House of key accused in murder of Sahadev Nayak razed by BMC
BHUBANESWAR: The house of Rama Nayak, the alleged mastermind in the brutal murder of police mitra and sanitation supervisor Sahadev Nayak in the capital, was demolished by the Bhubaneswar Municipal Corporation (BMC) on Friday on the ground of encroachment and illegal construction.
BMC deputy commissioner (enforcement) Ajaya Mohanty said they had received reports of encroachment in six cases in Kedarpalli slum. However, after verification it was found that four houses had land rights certificates (LRC) under Jaga Mission, while the remaining two houses, belonging to Rama Nayak, were found to be constructed illegally.
Mohanty said notices were served to the two houses twice within a fortnight to vacate the premises, after which the enforcement squad of the BMC demolished the illegal structures on Friday.
Sources said apart from encroachment, both police and the civic body had also received allegations regarding involvement of Nayak in the heinous crime and other anti-social activities in the area causing panic among the residents in the locality.
Sahadev Nayak, a 32-year-old sanitation supervisor with the BMC from the same slum, was hacked to death in broad daylight on the Rasulgarh overbridge of NH 16 on January 8. Nayak, alleged to be the key conspirator in the case, was arrested by the Commissionerate Police in February.
Police said Rama's associate Raja, who is also an accused in the case is still absconding and efforts are on to nab him. 'The demolition of house of the accused involved in such crime and illegal activities is an exemplary action,' said a senior police official.

Mithi River desilting fraud: ED searches 15 locations, including Dino Morea's home
MUMBAI: The Enforcement Directorate (ED) on Friday carried out searches at 15 locations in Mumbai and Kochi in connection with the alleged irregularities in contracts for desilting the Mithi River, which resulted in a loss of ₹65.54 crore for the Brihanmumbai Municipal Corporation (BMC). The locations that were searched include the home and office of actor Dino Morea, who has been questioned twice in connection with the case; the residences of arrested intermediaries Ketan Kadam and Jay Joshi; the residence of Prashant Ramugade, a deputy chief engineer with the BMC who was also named as an accused; and the premises of Matprop Technical Services Pvt Ltd, a Kochi-based company that rented machinery and equipment for the desilting work, officials said. The searches continued until late Friday evening, and the ED found some incriminating documents, officials said. Morea could be summoned to record his statement in a few days, officials added. The ED has launched a money-laundering investigation in the case based on the FIR registered by the Mumbai police's Economic Offence Wing last month. The EOW had booked 13 people in the case, including three BMC officials. Two of them—alleged intermediaries Ketan Kadam and Jay Joshi—were arrested. Joshi was granted bail by a sessions court on Thursday. The EOW had earlier interrogated Dino Morea and his brother Santino after finding financial transactions between them and Kadam's family. The police suspect that the transactions, which took place during the period of the alleged fraud—from 2019 to 2022—could be linked to the desilting contracts. The Moreas and Kadams have known each other for around 25 years, according to the police. Santino Morea and Kadam's wife, Punita, are also directors of a Mumbai-based company, UBO Ridez Private Limited, which operates Victoria-style electric carriages. According to the EOW, the three accused BMC officials allegedly tailored the tender for the desilting contracts to benefit Matprop, resulting in the company's monopoly over the contracts. When the BMC's contractors approached Matprop for desilting equipment, they were directed to approach Joshi and Kadam, who, in connivance with the company, rented the machines at inflated rates, according to the EOW. Matprop's director, Dipak Mohan, who was also booked in the case, has denied that he or his company were involved in the fraud. The accused also allegedly fudged records to increase the amount of silt to be removed from the Mithi River to benefit the contractors and the rates that they were supposed to be paid, according to the EOW.

State to seek DP workaround for redevelopment of Arthur Road Jail
MUMBAI: The plan to redevelop Arthur Road jail, Mumbai's main prison, has inched forward, with the state deciding to urge the civic administration to ease a provision that would force it to surrender a sizable portion of its property. Minister of state for home Yogesh Kadam told officials of his department and the jails department of the city police on Thursday to prepare a plan for a new ground-plus-four storey prison that would accommodate 5,000 prisoners. The present British-era jail has a capacity for 800 inmates although it houses as many as 3,500. The challenge to building a new structure comes from a provision in the city's Development Plan (DP), which mandates that the jail give up a significant portion of its property when it redevelops the prison. The land thus surrendered would add 15 metres to the width of the road outside, converting it into a 35-metre-wide stretch. The portion in question currently houses the jail's staff quarters. 'The government is working on plans to redevelop Arthur Road Jail as well as Byculla Jail, which is for women. For the Arthur Road Jail redevelopment, I have directed officials to submit a fresh proposal with a request for concessions from the provisions in the DP, to construct a ground-plus-four storey structure. We will request the BMC commissioner for the concession,' said Kadam. He has directed officials from the home department and prisons department to visit the Singapore jail before preparing the plan. He has also asked officials to work on plot reservations on 22 acres of land in Mankhurd for the construction of a new jail. A home department official said the new Arthur Road Jail would be built in phases and four temporary barracks would be constructed inside the premises, to accommodate the inmates. Kadam also said the new jail would have three courtrooms. This would save time and money as inmates would not have to be transported for court hearings outside. It would also ease the pressure to provide security to the inmates while transporting them. 'During the trial of Ajmal Kasab, who had led the attack on Mumbai in 2008, a court was set up inside the Arthur Road Jail. Adding two more courtrooms would ease the pressure on the police to provide security and other arrangements to inmates for travel to court,' said Kadam. .

ED raids on locations linked to Dino Morea and others in Maharashtra and Kerala
Mumbai: The Enforcement Directorate (ED) conducted raids at locations connected to Bollywood actor Dino Morea , BMC assistant engineer Prashant Ramugade and others as part of the investigation into money laundering in the alleged Mithi river cleaning scam. The ED operations spanned 15 locations in Maharashtra and one in Kochi, Kerala, and continued until late on Friday. The raided persons included contractors, desilting machine suppliers and middlemen. One of the machine suppliers being searched was in Kochi. UBO Ridez, an electric cart company, lists Morea's brother Santino as a director alongside the wife of another accused, Ketan Kadam, who was arrested by the EOW in the Mithi cleaning scam. Kadam reportedly invested Rs 18 lakh in the company. Morea, known for his closeness to Shiv Sena (UBT) MLA Aaditya Thackeray, is not directly involved in the Mithi desilting contract. He had formed a business partnership with one of the contractors for a company operating electric carriages, which replaced traditional Victoria horse-carts used by the tourism sector in south Mumbai. The discontinued Victoria horse carriages had returned in an electric avatar and in March 2021, the then chief minister Uddhav Thackeray inaugurated these electric carts. The ED gathered documents, digital evidence and mobile phones for examination during the searches. The investigation stems from an FIR filed by the Economic Offence Wing (EOW) of the police, which had arrested Kadam and businessman Jay Joshi, owner of Virgo Specialities. Joshi was granted bail in the case on Thursday. The Mithi desilting work has faced allegations of corruption and contractor cartelisation for decades. The EOW FIR mentions mainly two allegations, stating contractors deceived the BMC using forged documents regarding silt disposal from Mithi between 2013 and 2021. It also notes the controversial award of desilting work to a company after modifying conditions to ensure only contractors with specific machinery could secure the contract. Even a contractor arranged visits of the BMC engineers to examine the machine, which he had claimed to have procured from abroad.
