Screws tighten on Pakistan: Curb on water flow through Baglihar; crackdown on ships, trade

JUST over 10 days after the Pahalgam terror attack that killed 26 people, India has ratcheted up its diplomatic offensive with a second set of measures against Pakistan: curbing water flow through the Baglihar dam; stopping the import of products; banning docking of Pakistan-owned ships and suspending the exchange of all mail and parcels.
This, even as it flagged its condemnation over the test-firing Saturday of a surface-to-surface ballistic missile by Pakistan.
The testing wasn't lost on India. Turning the heat on Islamabad, the government put into effect a crucial next step as part of putting the Indus Water Treaty in abeyance.
The gates of the sluice spillways on the Baglihar dam have been lowered to restrict water flow to Pakistan's Punjab as a 'short-term punitive action,' a senior official told The Indian Express.
The Baglihar dam, over Chenab river, is designed as a run-of-the-river plant for hydro power generation. Chenab is one of the western rivers in the Indus Water system and the treaty allows for harnessing its waters for power generation.
'By doing this, even if the choke is for a short while, we demonstrate that we will take coercive steps… The Chenab river water irrigates Punjab farmlands, and Pakistan needs to realise we mean to punish them on all fronts,' the official said.
This may not be done in isolation – similar action in the Kishanganga dam on the Jhelum river may also be in the offing, he said.
Pakistan tested its surface-to-surface ballistic missile with a 450-km range on Saturday. The missile, known as the Abdali Weapon System, was tested as part of its military drill 'Exercise Indus.'
The test, conducted at the Sonmiani Ranges, was likely part of an operational user trial conducted under the Army Strategic Forces Command (ASFC), which handles Pakistan's nuclear-capable missiles.
An official in Delhi called it a 'reckless act of provocation and a dangerous escalation by Pakistan in its hostile campaign against India.'
Sources said that since the Pahalgam terror attack, Pakistan has been 'frantically issuing naval warnings, ramping up drills in the Arabian Sea, and has indulged in continuous ceasefire violations along the LoC'.
'This planned missile test, under such volatile conditions, is nothing short of a blatant provocation and a desperate attempt to whip up tensions with India,' the official said.
Unveiling its second set of measures, India Saturday also suspended exchange of all categories of mail and parcels from Pakistan through air and surface routes.
The order suspending the services was issued by the Department of Posts that operates under the Ministry of Communication.
India's next move, hours later, was to ban the docking of ships bearing the flag of Pakistan at ports in the country. It also said that no Indian-flagged vessel would visit any ports in Pakistan.
The first set of measures had targeted the Indus Water Treaty, scrapped all visas, sent back all Pak nationals (except for the long-term visas), reduced the strength of the Pakistan High Commission by almost half, closed the Attari border, and sent back defence officials in the Pak mission. India had also banned some YouTube channels of Pakistan TV and journalists.
India and Pakistan have also shut their respective airspaces to each other's airlines and suspended all trade with India, including through third countries this week.
Citing 'cross-border linkages' to the April 22 attack, India has promised severe punishment to those involved in the strike.
In a high-level meeting with the top defence brass, Prime Minister Narendra Modi earlier this week had asserted that the armed forces have 'complete operational freedom' to decide on the mode, targets and timing of India's response to the terror attack.

India is working with its partners and friends on the UN Security Council to blunt Pakistan's moves, as Islamabad has been appointed to key counter-terror committees at the UNSC. Sources in New York told The Indian Express that Pakistan demanded to be the chair of the 1267 Sanctions Committee; 1540 (Non-Proliferation) Sanctions Committee; 1988 (Taliban) Committee and Chair of the 1373 Counter Terrorism Committee (CTC). Sources said the allocation of positions 'should have been undertaken by January 2025'. It is learnt that a 'lack of consensus and unreasonable demands' by Pakistan prevented a consensus being formed till June 2025. 'The Council members were not happy with this … attitude depicted by the Pakistan,' a source said. Pakistan had to be satisfied with 'only one full Chairship' — Chair of the 1988 (Taliban) Sanctions Committee [Russia and Guyana are the Vice-Chairs], sources said . The other positions are Vice-Chair of the 1373 CTC [along with France and Russia]; Sanctions Informal Working Group (IWG) [Co-Chair with Greece] and Documentation IWG [Co-chair with Denmark.] 'The… positions allocated to Pakistan is far below its… aspirations,' the source said. India also chaired the same 1988 (Taliban) Sanctions Committee during its UNSC 2021-22 term along with the Chair of the 1970 Libya Sanctions Committee. Sources said the position of Vice-Chair of 1373 CTC which Pakistan was allocated is 'not something very substantive'. 'It is… more ceremonial in nature. Pakistan… has not been able to get its way. India was the Chair of the 1373 CTC in 2022. India had earlier also, during its 2011-12 UNSC term, chaired the 1373 CTC.' For the first time in the history of the UNSC, an IWG will have two co-Chairs. This can be interpreted as a move by the Council to rein in Pakistan. Despite the Pakistani delegation's visit to the UN, the result is not something Pakistan will be happy with. This reflects Pakistan's standing and credibility in the UN, sources said. Sources said all the major terrorist attacks and networks have their origins in Pakistan. Some examples are: Sources said Pakistan's role as a state sponsor of terrorism is well known. 'Out of around 254 individuals and 89 entities designated in the 1267 Sanctions Committee (Al-Qaeda and ISIL), Pakistan has the unrivalled distinction of over 50 individuals and entities linked to it designated in the 1267 Sanctions Committee… it is Pakistan which is at unease… that more of its nationals and entities will be added to the Sanctions Committees/Regimes.' Earlier in the day, Pradhan, Governor of Karnataka, Thaawarchand Gehlot and Madhya Pradesh Chief Minister Mohan Yadav inaugurated a hostel and staff quarters at Prime Minister Shri Jawahar Navodaya Vidyalaya-2. The Union Minister Pradhan and CM Yadav also performed a ritual and inaugurated the hostel and staff quarters. In an X post, Union Minister Dharmendra Pradhan shared glimpses of the event and appreciated Navodaya Vidyalaya, Kendriya Vidyalaya and Sandipani Vidyalaya for working to create meritorious students under the National Education Policy 2020. Berlin [Germany], June 8 (ANI): Shiv Sena (UBT) leader Priyanka Chaturvedi has said that India's Armed Forces have given a befitting reply to those who have cast an evil eye on the country and that there will be a firm response to any terror attack. Priyanka Chaturvedi, who is a member of an all-party delegation visiting partner countries to highlight India's zero tolerance policy against terrorism, told members of the Indian diaspora in Germany that India gave a firm response to the Pahalgam terror attack through Operation Sindoor. 'Our armed forces gave a befitting reply to those who have time and again attacked our country . Our response has been mature, responsible,' she said. 'We are the land of Mahatma, we are the land of Buddha, but we are also the land of Krishna,' she added. She said the terror infrastructure in Pakistan and Pakistan Occupied Jammu and Kashmir was targeted in Operation Sindoor. She said India was, in a way, carrying out the work of the UN, by targeting terror camps. Priyanka Chaturvedi also took a jibe at Pakistan getting a position to serve as vice-chair of the Counter-Terrorism Committee of the United Nations. 'Do you know what responsibility they got? They have gotten the vice-chairmanship of the Counter-Terrorism Committee. This is like asking Masood Azhar and Hafeez Saeed to fight for global peace and justice. We have to call this out. Not only India but the entire world is suffering. From Masood Azhar to Osama Bin Laden - all have been found there (Pakistan). They have also gotten chairmanship of the Taliban Sanctions Committee,' she said. She said all faiths co-exist peacefully in India. 'The Jinnah inside Asim Munir was woken when he delivered the speech saying Hindus and Muslims cannot coexist. Today, India is a shining example of how 200 million Muslims live in harmony and is a befitting reply to Pakistan,' she said. Chaturvedi said she belongs to a party which is against talks with Pakistan till it supports cross-border terrorism. 'I am proud I come from that party', she said. She gave a call for the diaspora to show support for the Indian armed forces and the diaspora burst into chants praising them. At the start of the community event, the Indian diaspora observed a two-minute silence to pay tributes to people who lost their lives in the Pahalgam terror attack in Jammu and Kashmir. Priyanka Chaturvedi told ANI later that it is global responsibility to fight against terrorism. 'We have seen the strength of our diaspora in the six nations we met various officials and we kept forward our views in front of told them the problem of terrorism that we have been facing for decades can also reach your is the responsibility of the world to call out and the various nations that we visited have extended support to us in the fight against terrorism...' The delegation, led by Ravi Shankar Prasad, includes BJP MPs Daggubati Purandeswari, MJ Akbar, Gulam Ali Khatana, and Samik Bhattacharya; Congress MP Amar Singh, Priyanka Chaturvedi from Shiv Sena (UBT,) AIADMK MP M Thambidurai and former diplomat Pankaj Saran. The delegation arrived in Germany after concluding their visit to Belgium. Earlier, Ravi Shankar Prasad, said they raised strong concerns about terrorism during their visit to Brussels and generals of Pakistan 'run that country with the help of a military terrorist coalition', which is a 'threat' to democracy and humanity. The Indian Armed Forces carried out targeted strikes against terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 terrorists. India repelled subsequent Pakistani aggression and pounded its airbases. (ANI)
