Egypt talks cooperation in aviation safety programs at AFI Aviation Week

CAIRO - 31 May 2025: On the sidelines of Africa Aviation Week 2025 (AFI Aviation Week) in Zimbabwe, Egypt's Minister of Civil Aviation, Dr. Sameh El-Hefny, held a series of high-level bilateral meetings aimed at deepening international cooperation in civil aviation.
A key engagement featured an expanded session with Boeing officials, led by Kayode "Kay" Ariwudola, Boeing's Director of Global Safety and Regulatory Affairs for the Middle East and Africa. The meeting was also attended by Captain Amr El-Sharkawy, Chairman of the Egyptian Civil Aviation Authority.
Discussions focused on advancing aviation safety and fostering sustainable aviation practices. Key topics included the integration of carbon-reduction technologies and the increased use of Sustainable Aviation Fuel (SAF). Both sides underscored the importance of aligning with international safety standards while enhancing regulatory and technical capacities to ensure optimal safety in the sector.
The talks aligned with Egypt's broader national strategy, which emphasizes sustainable development and the implementation of environmental standards across all sectors, including air transport. Dr. El-Hefny reaffirmed the Ministry's commitment to transforming Egypt's aviation industry through environmentally conscious practices, including the adoption of clean fuels and the modernization of aviation infrastructure in line with global sustainability benchmarks.
Highlighting Egypt's potential as a regional leader in green aviation technologies, Dr. El-Hefny emphasized the Ministry's efforts to attract high-quality investments by fostering a supportive business climate. He noted that Egypt is eager to leverage international expertise in environmental innovation to further its sustainable development goals.
Participating nations at the event echoed these priorities, reinforcing their commitment to environmental sustainability in aviation. Renewed support was voiced for the ICAO Global Framework for Sustainable Aviation Fuels, as well as the ACT-SAF (Assistance, Capacity Building, and Training for Sustainable Aviation Fuels) program, which promotes the adoption of low-carbon aviation technologies and clean energy sources.
Boeing's Kayode Ariwudola praised Egypt's environmental strides in aviation, particularly its move toward sustainable operational models. He reaffirmed Boeing's dedication to partnering with Egypt to deliver innovative solutions that enhance fuel efficiency and reduce aviation's carbon footprint.

Electricity Minister visits Europe's largest pumped-storage hydropower station to discuss renewable integration
As part of Egypt's efforts to modernize its energy infrastructure and expand renewable energy adoption, Minister of Electricity and Renewable Energy Mahmoud Esmat began his visit to France by touring the Grand Maison plant—Europe's largest pumped-storage hydropower station. The Grand Maison facility, located in the French Alps, plays a vital role in grid stability and is a flagship site for several EU-funded projects aimed at testing smart technologies that enhance hydropower's ability to support modern electricity networks. With a capacity of 1,800 megawatts and advanced reversible turbine systems, the plant is capable of quickly ramping up to full output in just three minutes, producing an annual total of 1,420 gigawatt-hours. The minister's visit falls within the framework of Egypt's national energy strategy and the electricity sector's plan to increase the share of renewable energy in the country's energy mix. This transition necessitates integrating advanced storage solutions—such as pumped-storage hydropower—to ensure the stability and sustainability of the national grid. During the visit, Esmat received a comprehensive briefing from plant officials on the Grand Maison's operational structure, including its two power stations—one above ground for conventional hydropower and another underground for pumping and generation. Officials also highlighted the plant's dual-mode turbine systems, which generate electricity during peak demand and operate as pumps during off-peak hours, storing energy for later use. Esmat praised the technological advancements at the facility, particularly its structural design, operating systems, and coordination with grid operators. He stressed the importance of Egypt learning from and collaborating with French expertise, especially in areas such as clean energy, grid stability, pumped-storage technology, smart control centers, technical training, and energy loss reduction. The minister emphasized Egypt's openness to expanding partnerships with French energy companies and attracting greater investment in the Egyptian energy sector. He reiterated the Ministry's commitment to encouraging both domestic and international private sector participation in energy infrastructure projects. Esmat reaffirmed the Ministry's strategic focus on diversifying the energy mix and enhancing the share of renewables in electricity generation. Under Egypt's national energy strategy, renewable energy is expected to account for over 42% of total generation by 2030 and 60% by 2040. The plan includes large-scale integration of energy storage technologies and the development of pumped-storage facilities to ensure reliability and reduce dependence on fossil fuels. The minister concluded by highlighting Egypt's dedication to maximizing the use of its natural resources, reducing carbon emissions, and transitioning to a low-carbon energy future through innovation, international cooperation, and robust private sector engagement.

Policy Shortcomings Puts SAF Production at Risk - Middle East Business News and Information
The International Air Transport Association (IATA) announced that it expects Sustainable Aviation Fuel (SAF) production to reach 2 million tonnes (Mt) (2.5 billion liters) or 0.7% of airlines' total fuel consumption in 2025. 'While it is encouraging that SAF production is expected to double to 2 million tonnes in 2025, that is just 0.7% of aviation's total fuel needs. And even that relatively small amount will add $4.4 billion globally to the fuel bill. The pace of progress in ramping up production and gaining efficiencies to reduce costs must accelerate,' said Willie Walsh, IATA's Director General. The Problem with the Use of Mandates: Most SAF is now heading toward Europe, where the EU and UK mandates kicked in on 1 January 2025. Unacceptably, the cost of SAF to airlines has now doubled in Europe because of compliance fees that SAF producers or suppliers are charging. For the expected one million tonnes of SAF that will be purchased to meet the European mandates in 2025, the expected cost at current market prices is $1.2 billion. Compliance fees are estimated to add an additional $1.7 billion on top of market prices—an amount that could have abated an additional 3.5 million tonnes of carbon emissions. Instead of promoting the use of SAF, Europe's SAF mandates have made SAF five times more costly than conventional jet fuel. 'This highlights the problem with the implementation of mandates before there are sufficient market conditions and before safeguards are in place against unreasonable market practices that raise the cost of decarbonization. Raising the cost of the energy transition that is already estimated to be a staggering $4.7 trillion should not be the aim or the result of decarbonization policies. Europe needs to realize that its approach is not working and find another way,' said Walsh. IATA's Role in Supporting the Development of a Global SAF Market To support the development of a global SAF market, IATA has worked on two initiatives: A SAF registry managed by the Civil Aviation Decarbonization Organization (CADO) that brings a transparent and standardized system for tracking SAF purchases, usage and associated emissions reductions in compliance with international regulations such as Carbon Offsetting Scheme for International Aviation (CORSIA) and the EU Emissions Trading Scheme. The SAF Matchmaker that will facilitate SAF procurement by matching airline requests for SAF with supply offers. Urgent Action by Governments Is Needed IATA urges governments to focus on three areas: Creating more effective policies. Eliminating the disadvantage that renewable energy producers face compared with big oil is necessary to scale renewable energy production in general and SAF production in particular. This includes redirecting a portion of the $1 trillion in subsidies that governments globally grant for fossil fuel. Develop a comprehensive approach to energy policy that includes SAF. Firstly, advancing SAF production requires an increase in renewable energy production from which SAF is derived. Secondly, it also requires policies to ensure SAF is allocated an appropriate portion of renewable energy production. A wholistic approach should support joint use of infrastructure, co-production and other measures that will benefit the energy transition for aviation and for all other economic sectors. Ensure the success of CORSIA as the sole market-based mechanism to address international aviation's CO2 emissions. IATA urges governments to make Eligible Emissions Units (EEUs) available to airlines. To date Guyana is the only state to have made their carbon credits available for airlines to purchase and claim against their CORSIA obligations. Focus on India: India, one of the emerging economies on the world stage today, is the third-largest oil user after the US and China. India launched the Global Biofuels Alliance to position biofuels as a key to energy transition and economic growth. This includes a target for 2% SAF blending for international flights by 2028 with enabling policies such as guaranteed pricing, capital support for new projects, and technical standards. IATA will be working with the Indian Sugar & Bio-Energy Manufacturers Association (ISMA) and Praj Industries Limited, to provide guidance on global best practices for life cycle assessment of the use of feedstocks in the country. As the third-largest global civil aviation market, India can strengthen its leadership in biofuels with the accelerated adoption of SAF through progressive policies.
