Mumbai: The Mumbai Central Prison at Arthur Road is facing an overcrowding crisis, a situation brought to light during a recent court hearing concerning the transfer request of an undertrial prisoner.

The jail, designed to hold 999 inmates, currently houses 3,461, more than three times its capacity.
The court rejected the application filed by Munaf Halari, accused in the 1993 blasts case, who sought a transfer to the Anda Cell, an egg-shaped cell, due to perceived threats from rival gangs and influential inmates within the general prison population. The court directed the superintendent to provide sufficient security to the accused while keeping him in a different circle.
"The superintendent of jail also raises doubt regarding the subsequent conduct of the applicant if he is kept in the high security cell along with other well-known criminals. Therefore, looking to this aspect, I am of the view that if the superintendent of prison is directed to provide sufficient security to the applicant while keeping him in a different circle, then it will sub-serve the purpose," the judge said.
The accused, arrested on Feb 29, 2020, was initially held at Sabarmati Central Prison before being transferred to the city on June 2, 2025.
The prosecution raised concerns that an extended stay in the Anda Cell might violate Maharashtra Prison Manual rules and requested a report from the jail superintendent.
Opposing the plea, the jail superintendent highlighted the dire overcrowding, not only in the general prison but also within the high-security cell. The high-security cell, built for 31 prisoners, currently holds 43, including individuals involved in bomb blast cases, terror activities, and high-risk inmates like Prasad Pujari of the Pujari Gang, Uday Pathak of the Pathak gang, and members of the Rajan and Bishnoi gangs.

The superintendent submitted that placing the accused in the Anda Cell alongside these high-profile and dangerous individuals could actually increase the threat to his life and security. Instead, he suggested that the accused would be safer if kept in a different circle within the prison, with sufficient security, similar to other co-accused in his case.
The court, after reviewing the submissions, acknowledged the concerns regarding overcrowding and the potential risks in the high-security cell. Citing the Maharashtra Prison (Safe Custody of Prisoners) Rules, which mandate the inspector general of prisons or superintendent of jail to ensure the safe custody of prisoners, the court observed that he is best equipped to handle the internal affairs and security arrangements of the prison.

ED confiscated properties of over Rs 636 cr in Bengal school service scam
Kolkata, June 24 (UNI) The Enforcement Directorate (ED) has confiscated movable and immovable property of Rs. 27.19 crore belonging to arrested Prasanna Kumar Roy, a middle man, allegedly involved in the West Bengal Central School Service Commission (Group C & D staff) recruitment scam of 2016, official sources said. The property was held in the name of three tea estates of Prasanna Kumar Roy. The tea estates are Samsing Organic Tea Pvt Ltd, Yangtong Organic Tea Pvt ltd and Bamandanga Tea Estate Pvt Ltd. The attached properties consist of bungalows, factories, plants & machineries and a fleet of vehicles. "These properties were acquired from the cash collected from various undeserving candidates for their illegal appointments to the post of Group-C & D staff," the ED statement said. The Supreme Court in an order on April 3 quashed the appointments of more than 25,000 teaching and non-teaching staff by the West Bengal Central SSC terming the entire selection process as vitiated and tainted. The Central investigation agency said it unearthed those confiscated properties during its probe on the basis of two FIRs registered by the CBI in the matter of illegal appointment of Group 'C' and 'D' employees to the undeserving, non-listed and below-ranked candidates and depriving the deserving and genuine candidates. The allegation includes appointment without maintaining fairness, in criminal conspiracy by various persons and by flouting the relevant Rules. The ED has earlier attached properties worth Rs 219.91 crore in this case of Group C & D staff recruitment scam and arrested Prasanna Kumar Roy (the main middleman involved in the collection of money and details from candidates) and Chandan Mondal (main agent of Prasanna Kumar Roy) and both are in judicial custody. In a related case of assistant teacher recruitment scam (SSC Asst. Teachers 9th to 12th), the ED has earlier attached properties worth Rs. 238.78 crore. In another case of primary teachers recruitment scam, the ED has already attached/seized properties worth Rs. 151 crore. Thane civic body suspends sr officer after HC's rap
THANE: The Thane Municipal Corporation (TMC) has suspended assistant municipal commissioner Faruk Shaikh after the Bombay high court took notice of serious allegations against him in connection with illegal buildings in Diva. A writ petition filed in the court had accused Shaikh of protecting unauthorised constructions in Diva in exchange for bribe money during his tenure. The court ordered the TMC commissioner to investigate the allegations against Shaikh and take necessary action. Pursuant to the high court's order, TMC commissioner Saurabh Rao issued the suspension order, citing 'irregularities' during Shaikh's term from May 2022 to February 2023. The TMC order reads: 'Considering the gravity of the allegations and the serious statements made under oath before the hon'ble court, disciplinary action against Mr. Faruk Shaikh, the then assistant commissioner and designated officer, has become necessary in connection with irregularities in action against unauthorised constructions in Diva.' The suspension was ordered under Rule 4 (1) (a) of the Maharashtra Civil Services (Discipline and Appeal) Rules, 1979. The order further states, 'Mr. Faruk Shaikh, legal assistant, is hereby suspended from service with immediate effect. He shall remain stationed at the TMC administrative headquarters and shall not leave headquarters without prior permission.' It also warns that as per service conduct rules, Shaikh is prohibited from taking any private employment or running any business during the suspension period. This development comes at a time when the TMC is facing heightened scrutiny over rampant illegal constructions across its jurisdiction, and more such cases are expected to surface as the investigations deepen. The Thane Municipal Corporation demolished 73 unauthorised structures between June 19 and 24, following high court directives. Major action took place in Diva and rest in Thane area. The operations, led by special ward-level teams, included demolitions of full buildings, slabs, and shop extensions, using JCBs and heavy security.
