Justice Chavan Calls For National Judicial Service, Reforms To Address Vacancies In Judiciary

Nagpur: Amid mounting concerns over the shortage of judges and the growing backlog of over 5 crore cases across Indian, former Bombay high court judge and Maharashtra State Consumer Disputes Redressal Commission chairman Ravindra Chavan has recommended a series of urgent reforms to overhaul judicial recruitment and training.
His proposals appear in a chapter titled 'Human Resource (mis)management in the Judiciary', part of the recently published book 'Shaping the Judges'.
Chavan has stressed on the need for a coordinated, national-level framework for appointments by establishing an All India Judicial Service (AIJS), modelled on the UPSC. More than 4,800 posts in the subordinate judiciary are lying vacant despite enhanced sanctioned strength.
Chavan attributed the stagnation to decentralised and inconsistent recruitment practices across states. A centralised AIJS, he argued, would streamline appointments, attract capable candidates, and uphold uniformity and transparency.
He further pointed to the judiciary's lack of diversity, highlighting the inadequate representation of scheduled castes, scheduled tribes, other backward classes, minorities, women, and persons with disabilities.
To address this imbalance, Chavan advocated expanding reservation quotas and introducing support systems to improve accessibility for under-represented communities. Despite formal provisions, he noted that many reserved positions remain vacant due to systemic gaps and procedural hurdles.
Another key focus of his recommendations is modernising legal education. He emphasised the need to prepare future judges for emerging legal challenges by incorporating artificial intelligence, data analytics, and forensic science into law curricula.
He also suggested that judicial service orientation begin at the undergraduate level to foster early interest and readiness. "Law universities must evolve to match the demands of a data-driven justice system," he told TOI, adding that technological competence should be treated as essential to judicial effectiveness.
Chavan also raised concerns over the bureaucratic inertia and delays in the appointment process.
He called upon high courts and state govts to ensure faster, transparent, and independent recruitment mechanisms free from political or administrative influence. According to him, an accountable, time-bound recruitment process would not only address vacancies but also help restore public confidence in the judicial system.
His intervention comes at a time when institutional delays and inefficiencies are drawing criticism for hampering access to justice.
The measures he proposes aim to create a judicial system that is inclusive, responsive, and equipped for the future.

Berlin [Germany], June 7 (ANI): BJP MP and all-party delegation leader Ravi Shankar Prasad on Saturday described the visit to Germany to convey India's resolute and united stand against terrorism highly successful, noting that Germany has condemned terrorism as well as expressed solidarity with India. Following an interaction at a community event in Berlin, Prasad highlighted the enthusiasm of the Indian diaspora inspired by India's growth under Prime Minister Narendra Modi's leadership and emphasised that the delegation's concerns were heard across six countries, with their mission to expose Pakistan-sponsored terrorism gaining traction. 'There is a lot of enthusiasm among Indians in Berlin. They are very inspired by India's growth story and the action taken by the country against terrorists under the leadership of Prime Minister Modi. Our visit to Germany has been very good. Germany has also condemned terrorism. We are very satisfied with the visit. We were given a lot of respect in the six countries we visited, and our concerns were heard, and our stance has been made clear,' Prasad added. Former Union Minister and part of Prasad's delegation, MJ Akbar, underscored PM Modi's leadership in the global fight against terrorism, particularly along religious pretexts. He further expressed optimism about the mission's success, suggesting a positive outlook for India-Germany bilateral ties. 'We hope we have played some part in ensuring that the mission that Prime Minister Modi sent us on has been successful. We have conveyed the message that PM Modi will lead the global fight against barbaric terrorism in the name of religion, and that has risen. The reception in Germany has been the most sympathetic. This also speaks well of the future of our bilateral relations,' he added. BJP MP Daggubati Purandeswari, who is also part of Prasad's delegation, echoed her sentiment, highlighting the delegation's call for close monitoring of IMF funds availed by Pakistan and emphasising the unified global solidarity with India's position. 'We are very happy because we started with a friendly nation, France, and are ending with a friendly nation, Germany. The diaspora has shown a lot of enthusiasm... When we spoke to the governments of different countries, they showed sympathy towards India and are ready to stand with and support us. We emphasised with them that the IMF, which has been availed by Pakistan, needs to be monitored very closely. All the countries have expressed solidarity with India, and they will stand by us,' she stated. The delegation, led by Ravi Shankar Prasad, also includes BJP MP Samik Bhattacharya, Congress MP Amar Singh and Gulam Ali Khatana, Shiv Sena (UBT) MP Priyanka Chaturvedi, AIADMK MP M Thambidurai and former diplomat Pankaj Saran. A resident in Samba said, 'We are living 2 km away from the border. We have faced severe losses, and parts of drone entered our kitchen. Our windows were shattered. Now there is peace. Earlier, we were extremely frightened. PM Modi has provided a lot of benefits. He has announced the formation of new border battalions for Jammu and Kashmir. Earlier, there was continuous shelling. We will be extremely relieved once PM Modi provides us with bunkers.' He further said that they had full confidence in the Indian Army and all the drones were neutralised. 'Now the people have started working in the fields again. There is no fear,' he added. Another resident living 3 km away from the border said that the situation is now very peaceful. 'The Indian Army and BSF had destroyed the drones in the air. Now, development work is in progress. People have started working in fields,' he added. Another resident said that the terrorists' launch pad should also be dismantled in future. Prime Minister Narendra Modi on Friday said that Pakistan 'saw its doomsday' on the night of May 6 during Operation Sindoor, a deep strike mission that he said left the Pakistan Army and terrorists stunned. Addressing a public gathering in J-K's Reasi, PM Modi said, 'Remember, exactly one month ago, on the night of May 6, Pakistan saw its doomsday. Now, whenever Pakistan hears the name of Operation Sindoor, it will remember its shameful defeat. The Pakistani Army and terrorists had never thought that India would attack terrorists hundreds of kilometres inside Pakistan in such a way.' He said Operation Sindoor demonstrated the strength of Aatmnirbhar Bharat and praised the armed forces for their trust in 'Make in India.' Your ideas and skills will take India's economy and security to new heights,' he said. The Prime Minister also announced financial assistance for families affected by border shelling. He said houses fully damaged by cross-border shelling would receive Rs 2 lakh, while partially damaged houses would be given Rs 1 lakh. 'The suffering of more than 2,000 families affected by shelling is also our own suffering. Now, those houses which have suffered heavy damage will be given Rs 2 lakh, and those partially damaged will receive Rs 1 lakh more,' he said. (ANI)

Berlin [Germany], June 7 (ANI): BJP MP and leader of the all-party delegation Ravi Shankar Prasad on Saturday sharply criticised Pakistan's military establishment, asserting that its Generals orchestrate conflicts to remain relevant, using terrorists as tools to destabilise India. During a community event with the Indian diaspora in Berlin, Prasad highlighted India's remarkable progress in IT, space, and digital transformation under Prime Minister Narendra Modi's leadership, contrasting it with Pakistan's repeated failures in wars while referring to the repeated incidents of Pakistan-sponsored terrorism and the military's dominant role in the country's politics. 'India and Pakistan were born the same day. Where are we in India, and where are they (Pakistan)? India has become a major global IT power in the world. India has become an emerging space power in the world. The startup movements here are now globally recognised. India has also become the second biggest mobile phone manufacturer in the world. We have brought digital transformation with equity and justice,' Prasad said. 'What Pakistan is doing is creating terror machines. How to create world-class terrorists under their (military) Generals. They attacked us four times and lost every time. We never attacked; they were the ones who always started the war. It is because they are under the control of Generals and not political leaders. Generals want conflict to keep themselves relevant, and terrorists are the instruments through which they execute. Wherever there is a terrorist, either he is a Pakistani or trained in Pakistan,' he added. He emphasised India's economic achievements, including a 51 per cent share of global digital payments and its status as the second-largest mobile manufacturer, attributing this to PM Modi's 2014 vision of 'IT+IT=IT' (Information Technology + India's Talent = India Tomorrow). 'Prime Minister Narendra Modi used to say in 2014 that if he became the PM, he would make an India where IT+IT=IT, which means Information Technology + India's Talent = India Tomorrow. Digital payment in India is at 51 per cent of the world,' the BJP MP stated. Prasad also spoke about the April 22 Pahalgam terror attack and India's decisive response through Operation Sindoor on May 7, noting that Operation Sindoor remains paused but ready to resume based on Pakistan's actions. 'Pahalgam attack happened on April 22. We attacked on May 7 and hit the terrorist camps. If Pakistan has to talk, it must directly speak to us. Our message was stern and straight: If you stop, we stop. If you fire, we will give a stronger reply. Operation Sindoor is on pause, subject to the good behaviour of Pakistan. It has not ended,' he stated. The delegation, led by Ravi Shankar Prasad, includes BJP MPs Daggubati Purandeswari and Samik Bhattacharya, Congress MP Amar Singh and Gulam Ali Khatana, Shiv Sena (UBT) MP Priyanka Chaturvedi, AIADMK MP M Thambidurai, former Union Minister MJ Akbar and former diplomat Pankaj Saran.
