‘Completely blindsided us'

Cottagers and business owners are angry after Parks Canada flip-flopped and announced a motorized boat ban on Clear Lake this summer to help prevent the spread of zebra mussels.
Parks Canada said Friday it made the 'difficult decision' to restrict the use of motorized watercraft in the Riding Mountain National Park lake in 2025.
'This approach is a continuation of Parks Canada's attempts to reduce zebra mussel spread in Clear Lake and the potential damage that may be caused to downstream water bodies and related infrastructure,' the government agency said in a bulletin.

The federal government said in January watercraft, including motorized vessels, would be permitted, as long as they were only used in Clear Lake. That edict was reversed Friday.
People are allowed to use non-motorized watercraft — including kayaks and canoes — provided they have an annual permit for use only on Clear Lake or other bodies of water in Riding Mountain National Park. The bulletin said all non-motorized watercraft, fishing equipment, wetsuits and inflatables would have to be inspected.
The lake was closed to all watercraft in the summer of 2024.
In January, the federal government announced a 'one boat, one lake' policy for Clear Lake, the same policy that was adopted in 2023.
Parks Canada said at the time that decision was made after determining it was no longer feasible to attempt to eradicate zebra mussels because they had spread past the lake's marina.
The policy change prompted anger Friday.
Kelsey Connor, president of the Clear Lake Marina, which offers boat rentals and cruises on the Martese ship, said Parks Canada told him about the reversal an hour before the public release went out.
'This news has completely blindsided us,' he said. 'We were planning to open our business in the coming days. We've hired dozens of excited, eager staff for the summer, made bookings and reservations for families and groups on the Martese, and spent significant sums of capital preparing to reopen the business for 2025.'
Connor said his company lost money when the lake was closed in 2024, and they were hoping to bounce back this year.
'Parks Canada managers and staff have straight up lied to and misled me over the phone, face to face, and eye to eye leading up to this announcement,' he said.
'No warning. No heads up. No reasoning. Now what… I must ruminate on this until Tuesday when Parks Canada staff are back at work. I sure hope that they have a great long weekend. Frankly, I'm disgusted with the Parks Canada organization and those who conduct it.'
A local Parks Canada official referred questions to officials in Ottawa. No one from Ottawa responded before deadline.
Tory MP Dan Mazier, who represents the Riding Mountain riding, which includes the park, called the decision unacceptable.
'Earlier this year, Parks Canada indicated the ban would be lifted, yet now, with no warning or clear explanation, they've reversed course during one of the busiest weekends of the year…. the constant flip-flopping has created chaos and deep uncertainty in a community that deserves timely answers — not surprise announcements buried on a holiday weekend,' Mazier said in a statement.
Mazier vowed to bring the matter up with newly appointed federal Environment and Climate Change Minister Julie Dabrusin.
Cottager David Bastable said he held off paying thousands of dollars to buy a boat until Parks Canada announced motorized watercraft would be allowed this summer.
'They said one boat, one lake and literally the next week I bought the boat,' Bastable said. 'We were so excited. The kids couldn't even use the kayaks and paddleboat we bought last year.
'I probably spent six grand on accessories alone to go with the boat, including insurance for the boat and the trailer, and then they changed their decision. Now I'm wondering if I'm going to sell the boat. It is so ridiculous — the zebra mussels are already in the lake.'
Bastable blames Parks Canada for helping to spread zebra mussels last summer because, at first it told people they could swim and use flotation devices only around the marina — where the aquatic pests were first found — before telling people that was the only place they couldn't use them.
'So people ended up going all over the lake. This couldn't have been managed worse.'

Another cottager, Kyle Bazylo, said he doesn't own a boat, but he empathizes with people who do.
'People last year with boats didn't even come back to their cottages last year,' Bazylo said. 'People thought this year it would be back to normal, but it isn't.
'It was disappointing last year, but at least we knew what was happening so we adapted to it, but this has come at the last minute… between last year and now this, you lose complete faith in the park and the government.'
Parks Canada had said it engaged with stakeholders, Indigenous partners and the public on how to best manage water activities at Clear Lake in 2025.

Manitoba business leaders are touting a new interprovincial trade bill as a 'positive first step' — albeit one lacking details and key changes they've called for. Bill 47 was passed in the Manitoba legislature on Monday. The bill allows for mutual recognition of goods and services with other jurisdictions who have similar laws. It comes less than a month ahead of Prime Minister Mark Carney's deadline; he wants free internal trade by Canada Day. Trucking sector disparities between the provinces are top of mind for many in the move to break down interprovincial trade barriers. 'The last thing we need is trade barriers within our own country when we have them with the rest of the world,' said Bram Strain, president of the Business Council of Manitoba. He deemed the greenlighting of Bill 47 a 'very positive first step.' The bill should affect regulations unnoticed by the average shopper. For example, Manitoba will acknowledge other provinces' food label standards when importing products and vice versa. Such interactions will follow mutual recognition deals between jurisdictions. Trucking sector disparities are top of mind for some. There are information gaps — such as different systems to check a company's history — and inconsistent vehicle and driver regulations. Such variation can be costly to trucking companies; and that cost may be downloaded onto farmers, said Colin Hornby, general manager of the Keystone Agricultural Producers. Retailers, hospitality groups and others shipping goods will benefit from more efficient trucking, Winnipeg Chamber of Commerce president Loren Remillard added. The Manitoba Trucking Association plans to meet with provincial officials about Bill 47's impact. 'We need to work together, because having different standards is challenging,' said Aaron Dolyniuk, MTA executive director. 'What we need to do is harmonize up to a consistently high standard, so that the integrity of safety in the trucking industry is not compromised.' Manitoba is working with Ottawa on smoothing out trucking regulations nationwide, said provincial Economic Development, Investment and Trade Minister Jamie Moses. He spoke to federal Transport Minister Chrystia Freeland on the topic last week. (Manitoba recently changed its semi-truck logo requirements to align with other provinces; it was previously an outlier, requiring a minimum width requirement for letter size.) In general, breaking down interprovincial barriers should reduce prices for Canadians, said Remillard. 'It costs (businesses) less, and they pass that cost on to the consumer.' If Manitoba signed mutual agreements with every province, Canada's GDP could grow $26.8 billion, the Montreal Economic Institute projected. Nova Scotia has circled Manitoba as a mutually recognized province, Moses said. Ontario, Prince Edward Island and New Brunswick have also introduced or passed similar legislation. Manitoba signed a memorandum of understanding with Ontario last month; the deal includes better direct-to-consumer alcohol sales and labour mobility. Hornby, who's among Premier Wab Kinew's private-sector advisers, considers Bill 47 'a way to start the conversation with all the provinces.' He and others, including the Opposition Progressive Conservatives, stressed a need for more mutual recognition of professional certifications. Health-care staff, veterinarians and lawyers are among the workers business leaders cited. Bill 47 doesn't apply to occupations covered by the Labour Mobility Act and Fair Registration Practices in Regulated Professions Act to avoid duplication, Moses said. He's working with federal, provincial and territorial governments on a service standard for credential recognition throughout Canada, he added. Another Bill 47 carve out: it doesn't apply to goods and services from Crown corporations. Alcohol retailers won't have easier access to other provinces' liquor store shelves, noted Kevin Selch, founder of Little Brown Jug Brewing Co. in Winnipeg. 'The LCBO (Liquor Control Board of Ontario) is a bit of a beast to access,' he said. The LCBO is one of the biggest liquor buyers globally. If Manitoba lowers its markup rates, local craft brewers would be more competitive and have a 'better home court advantage,' offering lower prices and possibly saving money for marketing elsewhere, Selch added. 'We don't want to privatize Manitoba Hydro or MPI and our Crown corporations,' Moses said when asked about the exemption. The province is focused on direct-to-consumer alcohol sales, Moses added. U.S. GoldMining Highlights Northern Exploration Targets at the Whistler Gold-Copper Project, Alaska

The Whistler - Raintree mineral system, also referred to as the ' Whistler Orbit ', comprises a classic 'porphyry cluster' spread over an area of approximately 5 x 5 km, containing multiple mapped and interpreted porphyry intrusions and including the established Whistler and Raintree West mineral resource deposits. Porphyry deposits are the primary source of copper globally and can also contain significant other metals such as gold, silver and molybdenum. 1 Whistler represents a gold-rich variant of the porphyry family. Over 25 individual exploration targets are identified within the Whistler Orbit area, comprising a mix of mapped diorite porphyry rocks and/or surface geochemical anomalies, and interpreted diorite porphyry stocks and dykes from 3D magnetic modelling. The potential for new discoveries within the Whistler Orbit was exemplified by the recently announced drilling results south of Raintree West deposit (see news release dated February 10, 2025) which included 138.0 m at 0.99 g/t AuEq (comprised of 0.89 g/t Au and 0.05% Cu) plus 17.57 g/t Ag, 0.44% Pb and 0.95% Zn, located 500 meters south of the Raintree West deposit in an area with no previous drilling. The Company's 100% owned Whistler Project, which lies within the emerging West Susitna Mineral District located just 100 miles west of Anchorage, Alaska, encompasses a contiguous land package of 53,700 acres of State mining claims. The footprint of the existing gold-copper deposits makes up <1% of the total Project area. The Company is currently planning for potential future exploration programs to test the highest ranking gold ± copper ± silver targets identified to date and to develop phased exploration programs which could commence this coming summer. Whistler-Raintree Mineral System Exploration Targets The Company's geological analysis of Whistler indicates significant potential to build upon the Company's first two highly successful field seasons completed at Whistler during the summer of 2023 and 2024. Our growing database incorporates knowledge compiled from drilling, relogging of historical drill core, surface mapping and sampling, and geophysical processing and interpretation. Over 25 potential individual targets have been identified to date, and the Company is working though a systematic review of their geological attributes to rank each target and to develop priorities for future exploration programs. The Whistler Orbit area comprises a broad basin with low-lying gently sloping topography located between three mountain ranges. The flanks and lower parts of the basin are covered in variable thickness till and gravel deposits. Thicker deposits of till and gravel, see Figure 1 upper image, prevents direct surficial mapping and geochemical prospecting techniques and thus requires remote sensing techniques and/or drilling to penetrate the cover sequence to test the underlying bedrock for mineralization potential. One of the key remote sensing techniques used in gold-copper exploration is airborne magnetic surveying, where magnetometers attached to fixed-wing or rotary aircraft fly a grid pattern to map the distribution of magnetic minerals in the geology of the upper crust. Magnetic surveys are particularly useful for exploring for gold-copper porphyry -systems like Whistler, because both the host intrusive rock and the alteration associated with gold-copper mineralization can produce magnetite in sufficient quantities for detection by remote sensing. High magnetite concentrations in circular anomalies (when viewed in plan view), often referred to as 'bulls-eye' anomalies, can be directly targeted for on-ground exploration. Over recent years, 3D subsurface 'inversion' modelling has evolved to the point where we can approximate the geometry of the magnetic anomalies below surface. Using the known Whistler Deposit as a training dataset, the magnetics processing for Whistler Orbit has modelled dozens of high-level pipe-like porphyry intrusives coming close to surface – see Figure 1 lower image. Our geologists note that a number of magnetic inversion targets have similar scale to the Whistler Deposit host diorite-porphyry, while others represent smaller 'pencil' porphyries or dyke swarms. The Mammoth target is magnetically similar to the Whistler deposit, comprising a pipe- or plug-shaped interpreted intrusion with a similar diameter to the Whistler deposit and a 'cupola' located at its base. Mammoth is undrilled, but surface till sampling in 2024 revealed elevated gold, copper, silver and other pathfinder mineral values located proximal to the magnetic anomaly, and morphological analysis of recovered gold particles indicates irregular shaped grains which suggests a potential nearby source. The Big White and Sunbowl targets are interpreted broadly to be extensions north and south (respectively) of the Whistler deposit host porphyry system. Big White represents the northern extension of the Whistler deposit's magnetic and Induced Polarity ("IP") chargeability anomaly, which relates to phyllic alteration associated with porphyry mineralization (see Figure 1). Located to the south of Whistler, Sunbowl likewise represents a chargeability anomaly where mineralization may have been offset from the Whistler deposit by faulting or intrusion of post mineral porphyry. At Raintree North and East, historic drilling of bulls-eye magnetic targets intersected elevated gold, copper and silver assays, indicative of the right rock types and hydrothermal processes that could represent nearby porphyry-style mineralization. The peak intercept from historic drillhole WH11-034, drilled in 2011 at the Raintree North prospect, comprised 120.66 meters at 0.73 g/t AuEq (containing 0.46 g/t Au, 0.16% Cu & 1.68 g/t Ag) from 177.0 meters down hole, providing encouragement for the possibility of additional porphyry mineralization in an area that warrants additional drill testing. Hotfoot, located approx. 0.75 kilometers south of Raintree West deposit, comprises a large pipe-shaped magnetic feature similar to the host of the Whistler deposit. A single historic drill hole (RG11-032) intersected potassic and phyllic alteration suggestive of porphyry mineralization nearby. Also, the recently announced drill discovery (138.0 m at 0.99 g/t AuEq) located 500 meters south of Raintree West deposit, could represent distal veining from a relatively nearby porphyry source, for which Hotfoot is a potential candidate. The Company's geological analysis and exploration planning remains ongoing. Potential future exploration programs would be expected to run in parallel with the Company's previously announced initial economic assessment for the Project (see news release 15 April 2025), thereby seeking to develop Whistler's full potential by investigating not only the base case mine development potential of the existing resources, but also to build a pipeline of future potential resources which could feed into a larger potential mining opportunity at the Whistler Project in future.
