City will pay around £30million up front for the midfielder with a further £5m in add-ons if he proves to be a success.
He follows full-back Rayan Ait Nouri - who moved from Wolves to the Etihad for £31m - on Monday and reserve keeper Marcus Bettinelli.
Meanwhile, Tijjani Reijnders' £46m switch from Milan will be formally announced on Wednesday morning.
The deal was all agreed ahead of Tuesday night's transfer deadline but he was on international duty with the Netherlands.

That will take Pep's spending to around £107m in the first part of the summer transfer window.
Cherki will be part of the Club World Cup squad and said: 'This is a dream for me.
"Honestly, to be joining a club like Manchester City and have the opportunity to make the next step in my career here is something very, very special.
'I have worked so hard for this all my life. I love this sport, and I can't wait to develop further here in Manchester with Pep and his backroom staff.

'I can't wait to show City fans what I can do.'
City's director of football Hugo Viana said: 'There's no doubt that he's now in the best place possible to develop further under Pep's guidance .
'I really believe he can become a world-class player with our support and direction.'
It was a busy day at the Etihad Campus on Tuesday as City prepare to fly to Miami on Thursday to begin their preparations for the Club World Cup.
As well as Cherki, their new third-choice keeper Bettinelli arrived – joining from Chelsea for a nominal fee.
The 33-year-old will replace Scott Carson, who has left the club after six years.
Meanwhile, City confirmed that Pep Lijnders and James French – who both worked under Jurgen Klopp at Liverpool – will join Guardiola's coaching staff.
Lijnders will work as an assistant to the boss following the departure of Juanma Lillo at the end of last season.
Kolo Toure – who won the title with City back in 2012 – will step up from his role with the youth team to assist the senior team in America this month.
Guardiola is due to name his squad to travel to the US once all the players have reported back from international duty.

Chelsea release 2025-26 away kit
Chelsea have unveiled their away kit for the 2025-26 season. "In the early 1970s and fresh from securing our first FA Cup and European trophy, Blues manager Dave Sexton, himself an artist when it came to the tactical game, introduced a Chelsea away strip coloured as a tribute to Hungary's famous 'Magnificent Magyars' side from two decades earlier, whose extravagant patterns on the pitch had so influenced his own winning football," the club said."Soon, the simple plain red, white and green of that kit evolved into a white shirt with a broad red and green vertical stripe, whose theme is now reimagined in a subtle form 50 years on."The club also confirmed that the shirt will be worn in Club World cup matches against Flamengo and ES Tunis and later this us your thoughts on the kit here

Palace co-owner John Textor would sell shares for Europa League chance
Crystal Palace co-owner John Textor is willing to sell his shares in the club in order to ensure the Eagles can enter next season's Europa League, according to reports. The American, whose Eagle Football Group owns 43 per cent of Palace, has imperilled the club's chance of a first-ever European campaign owing to his involvement with Ligue 1 side Lyon, but is ready to offload his stake to his fellow co-owners in order to bring the saga to an end. Advertisement UEFA does not allow clubs with the same ownership to compete in the same European competitions in a season. Eberechi Eze scored the winning goal when Palace beat Manchester City in the FA Cup final (Adam Davy/PA) As well as his stake in Palace, the 59-year-old has a controlling stake in the French club, also via Eagle Football. However, it is also reported that the European governing body does not consider Textor's influence at Selhurst Park to be decisive and is leaning towards allowing the club into the Europa League regardless. The PA news agency understands no formal decision is likely on Palace's fate until the end of June. Advertisement Textor has previously spoken of his frustration at how little influence his stake entitles him to over football matters. Victory for Oliver Glasner's side over Manchester City in last month's FA Cup final gave them their first major trophy and with it a first crack at Europe. Nottingham Forest, who are owned by Evangelos Marinakis, have written to UEFA challenging Palace's involvement in the Europa League (Mike Egerton/PA) However, Nottingham Forest have since written to UEFA to challenge Palace's Europa League spot and in the hope of taking their place. Forest's owner, Evangelos Marinakis, who also owns Greek side Olympiacos, placed his shares in the club in a blind trust before the governing body's March 1 deadline, anticipating Nuno Espirito Santo's side's European qualification. Advertisement At present Forest, who finished seventh in last season's Premier League, are set to enter the Conference League but would take Palace's Europa League place, should they be deemed ineligible.

Arsenal target Rodrygo drops hint on his future after meeting with Xabi Alonso
Arsenal transfer target Rodrygo has dropped a hint on his Real Madrid future after his first meeting with his new manager Xabi Alonso. The Brazil international endured a difficult end to last season when his relationship with Carlo Ancelotti appeared to have soured. Rodrygo didn't feature at all in the Copa Del Rey final against Barcelona and was subsequently forced to dismiss speculation that he had decided he had already played his last match for Real. That public declaration has done little to quell the rumours that the 24-year-old is considering a change of clubs this summer. Arsenal are in the market for a wide forward and are reported to be the club most likely to make a significant bid for Rodrygo should Real be open to a sale. Chelsea, as well as several clubs in Saudi Arabia, are also monitoring Rodrygo's situation but Marca claim he is currently happy at the club he joined as a teenager back in 2019 after talks with Alonso. It remains to be seen whether or not he features prominently in Alonso's plans but reports in Spain on Wednesday claimed he was unlikely to feature in the Spaniard's ideal starting XI for next season. Rodrygo will get an early chance to impress the former Bayer Leverkusen boss in the coming weeks at the Club World Cup where he is set to feature prominently. Arsenal, meanwhile, will hope for change of heart from a player Mikel Arteta is keen on signing but in the meantime are likely to press ahead with their efforts to recruit a new centre forward. Benjamin Sesko appears to be the Gunners' first choice but they are maintaining an interest in Sporting Lisbon's Viktor Gyokeres whose relationship with the Portuguese club is deteriorating. Martin Zubimendi, meanwhile, is likely to join in July ahead of pre-season, despite late interest from Real, and Kepa Arrizabalaga will sign from Chelsea to compete with David Raya for the No.1 spot. Arsenal also hope to retain the services of experienced midfielder Thomas Partey, but the Ghana international is currently out of contract and is yet to sign the new deal he has been offered. More Trending Asked if Zubimendi's imminent arrival was playing on his mind, he told 3 Sports: 'I think the first thing is where are you happy and wher do you feel at home. At the end of the day you've been in football, you've been in different teams. 'Then it's about what is your next objective what do you want to achieve next. You still have to look at all this and at the end of the day we all have a family that needs money, this is our mind. 'We are not getting younger. There are a lot of things where you have to look now with a family, where you want them to be happy. When you go out nobody is going to destroy your family, these are things you have to look at. When you are young you just anywhere. 'I'm an Arsenal fan, I can't decide anything and just have to leave it to may agent and the club. Me, I just want to enjoy football.'
