Old Madras Road. However, connectivity is set to improve with the Satellite Town Ring Road (STRR) at Hoskote and a new STRR-Hosur link expected to be operational by Aug. Officials confirmed that two-wheelers, autorickshaws, and tractors are banned on the expressway. Despite this, bikers have been illegally accessing the route, raising safety concerns.
