County moving ahead with projects approved by voters
EL PASO, Texas (KTSM) — El Paso County is moving ahead with $155 million of projects that were approved by voters during the November election, County officials said.
During a special meeting on Friday, March 28, Commissioners Court heard an update on the projects that were approved by the voters during a general-obligation bond election this past November.
Three of the five ballot propositions passed.
Here is a breakdown:
· Proposition A – Approximately $95.6 million to construct, renovate, and expand regional and neighborhood parks across the County.
· Proposition B – Approximately $26.7 million to construct a new, state-of-the-art Office of the Medical Examiner.
· Proposition E – Approximately $32.7 million to build a new County Animal Shelter, enhancing services for stray animals and supporting public health and rehabilitation efforts.
Projects are expected to be done by 2028, County officials said.
The County's Capital Improvement Bond Plan is being rolled out in multiple phases, including the procurement of design and engineering services for the projects, the County said. Construction bids will follow, with design kickoffs on several projects expected later this year.
The County is launching a dedicated webpage and public dashboard to provide real-time updates on project progress, financial expenditures, contractor selections, and community benefits. Residents can also expect regular updates through social media, newsletters, community meetings, and signs at the various construction sites.

El Paso's Eloise restaurant announces closure at end of July
EL PASO, Texas (KTSM) — The owner of El Paso's Eloise restaurant announced on social media on Friday afternoon, May 30, that they will close their doors at the end of July. 'Our lease is up for renewal and due to some pretty chaotic economic conditions, we made the decision to not renew our lease,' Jim Ward, owner of Eloise Restaurant and Bar, said. Ward said the restaurant's last day of service will be on July 31. 'We did just want to take a second and say how much we've enjoyed the past 13 years. Being a part of this community means everything to us and the support and love you all given us and our staff means everything. For now, we're going to put Eloise on a shelf and we will go from there,' Ward said. Eloise originally opened in 2012 along Shadow Mountain Drive in West El Paso as a coffee shop. Sen. Blanco secures $65M to expand cancer care center in El Paso
EL PASO, Texas (KTSM) — A total of $65 million has been secured in the final state budget to support construction of the Steve and Nancy Fox Cancer Center and a new Clinical Sciences Building at Texas Tech Health El Paso, state Sen. César J. Blanco, D-El Paso, announced on Thursday, May 29, in a news release. According to the news release, the total state investment is now $130 million. The cancer center, whose construction is expected to begin this year, is named in honor of El Paso community leaders and philanthropists, Steve and Nancy Fox, whose family donated $25 million to help recruit top doctors, staff, and researchers, according to the news release. Blanco issued the following statement: 'El Paso is the largest city in Texas without a comprehensive cancer center. That means too many families are forced to travel hundreds of miles for care they should be able to get right here at home. 'I'm proud to have secured this critical state funding to help change that. The Fox Cancer Center will be the first of its kind in our region, delivering advanced, multidisciplinary cancer care, research, and patient support services tailored to the needs of our Borderplex. 'This investment is a major step toward closing the gap in access to care for Hispanic and rural patients, and toward meeting the rising demand for cancer treatment in Far West Texas.' Texas Senate OKs modernization of student union at UTEP
EL PASO, Texas (KTSM) — The Texas Senate passed a bill that supports the expansion and modernization of the Student Union at the University of Texas at El Paso. House Bill 2853 was sponsored by Sen. Cesar J. Blanco, D-El Paso and authored by Rep. Vince Perez, D-El Paso. The bill raises the cap on the student union fee, last set in 1987, to help finance the demolition of the current facility and construction of a 'new, modern building better suited to meet the needs of UTEP's growing student population,' Blanco's office said. The student body voted to support the incremental fee increase in a campus-wide referendum in September 2024. Blanco issued the following statement: 'When I was a student at UTEP, the Student Union was where we crammed for exams, organized student events, and grabbed a bite between classes. But even back then, it felt outdated. It's always been the heart of campus, but now it's finally getting the investment it deserves. 'UTEP is one of the fastest-growing research institutions in the country, and its facilities should reflect that momentum. I'm proud to help bring to life a vision that is shaped by student voices that honors the past while building for the future. This new Union will be a hub for connection and Miner pride for years to come.' Perez issued the following statement: 'The student union facility was built shortly after World War II, and generations of UTEP students have walked its halls, studied in its spaces, and built lifelong memories there. At that time, UTEP was a small institution of just 3,000 students; today, it's a nationally recognized university with an enrollment exceeding 25,000. This bill will deliver the modern, state-of-the-art facility our students need and deserve, supporting their success for generations to come. I'm honored that this was my first bill in the Texas House, and I'm proud to see it successfully through the legislative process.
