Rail agenda steams up as short lines blitz Congress
WASHINGTON — Short line railroads had a longer than usual wishlist when they converged in Washington D.C. for the annual Railroad Day on Capitol Hill lobby blitz organized by the American Short Line and Regional Railroad Association.
There's a new administration in office to educate and inform, along with many new members of Congress and their staffs. But there's much more on the agenda:
A federal appropriations bill, including Consolidated Rail Infrastructure and Safety Improvements (CRISI) grants
Reauthorization of the Surface Transportation Board, which includes $300 billion over five years for federal highway, rail, transit and safety programs
Modal equity, specifically regarding truck size and weight
Expansion of 45G short line tax credit, which returns a portion of spending on track maintenance
The consensus among attendees May 7 was that the message was well-received as they sought to put a face on the issues, and that senators and representatives, and their staffs, were better informed of rail issues than has been the case in prior years.
Whether that translates to legislative wins for the industry remains to be seen. But railroads' critical role in the supply chain — and the American economy — is a positive story most everyone can agree on.'We seem to be well-positioned between both parties,' said Alan Matheson, superintendent and chief operating officer of Tacoma Rail in Tacoma, Washington. 'It's not political.'
Founded in 1925, Tacoma Rail serves 43 customers in Pierce County south of the Port of Tacoma, and is one of the oldest short lines in America.
'CRISI grants and 45G for track maintenance and capital outays are two sides of the same coin,' Matheson said. 'What's new with the new administration is an accelerated permitting process. The people we met with are aware of what the issues are, and we spent time with new members getting them up to speed.'
Washington is one of the most-trade dependent states, and Matheson said he was 'cautiously optimistic' following much discussion of tariffs and their impact.'There were a lot of good questions from young [congressional] staff,' said Kevin Keller, vice president at freight rail engineering specialist HDR. 'If we can just educate them…railroads are a 'safe', non-partisan industry.
'Why would you not support it?'
The rail group's leadership acknowledges that achieving modal equity with trucks is more of a challenge.
'Truck size and weight is a tough issue,' said ASLRRA President Chuck Baker. 'We got our point across.'
Baker said federal permitting of projects needs to speed up.
'We have got to build faster. From grants to obligation, people are really interested in that. Congress appropriates the money because the Federal Railroad Administration supported it. Everyone is like, 'Let's go!'
Former STB Chairman Roger Nober said that there is a willingness on the part of the Trump administration to look at deregulation, but wondered if that would last beyond the current term.
'[Businesses] need long-term certainty to make investment decisions,' said Nober, who now directs the Regulatory Studies Center at George Washington University.Nober said he supports repeal of the federal rule requiring two-person train crews, 'from a legal and operating standpoint. I think this administration will be open to new technology.'
Kevin Donahue, state and local affairs manager for CN (NYSE: CNI) in Illinois who was there to support the Canadian carrier's short line partners, said that his lobby visits 'went really good. People were prepared and on top of issues.'
'This event is extremely important, because it shows the value of constituents,' said Robert Primus, member and immediate former chairman of the STB. 'Short line railroads are central to local economies and business growth.'
'Growth is a top issue for railroads,' said Primus, who in 2024 convened a rare public hearing to question railroads on their growth strategies. 'The strength of the economy means new businesses joining the rail network. We have to build confidence in the network to promote a reliability that attract people.'
Short lines are the drivers of that growth, he said. 'The Class I railroads should give short lines more of an opportunity to build the business rather than just a smaller share.'

Ken Griffin had no good answer. The billionaire founder of the $66 billion hedge fund Citadel and its sister company, market maker Citadel Securities, Griffin is a megadonor to the Republican Party and was excited for the American economy after President Donald Trump's election. Griffin has been critical of the administration's tariff policies in recent months, calling them a mistake that will hurt the economy and consumers. He said Thursday that they were an "anti-growth agenda," and the expected growth of the US economy has been cut in half since Trump took office. He continued his criticism of Trump, whom he voted for, focusing on the current tax bill, which was passed by the House of Representatives and is now in the Senate. Griffin said it will add "several trillions" of dollars to the deficit and lacks "tough decisions." "The United States' fiscal house is not in order," Griffin said, questioning the decision to cut taxes on small and medium-sized businesses when the deficit was rising. He said credit markets have noted the uncertainty plaguing the US thanks to the administration's policies, noting that "the risk of a US default is priced the same as Italy or Greece." "There's just no words for it," he said. If there was any optimism in his talk, it was about the resilience of American CEOs. He said hiring and capital expenditures will slow as long as there is uncertainty from Washington. Still, he was impressed with how individuals like Doug McMillon, the CEO of Walmart, explained the impact tariffs would have on the consumer. "We should not criticize CEOs for being honest," he said, adding, "shame on the administration" for scolding McMillon and other CEOs for talking about the tariffs' impact. There's still time for Trump and his team to return to pro-growth economic policies, he said, and there's no time to wait. "The United States desperately needs growth" to pay for entitlements like Social Security, he said.

Hegseth warns NATO can't be centered around ‘reliance on America'
NATO allies can't entirely hedge their security concerns around 'reliance on America,' Defense Secretary Pete Hegseth publicly warned during his visit to Brussels Thursday to meet with allied defense ministers. Hegseth contended that while the US will continue to support its allies in the powerful military bloc, the Trump administration is demanding that they step up and pull more of their own weight. 'The United States is proud to be here, to stand with our allies, but our message is gonna continue to be clear: It's deterrence and peace through strength, but it cannot be reliance,' Hegseth said during a press conference in Brussels. 'It cannot and will not be reliance on America. It can't just be US capabilities.' President Trump has long insisted that NATO allies beef up their own defense capabilities. Hegseth also called for NATO allies to spend 5% of their gross domestic product on defense. Last year, the US spent an estimated 3.3% of its GDP on defense, which is projected to decline over the next decade unless Congress passes an increase such as the one buried in the One Big Beautiful Bill Act. The NATO guideline calls on members of the 32-nation bloc to spend at least 2% of GDP on defense. Last year, a record 23 NATO nations hit that target, with Croatia, Portugal, Italy, Canada, Belgium, Luxemburg, Slovenia and Spain falling short, per data from the powerful military alliance. Now, NATO members are negotiating over a higher, 5% of GDP target, something that no country, including the military bloc's highest defense spender, Poland, has met. Bongino: ‘Threat picture' for US is ‘dramatic'
FBI Deputy Director Dan Bongino sounded alarms during an interview Wednesday night on Fox News's 'Hannity' about the perilous threats the country faces and the impact of emerging technologies as law enforcement tries to stop terrorism. 'The threat picture now for the United States is dramatic,' Bongino told host Sean Hannity. 'When you get the president's daily brief every morning like the director and I do for this … you go out of there (and) your blood pressure is through the roof — it's so many different things.' He cited threats from drone attacks, artificial intelligence (AI), China and infiltration from other countries among his biggest concerns. 'People say, 'Well, what keeps you up at night?'' Bongino said. 'Well, the answer is, I'd never sleep if I thought about this stuff all the time, but it all keeps me up at night.' President Trump named longtime ally Bongino, a former U.S. Secret Service agent, radio personality and podcaster who has guest hosted Hannity's show in the past, to the FBI's No. 2 role in February. Bongino said he and FBI Director Kash Patel have prioritized building trust in federal law enforcement through reform. 'Without reform, we're not going to have anything, because the American people won't trust us,' he said. Bongino noted that he had spoken to recent graduates of the FBI Academy at Quantico earlier in the day and stressed the multitude of threats he sees facing the country. 'I said, 'There's no one coming to save us — the Marvel Avengers ain't coming,'' Bongino recalled to Hannity. 'It is us.'
