With PCH reopening this weekend, state and city tussle over Palisades security plans
A roughly 11-mile stretch of Pacific Coast Highway is set to reopen Friday ahead of Memorial Day weekend, reconnecting Malibu to the Westside after months of closures.
But less than 48 hours before the planned reopening, the state said Wednesday that it remains "in the dark" regarding the city of Los Angeles' plans for providing security to the fire-ravaged Pacific Palisades area just off the highway.
Bass spokesperson Zach Seidl countered that the mayor did, in fact, have a plan to keep the area secure and closed to non-residents.
"As PCH is reopened, we will have a strict security plan in place, as we have for months," Seidl said Wednesday afternoon. He did not immediately respond when asked whether he had shared the city's plan with the state.
The leader of the state's emergency services agency sent a sharply worded letter earlier Wednesday to a senior official in Mayor Karen Bass' administration, chiding the city for not answering questions despite weeks of outreach from the state.
As of Wednesday morning, the mayor's office had yet to provide the state with a plan for how it plans to provide security to the Palisades as part of the reopening, or whether it plans to establish new security checkpoints on arterial streets into the community, according to a copy of the letter obtained by The Times.
Seidl said Wednesday afternoon that the city would put new checkpoints in place, though he did not provide specifics.
The affluent coastal enclave has remained closed to the public since the devastating January wildfire, months after other fire-damaged neighborhoods reopened. But with the California National Guard set to leave at the end of the month, officials must decide how to move forward. There seems to be a consensus among both state and local officials that the neighborhood should remain closed to the public, though the logistics of that decision remain an open question.
Checkpoints currently block public access at major ingress points to the community. But the reopening of PCH would necessitate several new checkpoints.
"Over the last few weeks, Cal OES has reached out to the Los Angeles Police Department (LAPD) and City staff and officials - including as recently as yesterday - offering technical and financial resources to support the City as it develops a security plan," Nancy Ward, who leads the Governor's Office of Emergency Services, wrote in the letter, saying the state would also provide financial support for federal reimbursement-eligible security costs.
"Despite this outreach, we remain in the dark regarding the City's plans and have heard that the City may request a multi-week delay of the reopening of PCH - despite the incredibly hard work by the US Army Corps of Engineers, Caltrans, and many others to facilitate the reopening for Memorial Day," Ward wrote.
Seidl said the city was not requesting a delay to the reopening.
The letter was sent from Ward to deputy mayor for public safety Robert Clark, Bass' top aide overseeing police and fire issues.
Though she stopped short of directly criticizing Bass, Traci Park — the Los Angeles city council member who represents the Palisades — also expressed frustration with the process and lack of clarity.
"For months, Councilmember Park sounded the alarm on safety and called for a formalized plan from departments and consultants through the LA Recovery Committee, which she chairs. None have been forthcoming," Park spokesperson Pete Brown said.
Concerned about the lack of movement, Park submitted her own proposal to the governor for Palisades safety as the highway reopens, Brown said.
The governor's office had reached out to Park with concerns about the situation, according to someone familiar with the issue who was not authorized to speak publicly.
In late January, Bass briefly announced plans to reopen the Palisades to the public before reversing course less than 30 hours later after widespread outcry from community members who said the checkpoints should remain in place.
Newsom previously announced last month that the highway would reopen by the end of May, though he did not provide a specific date. His office declined to comment on the letter.
The soon-to-reopen section of highway, which spans from Chautauqua Boulevard just north of Santa Monica to Sweetwater Canyon Drive in Malibu will operate two lanes of traffic in both directions, according to a CalTrans document.

Kissler: Will Tariffs Continue to Drive Energy Markets?
In the past, the COVID-19 pandemic and its aftereffects were a major driver influencing global energy markets. However, this year, the tariffs implemented by the U.S. to try to balance global trade supplanted the post-COVID environment as a major influencer. That said, just how much tariffs will continue to impact energy markets depends on a number of variables, such as the tariffs' eventual size and scope. Moreover, in the case of natural gas, other factors—such as weather, travel and the immense power needs of artificial intelligence (AI)—may prove to be larger influencers. In fact, to some extent, the tariffs' impact on energy markets already seems to be dissipating. While sending energy and equity prices reeling the first month of implementation, the tariffs have had seemingly less of an effect on U.S. demand as we have entered middle of the year. The Transportation Security Administration (TSA) reported a record number of travelers in the U.S. going into Memorial Day weekend. However, at the same time, these tariffs have been detrimental to oil demand in Asia, particularly in China, as that region bears most of the tariff burdens. The numbers say it all: Chinese refinery run rates moved well below their five-year averages as crude imports dropped substantially. Crude futures also touched the lowest levels since 2021. Another big factor has been anticipated production increases. OPEC+ has pledged to increase production over the next several months and is estimated to bring back most of the 2 MMbbl/d cuts from the previous years. At the same time, the Trump administration has promised to lower oil prices. Between the Saudi/OPEC production increases and the tariffs' impact on oil markets, that goal may be achieved. On the flip side, the only factors supporting higher oil prices have mostly been geopolitical in nature. These include: the harsh sanctions expected against Iran; the Russia/Ukraine peace talks stalling, which could lead to more sanctions on Russia; and the Israel/Hamas tensions maintaining unrest in the Middle East. Altogether, the real question going forward will be if the seasonal summer travel demand can take up the slack caused by tariffs and OPEC+. The current consensus is that it's not likely, and WTI prices are expected to remain in the $58-$65/bbl area. Of course, many 'what ifs' remain. Partly because of the shift in U.S. presidential administration, green energy is losing its luster. Wind and solar still will be contributing factors, but just not at the subsidized pace seen in the past. That said, there will likely be more solar power sources in the Sunbelt states, and more areas driven by wind-generated power, but now these power sources must be able to stand on their own economically, which should send more demand to the oil and gas sector in the longer term. Shifting focus to natural gas, the expansion of AI and greater demand for LNG will be the major drivers supporting prices. That's as AI expansion is set to double in the next three to five years. It currently pulls 4% of the U.S. power grid, but that figure could move to over 9%. If you add in the expansion of LNG from 11 Bcf/d to 12 Bcf/d of natural gas in the next four to five years, one must wonder where the supply will come from. However, in the near term, weather has been relatively mild so far in 2025, which is pulling less natural gas supplies. That's as current production is in the range of 105.2 to 106 Bcf/d, whereas in 2024, the midyear average production was near the 101 BCF/day. And so, we will need to see some above-average temperatures this summer if we are to see prices comfortably over the $4/MMBtu. While the distant horizon looks bright for natural gas—and likely will be—there is still a lot of time in between. Weather demand will still be a price-driver going forward. As of early June, 2025 has been a bit mild, but weather may change things very quickly.

Young voters give Trump mixed grades in NY Times survey, but majority say US will be ‘better' in four years
Many of the young voters recently surveyed in a New York Times focus group gave President Donald Trump passing grades for his term so far, with a majority of those asked saying they believe the country will be better off once he's done with it. The Times spoke to 13 voters in their 20s about how they feel about "the way things are going in the country these days" – a topic area that included their thoughts on artificial intelligence, social media, the economy, the current political climate, and the future. While many expressed worry about the current state of the country, eight said they believe Trump is doing fine, and seven said the country will be better off in four years. "I like how stern he is, how focused he is on at least trying to get something done," a 23-year-old Latino and Republican voter named Evan said of Trump. "But I mean, I feel as though Trump actually cares about creating change. Pep in his step, at least. Biden was, like, a Sleepy Joe." Fox News Poll: The First 100 Days Of President Trump's Second Term The Times asked these 13 20-somethings, "Do you think things will be better, worse or the same four years from now?" Seven of them agreed that things "will be better," three said things "will be worse," and three said they would remain "the same." One of the more optimistic individuals was a 27-year-old woman and Democratic voter named Jonnie. Read On The Fox News App She told the Times, "I just think this administration will stabilize. I think it's scaring a lot of people. Maybe I'm just being hopeful, too. But I think inflation will probably be better by then. I can't imagine this direction forever. I think things will just stabilize." Young Americans Sour On Congressional Democrats, New Poll Finds Evan told the paper he thinks things will be better because the Trump administration will do a better job the second time around. "I would just hope they'll learn from their past mistakes. After four years, if you don't get better or something, then what are you doing? So I would just hope," he said. However, a Democratic voter from Texas named Bayleigh told The Times she believes things will remain as chaotic as she says things have been. "It'll be the end of Trump's administration, but I think the instability will remain consistent through the next four years," Bayleigh said. Later in the survey, the outlet asked the 13 individuals to give Trump a letter grade. No one gave him an A, but five of them – three Republicans and two independents – gave him a B. Three of them – two independents and one Democratic voter – gave him a C. One Republican and a Democrat gave him a D, and a Democratic voter named Molly gave him his only F out of the group. Migrants upset by quality of meals rebel inside NJ detention facility and four escape amid massive police response
Four men escaped from an immigration detention center in New Jersey on Thursday following several days of turmoil over conditions in their lockup. Department of Homeland Security spokesperson Tricia McLaughlin told The New York Times, 'additional law enforcement partners have been brought in to find these escapees.' The Delaney Hall detention center went into lockdown on Thursday night after a large number of law enforcement officials responded to a disturbance report, attorneys with clients at the facility told the paper. The unrest stemmed from concerns about the punctuality and quality of meals, attorneys and relatives of detainees said. 'People were hungry and got very angry and started to react and started to rebel against what was going on in the detention center,' a volunteer at the emergency immigration hotline DIRE, Ellen Whitt, told The Times. A staff member at DIRE got a call at about 6 p.m. from a detainee, Whitt noted. 'When we were on the phone with him, we could hear screaming and yelling in the background,' she said, adding that people were trying to break windows and that guards appeared to have left their posts at one point. The missing men appeared to have escaped via an unhinged piece of exterior siding, a law enforcement official said. Shortly after 7 p.m., masked officers with pepper spray and plastic handcuffs were spotted entering the building. People in the vicinity said they could smell something pungent. Protesters attempted to barricade the entrance to the detention center. On Friday morning, officials announced that phone calls and visits had been suspended, according to the managing director of Bronx Defenders, an immigration practice. Karla Ostolaza told The Times, 'We have no idea what is happening with our clients right now.' Mustafa Cetin is an attorney who has been representing a man from Turkey working to get citizenship. He said he received an email at 7.37 a.m. on Friday telling him that 'all movement,' such as meetings with attorneys, was canceled 'until further notice.' His client had been detained about two weeks previously during a court appearance in Newark. Delany Hall is operated by the GEO Group, one of the largest private prison companies in the U.S. The company has a contract with the Trump administration to hold as many as 1,000 migrants. The facility began housing detainees last month after Immigration and Customs Enforcement entered into a contract with the GEO Group worth $1 billion. New Jersey Democrats have opposed the opening of the facility, prompting a lawsuit, protests, and a confrontation outside the building that resulted in the arrest of Newark's mayor and assault charges being filed against Rep. LaMonica McIver. She's set to be arraigned on Monday and has said that she'll enter a plea of not guilty. McIver said on Thursday that the Trump administration had been 'stonewalling efforts to learn the truth' about conditions at Delaney Hall. 'I have serious concerns about the reports of abusive circumstances at the facility,' she said. Relatives with appointments set for Thursday said they hadn't been allowed inside. Many remained outside the facility when a fire truck and police from several agencies appeared. Following sunset, a K9 unit, FBI agents, and officers from the Hudson County Sheriff's Office started arriving at the scene while protesters blocked the gate of the facility. The crowd was later dispersed by law enforcement officials using pepper spray. Dominican immigrant Francisco Castillo told the paper over the phone from the detention center that some detainees had been forced to sleep on the floor and that they had been served subpar meals at odd hours of the day. He claimed that detainees were often served small cartons of expired milk for breakfast and that dinner was at times not served until about 11 p.m. 'Every day is a disaster with the food here,' he told the paper in Spanish.
